Proceedings of Monthly Revenue Recovery Review Meeting held on 29 th November 2014 of Davanagere Circle at Zonal Office, BESCOM, Chitradurga chaired by Hon’ble Chief General Manager (F&C), BESCOM.
The meeting commenced at 11.00 A.M. The Controller of Accounts, CTAZ, welcomed all the officers present in the meeting and CGM (F&C) reviewed circle/Division/Subdivision wise Revenue collection for the month of October-2014 as per Revenue Review formats generated through Soft softwares .

The CGM(F&C) has reviewed the collection efficiency of MFF’s Ramdomnly who are present in the meeting and shows his displeasure on poor progress of the
following MFF’s of Harihar, Anagodu, RSD Davangere, Hiriyur, Jagalur and Hosadurga, Molakalmur, Holalkere, Challakere and malebennur sub divisions.

CGM(F&C) asked these GVPs RR.Nos, and verified in the software for their usage and arrears found that abnormal consumption and arrears outstanding.
Muralidhara RR.No. KJL262. R.K. Shivaraju Jagaluru, RR.No.SML15321 and JL1650, H. Shivanna, Hosadurga , NAL7719 and ATLRGGVY3110.
Long dis arrears in soft category should be recovered within three months.
The withdrawal statements of long dis installations should be prepared RR No wise, Tariff wise, Section wise to withdraw ledger accounts after audit certificate duly observing company norms.
All the Meter Readers / GVPs should be accompanied with a (to take meter reading sheet everyday along with) lineman for disconnection of installations which have arrears on the reading date only.
D and R fees should be raised scrupulously for all the disconnected installations.
Arrears should be segregated in three parts. 1. 1st to 15th arrears,
2. 16th to 30th arrears and
3. More than one month. (Excluding present demand)
Diaries of all AAO/SA’s have to be furnished every month. Revenue collection target of all the GVPs to be re- fixed at the beginning of the
month and the same is audited and reviewed fortnightly. GVPs who have not achieved revenue target three months continuously should
be terminated as per MOU. Worst performing GVPs (at least two GVPs in each Sub division) should be
removed. 50% of the existing arrears of all GVPs / MRs should be recovered within 15 th
of October- 2014. Test check Readings of all Meter Readers/GVPs should be taken by JEE of
section office. All the temporary installations (LT-7) should be billed in the system only in the
concerned software. AAOs/SAs of sub division should be accompanied with the Meter reader/GVPs
in the morning every day and collect the arrears, besides taking the reading of DL installations, verifying zero reading and unbilled installations.
Wherever, mass meters are replaced (RAPDRP area), R&R of the meters should be updated in the system immediately.
Dummy MR codes existing in the system should be analyzed and re-appropriate to the concerned MRs/GVPs within 10th Dec 2014.
Long dis arrears in respect of street light / water supply installation of RLB/CMC/TMC should be verified and transfer the arrears to concerned local bodies existing RR Nos. immediately.
Arrears of BJ/KJ below/above 18 unit’s installations should be recovered immediately as per KERC rules OR else stringent action will be taken against GVP’s.
Ensure that MFFs are collect the current month demand plus 10 % of the Live arrears..
Regarding the MFFs, who fails to achieve the fixed revenue target from consecutively last three months should take immediate action as per the MOU.
Meter Readers/MFF’s(GVP’s) should read all the installations within 15th of every month i.e., 1st to 15th of the month.
All the AEE/AAO/SA should operate the bescom.co.in designated website.
To check the e-mails received from the corporate office/Zonal/Circle/Division/Consumers on daily regular basis.
All the officers to view regularly the Dash board reports & Billing efficiency report of both N-Soft & Infosys regularly to find out the exact status report of revenue performance of each sub divisions and Divisions.
After giving above directions CGM(F&C), BESCOM reviewed the sub-division wise progress of revenue recovery,Billing efficiency, MNR, Zero consumption and unbilled installations.
The billing efficiency of both RAPDRP and Non-RAPDRP has been reviewed and found that many sub divisions are not achieved 100% even the reading dates are completed on 15th Nov. 2014. And found that some of the sub divisions have not achieved even on 100% billing efficiency on 26th-11-2014. In this connection The Chief General Manager (F&C) has instructed to achieve 100% billing efficiency without fail of all the meter readers / GVPs. If any lackness observed on achieving the 100% target of billing efficiency will be viewed very seriously.
ZERO consumption and MNR installations have been reviewed and found that many sub-divisions have shown erratic un-billed/ZERO/MNR installations till this date and Chief General Manager(F&C), Bangalore, says that it is not acceptable and also directed to take immediate action to achieve the 100% reading and billing and should Keep the suitable records for ZERO consumption along with spot inspection reports and replacement of MNR meters of both RAPDRP and Non-RAPDRP areas.

Grand Total 136366 140957131VERIFICATION OF CHEQUES:-Revenue collection and remittance should be watched very scrupulously and remittance made to banks has to be reviewed every day and remittance register should be verified with reference to collected amount. If the collections received in way of cheques should be ascertained through the bank authorities for realization and transfer to Head Office. If the cheques have dishonor by the banks any reasons same should be analyzed and the concerned consumer has to be intimated for the cheques dishonor and ask them to pay the electricity bills by cash. Everyday watch the cheque realization, remittances, and transfer of funds to Head Office very scrupulously. The Accounts Officer (I/A) has to take surprise checks of sub division/section and verify the B.R. statement thoroughly.
Recovery of Government Grant
It is observed that Government of Karnataka has released grants towards energy charges of street lightS and water supply installationA of CMC/TMC/GP’s of the 1st quarter i.e., (April to June) But, the same has not been collected fully by the
divisions. The details statement has shown in which division have not collected grants fully. It is very negligence of concerned officers.
Implementation of Meter Reading sheets
By using the Meter Reading sheets the following parameters will be achieved.
1. 100% collection efficiency against demand2. 100% billing efficiency 3. 100% spot serial and consumer index4. Easy to search active and in-active installations5. Correct information regarding not found / unbilled /ZERO consumption/DL
installations6. Correctness of ATC and DTC energy audit7. Complete information regarding revenue matter
ECS Payment:
A detail circular has already issued regarding ECS payments and other benefits of ECS collections. All the AEE’s have directed to ask the HT consumers and LT-5 consumer to opt ECS payments and get the benefits of this scheme. And also all the BESCOM employees/Officers should use this ECS payment system for their energy charges.
At the end CGM (F&C) has shown some clippings of progress achieved by introducing the meter reading sheets in BMAZ area especially in S-8 subdivision and a remarkable progress in demand and collection and decreasing of DL/MNR/ZERO consumption installations and achievement of 100% billing efficiency in all the tariffs.
PPT on DTC auditing is also shown in the meeting for DTC auditing.
Therefore, all are directed to follow the above directions and take necessary actions to achieve the targets in your divisions and sub divisions as per time line fixed for set goals and send compliance immediately.
