Resolution to Approve Town Green Design FirmRepresentatives from Fabric Developers gave a presentation at the December 11th work session to propose a firm called Site Solutions to complete the design of the town green.

Resolution to Add Proposed Street Grid to the Downtown Master Plan and Comprehensive PlanCity staff presented the proposed layout for a new downtown street grid at the December 11th work session. There was discussion aboutamending the Downtown Master Plan to include the grid.

First Reading of Revised Sanitation OrdinanceThese are changes to the regulations and payment structure for commercial entities as well as an attempt to harmonize the sanitation ordinance with existing guidelines.

Resolution to Become a Member of Welcoming AmericaCommissioner Yelton has introduced a resolution for the city to participate in the Welcoming America program and their One Region Initiative.

A RESOLUTIONTO APPROVE SITE SOLUTIONS AS THE TOWN GREEN PARK DESIGNERS

WHEREAS, the City of Avondale Estates is dedicated to providing a safe and aesthetically pleasing City where residents and visitors can live, work and play; and

WHEREAS, the community has had much discussion and public input about plans for property owned by the City in the downtown area; and

WHEREAS, a town green has been chosen for the area as a place for people to gather as well as a catalyst for development; and

WHEREAS, City staff and an ad hoc committee of residents developed a list of criteria for any firm wishing to design the project and Site Solutions met these requirements; and

WHEREAS, the City of Avondale Estates determines that Site Solutions was the best qualified firm for the design of the town green; and

NOW, AND THEREFORE, BE IT RESOLVED, the Board of Mayor and Commissioners of the City of Avondale Estates hereby approves the selection of Site Solutions to design the downtown town green.

A RESOLUTION TO ADD PROPOSED STREET GRID TO THE DOWNTOWNMASTER PLAN AND COMPREHENSIVE PLAN

WHEREAS, the City of Avondale Estates, is committed to promoting development that is attractive, sustainable, safe and pedestrian-friendly; and

WHEREAS, the City has adopted a Downtown Master Plan and City of Avondale Estates Comprehensive Plan; and

WHEREAS, these documents recommend new streets within the Central Business District to establish a street grid; and

WHEREAS, the City of Avondale Estates has placed importance on establishing the street grid and a preliminary design of the project has been completed; and

NOW, THEREFORE, BE IT RESOLVED, that the street grid design attached to this resolution will be included in the Downtown Master Plan and City of Avondale Estates Comprehensive Plan.

ORDINANCE NO.______

AN ORDINANCE TO AMEND ARTICLE V OF CHAPTER 9 OF THE CITYCODE, CONCERNING SANITATION FEES; TO REPEAL CONFLICTING

PROVISIONS; AND FOR OTHER PURPOSES.

WHEREAS, City Charter Section 6.15 authorizes the City to assess and collect a fee for sanitation services; and

WHEREAS, the Board of Mayor and Commissioners desires to make sanitation fees for businesses more equitable by assessing the fee on a usage (“per can”) basis.

NOW THEREFORE, BE IT ORDAINED BY the City of Avondale Estates, as follows:

SECTION 1: City Code section 9-82(a), subsections (2), (3) and (4) are hereby repealed anddeleted.

SECTION 2: New Code subsection 9-82(a)(2) is hereby adopted, to read as follows:

“(2) Commercial means any use of property within the City for purposes other thanresidential.”

SECTION 3: City Code subsection 9-82(b) is hereby amended to read as follows:

“(b) For residential property uses, a separate fee shall be imposed for each housing unit. Forcommercial property uses, a separate fee shall be imposed on each business unit, with anadditional fee levied for each additional receptacle required by and licensed to the business.”

SECTION 4. City Code subsection 9-82(c) is hereby amended to read as follows:

“(c) The amount of the annual sanitation fees shall be set by properly adopted resolutionof the Board of Mayor and Commissioners and may be amended at the discretion of theBoard of Mayor and Commissioners.”

SECTION 5. City Code subsection 9-84(a) is hereby amended to read as follows:

“(a) Residential sanitation fees shall be due and payable by November 15th of each year,without discount, with interest at one (1) percent per month if not paid when due, with aminimum interest of one dollar ($1.00), plus a late payment penalty of five (5) percent ofthe fee due. Commercial sanitation fees shall be due and payable on the same scheduleand with the same delinquency penalty as occupation tax, as specified in Section 14-41(a).”

SECTION 6: New Code subsection 9-84(d) is hereby adopted, to read as follows:

“(d) Commercial entities receiving service from a sanitation provider other than the Cityshall be deemed exempt from City sanitation fees upon providing proof of that service,such as a current bill and canceled check. When such alternative service begins during ayear for which the sanitation fee has already been paid, the commercial organization shallbe entitled to a prorated refund for the remainder of that year.”

SECTION 7. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. This ordinance shall become effective immediately upon its adoption by the Board of Mayor and Commissions.

A RESOLUTIONFOR THE CITY OF AVONDALE ESTATES TO BECOME A MEMBER OF

WELCOMING AMERICA

WHEREAS, fostering a welcoming environment for all individuals, regardless of race, ethnicity or place of origin, enhances the City of Avondale Estates’ cultural fabric,economic growth, and overall prosperity for current and future generations; and,

WHEREAS, the Avondale Estates community, as stated in the Comprehensive Plan updated in 2017, developed goals “that recognize that the City of Avondale Estates is a diverse and forward-looking community, engaged in shaping its own future...”; and,

WHEREAS, Avondale Estates, as stated in the vision statement of the Downtown Master Plan updated in 2014, “is a vibrant, growing community with a small-town feel, which is inclusive of all residents…”; and,

WHEREAS, community efforts such as Civic Dinners, Education, and Gatherings that promote understanding and collaboration between long-time residents and newcommunity members are crucial to ensuring a welcoming environment; and,

WHEREAS, Avondale Estates encourages businesses, civic groups, other government agencies and community institutions and residents to join in a community-wide effort toexpand prosperity and inclusion for all residents; and,

WHEREAS, the City wishes to create an Ad Hoc Committee to focus on these efforts; and,

NOW, THEREFORE, BE IT RESOLVED, by the Board of Mayor and Commissioners of the City of Avondale Estates, Georgia, the City will join the Welcoming America organization and participate in its One Region Initiative to share good ideas, develop new tools, and receive recognition for efforts to create a more welcoming community.
