Narrative Reporting Year2018-19Contact Person: Raymond MosackEmail/Extension: [email protected], Ext. 5747Program Planning Dialog: In the spring of 2017 Fire Technology, Administration of Justice, and the Paramedic programs merged under the newly created "Public SafetyPrograms" within the Technology and Health Division. This merger created an opportunity for collaboration and growth for all three programs. The merge also provided theopportunity to appoint a Director of Public Safety programs and an Assistant Director of Public Safety Programs. The Director of Public Safety programs also serves as theChief and Director of the Fire Academy and the Assistant Director serves as the Assistant Chief of the Fire Academy and the Director of the Paramedic Academy.

The Fire Technology program continues to grow with the development and delivery of the six online core courses that are in high demand. We continue to recruit andencourage adjunct faculty members to become SPOT certified to develop and deliver more online courses.

Fire Technology is currently recruiting for one of two vacant full-time faculty positions. We successfully recruited for the Director of Public Safety Programs, filling theposition in February 2019. We were also successful in filling a fulltime Administrative Specialist II position for Public Safety Programs. We are also participating in outreachprograms both on campus and at local high schools when the opportunities arise.

Currently we have one full time Computer Facilities Coordinator and one part time Computer Facilities Assistant for the Tech and Health Division. As we add more courses,more professors, and expand the use of technology to our courses it is evident that there is a need for additional help and support from IT. The approximate annual cost forthe position id $57,000 annually not including benefits.

Fire Technology was successful in the Perkins Grant process securing monies to purchase a new rescue tool (Jaws of Life), several ladders, CMC rope rescue equipment, RITbags, and expenses to attend one California Fire Technology Directors Association (CFTDA) quarterly meeting. Recently, we received approval for the purchase of 20 of 50new SCBA's (Self Contained Breathing Apparatus) for the 2019-2020 Perkins Grant. The acquisition of this equipment has an immediate positive impact on student success inthe Fire Academy.

The Fire Academy is located off-campus at Chino Valley Independent Fire Protection District Training Center. Training is also conducted off-campus at several locationsincluding North Net Training Center in Anaheim, Rancho Cucamonga Training Center, Pick Your Part Auto Center in Ontario, Ontario Fire Department, and Prado DamRecreation Area. This requires our Equipment Technician to transport large amounts of tools and supplies to support training at these off-campus locations. Carrying some ofthis equipment is complicated and is not always done safely due to the type and capacity of the truck used. We continue to request funding to purchase a truck with theability to transport tools and equipment securely to off-campus training locations. The approximate cost for a new truck with the capacity to transport tools and equipmentsafely is $65.000.00

Do to the adoption of the IFSAC/ProBoard Firefighter I Capstone Testing by California State Fire Training; we are receiving several requests from in-service firefighters toparticipate in the testing process. These firefighters have been hired by fire departments that have not been through the IFSAC/ProBoard Firefighter I Capstone Testing.These firefighters are not eligible for Firefighter I or higher certification through State Fire Training until they pass Firefighter I IFSAC/ProBoard Capstone Testing. Ourprogram can absorb a few firefighters into our IFSAC/ProBoard testing (Fire 93) that takes place at the end of our Fire Academy. The capacity of our Fire 93 class is 35students; the number of students in the Fire Academy will dictate how many in- service firefighters we can accommodate. We anticipate that the need for the Fire 93 classwill grow over time. We are currently in discussion with our industry partners and exploring options to deliver a stand-alone Fire 93 course to meet this need and issuecertificates of completion.

The Fire Technology Advisory committee met in March and approved updating the textbook in all six of the fire core classes and updating the fire academy text to IFSTAEssentials, 7th edition. The adoption of the text cannot take place until State Fire Training adopts it, the state will adopt the updated version in January 2020. The committeealso gave direction to research and develop an Emergency Telecommunications Technician certificate and degree program, as well as a Wildland Fire Academy certificateand degree program.

The Director of Public Safety programs attended one of four quarterly CFTDA meetings in Sacramento and met the Director of State Fire Training and other Fire TechnologyDirectors throughout the state. The information shared at this meeting is essential to identify trends, issues, best practices, regulation changes, and requirements tomaintain accreditation. Funding to attend the quarterly CFTDA meetings and industry conferences such as the International Association of Fire Chiefs, Fire RescueInternational, and the California Training Officers Association Training Symposium is mission-critical to student success in the Fire Technology program.

External Conditions, Trends, or Impacts: 1. The Fire Technology Program is required under State Fire Marshal accreditation to provide credit classes per CFSTES, FSTEP, andCICCS courses for in-service firefighters

2. Fire Academy certification testing required under IFSAC and PRO BOARD accreditation. This requirement requires additional instructional staff to serve as evaporators, andadditional equipment to conduct the skills testing.

3. Fire Technology does not have an on campus fire training center for fire academy instruction and must relay on outside contracted agency for all fire academy instruction.

4. Job growth in the Fire Service is at an all time high with the greatest need for Firefighter EMT's and Paramedics.

5. Two additional full-time faculty are needed to teach traditional and distant learning courses on campus and to teach in-service firefighters that need continuing educationfor promotion and career advancement.

7. Additional storage required for Fire Academy at the contracted location in Chino.

Internal Conditions, Trends, or Impacts : 1. The Fire Technology Program must meet the college requirements to assess student learning outcomes

3. Lack of additional full-time positions prevents expansion of Fire Officer and Bachelor degree programs for in-service firefighter continuing education. Need to hire 2 full-time Fire Technology Faculty.
