6. NEW BUSINESS

6.1 Local Elections Reform to Include Four Year Terms – Press Release from the Ministry of Community Sport and Cultural Development

Mayor Anderson commented on this issue:

• Larger BC communities have been pushing for 4 year terms for a few years now

• 2 years ago the proposal was voted down at UBCM, in 2013 the proposal was brought back and was approved by the voting delegates

• Small communities did ask for an exemption to the 4 years but this request was not supported

• 4 year terms will have a negative impact on small communities in the Province to be able to recruit and retain people to run for office

• Large communities wanted this change because they typically have candidates with high cost campaigns

Moved by Councillor Crowe Seconded by Councillor Berrigan

“That the press release from the Ministry of Community Sport and Cultural Development regarding Local Elections Reform to include Four Year Terms be received for information.”

CARRIED 6.2 Proposed Pellet Plant – David Suzuki Foundation Chairperson Scott stated that the Director General of the Western Region

of the David Suzuki Foundation has contacted Village of Chase Administration to confirm that the Foundation will not be taking on any campaign or legal action in relation to the proposed pellet plant project in Chase.

Moved by Councillor Berrigan Seconded by Councillor Crowe “That the information provided regarding the Proposed Pellet

Plant and the confirmation from the David Suzuki Foundation that it will not be pursuing any sort of action in relation to the project be received for information.”

6.3 Municipal Finance Authority of BC – 2014 Financial Forum & Annual

General Meeting Moved by Councillor Berrigan Seconded by Councillor Lepsoe “That the information regarding the Municipal Finance

Authority’s 2014 Financial Forum & Annual General Meeting be received for information.”

CARRIED 6.4 10th Annual BC Interior Stewardship Workshop Recommendation to Council: Moved by Councillor Scott Seconded by Councillor Crowe “That the issue of attendance at the 10th Annual BC Interior

Stewardship Workshop be referred to Administration to make arrangements for any members of Council wishing to attend and that costs for any members of Council attending be covered by the Village as per its expense reimbursement policy.”

CARRIED 6.5 Fire Department – 1991 Old Unit #1 Ford Pickup Recommendation to Council: Moved by Councillor Berrigan Seconded by Councillor Crowe “That the 1991 Fire Department Old Unit #1 Ford Pickup,

including the canopy, be sold to the Chase Firefighters Association for $20, after which the society can dispose of the truck as they see fit.”

CARRIED 6.6 Mayfest 2014 – Use of Curling Rink Parking Lot for dry RV Parking Recommendation to Council: Moved by Councillor Crowe Seconded by Mayor Anderson “That the request from the Mayfest Committee to utilize the

Curling Rink parking lot for dry RV parking on May 2 and 3, 2014 be approved.”

6.7 Working Together Pow-Wow Society – Request for Financial Support Recommendation to Council: Moved by Councillor Berrigan Seconded by Mayor Anderson “That the request from the Working Together Pow-Wow Society

for financial support for their event to be held later in June 2014 be deferred to a future meeting of Council after the 2014 budget is finalized.”

CARRIED 6.8 New Building Canada Plan Moved by Councillor Crowe Seconded by Councillor Berrigan “That the Fact Sheets regarding the New Building Canada Plan be

received for information.” The issue of the proposed sewer treatment upgrades was raised, and it

was noted that the Adams Lake Indian Band has been informed of the upgrades and are willing to apply for funding to assist with the project’s costs.

Opportunity for the Public to Discuss Local Government Issues of Interest

and Concern It was queried as to when the next budget meeting is to occur. The

Director of Financial Services explained that there are only a few items left to discuss, so the final budget issues discussion will take place at the March 11, 2014 Council meeting.

It was queried as to whether the Village of Chase is paying for the Curling

Club’s hydro. The answer given was no. It was queried as to whether the Mayfest organizers will be contacting the

Curling Club for permission to use their portion of the parking area. The answer given was yes.

“That the Committee of the Whole meeting be adjourned.” CARRIED Chairperson Scott adjourned the meeting at 4:27 p.m.
