"Public Hearing" means a meeting of Council convened to hear matters pursuant to the Act.
"Quorum" is the majority of all members, being fifty (50) percent plus one (1) unless Council provides otherwise in this bylaw.
"Special Meeting" means a meeting called by the Reeve pursuant to the Act.
III. APPLICATION 1. Words importing the masculine gender only, include the feminine gender whenever the
context so requires and vice-versa. 2. Words importing the singular shall include the plural or vice-versa whenever the context so
reqmres. 3. This bylaw applies to all meetings of Council and Council Committee meetings as identified. 4. The precedence of the rules governing the procedures of Council is:
(a) the Municipal Government Act; (b) other provincial legislation and (c) this bylaw.
5. In the absence of statutory obligation, any provision of this bylaw may be temporarily altered or suspended by an affirmative vote of two-thirds of all members present. A motion to temporarily alter or suspend this bylaw is not debatable or amendable.
IV. ORGANIZATIONAL MEETING 1. Council shall hold an Organizational Meeting not later than two weeks after the third
Monday in October each year. 2. The CAO shall set the time and place for the Organizational Meeting. The business of the
meeting shall be limited to: (a) The appointment of members to Committees which Council is entitled to make; (b) Appointing the Reeve, who shall serve as Reeve until the next Organizational Meeting; ( c) Appointing the Deputy Reeve, who shall serve as Deputy Reeve until the next
Organizational Meeting; ( d) Any other business required by the Municipal Government Act, or which Council or the
CAO may direct. 3. In the event of a tie for the appointment of the Reeve or Deputy Reeve, the CAO will
announce the results to the Council and at that time shall leave the room for a period of time to allow Council to determine amongst themselves the appointment of the Reeve. After that meeting, Council will, by way of formal motion, either (a) Advise that there is a consensus for who will fi ll the position; or (b) Direct the CAO to write the names of the candidates separately on blank pieces of paper
of equal size and of the same colour and texture, and after folding the sheets of paper in a uniform manner and so that the names are concealed, shall deposit them in a receptacle and direct a person to withdraw one of the sheets. The CAO shall declare the candidate whose name appears on the withdrawn sheet to have one more vote than the other candidate.
4. Appointments of Council members to committees shall be for a term of one year, unless otherwise specified and reviewed at the Organizational Meeting.
V. REGULAR AND SPECIAL MEETINGS 1. The date and time of regular Council meetings will be regularly scheduled for the second and
fourth Tuesday of each month at 9:30 a.m., unless determined otherwise through a resolution approved by a majority vote of Council.
2. Notice of a special Council meeting will be considered given when posted at the Northern Sunrise County Office.
3. If there are changes to the date and time of a regular meeting, pursuant to Section 193(3), the municipality must give at least twenty-four (24) hours' notice of the change to the public and members of Council and post in the Municipality's office. Posting a public notice on the main and staff entrances is sufficient notice if Administration is unable to advertise the change in the local newspaper.
4. All meetings will be open to members of the public, except for Closed portions of the meeting. If Council allows others to attend the Closed portions of the meeting, the minutes must record the names of those present and the reasons for allowing them to attend.
5. When Council moves to close all or part of a Council meeting, they must also approve the basis on which they are closing all or part of the meeting, pursuant to Section 197(2), (2.01)

PEACE LIBRARY SYSTEM: Working with Communities to Make Libraries Stronger
The Peace Library System is a partnership of 39 municipalities in the Peace Region committed to makingmunicipal tax dollars go farther in the provision of library services through cooperation and sharing.
As a member of the Peace Library System, your municipality is entitled to appoint and send a votingrepresentative to meetings of the Board of Directors. Your representative can be:
‘P a municipal councilor, or
1» a member of the public with an interest in libraries, literacy, or technology, as long as that person agreesto attend the meetings and carry information between your council and the Peace Library Board. Thisperson could be a member of your local library board.
We ask municipalities to appoint an alternate who can attend Board meetings and vote in the absence of thedesignated representative.
Responsibilities
A Peace Library Board member is appointed and entrusted by local government to govern regional libraryservices for the benefit of Peace Library System and its members. Representatives on the Board participateactively in Board business through meeting attendance, discussions and workshops, and regularly report backto their councils and/or local library boards. Serving on the System Board is a great opportunity for councilors orother appointees to:
— learn about the information services provided by libraries in their community and across the region~ ensure that their residents‘ needs are met as libraries move ahead with technology and connectivity- network with municipal representatives from municipal jurisdictions across the Peace Region.
Meetings
You can expect the following time commitment to attend general board meetings:
How often? The Board of Directors meets four times a year, usually in March, May, September, andNovember.
How long? Meetings are held on Saturdays beginning at 10:30 a.m. Lunch is provided by the PeaceLibrary System, and the meetings usually end by 2:00 p.m. Overnight accommodation isprovided if necessary.
Where? Board meetings are held at System headquarters in Grande Prairie or other locations that canaccommodate a large group. Mileage is paid at the current province of Alberta rate.
Committees Members of the Executive, Personnel, and Plan of Service Committees are elected at theNovember organizational meeting.
