The draft of the following rules to amend the Karnataka Motor Vehicles (Conditions for Vehicles engaged in transport of

school children) Rules, 2012 which the Government of Karnataka purposes to make in exercise of the powers conferred by clause

(xxxiii) of sub-section (2) of section 96 read with section 212 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988), is hereby

published as required by sub-section (1) of section 212 of the said Act, inviting objections and suggestions from all persons likely to be

affected thereby, and notice is hereby given that said draft will be taken into consideration after thirty days from the date of its

publication in the Official Gazette.

Any objections / suggestions which may be received by the State Government from any person with respect to the said draft

before the expiry of the period specified above will be considered by the State Government. Objections/suggestions may be addressed


to the Additional Chief Secretary to Government, Transport Department, First Floor, III Phase, Multistoried Building, Dr.B.R. Amdedkar

DRAFT RULES

5. Title and Commencement:- (1) These rules may be called the “Karnataka Motor Vehicles (Conditions for Vehicles

engaged in transport of school children) (Amendment) Rules, 2015”.

(2) They Shall come into force from the date of their publication in the Official Gazette.

6. Amendment of rule 6:- In the Karnataka Motor Vehicles (Conditions of Vehicles engaged in transport of school

children) (Amendment) Rules, 2012, in rule 6, for sub-rule (15), the following shall be substituted, namely:-

“(15) Complete list of the children carrying in the school cab shall be available with the school office for immediate

access in case any emergency arises”.

Joint Secretary, Ministry of Power, Government of India vide D.O letter No. 41/1/2015-RE dated 01.05.2015, requested the State to

notify “District Electricity Committees” to review and monitor the implementation of all the Central Schemes in Power Sector which

includes DDUGJY & IPDS Scheme with the following composition:

(i) Senior most MP of the District - Chairperson

(ii) Other MPs - Co-chairpersons

(iii) District Collector - Convenor

(iv) District Panchayat President/Sabhapati - Member

(v) MLAs of the district - Members

(vi) Senior most respresentatives of CPUs of

Power, Coal and NRE Ministry if located

in the concerned District - Members

(vii) CE/Superintending Engineer of the

Discom Concerned - Member Secretary

Accordingly,Government authorized the Distribution Companies to notify the committees vide Letter No. EN 11 VSC 2015

dated 13.05.2015 and the ESCOMs have notified the “District Electricity Committees” (DEC) in 30 districts of the State with the details of

the committee as in the Annexure.

As per the guidelines, the Committee shall meet once in 3 months at the District headquarters. The Committee shall be

consulted in the preparation of DPRs under DDUGJY and IPDS and would monitor the implementation of these schemes. The

Committee would also review the quality of power supply and consumer satisfaction and would promote energy efficiency and energy

conservation. Minutes of the meeting shall be issued by the Convener of the respective DEC.

It will be the responsibility of the Member Secretary of each DEC to ensure that requisite meetings take place and a quarterly

report is sent to the Nodal Agency i.e., REC & PFC as the case may be.
