16 January 2017 Mark Holmes Acting CEO Gladstone Regional Council PO Box 29 GLADSTONE Qld 4068 Dear Mark, As I foreshadowed at my last quarterly briefing to Council in November, the Board of Gladstone Airport Corporation has considered a submission from management regarding the establishment of a Royal Flying Doctor Service transfer and respite facility and an ablution block for General Aviation operators. Gladstone Airport and Management has always recognised the vital roll the RFDS provides to the community of the Gladstone Region and the number of lives that have been saved through this dedicated ongoing service. During the closing stages of the LNG projects, Bechtel also recognised the need for such a facility and kindly donated two ATCO portable buildings for the sole purpose of establishing a RFDS patient transfer station at the Gladstone Airport. As you will see from the attached paper, the provision of such a facility would not constitute a commercial investment on the part of GAC, however should the shareholder consider the provision of this facility to be a priority, then pursuant to the Statement of Corporate Intent, the shareholder may establish a Community Service Obligation and provide the necessary funds for this facility. The second matter, the provision of an ablution block for General Aviation would also be a non- commercial investment and as such would only be provided as a Community Service Obligation at the shareholder’s direction and with funds being made available for that purpose by the shareholder. As you will see from the analysis contained in the attached paper, some economies may be achieved should the shareholder resolve to support both projects as Community Service Obligations. Should the shareholder wish to proceed with these projects, I would suggest that the appropriate Council Officers liaise with our CEO, Peter Friel and our Manager of Airport Assets, Neil Bachmann to minimise the necessary outlays and optimise the provision of the new infrastructure. RFDS Patient Transfer Station and GA Toilets

2 To present a feasibility and cost study for the establishment of a RFDS transfer and respite

facility and an ablution block for General Aviation operators.

Gladstone Airport and Management has always recognised the vital roll the RFDS provides to the community of the Gladstone Region and the number of lives that have been saved through this dedicated ongoing service.

Recommendation

3 That the Board approve Management's proposal for submission to Gladstone Regional Council in accordance with the FY2017 Statement of Corporate Intent Community Service Obligations.

Discussion

4 Current Situation

During the closing stages of the LNG projects, Bechtel recognised the need for a facility and kindly donated two ATCO portable buildings for the sole purpose of establishing a RFDS patient transfer station at the Gladstone Airport. One building has an equipped kitchen and enough room for Pilot, Medivac staff, respite and patient holding. The other is a two cubical toilet block which will be modified to accommodate disabled and ambulatory use. Several fights are occurring each day and now are on the increase due to the centralising of many services to Rockhampton and Brisbane. Originally patient evacuations were conducted from bay 5 with access through gate 2 adjacent to the wash bay. But on the establishment of the Instrument Landing System (ILS) restriction have been placed on this bay and is no longer suitable for these operations. At present the RFDS conduct transfers and evacuations on a small apron located adjacent the GA hangars and proposed Gate 3 (Site Plan).

There is no lighting, toilet facilities or storage for an onsite stretcher which is required to transfer patients during aircraft operations. On occasions aircraft waiting time can exceed several hours depending on patient conditions and hospital preparations for transfer. When this occurs GAC Safety Officers can provide (situation permitting) transport to the terminal for the use of the facilities there. At night, as often is the case, this service is unavailable. The consideration to assist with the provision of a facility for this service would be a great advantage to our Airport, Community and the RFDS.

5 Scope of works

As part of the establishment of this facility it is also proposed to install a second toilet facility for use by General Aviation and Car Rental personnel. Attachment A - Scope of Works

6 Costing Estimate

Estimated costs have been provided by a number of GAC preferred suppliers -

All costing to construct this facility have been based on providing a full scope of works to be released for tender and completed by a Single Approved contractor.

7 Cost Estimate (inclusive of gst)

Buildings - including gates, fees and inspections 67,692.00

Plumbing 20,559.00

Electrical 28,558.55

Landscaping - basic grassed area with some native plants 2,000.00

Total * $118,809.55

*Toilet block for General Aviation and Car Rental personnel comprises approximately $23,400 of this final figure

8 Consideration for GAC and GRC to reduce overall costings

Some electrical works can be completed by GAC

Landscaping to be completed by GAC

Sewer line and water connections to be installed by GRC

Community and Industry financial support

9 Other ongoing costs and budget considerations

Electricity charges - RFDS and GA facilities will be metered separately and could

be on-charged. Cleaning costs - RFDS have indicated they will provide all cleaning and maintain

their own facility once established. The GA/Rental Car facility would be cleaned by our contract cleaner's approx. 1 hour per week @ $30 plus disposables.

General area maintenance - GAC staff could easily provide basic mowing and weed

control as this area is already maintained by GAC.
