TRICARE. In the states, Medicare acts as your primary payer and TRICARE as your Medicare supplement. However, Medicare does not cover overseas expenses, so TRICARE becomes your primary payer in medical emergencies while you are out of the country.

Overseas, your TRICARE Medicare supplement converts to the TRICARE Select plan. In this case, you will pay TRICARE Select’s annual deductible and cost shares. This is different from your familiar Medicare billing process. Additionally, you must maintain your Medicare coverage to remain eligible for coverage overseas through TRICARE.

If you are fortunate enough to be in an area quickly accessible to a U.S. military base or hospital, you might expect the same procedures of treatment that you would receive in a military base in the United States. (Find out if you will be close to one here.) However, do not rely on your proximity to a military installation as the only contingency plan. You can check with the nearest embassy about health care in the area.

Before you leave for your trip, you will want to make sure that all routine doctor visits are completed and that you have all necessary medication for the course of your visit. While you will be able to file a claim for emergency visits, TRICARE will not cover any routine care that

occurs out of the country. If you have questions or concerns as to what TRICARE will cover, see this site.

Be prepared to pay for any service you receive out of the country. You are responsible for paying any amount that exceeds the TRICARE-allowable charge, in addition to your deductible and cost-shares. After you receive the service, you will need to submit a claim. TFL beneficiaries should file claims in the overseas areas where they received care.

Be sure to save any proof of payment that you receive from your facility of treatment as you will be required to submit these with claims for care received overseas. Proof might include a credit card receipt, canceled check, credit card statement, or an invoice from the provider that indicates payment was received.

International SOS administers the TFL benefit overseas and will be working with you if you become in need of their services. Contact information to get you connected to the proper agency is listed below the article. All claims for care outside the U.S. and U.S. territories must be filed within three years of the inpatient discharge.

A new military discount package from Universal Orlando Resort gives troops and families $120 off a two park, four-day ticket for use between now and Dec. 31, 2019, at the Universal Studios Florida and Universal's Islands of Adventure parks.

Nearly 70 senators have made a passionate plea to repeal the “widows tax,” the unfair law that forces surviving military spouses to forfeit part or all of their Survivor Benefit Plan when they begin to receive the VA’s Dependency and Indemnity Compensation.

Senators. Doug Jones, D-Ala., and Susan Collins, R-Maine, have led efforts to pass the Military Surviving Spouses Equity Act of 2019. Now they are

joined by senators from both parties, asking that the final National Defense Authorization Act for fiscal 2020 includes a provision for full repeal of the widows tax, also known as the SBP-DIC offset.

“We have an obligation to make sure that we are taking care of our military families who have sacrificed so much,” the letter reads. “This problem goes back decades, but this year we can finally solve it once and for all. It is our time to do our duty not only to support the brave men and women of our military, but also to support their families.”

when more than 150 MOAA members from across the country met with federal lawmakers. MOAA is again pushing for full repeal as part of our 2019 Summer Storm:  https://www.moaa.org/summerstorm.

Opposing lawmakers have cited concerns as to how to fund a full repeal.Under the widows tax, a surviving spouse receives the DoD’s Survivor

Benefit Plan (SBP), which is annuity paid to dependents after a retiree’s death, but it is deducted from the VA’s Dependency and Indemnity Compensation (DIC), which is a tax-free monetary benefit paid to survivors who died from a service-connected injury or disease. The deduction offset affects about 67,000 survivors, who lose up to $12,000 a year.

“There has never before been more bipartisan support in Congress for repealing the SBP-DIC offset,” the letter reads. “Currently, there are 75-cosponsors of legislation to repeal the widows tax in the Senate and 371 co-sponsors in the House.”

Though concurrent receipt programs have been around for 15 years, they’re hard to understand, so some people still don’t take advantage of them. Here's a breakdown of the options available to you:Option 1: if you’re a retiree with 20 years or more of service and have a VA rating of 50% or greater. This program is called Concurrent Retirement and Disability Pay (CRDP). You get full retired pay and full VA compensation. CRDP removes the VA waiver from your retired pay, allowing you to collect all your taxable retired pay. If you have a VA rating of 40% or less, your retired pay is still docked by the VA waiver amount.

Option 2: if your injuries or disabilities are combat-related. Even if you qualify for CRDP, you might get a better benefit from Combat-Related Special Compensation (CRSC). You can receive full, tax-free retired pay for “time served" and full VA compensation, regardless of your years of service or your VA rating. There are three catches:

• Your situation must be combat-related (this standard has some flexibility).• Your retired pay restoration is limited to "time served." For example, say a

person is medically retired from service due to a disability. His service disability rating is 60%. He has 5 years of service at medical retirement. Technically, retired pay for a person like this is figured at 60% of base pay due to their service disability rating. But if his retired pay were figured based on “time served,” it would be: 5 years X 2.5% = 12.5%. So CRSC would restore retired pay up to 12.5% of base pay, but not the whole 60% of base pay he was awarded. He would lose everything over 12.5% to the VA waiver. This is because, everything over 12.5% is based on his service disability rating. All of the VA comp is based on a disability rating. Double dipping laws prevent two payments for the same event.

• Your retired pay restoration is limited to your combat-related disability rating, which could be less than your VA rating. As additional background

information: The VA rates all service illnesses and disabilities — combat or not. Under CRSC, the service rates only the combat portion of your illnesses and disabilities. It’s not unusual for someone to have a higher VA rating than a combat-related rating because the combat specific issues can be a subset of the greater VA rating.

Those four Fleet Landing residents were Dr. Gene Alvarez, USMC; LTC Charlie Steck, USA (Ret) (Peggy Steck receiving); CPL Duane St John, USMC (Ret); and COL Charlie Williamson, USMC (Ret). Historic Mayport Chapter President CDR Pat Kluever, USN (Ret) thanked Congressman John Rutherford from our 4th district in Florida for visiting Fleet Landing to recognize our four honorees. He also acknowledged the critical support from Veterans-to-Veterans Tennessee (V-2-V Tennessee) organization. Without the personal efforts of Edouard “Ed” Junod, the President and treasurer of V-2-V Tennessee and his personal connections with the South Korean embassy in Washington DC these awards would not have been possible. Kluever weaved the medal presentations into a top-level summary of the Korean War, which started on 26 June 1950. After a stunning surprise attack that morning by 75,000 troops, the Korean People’s Army (KPA) of North Korea captured the capital of Seoul and forced the Republic of Korea (ROK) troops back to the Pusan perimeter composed of only about 10% of the territory of Korea on the southeast corner of the country. U.S. General Douglas McArthur reinforced Pusan using ships coming directly from San Francisco. On 15 September McArthur’s forces conducted a surprise amphibious landing at Inchon near Seoul on the west coast. The next day UN forces broke out of Pusan in a pincher movement with the force at Inchon that drove the Korean People’s Army (KPA) of North Korea back above the 38th parallel by 1 October. The US/UN/ROK force continued north to the Yalu river bordering China which brought the Chinese People’s Volunteer Army (PVA) into the fight. The Chinese had developed a five-stage plan to take over all of Korea. The first two stages almost trapped elements of the US Army and Marines at the Chosin Reservoir well-north of the 38th parallel, but a daring rescue planned and led by LtCol Raymond Davis, USMC extracted these troops to a defensive line at Hungnam on the east coast to permit the sea-born evacuation of troops and civilians to areas south of the 38th parallel. The first honoree CPL Duane St John, USMC was wounded during the battle of the Chosin Reservoir in November 1950. After a year in the hospital recuperating Duane was medically retired from the USMC

Congressman John Rutherford presented Duane with the South Korea Ambassador’s Peace Medal, and is pictured with Duane and Nancy St John.

On 11 April 1951 President Truman relieved General McArthur for his desire to take the fight to the Chinese. The remainder of the Korean War from mid-1951 to July 1953 were hard fought battles for position along the 38th parallel. During the war the capital Seoul was captured and re-taken four separate times. The armistice was signed on 27 July 1953.

The three additional honorees were involved in the war during that hard fought back and forth fighting during mid-1951 to the 1953 armistice. that was made famous by the movie and television series “MASH”, recounting the front line efforts by doctors of a mobile surgical hospital to care for wounded troops.

Congressman John Rutherford presented Doctor Gene Alvarez with the South Korean Ambassador’s Peace Medal.

Sergeant Gene Alvarez was a machine gunner on amphibious tanks in the USMC. He and his crew were dis-mounted to provide cover fire with their machine guns from a hill top overlooking the Chinese lines of advance from just across the river in western Korea during 1951 and 1952.

Congressman John Rutherford presented Peggy Steck with the South Korea Ambassador’s Peace Medal, to honor Peggy’s husband LTC Charlie Steck, USA.

LTC Charlie Steck USA (Ret) served as a supply officer with the U.S. Army Signal Corps in Korea during the back and forth fighting of 1951 and 1952. Charlie kept the bullets, food, and blankets flowing to the troops on the front lines as hard fought territory was won and lost while awaiting the armistice to be signed.

LTC Charles Steck, USA (Ret) served in World War II, the Korean War, and the war in Vietnam and passed away at Fleet Landing 3 February 2018.

Congressman John Rutherford presented Colonel Charles Williamson, USMC (Ret) with the South Korea Ambassador’s Peace Medal.

COL Williamson served in trenches across the valley from the Chinese lines in western Korea while the armistice was being negotiated. He and his men endured frequent shelling by Chinese artillery and night patrols from both sides probed the front lines for weak areas that could be attacked. The troops wanted to advance, but followed orders to hold their line.

USS Thomas Hudner (DD-116) Change of Command On Friday 23 August 2019 CDR & Mrs Pat Kluever, USN (Ret) and CDR & Mrs John Lones, CDR, USNR (Ret) attended the first Change of Command onboard the USS Hudner (DDG-116) at Naval Station Mayport. The event was held on the helicopter deck of the recently commissioned guided missile destroyer. The USS Hudner has some the most advanced technology serving as an technology insertion platform for Arleigh Burke Flight III systems.

Commander Nathan Scherry, USN had commanded the ship since its commissioning on 1 December 2018 and had been involved during its 4 years of construction at Bath Iron Works in Maine. CAPT Thomas Hudner, USN (Ret) was a Medal of Honor recipient from the Korean War and he and his family lived in the Boston area. Captain Scherry and his crew visited the Hudner family at their home during construction of the ship and shared stories about the meaning and mission of the ship with CAPT Hudner. CAPT Hudner passed away 13 November 2017, but his wife attended the Change of Command. The new C.O. CDR Richard Litchfield, USN came up through the ranks and was commissioned through the LDO program transferring to Unrestricted Line in 2007.

The ceremony had a special significance to John and Louise Lones. John serve on USS Kitty Hawk when CAPT Lones was the Executive Office of that ship off Vietnam in the late 1960s; John was flying A-4s on combat missions in Vietnam. Louise is from CAPT Hudner’s home town of Fall River, MA. Our small Fleet Landing cadre enjoyed the ceremony and fostered partnership, cooperation, and support between the Mayport Navy League, Fleet Landing, and the Historic Mayport Chapter of MOAA. A pleasant surprise was running into Jackie Smith, Congressman Rutherford’s special assistant at the Change of Command. Mayport was a busy harbor that day as we watched the cruiser USS Philippine Sea depart from the adjacent berth before the ceremony and an LCS ship depart during the ceremony.

POW/MIA National Recognition Weekend Observance The Rotary Club of North Jacksonville and several Clubs of Rotary District 6970 are Significant Partners in the development of the National POW/MIA Memorial & Museum at Cecil Field. In 1971, Mary Helen Hoff, from the Jacksonville Area, spear-headed the design of the now world-famous black & white POW/MIA Flag (representing sorrow / anxiety / hope) in order to remind the world of the missing-in-action soldiers, sailors and airmen. She was one of the many waiting on the home front to see if her husband who was stationed at Cecil Field, Navy LCDR Michael Hoff, would ever return home to his family after his plane was shot down over Laos.

There is a major event planned for Saturday 21 Sep 2019: The POW/MIA National Recognition Weekend Observance and Ceremonies. This 2019 Observance is being held to ensure that ALL AMERICANS remember to stand behind those who serve and to make sure that we do everything we can to account for those who have never returned home, such as Mrs. Hoff’s husband. According to the Defense POW/MIA Accounting Agency there are still over 83,000 Americans missing-in-action from:
