There is not much visible of the "Ladyof the Month", the destroyer escort Sas~katchewan, in the picture on the oppositepage, but it does give a graphic idea ofthe rough seas with which the Saskatche~l1'an and four other Canadian warships hadto contend during NATO exercises offScotland late last year.

The ships encountered two of the n10stintense cyclonic depressions ever recordedin the North Atlantic with furious windsand waves up to 40 feet high.

Stettler TakesGunnery Trophy

HMCS Stettler of the Pacific Com­mand, has taken the L. W. MurrayTrophy for gunnery excellence awayfrom East Coast ships. The Stettler,skippered by Lt.-Cdr. R. F. Gladman,turned in the fleet's best gunnery recordfor 1963 to win the trophy.

Last year the Restigouche, based atHalifax, won the trophy.

Second place gunnery honours alsowent to a West Coast ship, the Jon­quiere. The Gatineau, Cap de la Made­leine and Columbia, all from the Atlan­tic Command, and Kootenay, PacificCommand, followed in that order.

The L. W. Murray Trophy was pre­sented to the Navy in 1934 by Rear­Admiral Leonard W. Murray, CB, CBE,RCN (Ret), when he was Captain (De­stroyers) Eastern Division of the RCN.Each year Naval Headquarters totes upgunnery scores from all ships of thefleet to determine the winner.

The Royal Canadian Navy has de­cided to follow the Royal Navy ruleof recent years to salute with the hand,if bareheaded in civilian clothes. Anamendment dated November I, 1963, toQRCN 63.71 paragraph (6) includes asecond sentence. The paragraph nowreads:

"When in civilian clothes, the per­son saluting shall raise his hat or cap.If no hat or cap is worn, the navalsalute as described in paragraph (1)of this article shall be made."

Paragraph (1) tells how to make aproper salute with the right hand.

The Royal Navy, aware that a greatmany people no longer wear headgearin civilian clothes (a notable exampleis His Royal Highness. the PrincePhilip). has required the hand salutefor several years. Instead of the former"eyes right" or "eyes left".

Visual AcuityRule Changed

A revised standard of visual acuity forofficers has been adopted by the RoyalCanadian Navy.

The new standard means many highschool students who wear glasses willnow be eligIble for enrolment in theRCN as officer cadets under the tri­service Regular Officer Training Plan,or the navy's Short Service Officer Plan.

A major influence on the revision hasbeen the increasing efficiency of andreliance on electronic "eyes", chiefly

radar, for detection and observation.These instruments have not replacedthe human eye but have enormouslyextended a ship's visual capability,especially at night and in low visibility.This has enabled an easing of emphasison eyesight standards for General Listofficers, whose careers involve variedappointments in ships and shore estab~

lishments.In navigation at sea, loran and similar

systems have largely reduced relianceon sun and star sights. For pilotage andstation keeping, almost constant visualchecks or "fixes" are still required, butthe enclosed bridge and the use of radarand short range navigational systemsand other aids have appreciably raisedthe standards of safety in poor visibilitycaused by snow, sleet, fog and rain. Sorefined have those standards becomethat "blind pilotage" is now a part ofthe stock in trade of the navigator andthe officer-of-the watch. It is expectedthat new developments will raise thesafety standards even higher in thefuture.

The eyesight standard required forentry into the navy's two main officertraining plans has been amended to notless than 20/60, 20/60; or 20/40, 20/100unaided distant vision correctable to20/20, 20/30 with glasses regardless ofage group. Colour vision must be normal.

Commodore BrockDies, .4ged 72

Commodore E. Reginald Brock, CBE,RCNR (Ret), the first reserve officer toattain his rank, died at 72 in Van­couver's Shaughnessy Hospital onFeb. 13.

Commodore Brock, a prominent Win­nipeg businessman, joined the RCNVRin 1923, the year of its formation, atHMCS Naden and later trained in thedestroyers Champlain and Saguenay.

In the lean years before the SecondWorld War Commodore Brock didmuch to keep the reserve divisions inbeing.

He went on active duty on Sept. 1,1939, and a week later was appointedNaval Officer-in-Charge, Montreal. Hemoved to Naval Headquarters in Ottawain 1940, then went to Toronto in 1942as Commanding Officer Reserve Di­visions. His title was changed to Com­manding Officer Naval Divisions in

November, 1945. He was demobilizedApril 2, 1946, and went on the retiredlist at Winnipeg.

His brother, Captain Eustace Brock,was commanding officer of HMCSNiobe, the RCN's shore establishmentin Scotland during the Second WorldWar. Rear-Admiral Jeffry Brock, FlagOfficer Atlantic Coast, is a nephew ofCommodore Brock.

He leaves his wife Kathleen; foursons, Rees and Michael, of Winnipeg,Arthur, of London, England, and Jeffry,of Vancouver; and a daughter, Mrs.Margaret Norwich, of North Vancouver.

The funeral was held from St. Cath­erine's Anglican Church, North Van­couver on February 15.

Among the comments on the impend­ing retirement of the First CanadianMinesweeping Squadron, whose shipswere paid off to reserve at Halifax,was one from Rear-Admiral E. B.Grantham, Jr., USN, Commander MineForces Atlantic, at Charleston, S.C. Hismessage read as follows:

"The necessary discontinuance of ourannual bi-national minesweeping exer­cises is a matter of great regret to theMine Force of the U.S. Atlantic Fleet.The U.S. participants in these exercises

have benefited not only from the pro­fessional aspects but also from thevaluable personal relationships whichwere developed so spontaneously. It isour hope that conditions will soonchange to permit a resumption of thesepleasant and profitable operations. Allhands in Mine Force, U.S. Atlantic Fleetjoin me in wishing our friends who haveso ably manned and led MINRON ONEa fair breeze and smooth sailing for thefuture."

ShearUJater HostTo Grounded Plane

Engine trouble forced a United StatesNavy Super-Constellation transport car­rying 90 servicemen and their depen­dents to land at HMCS Shearwater afew days before Christmas.

The four-engined. aircraft was on aflight from Iceland to the U.S. when itdeveloped engine trouble over New­foundland. The 90 passengers werehoused and fed at Shearwater untilanother aircraft could be flown in fromMaryland.

Three TribalsEnd Careers

The first of the three Tribal classdestroyer escorts to be paid off in thecutback program was retired from ser­vice in a short ceremony at the Dock­yard in Halifax February 6. HMCSNootka had entered the fleet initially inAugust 1946 and served two tours ofduty in the Korean war theatre. Comingback from the second. one she becamethe first destroyer in the RCN to girdlethe globe.

Her sister ship, the Cayuga, was de­stored to payoff late in February andthe Micmac about the third week inMarch. They are being held at Halifaxpending completion of disposal arrange...;ments with Crown Assets Corporation,which will sell them for scrap.

HMCS Athabaskan of the First EscortSquadron in Halifax thus will be theonly Tribal left in service.

Two of the six East Coast mine­sweepers, the Chignecto and Fundy, hadpaid off by the time it was the Nootka'sturn. The remaining four proceeded intoretirement successively up to earlyMarch. All six will remain at Halifax,in reserve at the Minesweeping BaseFacility near the Royal Nova ScotiaYacht Squadron.

Loto AccidentRate Attained

HMC Dockyard, Halifax has achievedthe lowest accident rate ever recordedin its history when, in four short years,it reduced its lost time injuries from149 in 1959 with a resulting loss of2,183 working-man-days, to 83 lost-timeinjuries in 1963 representing only 859days lost.

In line with its safety program theHMC Dockyard Management Safetyshield, awarded annually to the depart­ment showing the most improvementover its four-year injury frequency rate,was presented to the Queen's HarbourMaster whose department overcamemany difficulties and hazardous con­ditions to register an impressive safetyimprovement of more than 71 per cent.,

The marked decline in the injuryfrequency rate has been' attributedlargely to the Dockyard's aggressive

.safety program and to its aims andobjectives. Credit also is due to theleadership received from managementand to the co-operation of the super­visors and the employees.

The safety progra~, in addition toapplying rigid safeguards to machineryand providing protective clothing,gained strength from an intensive safetyeducational program, which includedcourses, films and posters stressing theimportance of safety both on and offthe job, and meetings held each monthat shop, departmental and managementlevels.

The program is under the supervisionof the Command Safety Engineer, R. T.Giovannetti, assisted by Safety EngineerW. B. Power and Safety Inspector L.D. Kehoe, and by training and safetysupervisors on the staff of the Com­modore Superintendent Atlantic Coast,all of whom engaged in the educationalprogram and conducted numerous rou­tine and shop safety inspections.

Lord Mayor Opens'Voyager' Fund

The Lord Mayor of Sydney, Aus­tralia, has opened a relief fund for thedependents of officers and men lost inthe sinking of HMAS Voyager.

Contributions· sent to the AustralianHigh Commission, 90 Sparks Street,Ottawa, will· be acknowledged and for­'Yarded to the Lord Mayor's Fund.Cheques or money orders should bemade payable to the Australian HighCommission (Voyager Fund). .

Two important developments whichaffect flying operations. from Canadiandestroyer escorts are being fitted toSt. Laurents under conversion and twoships of the new Annapolis' class yet tocommission, the Nipigon and Annapolis.

One ·feature is the roll-damping sys­tem of the activated fin type. The otheris the "bear trap" haul-down system.The first apparatus reduces rolling ofthe ship, the second is a landing aid forthe big Sea King helicopters that oper­ate from new or converted DDEs.. The roll-damping system consists of

a non-retractable fin on each side ofthe hull, hydraulically tilted and con­trolled by a gyro sensing unit. The finsextend about four and half feet outfrom the hull on a spindle and areabout nine feet long. They .are locatedunderwater just forward of the boilerroom and angle down 50 degrees fromthe horizontal. They can elevate 15degrees and depress another 15 withthe pivotal point on each fin being somethree feet from the leading edge.

When the ship is underway in a calmsea, the fins lie in a neutral position,but begin their work as the sea staterises. The Assiniboine and St. Laurentare the first ships with them in service.Four other St. Laurents are to followand the two new Annapolis DDEs.

Postage DearerThan Used Stamps

Stamp collecting can be an uneco­nomical business, in the opinion ofLdg. Sea. Wesley Young of HMCS St.Laurent.

His 15-year-old son Robert is a stampcollector. Being a dutiful father, Ldg..Sea. Young usually~ends back packetsof stamps from various countries hevisits as a naval photographer.

At Port Swettenham, Malaysia, hepurchased a package of 200 used stampsfor 66 cents.

It cost him 75 cents to air mail themback home.

The roll-damping system ensures thatrolling during extreme conditions ofwind and sea is kept to about 10 de­grees. Thus, stresses on the aircraftand its handling gear due to rollingacceleration are minimized and at thesame time maintenance conditions areimproved.

The Assiniboine has been carryingout "bear trap" trials. This is a winch­down system which guides .the big heli­copter to a safe landing on the relativelysmall flight deck of the DDE, andsecures it immediately upon touch­down. The system also centres the heli­copter on the flight deck, tows it intothe hangar, and out again. .

The pilot hovers the Sea King overthe flight deck and lowers a wire mes­senger. The flight deck party attachesit to a heavier 'wire which is then hoistedto the helicopter and secured. A winchand two drums beneath the flight deckhaul the flying machine down and, ifnecessary, in and out of the hangar.

There are three methods of disengage­ment during the haul-down process. Ifthere is too much tension on the wire,it parts at a certain place, or the pilotcan manually disengage the wire. Lastlythe drum will slip if strain is too great.

The all-weather, speedy Sea Kingextends appreciably. the dual "hunt"and "kill" capabilities of the Canadiandestroyer escort against the most mo­dern submarine in service or those pro­jected for some time to come.

Vice-Admiral H. S. Rayner, Chief ofNaval Staff, has presented a cheque toa Bonaventure sailor on behalf of theSuggestion Award Board of the PublicService of Canada.

The presentation was made on boardthe Bonaventure to Ldg. Sea. Harold G.Smith, of Peterborough, Onto Whileserving on board the Cayuga, Ldg. Sea.Smith submitted a suggestion concern­ing the lifebuoy. system. This suggestioninvolves the. installation of a buzzer inthe operations room to enable closerplotting of the position in the event ofa man overboard.

This suggestion was evaluated by apanel of experts and was subsequentlytried and has been adopted for use inthe ReN.

Ldg. Sea Smith was awarded $100 bythe suggestion Award Board for his sug­gestion. The cheque was presented byVice-Admiral Rayner when he visitedthe ship .near Bermuda in company withth.Ef Hon~ P~lul Hellyer, Minister ofNational Defenc~.

LONG WAY ROUNDBy the time HMCS St. Laurent reaches Halifax in mid-summ-er,

she will have completed the circuit of the earth she began on March6, 1959, when she steamed out of the eastern port on her way toEsquimalt. The following is the first chapter of the account of herpresent journey around the WQ1·ld.

albatross family affectionately known asthe "gooney bird". Visitors to the islandare particularly amused at the ludicrouswalk and dance of this exceedingly un­gainly bird. The gooney is capable ofmany zany antics but possibly themost comical antic of all is his oftimesfutile attempt to become airborne. It

ON THE MORNING of Jan. 7,1964,HMCS St. Laurent, under the

command of Cdr. D. D. Lee, slipped andproceeded to sea from HMC Dockyard,Esquimalt. A voyage, which would lastsix months and would almost encirclethe globe, had commenced. An exper­ience not likely to be soon repeated wasbecoming a reality.

The St. Laurent, the second ship tobe converted to accommodate the RCN'snew anti-submarine helicopter, theCHSS-2 Sea King, had been assigned tothe Atlantic Command and was proceed­ing to Halifax around the world. The

. St. Lam'ent sailed in company withHMCS Fraser and later they werejoined by HMCS Mackenzie. The threeships were to remain together until thecompletion of Jetex 1964 at which timethe St. Laurent would detach and pro­ceed to Halifax, arriving in mid-July.

Although a cruise of this nature pro­vides many exciting and alluring aspects,it also affords its more unpleasantmoments. This was abruptly brought toview on our first Sunday at sea whenPO Edward A. Achtymichuk, medicalassistant, introduced the ship's companyto the first of many inoculations. There­after each Sunday the officers and menfiled sombrely through sick bay to re­ceive yet another of the seemingly end­less list of serums.

On Tuesday, Jan. 14, the ship arrivedat Pearl Harbour for a brief visit beforeproceeding westward. Here the ship'scompany had an opportunity to takeadvantage of the beautiful beaches andthe foaming surf and to do some last­minute shopping.

On Sunday morning, just before leav­ing Pearl Harbour, Captain G. H. Hayes,commander of the Second Escort Squad­ron, reviewed the ship's company atceremonial divisions and then joinedthe St. Laurent for the next leg toMidway.

Midway was merely a scheduled six­hour refuelling stop. However, almosteveryone had an opportu.nity to goashore and see this tiny Pacific atollwhich is truly a tropical gem. Herealone is to be found that member of the

Everywhere can be seen rice paddies,coconut groves, pineaple fields andquaint thatch and bamboo houses. Noone really appears to be too enthusiasticabout toiling in the hot sun.

The visit to Manila, although short,was certainly a delightful experiencefor most. Those who attempted to matchwits with the local merchants almostinvariably came out second best. How­ever, it was a lesson well learned.

Thursday, Feb. 6, saw the ships steamfrom Manila Bay on their way acrossthe South China Sea-destination Sin­gapore.

On Wednesday, Jan. 22, the St. Lau­rent crossed the International Date Line.A birthday cake was presented by thecaptain to AB Henry Kehler to markthe occasion of missing his 26th birth­day when January 23 was wiped fromthe calendar.

On Monday, Jan. 27, AB L. Bestonsuffered an attack of acute appendicitisand it was necessary for the St. Laurentto detach and proceed at best speedfor Guam. The following afternoon aUSN helicopter from Guam rendezvousedwith us and airlifted AB Beston to theUS Naval Hospital where an appen­dectomy. was performed ifnmediately.With a promised speedy recovery, ABBestoD' was to join again in Singapore.

The'St. Laurent arrived in Guam onthe evening of Jan. 28 and was joinedby the Fraser and Mackenzie on themorning of Jan. 30. That afternoon thethree ships participated in a squadronsports meet and when the results weretabulated the St. Laurent had capturedthe Cock 0' the Walk.

The visit over, the task group pro­ceeded to sea once again, its destinationManila. The passage from Guam toManila was of particular significancebecause' the ships sailed waters madefamous during the Second World War.Names such as San Bernardino Straits,Luzon, Samar, SibuYlm Sea and LeyteGulf' all had a familiar historical ringand everyone took a keen interest inthe ship's progress.

On the morning of February 3 theships arrived off the tiny island of Cor... ,regidor, guarding the entrance, to 'ManilaBay. Here the U.S. made its last standagainst the Japanese.in 1942 and it wasfrom Corregidor that General DouglasMacArthur made the famous statement,"I shall return", before being evacuatedby submarine.

Manila provided the ship's companywith a multitude of activities. The Ca­nadian'Consul General arranged a com­plete program of spots, bus tours' and'social functions. For most this was theirfirst visit to the Philippines and fewfailed to take' advantage of the manyopportunities to tour the city and' sur­rounding countryside. A half-million-dollar undertaking ofmen of the Atlantic Command-theestablishment of a Fleet Club in Halifax-was described to members of theHalifax Board of Trade by Rear­Admiral Jeffry V. Brock, Flag OfficerPacific Coast, in a Feb. 14 address.

One of his first duties on taking uphis appointment, Admiral Brock said,had been to give his blessing to whathe called one of the most ambitiousundertakings of Canadian servicemenanywhere. This was the decision ofHalifax-based .sailors to raise about$500,000 to build a Fleet Club. They hadset themselves a goal of $100,000 for thefirst year and were well on their wayto their objective.

"The RCN has long been concernedabout the lack of suitable shore amen­ities and recreational facilities for navalpersonnel in Halifax-keeping in mindthat this is the principal base and homeport for more than 12,000 sailors in mycommand," Admiral Brock said.

More than 3,000 of these men weresingle and under 21 years of age. Mostof them were far from home and livedon board ship, where accommodationwas necessarily cramped. Civilianclothes were the fashion for sailors onleave these days and the men neededa place ashore to change.

The new club, which will replace atemporary one now in existence, willprovide lockers, overnight accommoda­tion, an opportunity for rest and relaxa­tion, and an economical place to meetand entertain messmates and friends.The club, the admiral said, would alsoserve as an important link' betweennaval personnel and the community.

The project has been scheduled forcompletion in 1967, Canada's centennialyear.

Admiral Brock's remarks were part ofan address in which he discussed therelationship between the Navy and theeconomic life of Halifax.

Financial support is sought for theKing's College Naval Bursary Fund.

The purpose of the fund is to providea bursary covering university fees andbooks to children of naval personnelattending the University of King's Col­lege, Halifax.

The original objective of the fundwas capital totalling $10,000 to allow abursary of $550 per year. The presentamount in the fund is only half therequired amount $5,500. Because of this,the annual bursary is at present $300.

The Navy has turned out 10 engineer­ing technicians from a five-month courseto enrich their ability in machine shopwork. They will form an elite corps andeventually each warship of the RCNwill have two on board. The Navyplans to train about 20 each year.

A statement on the work of the com­mittee recently appointed to study theresults of the implementation of the1957 personnel structure report hasbeen made by the chairman of the com­mittee, Rear-Admiral W. M. Landy­more, Flag Officer Pacific Coast.

Working with Admiral Landymorewill be Commodore Donald McClure,Commodore R. L. Hennessy, CaptainR. H. LeiI' and Captain J. A. M. Lynch.

The function of the committee, asexpressed by Admiral Landymore, is"to find out how well t}:1e structureshave withstood the first seven years,and to see what needs to be done tomake them work well for the nextseven, or 10, or 20 years." His fullstatement follows:

In 1957 a group of officers was ap­pointed to study the personnel structureof the Navy. Rear-Admiral E. P. Tis­dall was chairman of the study group.He was assisted by a number of others-Commodore A. H. G. Storrs (later toretire as Rear-Admiral), CommodoreH. G. Burchell, Commodore JamesPlomer, and the late Rear-Admiral B.R. Spencer.

Their main task was to set aside alltraditional thinking in order to find asystematic structure for entry, train­ing, promotion, advancement and ser­vice to meet the changing needs of aNavy in a changing world. Their find­ings were put into effect so that thestructure pnder which officers and mennow find themselves came about as aresult of their studies.

To a certain extent they were "trailblazing". It wasn't always possible forthem to look into the past to derivetheir conclusions, and looking into acrystal ball is not necessarily a soundmeans of projecting the future. Never­theless, their work gave them the op­portunity to make the most searchingscrutiny of personnel matters that hadever been undertaken.

From their recommendations camethe communal system of entry, thethree-year engagement, new reportingmethods, the new system of promotionand advancement. From their recom­mendations came the change thatbrought operations and maintenancecloser together. In fact, almost everyaspect of the present structure of offi­cers' and men's careers came fromtheir work.

That was seven years ago. The radicalchanges put new stresses on personnel;stresses of adjustment, stresses of cross­training, stresses from old and newmethods enduring alongside one an­other. Now, after seven years, mostproblems of implementing the ch.angeshave been overcome and, while it is

too soon to forecast the future for thestructure with a real degree of accur­acy, at least the time is ripe for anexamination of the structure as it nowstands.

I have been given the task of re­examination. Commodore McClure,Commodore Hennessy, Captain Leir andCaptain Lynch have been named towork with me to find out how well thestructures have withstood the firstseven years, and to see what needs tobe done to make them work well forthe next seven, or 10, or 20 years.

Generally, when it appears in printthat a personnel study is being under­taken, the fleet groans and says simply;"More upheaval!"

I hope this won't be the case thistime. My personal outlook toward thisis that upheaval or radical adjustmentis undesirable and should be unneces­sary. It is more likely we will find thatmajor matters need only slight adjust­ments to improve that which is basic­ally good.

During the weeks to come, everyonewill be given the opportunity of writingout his views as to how we can bestprepare personnel matters for thefuture. Every opinion is valuable forthe more there are, the greater thedepth of knowledge available to thestudies. I hope many officers and menwill take the opportunity to jot downtheir views so they can be studied andso influence the shape of things tocome.

WORLD'S FAIR COOKERYSIX NAVY COOKS baked their way

right onto the feature pages ofMontreal newspapers this winter.

They whipped up a 560-pound cakethat measured six feet by 16 feet, andwalked off with an award of excellencein the Armed Forces Division of theFood Service Executives Associationannual culinary competition, repeatingthe Navy's success in the 1963 competi­tion.

The monster cake was a scale modelof St. Helene's Island, illustrating howit will look when the World's Fair opensat Montreal in 1967.

Responsible for the edible model ofthe coming World's Fair were CPO A.W. Shano and PO J. J. Comeau, ofCornwallis, and Petty Officers K. J.Mitchell and H. E. Brewster, of Stada­cona.

To produce their masterpiece, thecooks spent about 92 hours each in thekitchen and went through 338 poundsof sugar, 45 dozen egg whites, im­measurable quantities of flour, andenough spices to season a whole bakery.

Their success in duplicating theWorld's Fair site may have given hope

to officials trying to sort out construc­tion problems for the full-sized fair.

CPO Shano said he and his men usedthe model of the fair site displayed atPlace Ville Marie for engineering de­tails. The cooks had no trouble with ma­terials for their World's Fair but theengineering was a real headache.

Chief Shano said after a small. tasteof a World Fair building, he pitied themen building the real thing.

"They are going to have a terrificallytough job," he said. "Lot's of luck to'em."

THE USE OF SHIPS"Exercise 'Big Lift' transports a divi­

sion to Germany by air. What's' the useof ships?"

asked this question in a recent article onthe future of the navy.

Mr. Baldwin didn't put it that waybut an obvious answer to his question(and he has no doubts about the valueof ships) is that surface transport, atthe very least, is needed to carry thefuel to fly the aircraft back home again.

A much, more detailed reply can befound in the Naval Review-1964, pub­lished by the United States Naval In­stitute. Captain Ira Dye, USN, chief ofthe office of program planning, U.S.Maritime Administration, here presentsa thoughtful and detailed study of thecomparative costs and merits of sea andair transport.

Captain Dye's article assumes thatduring the rest of the '60s and '70s theworld will be faced increasingly withthe problem of limited wars and thatmeans must be found to prevent themfrom occurring or, if they do, fromspreading.

He suggests that as important as hav­ing the combat-ready forces to apply isthe ability to move these forces rapidlyto wherever they are needed, and. tomaintain them there as long as theyare required.

He leaves little doubt that this ability, is unalterably dependent on the sea-'

not just on the control of it but on theability to move men, equipment andsupplies in bulk on it.

The United States Army and AirForce have carried out several exercisesin recent years designed to show theability of air power to move infantryforces quickly to potential trouble spots,The most recent of these exercises, the"Big Lift" mentioned by Mr. Baldwin,took place late in 1963, when one UnitedStates Army division was flown fromthe U.S. to West Germany.

All well and good, says Captain Dye,but it must be remembered that muchof the equipment, trucks, tanks, ar­moured cars, food, ammunition andsupplies that would be used by thesesoldiers is stored, in bulk, at the scenein West Germany. The same situationis not likely to exist if limited war were

to break out in the Middle East, the FarEast, South America or Southeast Asia.

It is generally conceded that shipscan carry larger loads. than aircraft anddo it more cheaply, but Captain Dyevividly points out one additional factthat is widely overlooked. This is thatships can move bulk cargo faster thancan aircraft.

For his examples, Captain Dye usesfour C-141 Starlifter transport aircraft,and two C4-S-la Mariner cargo ships.He defines each of these transport typesas $20 million worth of transportationresources-four $5,000,000 aircraft andtwo $10,000,000 ships.

The C-141 is a Lockheed jet aircraftnot yet in service. Maximum cruisespeed is given as 552 mph, maximumferry range is 7,540 miles, and the cargocapacity is 34.5 short tons. A Marinercargo ship can carry 4,180 short tons ofcargo.

The planes in question will be able todeliver 34.5 tons of cargo from NewYork to France in 12 hours, includingloading and unloading time. It wouldhardly be practical to use the two shipsfor this as they would require 10.5 daysto deliver the same amount of cargo.The edge is obviously with the aircraftin these circumstances.

However-let the four transport air­craft try to deliver the full capacitycargo of the two ships and the resultsare strikingly reversed. Captain· Dyecalculates that it would take the air­craft 60 days to transport 1,770,000 cubicfeet and the operation would cost$5,010,000. The ships would do exactlythe same job in 15 days at a cost of$1,090,000.

In other words., in these circumstances,ships are four times as fast as jet trans­ports. and more than four times aseconomical.

In actual performance during LongThrust II, 100 aircraft delivered 5,300men in six days. The SS United Statesor the Queens converted into troop car­riers each could convey 14,000 or 15,000men in less than five days.

Another angle of the problem withwhich Captain Dye does not deal in thisarticle is the possibility that the placeto which troops and supplies are des-

.tined may be· in unfriendly hands andthere may be no place for aircraft toland. ThUS, during the Second WorldWar, aircraft may have been able to

soften up mainland Europe; theycouldn't invade it. However, this is aseparate matter.

Dealing again with the proponents ofair-lift strategy, Captain Dye says thetransportation requirements ~or con­tingencies or limited wars will be un­derestimated seriously if planning isbased only on forces to be deployedinitially. Rapid deployments and fastreaction would lose none of their im­portance, but staying power and theability to handle mass movements ofheavy forces would become of at leastequal importance.

Captain Dye says it is clear that in theforeseeable future, as general groundforces become heavier and more mech­anized, there will be a larger rolein limited or conventional war for thesealift of cargo than in the past.

He therefore calls for the constructionof better cargo carriers with which todo the job. He adds that it is well withinthe capacity of current ship'constructiontechnology to build a specialized, fast­response ship, which he calls C(Sea­lifter".

She would have a speed of about 30knots, meaning she could deploy fromthe west coast to Southeast Asia in 10days, from Hawaii to Southeast Asia ineight days and from South Carolina toAfrica south of the Sahara in from sixto eight days.

Sealifter would be nuclear-poweredand have unlimited range without re­fueling, or be conventionally poweredwith a 10,000-mile radius. She wouldcarry 1,000 soldiers in air-conditionedspace, plus 5,000 measurement tons ofvehicles, plus 3,000 long tons of heavyre-supply items. Vehicles would roll onand roll off.

She would carry a limited number oflanding craft and she could load in 30hours and unload in about 24 hours, orless. In a well equipped port, such aship, he says, could be unloaded inabout eight hours.

The cost of the vessel would be be­tween $20 and $25 million.

Captain Dye concludes by saying thatsealift and airlift should be viewed asthe two swift legs of military mobility.By using the two as a co-ordinatedinstrument, each in its proper com­plementary role, the optimum in rapidresponse and heavy punch can beachieved.

While the majority attending theaudience were Roman Catholic, Chap­lain Theodore Fenske, Protestant Chap­lain of the squadron, attended. Navypersonnel were taken into the Vaticanpast the traditional Swiss Guards to athrone room where they awaited thearrival o.f the Pope.

The message of welcome, read byPope Paul in English, said:

In seeking the audiences, FatherMurphy visited Rome and enlisted theassistance of Monsignor Marzinkas, whoonce served in Ottawa as the Secretaryof the Apostolic Delegate.

RADAR FORSMALL CRAFTA TRANSISTORIZED marine radar

has been developed in the navi­gational aids section of the NationalResearch Council's Radio and ElectricalEngineering Division. A prototype hasalready been delivered to a Canadianfirm for commercial production. Asecond model underwent successfulevaluation trials this summer on boardthe MV Radel II.

The chief advantages of the new radarare: remarkably low cost, ease of in­stallation, economy of operation, and aradical simplification of service prob­lems.

It is expected that the new radar willbe available for about half the price ofany model now on the market. Thismeans that, for the first time, purchaseof radar equipment will come within

easy reach of the fishing industry andof owners of small vessels plying inlandand coastal waters.

In the crowded wheelhouse of a smallvessel, where space is always at apremium, the most attractive feature ofthe new radar is that its main parts-have been reduced to two light-weight"packages", the display chassis and themodular chassis. The display chassiscontaining the lO-inch cathode ray tubeand its circuitry may be either table­mounted or bulkhead-mounted like awall clock. SOLDIER AT SEAJET PROPULSION

FOR SHIPS STUDIEDA two-year program aimed at the

development of a water-jet propulsionsystem that will drive ships at speedsof almost 90 knots has been started bythe Lockheed-California Company ofBurbank, according to the Army, Navyand Air Force Journal and Register,published in Washington, D.C.

The engine would swallow largequantities of water, pass it throughpowerful engine-driven pumps, andeject it through rear nozzles at tre­mendous speeds.

Lockheed-Californi;l's emphasis willbe on a propulsion system capable ofpowering a 500-ton hydrofoil ship \1pto 80 knots (92 miles per hour). Thefirm will also study the possible useof water jet propulsion systems for con­ventional surface ships.

A spokesman for the company saysthere are two main advantages in theadvanced water jet propulsion over themarine propeller system. The first ismechanical simplicity-there are nocomplex gears and shafts. The secondis control of the underwater cavitationproblem associated with propellers.

A LIFE-LONG dream of going to seais coming true for Major Ron

Roberts, Canadian Army (Retired), ofVancouver.

In 1961, during his last army appoint­ment, he ordered a yacht to be built inHong Kong according to his specifica­tions. At the time he was serving withthe International Commission for Su­pervision and Control in Vietnam. Hiswife Barbara wound· up the family'saffairs in Vancouver and joined Ron inSaigon for the last six months of hisVietnam appointment. Together theymade their plans for the homewardvoyage which would have no fixedETAs.

As Major Roberts served out the lastdays of an active army career histhoughts turned to all the nautical sub­jects which would be necessary to ful­fil the dream to come. As he countedthe days to retirement he kept in con­stant touch with the yacht builder inHong Kong. Finally, in the spring of1962, he said farewell to fellow officersin Saigon and started retirement leaveto stand by the Haida Sea. Here theirteen-age daughter Pat joined the ven­ture as crew.

It is not a coincidence that "Haida!'is part of the yacht's name. It was putthere to honour the famous Canadiandestroyer that retired from service lastfall.

Many months of shakedowns, a ty­phoon that nearly spelled disasterbefore the voyage began and a hundredand one problems that go with getting anew yacht ready for sea failed toshackle the major's determination andthe dream cruise finally got underWay.

Christmas greetings for 1963 cameto his naval friends in Ottawa fromMalta where the Haida Sea was spend­ing the winter for "rest and refit". Thusfar in his timeless cruise Major Robertsreports "several storms but mainlystory-book sailings".

As they stretched their sea legs inMalta after the first 10,000 miles, theylooked forward to a leisurely cruisethrough the western Mediterranean.Later in the year they plan to cross theAtlantic. Barbados is the Haida Sea'starget port of call for Christmas 1964.The ultimate destination is Vancouverbut that doesn't come until right nearthe end of the dream.

LIFE AS IT SHOULD BE LIVEDCdr. W. S. T. McCully was born in Kingston, Ont., on

May 3, 1919, son of an Army officer, and was living inVancouver when he joined the RCN as a cadet in 1936. Hewent to HMS Frobisher and continued early training inRoyal Navy ships and establishments, returning to Canadain 1940 to join HMCS Restigouche, one of three Canadiandestroyers at Halifax poised to take part in the evacuation ofFrance. Later he specialized as a torpedo officer.

In April 1944 he joined the destroyer Qu'Appelle onconvoy duties an.d was her executive officer to Decemberof the same year when he succeeded in command. Duringthe war he also had command of the Torpedo School atHMCS Cornwallis.

Following the war Cdr. McCully served at Naval Head­quarters, commanded the West Coast frigate Antigonish

and became officer in charge of the Torpedo Anti-SubmarineSchool in Halifax. He commanded the coastal minesweeperGaspe and was additionally Commander First CanadianMinesweeping Squadron at Halifax, then was executive officerof HMCS Cornwallis before taking command of the newdestroyer escort St. Croix in 1959.

He took up his appointment as Queen's Harbour Masteron the staff of the Flag Officer Pacific Coast in 1961. Hedied while on leave in Arizona on February 10, 1964. Hiswife and four children were with him at the time. Thefuneral service was held at St. Paul's Garrison Church,Esquimalt, Feb. 14, followed by full naval honours at RoyalOak Crematorium, Saanich, B.C. .

There follows a tribute to his memory from one who waslong his friend.

FRIENDSHIPS formed in earlyyouth and carried through the

years are very special friendships. Theydiffer from any other, because the ex­periences of youth are more vivid thanthose of later years. Consequently, thefriends who share youthful experiencesare in a sense special friends.

Such a friend was Bill McCully.He arrived on board a liner in Hali­

fax in December 1936, full of enthus­iasm for his new career, still hardlybelieving that he was on his way acrossthe Atlantic to become a naval officer.He kept that enthusiasm throughoutthe next 27 years and never lost hisboyish zeal; whenever I met him inlater years I was struck by that boy­ishness, the quick wit, the ze.alous vola­tile nature, untouched by the cynicismof age. In some ways he left the im­pression of a perennial 20-year-old.

Yet, Bill was not a perennial 20-year­old; it was just that he refused to letmaturity dull his zeal for life. The agein which he lived thrust him early intothe realities of life. As a midshipmanon the China Station at the outbreakof war he was employed while awaitingpassage home to Canada, in defensivemining of the approaches to HongKong. His job was to plot the minelines from a motor torpedo boat. At theend of the first day while returning athigh speed to harbour, the boat cameunder fire of the nervous Sikh-mannedshore defences at Stonecutters.

Thus, Bill McCully encountered hisbaptism of fire a few days after theoutbreak of war, while most of us wert>still· shocked by the news of the out-

break. He pulled the injured stokerfrom the engine room of the sinkingboat, recovered what possessions hecould by diving into the half-sub­merged wardroom compartment, andtransferred to a passing motor cutter.No medals were given for such heroicsin the first weeks of war; we were alltoo busy getting organized.

Years of convoy escort followed, andhe brought to war the same high good

humour, youthful exuberance and en­thusiasm which had marked his courseof training in the Royal Navy.

In 1944, on Channel operations, Billwas executive officer of the leader ofthe Twelfth Escort Group.. In a fiercesurface action in which the ship cameunder heavy fire, there were many cas­ualties, including the captain. At 24years of age, in the middle of a con­fused night action, the dark sky full oftracer, Bill McCully found himself ele­vated to command of a damaged de­stroyer and an escort group. Transfer­ring control of the group to the di­visional commander, he devoted himselfto repairing damage, organizing medicalcare for the wounded, including hiscaptain, and bring his injured vesselsafely back to England from the Brit­tany Coast. The degree to which hissuccess was attributable to extra effortof his men cannot be known, but thathis men thought highly of him therewas no doubt. His mention in des­patches for this feat was well earned.

His high spirits and competitivenature earned him the nickname "WildBill" among some of his contempor­aries. He was capable of stirring strongantagonisms because of his inability toconceal honest feelings, but he wasutterly incapable of bearing a grudge.A fierce, angry flare-up was quicklyfollowed by a twinkling wit, a broadgrin, an infectious chuckle, and a re­laxation of the tension. Somehow menunderstood him better than many offi­cers. No one I have met ever inspireda greater loyalty among his men than

Bill. If he was ever in real need, I'msure he would find half the lower deckof the fleet figuring ways and meansto sort the problem out. Why or howthis affinity developed I do not know,for he did not seek popularity and borehis rank in company of subordinates ina manner that did not invite familiar­ity, yet did not forbid ease. His qualitieswere recognized by an early promotionto commander at the age of 32.

In recent years, until he fell ill, BillMcCully continued to live his life asbefore-a dedicated officer, he did notease off in duty; a fierce sport competi­tor, he found an outlet for his spiritednature in basketball and a savage at­tacking squash game.

The recent death of Bill McCully wasa sad event, but not as sad as it wouldhave been if he had not crammed so

much life into the years that were al­lowed him.

He was no colourless, stereotyped,organization man. He treasured his in­dividuality and lived life as he wantedto live it and as he felt a naval officershould live it.

The memories of the years I haveknown him provoke the thought: "Theydon't come like Bill any more!"­W.H.W.

PACIFIC COMMAND

HMCS Oriole

The Royal Canadian Navy's trainingyacht, HMCS Oriole, can really flyunder proper wind conditions and thiswas proved dramatically in early Feb­ruary on the first leg of a 38-day cruiseto California waters.

Aided by northwest winds of morethan 40 knots, the Oriole literally flewunder the Golden Gate bridge, a fullday ahead of schedule.

The Oriole attained a top speed of 11knots during one hour of a 24-hourperiod that saw her cover 213.5 miles,for an average of 8.8 knots.

Leaving Esquimalt harbour on Feb­ruary 3, the Oriole, under power andsail, cleared the entrance of Juan deFuca Strait by mid-afternoon.

Rounding Tatoosh islet, off Cape Flat­ery, the ship, with four officers and 17men under the command of Lt.-Cdr. W.D. Walker, ran into heavy swells anda 40-mile per hour southwest wind.

She managed only three or four knotsunder such severe conditions and every­body suffered through a wet, uncomfort­able night.

The third day out found the Oriolealmost 100 miles off shore when thewind suddenly veered to the northwestand allowed the yacht literally tosprout wings.

The Oriole went on from San Fran­cisco to Monterey and the remainder ofher trip was to take her to Port SanLuis, Santa Catalina, San Diego, New­port and Santa Barbara.

She was due back in Esquimalt onMarch 12.

ATLANTIC COMMAND

HMCS Fort Erie

Nine-year-old Generosa Carucci, ofNaples, Italy, has a new set of fosterparents for the second time in less thana year and for the third time in herlife. Her new "fathers" are membersof the ship's company of the frigateFort Erie at Halifax, who won out overtwo other ships and an establishmentin the Atlantic Command for the honourof "adopting" her. She had been spon­sored by HMCS Micmac, Tribal classdestroyer escort due to be paid-off onMarch 19.

Generosa first came under the FosterParents Plan some years ago but heroriginal sponsor was forced to relin­quish his sponsorship in Octoper 1963and the Micmac then "adopted" her.

When it became known that the Mic­mac would be paid off, the ship's com­pany didn't just turn Generosa's fileover to the Fort Erie and then proceedto forget her. They went to work andtook up a collection of money and allo-

cated it for clothing to be forwardedto "their little girl" as a combined Easterand farewell gift.

"It is amazing," said the Micmac'scommanding officer, Cdr. J. M. Cutts,"how interested and absorbed 240 sailorscan get in trying to help a child theyhave never seen and may never see. Butthey feel it is a worthy cause."

Generosa's father died of a heartattack soon after her birth and hermother was forced to work hard doinghousecleaning and washing to supportthe two of them. The assistance of theMicmac, and now the Fort Erie, underthe Foster Parents Plan, assures Gene­rosa of essential foods and of aneducation.

Generosa has been described as asweet child, one of those beautifulchildren that so often seem to light upthe slums. She is now in fourth gradeand her most ardent desire is to beable to keep up with her studies so thatsome day she may find a good positionand be able to help her mother.

HMCS Crescent

Three ordinary seamen and a chiefpetty officer from the destroyer escortCrescent went shopping in Halifaxstores just before Christmas and piledup shopping cart after cart with gro­ceries and gifts. But they weren't shop­ping for their ship or for themselves.

Wllat a business-like group of persons in navy-type uniforms is doing in the vicinity of on army howitzer requires explanation. The scenecame about because Sgt. George Hannah, of the Royal Canadian School of Artillery, Camp Shilo, undertook to organize a 105mm-howitzer gun crewfrom among cadets of RCSCC Swiftsure, Brandon. During annual inspecticn of the corps at the Brandon airport last fall, the crew gave a smartdemonstration of quick firing.

They were out to make Christmas alittle merrier for a centre-town familyof which the father was out of work,the mother was pregnant and there werenine little mouths to feed.

The idea was sparked by some ordi­nary seamen taking on-the-job-trainingin the ship. They put the idea up tothe rest of the ship's company and fromthere it went to the ship's Welfare Com­mittee. An ini~ial $50 was voted out ofthe ship's non-public funds for the pro­ject. Then the OJTs began collectingfrom the ship's company and aftereveryone chipped in they realized about$95 more to make $140.

Their "family", asked that there beno turkey. They felt that beef andother meats would be more practical.So the sailors decided not to buy aturkey but they wouldn't stand for theyoungsters being deprived of a turkeydinner and invited the whole familydown to the Crescent for Christmas Daywhere they had their Christmas dinnerwith all the trimmings.

HMCS Restigouche

Many people regard a calendar yearas a complete cycle. The ship's companyof the Restigouche are great believersin completing this cycle, for the year1963 started with their winning theHalifax Junior Chamber of CommerceAnnual Christmas lighting award forthe second year in succession, and itfinished with their winning it for thethird time. The Restigouche was alsopresented with the Murray Trophy forGunnery and the Fifth Canadiap. EscortSquadron Efficiency Trophy for 1962­a good start to the new year.

However, prize giving occupied onlya short time in a busy year. Early inJanuary 1963 the ship sailed with therest of the Fifth Squadron for winterexercises off the New England coast.After three weeks of anti-submarineexercises with the United States Navy,and the odd skirmish with North At­lantic storms, she enjoyed five days inNewport, Rhode Island.

Since it was still very much winterin Halifax, she went to Bermuda, to paintship for what turned out to be a weekof ideal conditions.

Back in Halifax, she was prepared forrefit and turned over to the tender careof HMC Dockyard. The start of the refitmarked the beginning of a hard-working

period for the whole ship. Personnel notworking on the actual refit itself weregiven interim training in the variousFleet Schools in Stadacona.

The "bits and pieces" that fiowedso steadily ashore in April did not reallybegin to fiow back until July, but bythe middle of August the ship startedpost-refit trials. At the end of Septemberthe trials were complete and the Resti­gouche was delivered into the hands ofCaptain Sea Training. Then there fol­lowed five weeks of workups. Witheveryone putting forward his best, thefiendish problems set by the work-upteam were coped with as they camealong, with what was the beginning ofa return of Restigouche efficiency.

Having successfully compeleted work­ups, the ship rejoined the Fifth EscortSquadron once more and sailed forPhiladelphia to take part in the openingceremonies of the first Canadian Trade

After 10 days, the squadron returnedto Halifax and to its various duties be­fore the close of another year.

In retrospect, it has been a goodyear. The ship had known the dark daysof despair in refit and the bustle ofwork-ups. There have come to her alot of new faces that very soon becamea part of the fighting unit that is theRestigouche. As the new year began,everyone in Restigouche was determinedto make her the "pace-setter" of theFleet in 1964.

HMCS Qu'Appelle was honoured last fall by a visit at Halifax from Mrs. John Diefenbaker, who was presented with a badge of the ship she spon­sored at the launching in May 1962. The ship's bell hung at ··the Diefenbakers' former summer collage at lake Harrison, near Ollawa. It wos theoriginal bell of the first Qu'Appelle, scrapped in 1947, and was used at their cottage as a recoil from fishing expeditions on the lake. Decorated in two world wars for de­stroying U-boats, Captain Clarence A.King, DSO, DSC and Bar, RCNR (Ret),died at his horne at Osoyoos Lake, B.C.,on February 9 at the age of 77.

Born in England, Captain Kingserved in the British merchant servicefor a time, then settled in Canada be­fore the First World War. In 1916 hejoined the· Royal Naval Reserve. Heserved in "Q-ships" and commandedone of these U-boat killers for the last15 months of hostilities. During thistime he was credited with one sure kill

When he returned to Canada, CaptainKing settled in the British Columbiainterior. He was operating a fruit farmnear Oliver when the Second WorldWar began. He immediately volun­teered and was a!tached to the RoyalNaval Control Service on the AmericaWest Indies Station, serving in Panamaand Bermuda. Early in 1942 he trans­ferred to the Royal Canadian NavalReserve with the rank of lieutenant­commander. He commanded the Bangorminesweeper HMCS Nipigon brieflyand then took command of the corvetteOakville, in which he scored a spec­tacular success against a U-boat in theCaribbean. .

The German submarine, flushed by aU.S. aircraft, was attacked by the Oak­ville with gunfire and depth chargesand then rammed three times. Thecorvette was brought alongside thedamaged U-boat and a two-man board­ing party forced the surrender of theGermans.

This exploit brought Captain Kingthe Distinguished Service Order and

the United States Legion of Merit, the:first U.S. decoration to be awarded toa Canadian during the Second WorldWar.

In 1943, Captain King was givencommand of the frigate Swansea. Onher first convoy trip in March 1944she helped the River class, destroye;St. Laurent kill a U-boat in the NorthAtlantic. A month later, the Swanseateamed with HMS Pelican to destroyU-448. It was only a month after Cap-

He leaves his wife, two sons, twodaughters, seven grandchildren andfour great-grandchildren. A son, Ron­ald, was killed in Sicily while servingwith the Seaforth Highlanders.

D-Day Landing. To Be Recalled

Two anniversaries will be marked byspecial Canadian memorial services onEuropean soil this year.

The first, on June 6 at the Canadianwar cemetery, Beny-sur-Mer will beon the 26th anniversary of the D-Daylandings in Normandy. The cemetery'sname is derived from Bernieres-sur­Mer, the town on the Normandy beachwhere Canadians landed.

Three days later, on June 9, a re­membrance service will be held at theVimy Memorial to mark th.e 50th an­niversary of the beginning of the FirstWorld War.

The ceremonies will be included inthe itinerary of a Royal CanadianLegion tour.

From the statistical viewpoint, Jane'slives up to expectations, with the pres­entation of 490 new illustrations (425photographs plus 65 drawings), manyof them showing new species of shipsor older ships converted to new poten­tialities.

We learn from the editor's forewordalso that the total number of illus­trations now exceeds 2,000, made up of1.540 ship photographs and 470 scaledrawings, and that there are particularsof some 10,000 \varships in the naviesof 96 countries.

The editor points out that the firstpostwar issue of Jane's, that of 1946­47, listed 52 navies. The 44 new onesthat appear in the current volume, heobserves, in some cases represent con­siderable fleets, particularly those ofGermany, Italy, Japan and Indonesia.

"It is somewhat ironical,"· Editor R,V. B. Blackman writes, "that while thenavy of the mighty United States, thesenior partner of' the victorious allies,is in danger of becoming top-heavy\vith the weight of its out-dated war...built hulls (although of course theU.S.A. has built in recent years thebiggest and most sophisticated warshipsin every maj or category), the naviesof the so-called defeated nations arerising on a pinnacle of new steel, un­fettered by the deadwood of a genera­tion gone."

Jane's Fighting Ships was founded in1897 by Fred T. Jane, three years be­fore the acceptance by the U.S. Navy ~

of the first practical submarine, theUSS Holland. Many warships of theday still carried sail. Jane's has seenthe rise and fall of the dreadnoughtand battle cruiser; the years of its pub­lication have embraced the whole ofthe development of the destroyer, from

the torpedo-boat destroyers designedto combat the new-fangled torpedoboats that came on the scene shortlybefore the submarine, to the escorts oftoday with their electronic wondersand deadly weapons.

Most of all, the 66 years of Jane'shave seen the submarine develop intothe most fearsome weapon carrier theworld has known.

BOOKS for theSAILOR

The decision of the Royal Navy toacquire its own Polaris submarines hasbrought its own problems, according toJane's. The nuclear-missile-armed, nu­clear-powered submarine is so fan­tastically expensive that it leaves littlemoney for acquiring other much neededhardware. It is not necessary to go veryfar from home to find another Navyfaced with similar problems arising outof rising costs.

It is an interesting (and somewhatfrightening) subject of speculation a,sto what happens if every major navyacquires a "deterrent" in the form ofPolaris submarines-first the UnitedStates, then Russia, then Britain, thenFrance, then Italy, and so on. ' ,

The mad logic behind the deterrentis that it must be acquired at fantasticcost but that it must never be used, be­cause this is an admission that thedeterrent has failed. And because thedeterrent (it is profoundly hoped) willnot be used, it is necessary to have con­ventional forces to cope with the prob­lems that do arise.

It may be possible (as l\1:r. Blackmansuggests) to predict the future courseof world events by a study of the forcesin being and of their development ovel~

the years.

"At intervals, over the decades, it hasbeen possible, from the study of thebuild-up of one naval power or navalpowers in close proximity to each other,to discern the ingredients of a poten­tially explosive mixture," he writes. "Asmall or rising nation could strike thespark. Grouped in a wide circle roundthe South China Sea, vis-it-vis eachother, are the indigenous and divergentnavies of no fewer than a score of thecountries listed in this annual. 'Lookto your moat,' might apply to thestraits in this theatre rather thannearer at home, whether home beGreat Britain or the United states."

Later on in his introduction, Mr.Blackman, after reviewing the strengthand policies of the United States, says:

"On the American side of the Atlan­tic the custodians of security and free­dom are taking more and more to heartthe oft reiterated and proven maximexemplified by Nelson and Churchill:'Who rules the sea, rules the world."

To turn to the body of the book, thisedition shows the first pictures of theSt. Laurent conversion, which bringsinto being a concept pioneered by theRoyal Canadian Navy of a relativelysmall ship equipped with a mannedhelicopter for the swift pursuit ofenemy submarines.

The government decision not to pro­ceed with the construction of the newgeneral-purpose frigate came too latein the year for the reference to be de­leted from Jane's but the section pro­vides interesting information on a"compromise" design intended to carryout a number of functions.

As in other years, Canadian readerswill find scattered through the pagesthe names of RCN warships of otheryears. The volume notes that the Mag­nificent, predecessor of the Bonaventureas the floating home of RCN aviation,was disposed of in 1963 but her prede­cessor, the Warrior, is very much inbeing as Argentina's Independencia.

Argentina also employes' as a sur­veying vessel the former corvette,

HMCS Barrie. In fact, serving in theother navies of the world, there arenearly 60 ships which were either atone time commissioned in the RCN orbuilt in Canadian shipyards.

Only since the publication of thisedition of Jane's has the original iden­tity of a ship listed in the Ceylon sec­tion as ex-HMCS Violetta has learned.It now appears she was the formerHMCS Orkney, acquired by Israel dur­ing the days when refugees were run­ning the blockade and since sold alongwith the former HMCS Hallowell, alsoa frigate, to Ceylon.

Space does not permit analysis of themajor navies of the world or, in par­ticular, the growth of the nuclear sur­face and submarine fleets. However,all the facts can be found as easily asturning the pages of what remains thestandard reference on the fighting shipsof the world.-H.M.C.

NAVAL ORDER 2854 of June 19,1943, began, "It is approved to form

Naval Training Units in Universities inCanada in cities where there are RCNVRDivisions."

And the University Naval TrainingDivisions were underway.

At first their personnel were dressedas seamen; in the postwar, with a whitetape where the cap tally is shipped.Then they climbed into a form of mid­night-blue battle .dress with an officer'scap and a white twist on each lapelwith the status of officer cadet. At thepeak periods, there would be 1,000 ofthem on the East Coast for summertraining. They were called "untidies","the RCN's favourites" and other termsof endearment. They have endured aspersonnel of the RCNVR, the RCN (R)and now the RCNR.

A paper has been produced by theNaval Historical Section, at Naval Head­quarters in Ottawa, which traces theirorigins and flrst 20 years of life. Theauthor is P. A. C. Chaplin, historicalresearch officer and a reserve officer onthe retired list of HMCS Carleton, theOttawa naval division. He was one ofthe mixed bag of earlier UNTDs, havingreached the dizzy heights of petty officerin the Royal Navy (hostilities only) be­fore continuing his university educationin Canada,

He has most of those little intimatepieces of knowledge pertaining to theUNTD ready at hand. They make thepaper entertaining as well as informa­tive.

He notes that graduates of the UNTDare making themselves felt in the re­serve. One division is commanded by anofficer who entered through the ranksof his own UNTD. The CO of a... UNTDtender is the son of one of the originalcommanding officers of the UNTD andMr. Chaplin writes: "It seems that halfthe active officers of the Reserve Di­visions nowadays are graduates of thescheme." He mentions that one regularofficer from the UNTD was getting a"brass hat" but forgets that another, alieutenant-commander, has been drivinga West Coast frigate for some consider­able time.

The paper was written in time forthe 20th anniversary of the UNTD. Forvarious reasons, it was not publisheduntil early this year, which caused afew little problems with tenses andwhatnot. Better late than never, how­ever, for a good look at this importantand continuing segment of the Navy.

A copy of the paper has gone to eachUNTD tender and to the library of eachuniversity involved in the program. Therest are held by the Director of Pub­lications and Printing, Naval Head­quarters, Ottawa.-H.C.W.

North ShoreShipyards

An interesting and informative addi­tion to the publications of the Mari­time Museum of Canada, Halifax, hasappeared in Ships of the North Shore,Occasional Paper Numper 11, jointlycompiled by Phyllis R. Blakeley, assist­ant archivist, Province of Nova Scotia,and John R. Stevens, curator of themuseum.

The "North Shore" referred to in thetitle is' the coast-line of the counties ofPictou, Colchester and Cumberland,Nova Scotia, and the booklet is con­cerned with the shipbuilding, both sailand steam, in the towns, villages andcoves of that area. .

The shipbuilding iridustry there goesback to the late 18th Century and sawits greatest activity 100 years ago "whenthe building of the larger type of three­masted schooners, brigs, brigantines,barques and full-rigged ships flourished,and Nova Scotian-built ships wereknown and respected in every quarterof the globe."

This booklet is a generously illus­trated source of information for thoseinterested in the history of shipbuildirigin Canada.-C.

'Bonnie' TakesSports Crown

Teams from the "Bonnie" out-pointedcompetitors by a substantial margin insports competition during January inBermuda.

Teams were entered from the Bona­venture, Chaudiere, HMS Auriga, TerraNova, Algonquin, Gatineau, Columbia,Restigouche and Kootenay.

Keenly contested games were playedin softball, volleyball and soccer. TheBonaventure was victorious in softballand volleyball while the skilled subma­riners from the Auriga won the soccertitle.

When the final standings were tal-.lied, the Bonaventure was on top with21 points and the Chaudiere in secondplace with 7 points.

A highly competitive inter-depart­mental sports program was held in theBonaventure during the latter part of1963 and early 1964. Twenty-four teamswere entered in both the volleyball anddeck hockey tournaments and defaultedgames were rare.

The volleyball championship was wonby a strong team from VS-880. Thesquadron aces went undefeated through­out the entire tournament.

The deck hockey tournament providedlots of bumps, bruises and excitement.A big upset occurred in the final whena group of spirited officers from thewardroom defeated the highly favouredflight deck crew by a score of 4-2 andbecame the new champions.

Sports Au'arcl toGordon Payette

A young apprentice engineer fromthe Fleet School in HMCS Naden, Ldg.Sea. Gordon A. Payette, won the topsports award in the Pacific Commandin 1963.

Ldg. Sea. Gordon A. Payette, of the NavalTechnical Apprentice School at .Naden, holdsthe Charles McDonald Memorial Trophy, pre­sented to him as the individual who had donethe most for sports in 1963. (E·75149)

Ldg. Sea. Payete, 21, who never tookpart in organized sports until he joinedthe Royal Canadian Navy four yearsago, has been given the Charles McDon­ald Memorial trophy. The citation reads:"To the one who has, through his ownachievements or efforts, contributedmost to sports in the Pacific Commandthroughout the year."

Rear-Admiral W. M. Landymore, FlagOfficer Pacific Coast, presented thetrophy to Ldg. Sea. Payette at a cere­mony in the admiral's office.

Six others were nominated for theaward. They were Lt. C. T. Gunning,Grilse; PO W. B. Lewis, Naden; PO R.H. Wilson, Fraser; Ldg. Sea. G. A. An­derson, Cowichan; AB J. D. Merrifield,Naden, and AB R. N. Bongard, CapeBreton.

While Ldg. Sea. Payette is truly a"jack-of-all sports", his leadershipqualities were a key factor in his nom­ination and eventual winning of thecoveted trophy.

He took over as captain of the Fore­castle team in the apprentices' inter­divisional sports .program and in lessthan a year guided it, through his in­spiration and organization, into first

place-a clear-cut winner over Foretop,Maintop and Quarterdeck teams. It wasthe first time the Forecastle had wonsince the event started in 1959.

Included in the competition were dualswims, cross-country, basketball, volley­ball, softball, soccer, rugby and trackand field.

Ldg. Sea. Payette has also been onPacific Command representative teamsfor basketball, volleyball, water poloand track and field.

He also plays basketball for St. LouisCollege of the Independent AthleticAssociation League in Victoria and is aVancouver Island representative fortrials being held in order to choose aBritish Columbia team for a rugbymatch against the New Zealand All­Blacks later this Spring.

One of seven children of Mr. and Mrs.G. A. Payette, of Fruitvale, B.C., Ldg.Sea. Payette took his primary schoolingin Fruitvale and high school in neCTbyTrail. He had little interest in organizedsports activities at that stage of his life.

Cdr. Herb SmithSquash Winner

Cdr. Herb Smith defeated Dr. BobFraser two games to none to win theCanada Dry handicap squash tourna­ment staged in February at the Stada- .cona gym.

In the semi-finals Dr. Fraser defeatedLen Sperling two games to none andCdr. Smith took two out of three gamesfrom Spike Murray.

There were 16 entries in the tourna­ment sponsored by the StadaconaSquash Club.

Shearwater WinsVolleyball Title

HMCS Shearwater captured the Tri­Service volleyball championship in atournament staged at the Stadacona'gymnasium in early February.

Shearwater took the winners half ofthe schedule, defeating Stadacona 2-0in the final. In the losers' half, theRCAF Summerside team defeatedStadacona 2-0 in the final.

Shearwater then won the best-oi-fiveseries over Summerside by three gamesto two.

The RCN Ski Club got off to a good start in January, with a record turnout for the club's first 1964 ski class, held at Camp Fortune, 20 miles northof Ottawa. Now in its second season, the Ottawa club has a membership of more than 140 naval personnel and their dependents. Weekly ski classesare conducted by qualified civilian and naval instructors at Camp Fortune and at least one week-end excursion to the Laurentians is organized for clubmembers. On the slopes while under instruction first names only are used and shown here in one of the more "advanced" classes are, second and thirdfrom right, two members who in less playful surroundings are known as Vice-Admiral H. S. Rayner and Rear-Admiral M. G. Stirling. (0-15375)

The purpose of the organization is tobring an exchange of information be­tween shipowners, collectors of photo­graphs and documetns concerning ships,and all other persons interested in suchsubjects as merchant shipping, war­ships, sailing, fisheries, yachting, har­bours, shipyards and model-making­in a word, writes Mr. Gervais, all aboutthe sea.

The organization will also provide forinstitutional memberships for schools,colleges, shipping companies, yachtclubs and nautical pUblications, accord­ing to the founder.

I was lucky and did not return toEngland but was given the chance togo 'on the Patriot, one of the two de­stroyers which at that time comprisedthe RCN, to finish my three years. YourNavy today must be one to be proud ofand I wish you all over there everysuccess.

As a former RN member now livingover here, I have developed an interestin compiling a history of all such visitsover the past century through photo­graphs taken at the time, in peace andwar. Space does not allow details, but Iwould welcome anything at all rangingfrom squadron calls such as the 2ndCS to Halifax in 1905 and the Hoodto both coasts in 1924, down to single­ship visits to smaller ports on bothcoasts and the Lakes. Because this is arare opportunity for me to seek assist­ance on a limited subject, I would beobliged also for anything along theselines concerning RCN and RN calls tothe U.S.A. over the same period.
