ChileCORFO, the Chilean Economic Development Agency, has been the primary organization within the Chilean Government responsible for promoting economic growth in Chile since 1939.

In 2000, CORFO launched a program designed to attract and facilitate technology-intensive foreign investments. Sponsored by the Ministry of Economy, this program has been operated in coordination with its Foreign Investment Committee. The main objective behind this effort is to position Chile as a biotechnology and service springboard for companies with investment projects that are aimed at Latin America and the world. This program supports the setup of operations for biotechnology and life sciences companies, clinical research initiatives and other high value technology projects including research, development and transfer of emerging technologies.

Over the last 15 years, Chilean entrepreneurs have been researching and developing biotechnology products and services.

Chile’s business environment is the result of a policy-driven strategy that has been focused on building sound macroeconomic fundamentals and strong institutions, promoting competition and international integration, and creating a more fair society in which all citizens benefit from economic development. Economic growth has been accompanied by low inflation, a sharp drop in public debt, stable external accounts and strong international reserves. These achievements are the result of Chile’s commitment to economic liberalization and free-market policies, as well as of its pledge to maintain sound and responsible economic management.

Chile has taken significant steps to incorporate biotechnology into its economy. Through a powerful range of initiatives, including a new regulatory framework and economic incentives, Chile seeks to develop a world-class biotechnology sector that leverages its global advantage as one of the main producers and exporters of natural resources with high value added products.

Biotechnology development is a strategic priority for Chile. It is expected to contribute to Chile’s economic leadership by helping increase productivity, reduce production costs and increase product quality across a variety of sectors.

The Chilean Biotech Industry

The biotechnology industry is an emerging and growing sector in Chile. Biotechnology companies increased by 30% the last three years. Most of this activity has been in sectors considered strategic for the country, including agriculture and livestock, human health, fishery, forestry, and industrial biotechnology.

At present, the industry is comprised of 166 biotechnology-related organizations, whose efforts are focused on two main areas: one is to use biotechnology to improve the competitiveness in main export sectors, and the other is to create innovative products for existing and emerging markets.

Its main biotechnological product is Interac® 100; an injectable immunostimulant obtained from natural sources, which is prescribed to improve natural defenses, sanitary conditions and prevent diseases. The product is used in salmon farms to prevent SRS (Salmon Rickettsial Disease), the main salmon disease in Chilean aquaculture and other important diseases, which produce estimated losses over US$ 100 million each year. Currently, the main sanitary tools used to control this disease are based on curative therapies (antibiotics) proper management (lowering densities, reducing stress, etc.) and vaccines. The inherent risk behind the use of antibiotics for long periods is the environment damage and bacterial resistance generation, which could lead to the inefficacy of such treatments and negatively affect the aquatic environment.Biodinamica S.A. foresees that the massive use of antibiotics in animal health may be a major commercial entry barrier limiting the markets where the product is going to be targeted. Additionally, the “antibiotic resistance transfer” from one bacterium to another and the eventual transfer of such resistance to pathogens, which might affect humans, is a crucial risk. Antibiotics are known to be ineffective against viral diseases, which are important diseases without treatment tools available. We have other products in different phases of development.In the future the company would need support in: a) R&D in fish immunology for better understanding the mechanism involved in the immune response to

- Plasma: separated from different donations than serum, from pregnant lactating mares after breeding and frozen in buckets.

Also several hormones (PMSG, equine conjugated oestrogens, oestradiol, progesterone, etc). CNS products are different from artificially synthesized products (with doubtful quality due to impurities and synthesis of compounds or similar molecules but with different effects), coming from slaughterhouses exposed to cross contamination difficult to trace or places not free from encephalopathies (TSE). Chilean authorities certify that both products are naturally produced from donor, live and free kept livestock in optimum body and health condition, under the supervision of a veterinary, reproducing naturally and pregnant up to birth. They also certify that CNS is free of any encephalopathy (TSE), especially BSE, complying with stringent requirements for equidae serum (including being disease free of 9 other diseases affecting horses around the world) to enter the European Union. The company has been exporting it for several years and its current production is up to 20,000 kg/year.

LUCIEN developed two products that improve color and decrease sunburn damage in apples. To date, products developed to protect fruits from sunburn consist basically of solar filters or sunscreens and there is not a single product on the market that actually solves both problems. The core products are elaborated from agricultural waste and they are designed to target specific flavonoid biosynthesis in a non-transgenic way.Currently, the company is developing an optimized version for application on other fruits. CICEF is devoted to clinical and preclinical pharmacological research. CICEF specialists have a recognized track

record in international, multicenter, clinical trials, especially in pediatrics. They have successfully coordinated

networking collaborations with 25 outpatient clinics, 3 pediatric emergency hospitals, 12 neonatology units, 3

The Center for Biotechnology “Dr. Daniel Akalay Lowitt” CB-DAL, is an applied research unit belonging to the University Federico Santa Maria. It was created on January 2000, with the purpose of performing industrially oriented research in the fields of Plant Biotechnology, Biosensors and Bioreactors. Main source of founding comes from public grants from the most important Chilean founding agencies.The operation is based on a small number of highly qualified full time research personnel that operate in the Valparaiso Campus. CIAB is dedicated to fundamental and applied research in Cell Biology and its relation to Biomedicine and Biotechnology, studying challenging issues such as membrane transport, signaling and control of gene activity in development, cancer, alcoholism, as well as in infectious and degenerative diseases. The Center is developing a strong relationship with health and pharmaceutical industries, as well as with government organizations to improve human health. Its scientists carry out interdisciplinary studies on important cellular functions in normal and diseased cells using leading edge cellular and molecular techniques. Specifically, CIAB is examining several membrane proteins that function as transporters or receptors that receive external signals and translate them into physiological responses. Also studying intracellular regulation, as well as second messengers in normal and diseased stages in addition to the molecular and genetic basis of neurodegenerative diseases. CIAB will put a significant effort into the study of several genes that regulate the expression of some of these proteins. The Center is developing new diagnostic methodologies as well as updated therapeutical application. CIBYB is involved in the generation and optimization of proteins for biotechnological applications in particular using the tools of Systems Biology.The objective of the Center is to develop postgraduate research in the disciplines of biochemical engineering and biotechnology by training doctoral students from Chile and abroad to work in advanced research and to graduate professionals with a critical attitude to new developments in this fast moving field.The Center has initiated “state of the art” research in four main areas: the modelling of protein and enzyme synthesis using recombinant strains (E. coli, Bacillus subtilis and yeast) using metabolomics, gene microarray technology and systems biology; the separation, purification and characterization of proteins based upon the fundamental physicochemical properties of proteins to be separated (pI, charge, molecular weight and hydrophobicity); protein engineering using site directed and random mutagenesis and sophisticated computer models, the culture of animal cells for cell therapy and vectors for gene therapy and the use of hybrid expert systems based on heuristic rules, data bases and mathematical correlations for the synthesis and selection of processes (i.e. processes for the separation and purification of proteins).

Products/Services and OperationCIBYB’s main areas are:Use of Recombinant Strains and Cell Culture This area includes topics such as cloning (recombinant DNA techniques) and the synthesis of recombinant proteins, mathematical modelling and the optimization of the synthesis of enzymes and recombinant proteins using microbial cells and animal cells for cell therapy and vectors for gene therapy. Also the analysis of metabolic fluxes in recombinant cells and the comparison with their gene expression is carried out which includes Metabolomics, gene microarrays and systems biology. Separation and Characterization of Proteins. Protein EngineeringThis area includes the physicochemical and electrophoretic characterization of proteins and the use of protein engineering to study the structure-function relationship of enzymes and find new high activity enzymes by site directed and random mutagenesis (or directed evolution). Also it includes areas such the development of new systems and processes for the separation and efficient purification of proteins (new techniques in liquid-liquid extraction and adsorption processes (chromatography) using membranes for ion-exchange and affinity and mathematical modelling) and the optimization of these systems. Process Design using Computational Tools This area includes work on the use of Expert Systems for the optimal selection, synthesis and design of processes. The type of expert system which has been developed is a hybrid system, with wide application in different areas of engineering that allows the use of data bases on the material to be processed and separated (e.g. cell extract with protein product or effluent that needs treatment) with physicochemical and thermodynamic information in addition to heuristic rules and mathematical correlations for design. Also, modern methods of optimization of biotechnology processes in multipurpose and multiproduct plants have been developed. Mathematical and Bioinformatic Methods. Analysis of Genes, use of Microarrays and Systems Biology Computational and bioinformatic studies are an essential help for the investigation of structure-function relationship and elucidation of the 3-D structure of proteins and for Protein Engineering in a similar way to that which the development of mathematical methods and appropriate statistics are essential to correlate cell function and metabolic fluxes with the expression of genes which are carried out with analysis of microarrays. Mathematical Models of Cell metabolism and of Gene Regulation of Metabolic Flows are presently being built

CICEF was created in January 2006, focused on clinical and preclinical pharmacological research.It’s composed of several clinical research leaders, with proven expertise in pediatric infectology, vaccinology, preclinical and clinical pharmacology, cardiovascular diseases, obstetrics and neonatology.CICEF specialists have a recognized track record in international multicenter clinical trials, especially in pediatrics. CORFO launched the High Technology Investment Program in 2000 with the purpose of attracting technology-intensive foreign investment and assisting companies interested in establishing permanent operations in Chile.

The Program encourages foreign investment by offering a range of services to help companies set up successful ventures in Chile.

Whether your investment project is located in Santiago or elsewhere in Chile, you can apply for financial incentives to support project development.

To be eligible for financial incentives, a project must fulfill at least the following criteria:

The project must be proposed by a foreign company or institution

The project must involve research activities and technological development, adding value to the economy. Projects must consider minimum investment of US$500,000

Applications must be made before the project location is decided.
