HIGHLIGHTS OF THE ANNUAL REPORT FOR F.Y.2011/2012

SEAMEO RECSAM continued to conduct its training courses and research & development (R&D) activities with emphasis on innovative teaching and learning strategies, technology-integrated learning, problem based learning and lesson study to improve science and mathematics teaching in primary and secondary schools.

During F.Y. 2011/2012, research and development (R&D) efforts focused on the three main strategic issues of regional importance as planned in the 9th Five Year Plan of the Centre; a regional project to improve the quality of science and mathematics education in Southeast Asia (SEARA & SEARS), Lesson Study Project with partner schools in Penang, and an Inter-Centre Project on climate change issues. The Centre also conducted its regular programme evaluations at the end of all the training courses, conferences, workshops and seminars in fi scal year 2011/2012. These were used as benchmark for improvement on future programmes.

The Centre also continued to conduct training courses and workshops which are relevant and constitutes leading-edge knowledge in science and mathematics education. For the fi scal year in review, SEAMEO RECSAM successfully conducted four (4) regular courses for the SEAMEO Member Countries. The Centre’s regular courses had a participation of 73 educators (compared to 78 participants in the last fi scal year). To compensate for the limited number of participants who are offered places in the regular courses at RECSAM, in-country courses and customised courses were offered to the SEAMEO member countries. The Centre has successfully conducted fi ve (5) in-country courses and eight (8) customised courses under the fi scal year in review.

RECSAM also recorded an increase in the development and offering of customised courses and Third Country Training Programme (TCTP) that provided remarkable benefi t, not only to educators from Southeast Asia, but also African countries and other countries in the Asia Pacifi c. These TCTP courses were sponsored by the Malaysian Technical Cooperation Programme (MTCP) and Japan International Cooperation Agency (JICA) for African countries, and MTCP and the Colombo Plan Secretariat for Colombo Plan countries. For this fi scal year, the Centre successfully conducted six (6) TCTP courses for 73 participants.

RECSAM played host to educators and academics from the region and around the world during the 4th International Conference on Science and Mathematics Education (CoSMEd 2011) with the theme “Transforming School Science and Mathematics Education in the 21st Century” which attracted 372 delegates from 18 countries around the world. The Centre also hosted the 8th Regional Congress: Search for SEAMEO Young Scientists (SSYS) with the theme “Beyond 2012: Greening the Environment for a Sustainable Future”. A total of 45 projects vied for the awards for outstanding research projects and researchers.

In addition, academic publications were widely produced and distributed. Details on training courses and other activities were posted widely on the website and social

networking sites. The Centre also took part in the Penang International Science Fair organised by Penang Science Council and Merdeka Parade during the Malaysia Day celebration. The regular practice of RECSAM’s academic staff meetings with leading educationists and experts at regional and international events also helped strengthen the Centre’s international links.

Financial viability continued to be the Centre’s perennial impediment as it strove to operate to its maximum potential on a limited budget. The total revenue decreased by 10% from RM 2,282,083.22 in the last fi scal year to RM2,054,000.00 this fi scal year.

Staffing strength stood at 91 as of 30 June 2012. Several infrastructure developments were carried out which included renovation works, improvement of facilities of the Centre, upgrading of equipment needed in the conduct of training, seminars and conferences.

On the whole, SEAMEO RECSAM had successfully accomplished all mandated programmes and projects for the year under review and had reported improvement in its overall performance.

2. KEY RESULT AREAS

2.1 KRA 1: REGIONAL LEADERSHIP

a) Research and Development (R&D)During F.Y. 2011/2012, research and development (R&D) efforts focused on the three main strategic issues of regional importance as planned in the 9th Five Year Plan of the Centre; a regional project to improve the quality of science and mathematics education in Southeast Asia (SEARA & SEARS), Lesson Study Project with Partner Schools in Penang, and an Inter-Centre Project on climate change issues.

i) Southeast Asian Regional Assessment (SEARA)

• The Southeast Asian Regional Assessment (SEARA) Project continued into F.Y.2011/2012 with the SEARA meeting on 19 - 20 July 2011. Twenty four delegates that consisted of representatives (offi cers from the examination syndicate or involved in international assessment) from Brunei Darussalam, Cambodia, Malaysia, Indonesia and RECSAM academic staff participated in this meeting. Dr Hans Wagemaker from IEA Netherlands, Dr Rob Forage from UNSW Global Australia and Dr Wahyudi from SEAMEO Qitep in Mathematics provided input as resource speakers to speak on an existing international assessment system, a customizable assessment system and a home grown assessment system respectively. The focus of the meeting was to come up with a suitable Southeast Asian Regional Assessment (SEARA) system on science and mathematics for the region; a system that is affordable and sustainable. At the end of the session, the Meeting was generally in favour of all 11 countries taking part in an existing international assessment system like TIMSS (beginning 2015) that was more suitable for informing policy as well as a home grown Southeast Asian Regional Assessment (SEARA) system which would be tested on Year 7 students before they embark on secondary schooling so as to inform pedagogy. A working paper on its progress will be presented in this meeting.

(ii) The Southeast Asian Regional Standards (SEARS)

• The Southeast Asian Regional Standards (SEARS) for Mathematics Teachers and SEARS for Science Teachers projects are efforts by the Centre to formulate regional standards for science and mathematics. The Centre embarked on SEARS for Science Teachers and SEARS for Mathematics Teachers rather than or in addition to SEARS for science and mathematics curriculum to avoid duplication of efforts with the SEAMEO QiTEPs in Science and Mathematics respectively. Both the proposals will be presented in this meeting.

(iii) Lesson Study

• Science Lesson Study Project entitled “Enhancing Teachers’ Professional Development through Lesson Study: The Case of Penang Science Teachers” was carried out between January and September 2011. Five schools in Penang, 2 primary and 3 secondary, participated in the project, namely SJK(C) Kwang Hwa, SK Convent Green Lane, SMK Tanjong Bungah, SMK Tunku Puan Hashah, and SMK Air Itam. Seven professional staffs were involved in the project, including fi ve from the Centre and two from the neighbouring college (Teacher Education Institute Malaysia, Pulau Pinang Campus). Essentially the project aimed to fi nd out in what ways science teachers can learn from their own teaching to improve classroom instructional practice in teaching science and thereby helping their students learn science better. From the 10 lessons observed, two from each school, i.e., by re-teaching an ‘improved’ lesson to another class after the fi rst teaching, the teachers themselves as well as the ‘knowledgeable others’ agreed that Lesson Study promised good potential for teachers to improve their classroom instructional practices and professional development if Lesson Study could be made as an integrated part of their way of teaching.

(iv) Climate Change

• No country has yet responded to the proposal (during the High Officials Meeting in 2011) to fund this programme to conduct Training on Trainers (TOT) on Climate Change Integrated Education as a follow-up to the development of the “Integrating Climate Change Issues in Southeast Asian Schools” book. In addition, SEAMEO RECSAM submitted a similar proposal to ADB through SEAMES. A meeting was held in 25th August 2011 between SEAMES and ADB for projects and programmes. No concrete decisions were made about this proposal. Another more detailed proposal was submitted to UNESCO-Malaysia under the UNESCO PARTICIPATION PROGRAMME 2010-2011 on 17 February, 2012. The Centre is waiting for a decision from UNESCO-Malaysia.

Meanwhile, training workshops for teachers on Climate Change Integration were held in a number of schools in Indonesia, Lao PDR, Malaysia, Philippines and Thailand. Each workshop was of 4 days (28 hours) duration. The workshops were funded by Asia Pacifi c Network for Global Change Research (APN).

b) Capacity Building

For fi scal year 2011/2012, 2256 participants attended courses, seminars, workshops, and colloquia organised by RECSAM.

i) Regular Courses

RECSAM successfully conducted its four (4) regular courses for a total of 73 educators across all SEAMEO member countries. The duration of the courses was for a period of four weeks.

ii) In-Country Courses

RECSAM conducted fi ve (5) in-country training courses during this fi scal year for a total of 198 educators.

• The in-country training course for Malaysian teachers on “Lesson Study: Improving Instructional Practices in the Secondary Science Classroom” was conducted at RECSAM, Penang from 5 - 9 September 2011 for 31 primary science teachers. This in-country training course was supervised by Mr. Lee Shok Mee, Specialist from Training Programme Division. The purpose of this training programme was to introduce participants to lesson study approach to enhance students learning.

• The Indonesia in-country training on “Active Teaching and Learning in Primary Science” was held in Bali, Indonesia from 10 October - 14 October 2011. This in-country training course was organised by the Directorate of Kindergarten & Primary School, Ministry of National Education, Indonesia in coordination with the Badung District Education Offi ce and conducted by two Training Programme Specialists, Mr. Dominador Dizon Mangao and Mr. Hideo Nakano. The workshop introduced participants to a wide range of active teaching and learning approaches designed to enhance students’ learning in the science classroom. Techniques for conducting full class learning, small group learning, stimulating discussions to enhance conceptual understanding as well as developing science process skills and experimental capabilities were presented. A total of 34 primary science teachers and administrators from various primary schools participated in this training.

• The Philippines in-country training course for primary mathematics teachers on “Enhancing Meaningful Learning in Primary Mathematics Instruction using ICT” was held at Subic Bay Travelers Hotel, Subic Bay, Olongapo City, Philippines, from 28 November - 2 December 2011 for 42 teacher educators. This 5-day course was organised by the Bureau of Elementary Education (BEE), Department of Education (DepED),

and facilitated by two Mathematics Education Specialists, Dr. Fong Ho Kheong and Dr. Leong Chee Kin, from the Training Programme Division. The course introduced participants to meaningful learning as a methodology and the integration of a dynamic mathematics software, GeoGebra, calculator, videos and other resources from the internet as a tool for teaching elementary mathematics as well as Skemp’s Theory to illustrate the importance of meaningful learning in learning mathematical concepts in the classroom.

• The Singapore in-country training workshop on “Lesson Study: Improving Instructional Practices in Science Classrooms” was conducted on 28 & 29 May 2012 for 27 primary science teachers and 29 lower secondary science teachers. This training course was organised by the Curriculum Planning & Development Division of the Ministry of Education, Singapore. The workshop introduced participants to the basis of what, why and how in conducting Lesson Study, particularly relating to science subject. Mr. Lee Shok Mee, Specialist from Training Programme Division facilitated the training workshop with Mr. Thong Sai Kiat, Lewis, primary science teacher from West View Primary School as co-facilitator.

• A Brunei In-country training course on “Making Sense of Secondary School Mathematics in Context through Problem-Based Learning” was conducted at Universiti Brunei Darussalam, Brunei Darussalam for 35 selected secondary-level teachers and education officers from 28 - 30 May and 2 June 2012. The workshop is organised through joint collaboration between the Human Resource Development Division and the Department of Schools of the Ministry of Education, along with RECSAM. Dr. Warabhorn Preechaporn and Mr. Teoh Boon Tat, Specialists from Training Programme Division facilitated the training. The training course introduced participants to a wide range of concept and teaching ideas of Problem-Based Learning; SPN21 priority in providing student-centred

education; global challenges ahead in the progressive development of teaching and learning, as well as to develop the expertise of teachers and education offi cers in the fi eld of education in order to achieve the mission to ‘Provide Holistic Education “To Achieve Fullest Potential For All” and the vision to have “Quality Education Towards Peaceful and Prosperous Nation”.

iii) Customised Courses

RECSAM was equally committed in extending its expertise in support of requests from member countries, funding agencies and institutions. During fi scal year 2011/2012, eight (8) customised courses were successfully conducted with a total of 211 participants.

• Three customised courses for Indonesian Science and Mathematics Teachers entitled: (i) Effective, Constructivist and Meaningful Mathematics Teaching, (ii) Effective, Constructivist and Meaningful Biology Teaching and (iii) Effective Constructivist and Meaningful Physics Teaching were conducted at RECSAM from 25 - 29 July 2011 for 79 participants from Semarang, Indonesia. Thirty eight participants attended the mathematics training course under Assoc. Prof. Dr. Noor Shah bin Hj. Saad’s supervision, 21 participants attended the biology training course under Assoc. Prof. Dr. Ong Eng Tek’s supervision while 20 attended the physics training course under Dr Nurulhuda Abd Rahman’s supervision. These training programmes were sponsored by the Ministry of National Education of Indonesia and were conducted in partnership with Universiti Pendidikan Sultan Idris (UPSI).

• Three customised courses for Indonesian Secondary Science and Mathematics Educators entitled: (i) Enhancing Creative Problem Solving Skills for the 21st Century Secondary Mathematics Classrooms, (ii) Enhancing Higher Order Thinking Skills in Secondary Science via Information and Communications Technology (Physics) and (iii) Enhancing Higher Order Thinking Skills in Secondary Science via Information

and Communications Technology (Biology) were conducted at RECSAM from 24 October - 18 November 2011. Twenty participants attended the Biology Group training under Dr. Koay Suan See’s supervision, 20 participants attended the Physics Group training under Mr. Dominador D. Mangao’s supervision and 20 participants attended the Mathematics Group training under Dr. Warabhorn Preechaporn’s supervision. These training programmes were sponsored by the Ministry of National Education of Indonesia.

• A customised course for Malaysian Primary Science Teachers on “Developing Science Process Skills for Enhancing Inquiry Capabilities among Primary School Children” was conducted by RECSAM from 12 - 16 March 2012 and supervised by Mr. Marmon A. Pagunsan, Science Education Specialist from Training Programme Division. The purpose of this training course was to equip primary science teachers with the necessary information and hands-on experience to enable them to guide their pupils to acquire scientifi c process skills effectively. Twenty one (21) participants attended this course which was organised in collaboration with Academy of Sciences Malaysia and Ministry of Science, Technology and Innovation, Malaysia.

• RECSAM Specialists, Dr. Warabhorn Preechaporn and Mr. Teoh Boon Tat were invited to conduct a one-day training course on “Problem-Based Learning the 4 Core Areas (PBL4C)” on 26 March 2012 at Institut Aminuddin Baki Cawangan Utara, Jitra, Malaysia. This one-day course was organised by Institut Aminuddin Baki Cawangan Utara. Thirty fi ve (35) lecturers from IAB Cawangan Utara and IAB Cawangan Genting, and 16 school principals/headmasters participated in this training course. Course participants were exposed to PBL and PBL4C followed by activities to introduce them new context like: “Establishing & Sustaining the New IAB Campus”.

iv) Third Country Training Programme (TCTP)

During fi scal year 2011/2012, six (6) Third Country Training Programme (TCTP) courses were conducted and 73 educators participated in the programmes.

• Two TCTP courses entitled: (i) Primary Mathematics Teacher Educators Training for African Countries and (ii) Primary Science Teacher Educators Train-ing for African Countries were conducted by RECSAM for 25 teacher educators from 19 September 2011 - 7 October 2011. Thirteen (13) science teacher educators attended the Primary Science Teacher Educators Training under Mr. Marmon A. Pagunsan’s supervision while the other 12 participants attended the Mathematics Teacher Educators Training under the supervision of Mr. Teoh Boon Tat. The purpose of this programme was to provide opportunities for these educators to explore alternative and promising classroom practices propagated by RECSAM. This training programme was jointly-organised by MTCP (Malaysian Technical Cooperation Programme) and JICA (Japan International Cooperation Agency).

• Two TCTP courses entitled: (i) Training of Trainers Professional Programme for Secondary Science Education and (ii) Training of Trainers Professional Programme for Secondary Mathematics Education were conducted by RECSAM from 19 September 2011 - 7 October 2011. Ten (10) science teacher educators attended the Training of Trainers Professional Programme for Secondary Science Education under Mr. C. Annamalai‘s supervision while the other 13 teacher educators attended the Training of Trainers Professional Programme for Secondary Mathematics Education under the supervision of Dr. Leong Chee Kin. This one-month in-service training programmes were organised in collaboration with The Colombo Plan Secretariat funded by Malaysian Technical Cooperation Programme (MTCP) and The OPEC Fund for International Development (OFID).

• Two TCTP courses entitled: (i) Primary Mathematics Teacher Educators Training and (ii) Primary Science Teacher Educators Training for African Countries were conducted by RECSAM for 25 teacher educators from 11 - 29 June 2012. Eleven (11) science teacher educators attended the Primary Science Teacher Educators Training under Mr. Marmon A. Pagunsan’s supervision while the other fourteen (14) participants attended the Mathematics Teacher Educators Training under the supervision of Mr. Teoh Boon Tat. The purpose of this programme was to provide opportunities for these educators to explore alternative and promising classroom practices propagated by RECSAM. This training programme was jointly-organised by JICA (Japan International Cooperation Agency) MTCP (Malaysian Technical Cooperation Programme).

v) Workshops

• Workshops are enrichment activities organised by RECSAM for teachers and teacher educators from the SEAMEO member countries. The workshops’ content are leading-edge developments in the teaching and learning techniques, approaches and strategies relevant to science and mathematics education. The workshops are facilitated by RECSAM’s Specialists, local and foreign consultants, or RECSAM’s specialists in partnership with invited consultants. A total of seven (7) training workshops were held in this fi scal year with a total number of 260 participants.

• A training workshop for GeoGebra users on: Effective Use of GeoGebra in the Classroom for secondary mathematics teachers and teacher educators was conducted on 26 & 27 September 2011 by Dr. Leong Chee Kin, Specialist from Training Programme Division. Participants were taught how to use the basic features of GeoGebra and its effective use of dynamic worksheets as designed by others. Seventy two (72) participants benefi ted from the workshop.

• A training workshop entitled: 21st Century ICT Tools for Science Teachers and Educators by Mr. C. Annamalai, Specialist from Training Programme Division was held at RECSAM on 28 & 29 September 2011. Participants were exposed to various communication, collaboration and creativity tools that can be used to enhance and enrich teaching and learning science in school. Fourty eight (48) participants attended the 2-day workshop.

• A 3-day regional workshop on “Secondary Analysis of TIMSS (Trends in International Mathematics and Science Study)” by Mr. Eugenio Gonzalez, Director of the IEA-ETS Research Institute (IERI) and Mr. Plamen Mirazchiyski, Researcher at the Research and Analysis Unit (RANDA) of the International Association for the Evaluation of Educational Achievement (IEA) Data Processing and Research Center was held at RECSAM from 5 - 7 December 2011. Workshop participants were taught how to publish documents that may inform pedagogy and policy for their countries as well as the region. A total of 23 teachers/ teacher educators attended this workshop.

• A one-week seminar-workshop on “Enhancing 21st Century Skills in Teaching and Learning” for Thai in-service teachers from Thepsatri Rajabhat University (TRU) and Kamphaeng Phet Rajabhat University (KPRU), Thailand was held at RECSAM from 14-18 May 2012. Participants were exposed to areas like Problem-Based Learning the 4 Core Areas (PBL4C), Lesson Study and Origamics (Mathematics Exploration) to name a few. A total of 34 participants attended the seminar-workshop.

• A two-day workshop on “Strategies for Solving Higher Order Thinking Skills (HOTS) Mathematics Problems at Primary and Lower Secondary Level” by Dr. Fong Ho Kheong, Mathematics Education Specialist from Training Programme Division was held at RECSAM on 16 and 17 April 2012. Workshop participants were exposed to higher order thinking skills and current trend in solving mathematical problems using the model approach and heuristics for solving challenging

mathematical problems. Thirty (30) participants attended the 2-day workshop.

• A one-day training workshop entitled: “Using TI-Nspire CX in Mathematics Learning and Teaching” by Mr. Chong Chin Yoon from Sunway University, Selangor was held at RECSAM on 13 April 2012. Workshop participants were exposed to the latest handheld TI-Nspire and TI-Navigator technology and were taught how to incorporate this technology into learning and teaching environment. A total of 27 participants attended this workshop.

• A one-day training workshop on: “Introduction to GeoGebra” was held on 21 June 2012 at RECSAM for 26 teachers from Politeknik Ungku Omar, Perak. The workshop was conducted by Dr. Leong Chee Kin, Specialist from Training Programme Division. Participants were taught how to use the basic features of GeoGebra and its effective use of dynamic worksheets as designed by others.

vi) Conferences / Congress / Seminars

To provide more opportunities for science mathematics educators in the SEAMEO region to disseminate their research fi ndings, RECSAM has also been organising its own conference, congress and seminars. The International Conference on Science and Mathematics Education (CoSMEd) and the Regional Congress: Search for SEAMEO Young Scientists (SSYS) are held biennially. Among the conferences, congress and seminars held at RECSAM during this fi scal year were:

• RECSAM took the initiative to organise a programme called: “Pertandingan Projek Pendidikan Alam Sekitar – Meringankan Jejak Kaki Ekologi Di Bumi” in partnership with the State Education Department through Program Penggalakan Sains & Teknologi (PPST) Sekretariat on 1 October 2011 which was conducted by Ms. Foo Lay Kuan (Deputy Director, Training Programme), Mr. Lee Shok Mee (Specialist, Training Programme) and Mr. Baharulnizam Baharum (Programme Offi cer, Training

Programme) at RECSAM. The activity was aimed to promote environmental literacy, and environmentally supportive action among school children. Thirty six teams from 11 schools in Penang took part in the competition. Ten teams from 6 schools were short- listed to the final. S.M.K. (P) Methodist won the competition with their project entitled: “Teenagers Can Make a Change”.

• “Transforming School Science and Mathematics Education in the 21st Century” was the theme of the 4th International Conference on Science and Mathematics Education (CoSMEd 2011), held at RECSAM, Penang from 15 - 17 November 2011. The hosting of this International Conference, once again underlined the leadership role of the Centre in the development of science and mathematics education in the SEAMEO region. CoSMEd 2011 was attended by 372 delegates from 18 countries (Australia, Bahrain, Brunei, India, Indonesia, Iran, Japan, Korea, Nigeria, Oman, Malaysia, Philippines, Saudi Arabia, Singapore, Sri Lanka, Thailand, United States of America and Vietnam). Two keynote papers and three plenary papers were presented during the Conference. The two keynote speakers were: (i) Professor M.A. (“Ken”) Clements, Mathematics Department, College of Arts and Sciences, Illinois State University, United States of America and (ii) Professor Justin Dillon, Professor of Science and Environmental Education Department of Education & Professional Studies, King’s College London, United Kingdom.

• A “National Open Class Lesson Study 2011” seminar was organised by Bahagian Pendidikan Guru, Kementerian Pelajaran Malaysia in-collaboration with RECSAM on 12 - 14 December 2011. The programme was launched by Y.Bhg. Dato’ Sri Abd. Ghafar bin Mahmud, Director-General of Education, Ministry of Education Malaysia at RECSAM. Prof. Hiroyuki Kuno from Aichi University of Education in Japan and Prof. Maitree Insprasitha from Khon Kaen University in Thailand were invited to deliver talks during the two-day seminar. Also present was Prof. Masami Isoda from University of Tsukuba in Japan who is an expert in Lesson Study.

• The 8th Regional Congress: Search for SEAMEO Young Scientists (SSYS) held at RECSAM, Penang, Malaysia from 6 - 9 March 2012 was attended by 126 delegates and attracted participation from nine countries across the region namely: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Philippines, Singapore, Thailand, Socialist Republic of Vietnam and of course Malaysia. With the theme, “Beyond 2012: Greening the

Environment for a Sustainable Future”, the hosting of this four-day regional congress once again opened the platform for students in all SEAMEO member countries to participate, learn and value science and mathematics. A total of 45 entries vied for the awards for outstanding research projects and researchers, with 30 projects from the science category and 15 from mathematics. This year, it was the turn of Julian Paolo T. Biyo, Hazel Anne Hernandez and Flores Paul Ceasar from the Philippines to bring home the coveted challenge trophy and clinched the “Most Promising Young Scientist” award for the science category. They wowed the crowd with their research project entitled: “Exploratory study on coral assemblage establishment and artificial reef enhancement in the Municipal”. Meanwhile for the mathematics category, the “Most Promising Young Scientist” award went to Rainy Sokhonn and Chhoon Sahak Thon from Cambodia with their project title named, “Feasibility Study of Utilizing Sugarcane to Produce Sustainable Energy: A Case Study of Some Potential Provinces In Cambodia”, which also made a clean sweep of the Outstanding Award for Presentation in Congress (mathematics category) award. All well-deserved winners were given recognition and received their awards from the Guest of Honour, His Excellency Tun Dato’ Seri Utama (Dr.) Haji Abdul Rahman bin Haji Abbas, Governor of Penang during the Award Presentation Ceremony. Among the guests who were also present during the congress highlights were H.E. Mr. Chilman Arisman, Consul General of the Republic of Indonesia to Penang and H.E. Mr. Tetsuro Kai, Consul General of Japan to Penang. The panel of judges for science category were: Dr. Wendy Jobling (Chief judge) from Deakin University, Australia, Assoc. Prof. Toshinobu Hatanaka from Toho University, Japan and Prof. Robert Stevenson from James Cook University, Australia. The mathematics entries were judged by a panel consisting of Dr. Katsumitsu Hayakawa (Chief Judge) from Kagoshima University, Japan, Mr. Toshinori Kimura from Japan-Malaysia Technical Institute (JMTI) Penang and Mr.

Eight (8) colloquia were held in this fi scal year with a total of 943 participants. These colloquia were conducted for 2 hours in the afternoons to enable more teachers in Penang to attend these talks.

• Dr. Shirley Gilbert from School of Education, University of Western Sydney, Australia gave a talk on “Teaching in Low Socio-Economic School Settings in New South Wales” at RECSAM on 21 July 2011. A total of 38 participants attended the talk.

• Dr. Teo Saw Choo from University of New South Wales, Australia gave a talk on “Language and the Assessment of Science in Education: Implications for Validity” on 5 September 2011 at RECSAM. Sixty fi ve participants benefi ted from the talk.

• Dr. Fong Ho Keong, Mathematics Specialist from Training Programme Division gave a talk on “Some Strategies for Helping Children Solve Challenging Mathematical Problems at Lower Primary Levels” on 20 September 2011 at RECSAM. A total of 78 participants came for this talk.

• Dr. Fong Ho Keong, Mathematics Specialist from Training Programme Division once again gave a talk on “Innovative Strategies for Helping Children Solve Challenging Mathematical Problems at Upper Primary Levels” on 18 October 2011 at RECSAM. A total of 87 participants attended this talk.

• Prof. Akihiko Takahashi from DePaul University, United States was invited to give a talk on “Beyond Show and Tell: Neriage for Teaching through Problems Solving – Ideas from Japanese Problem-Solving Approaches for Teaching Mathematics” on 31 January 2012 at RECSAM. A total of 185 participants came for his talk.

• Dr. Fong Ho Kheong, Mathematics Education Specialist from Training Programme Division gave a talk on “What are the Basics Skills Necessary for Children Solve Mathematical Word Problems?” on 28 February 2012 at RECSAM. A total of 375 participants benefi ted from the talk.

• Dr. Fong Ho Kheong, Mathematics Education Specialist from Training Programme Division was involved as a speaker to talk on “Information Processing Taxonomy (IPT) Model: An Alternative Model for Assessing Children’s Cognitive Thinking” in a colloquium organised by RECSAM on 20 March 2012. Fifty nine participants came for this talk.

• Dr. Fong Ho Kheong, Mathematics Education Specialist from Training Programme Division gave a talk on “Implementing Constructivism in Learning Primary Mathematics: Peer Interaction and Hands on Activities, Communication and Mathematics Journal & Non Routine Problems” in a colloquium organised by RECSAM on 15 May 2012. Fifty six (56) participants attended this colloquium.

c) Recognition and Benchmarking i) Engagement in Consultancy Services

RECSAM Specialists have also been invited to provide consultancy services to local and international institutions. In this fiscal year, RECSAM’s Specialists have been commissioned to take part in programmes and projects of mutual interest organised by the Education Ministries and leading agencies from the SEAMEO region and beyond.

• A series of meetings and training workshops for teachers on Climate Change Integrated Education were conducted by RECSAM’s Specialist in a number of schools in Indonesia, Lao PDR, Malaysia, Philippines and Thailand. These programmes were funded by Asia Pacifi c Network for Global Change Research (APN).

Aligaen, Specialist from Research & Development Division travelled to Lao PDR and Thailand to attend a series of meetings with Ministry of Education (Lao PDR) and Institute for the Promotion of Teaching Science and Technology (IPST) representing the Education Ministry of Thailand to discuss the implementation and collaboration of the climate change integrated education modeling and research project; and to setup the pilot sites of the project from 19-22 July 2011.

Aligaen, Specialist from R&D Division ran a workshop on “Integration of Climate Change Issues across Curriculum in Southeast Asian Schools” organised by SEAMEO RECSAM-APN for the 4 pilot schools at Penang, Malaysia from 18-19 January 2012 for 25 participants (consisted of teachers, school principals and 5 curriculum offi cers from CDC-Curriculum Development Centre of the Ministry of Education.

(g) Mr. Julito C. Aligaen, Specialist from R&D Division travelled to Thailand to visit the pilot schools of SEAMEO RECSAM-Asia Pacifi c Network (APN) in Bangkok & Samut Prakan, Thailand from 30 to 31 January 2012. The purpose of the visit was to conduct monitoring and evaluation of the educational innovation introduced as part of the climate change integrated education for Southeast Asia.

(h) Mr. Julito C. Aligaen, Specialist from R&D Division travelled to Philippines to run a second training workshop and research project for Climate Change Integrated Education organised by SEAMEO RECSAM-Asia Pacifi c Network (APN) in Iloilo, Philippines from 17 to 20 April 2012. • Dr. Corrienna Abdul Talib, Specialist from R&D Division was invited to attend a meeting on “Pelaksanaan Program Global Learning and Observations to Benefi t the Environment (GLOBE)” organised by Bahagian Pembangunan Kurikulum, Kementerian Pelajaran Malaysia on 9 February 2012 at Putrajaya.

• Dr. Warabhorn Preechaporn, Specialist from Training Programme Division was invited to give a talk in a colloquium on “Problem-Based Learning (PBL)” organised Institut Aminuddin Baki (IAB) Genting Campus on 10 April 2012 at IAB Genting Campus. Dr. Warabhorn addressed the issue on “The Development and Effectiveness of Implementing Problem-Based Learning in Education: A RECSAM Experience”.

2. KRA 2: REGIONAL VISIBILITY a) Strengthening and Increasing Linkages i) Collaborative Activities Conducted With Inter-Centre/Regional/

International Institutions

Apart from the mainstream linkages with the ministries of education of the member and associate member countries, collaboration with other institutions and organisations had enabled the Centre to stay in the mainstream of global educational developments. During the period in review, the Centre established and/or renewed formal agreements with various institutions and carried out activities to foster closer relationships with them.

• Eleven (11) trainee teachers from the University of Western Sydney, Australia (UWS) came to Penang for a two-week from 11 - 22 July 2011 for the educational and cultural UWS Global Experience Programme. They were accompanied by the UWS staff, Assoc. Prof. Dr. Allan White and Dr. Shirley Gilbert. This programme was organised by UWS, RECSAM and the Penang State Education Department. The aim of the tour was to provide opportunities for the Australian pre-service teachers to gain a greater understanding of the Malaysian culture and education system and to enhance the formation of closer relationships between Australian and Malaysian educators. The trainee teachers were placed in two primary schools and two secondary schools to let them gain the cross cultural educational experience of being a teacher or teacher assistant in a local school classroom. The four schools which took part in the programme were SK Sungai Gelugor (Primary), SK Seri Relau (Primary), SMK Bukit Gambir (Secondary) and SMK Sungai Nibong (Sec-ondary). The tour programme proved to be successful where both the trainee teachers and school communities shared and learned a lot from both parties.

• RECSAM also hosted a Professional Development Programme for a group of pre-service primary Mathematics teachers from Institut Pendidikan Guru, Kampus Kent, Tuaran, Sabah from 9 -12 October 2011. A training workshop on “Enhancing Teachers’ Problem Solving

Skills for Primary Mathematics” by Dr. Fong Ho Kheong, Specialist from Training programme Division was conducted on 10 October 2011 followed by a briefi ng session and tour of RECSAM facilities on 11 October 2011. A total of 27 students and 5 lecturers benefi ted from this study visit.

• The Memorandum of Understanding (MoU) signing ceremony between RECSAM and Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) in relation to the Knowledge Center on Climate Change Adaptation in Agriculture and Natural Resource Management in Southeast Asia (KC3) was held at Grand Millennium Sukhumvit Hotel, Bangkok on 19 January 2012. The agreement was signed by Dr. Gil C. Saguiguit, Jr., Centre Director of SEARCA and Dr. Azian T.S. Abdullah, then Centre Director of RECSAM. Under the agreement, RECSAM and SEARCA would share tools, resources and expertise on climate change mitigation and adaptation research and development to form part of the Knowledge Center on Climate Change Adaptation in Agriculture and Natural Resource Management in Southeast Asia (KC3) for a period of three (3) years.

• The Memorandum of Understanding Signing Ceremony between RECSAM with Thepsatri Rajabhat University (TRU) and RECSAM with Kamphaeng Phet Rajabhat University (KPRU), Thailand for academic collaboration was held at RECSAM on 14 May 2012. The agreements were signed by Mr. Trakol Chantasoontorn, Provost and Vice President of Thepsatri Rajabhat University on behalf of TRU, Asst. Prof. Dr. Wachira Wichuwaranan, Provost and Dean of Faculty of Education of Kamphaeng Phet Rajabhat University on behalf of KPRU and Dr. Devadason R. Peter on behalf of RECSAM. Under this agreement, RECSAM with TRU and KPRU would collaborate and develop initiatives and educational programmes, research and staff professional development projects and also to set up a mechanism for academic collaboration between both parties upon consultation and meeting.

• A group of students from SK Pos Dipang, Kampar, Perak experienced a promising hope on 4 - 7 June 2012 when RECSAM hosted a 4-day activity whereby these students were invited to participate in RECSAM’s community project with SK Pos Dipang, Kampar, Perak. In line with the Centre’s mission to promote and enhance science and mathematics education amongst members of the SEAMEO region, RECSAM brought a group of 25 orang asli students ranging from age 10 -12 (standard 4 - standard 6) to Penang island. The Opening Ceremony was held at RECSAM on 5 June 2012 by Dr. Devadason R. Peter, Acting Centre Director of RECSAM. Also present was Mr. Zul Safaruddin, the headmaster of SK Pos Dipang. Various activities were organised including aerobic exercise, hands-on programmes (interactive science and mathematics), star gazing, ICT workshop, Penang island tour and Megamind animated movie screening was also included in the 4-day programme. RECSAM staff had been a busy lot, coming up with activities for the school children. The event was a success with active participation and selfl ess support from the staff. This programme is also part of the Centre’s social responsibility (SR) initiatives and is designed to give these students equal access to good basic education as a platform to a brighter future. The event ended with a sumptuous meal that was enjoyed by the students at RECSAM Café and Dr. Devadason, the Acting Centre Director handed out the certifi cates of participation to each student. The Centre also contributed 20 refurbished computers and books to the school. Dr. Devadason handed over the computers to the headmaster, Mr. Zul Safaruddin in a ceremony which took place earlier at SK Pos Dipang, Kampar, Perak on 4 June 2012.

RECSAM also organised and served as host to many groups of visitors. (b) Offi cial Visit by 46th SEAMEO Council President

• The 46th SEAMEO Council President and Minister of Education of Brunei Darussalam, H.E. Pehin Orang Kaya Seri Kerna Dato Seri Setia Haji Awang Abu Bakar bin Haji Apong and his delegation made an offi cial visit to RECSAM, Penang on 19 June 2012. After receiving a warm welcome from the Acting Centre Director and staff of RECSAM, the delegation was briefed on the Center’s activities of F.Y. 2011/2012 and plans for action in 2012 and beyond in which emphasis will continue to be placed on training programmes and research & development (R&D) activities to improve science and mathematics teaching in primary and secondary schools in the Southeast Asia region. The Council President also launched the newly renovated RECSAM Foyer at the Centre during the offi cial visit. The highlight was the signing of the offi cial plaque by the Council President. Prior to his visit to RECSAM, the Council President also visited Putrajaya where he made a courtesy call to H.E Deputy Prime Minister and Minister of Education of Malaysia and visited SEAMEO TROPMED Malaysia.

b) Increase Means for Stakeholders to Access SEAMEO Programmes

i) Marketing of RECSAM’s Programmes, Facilities and Services

The efforts to increase access to RECSAM’s programmes, facilities and services to markets within and beyond the SEAMEO region were sustained. The marketing team continued to identify new market outlets for its programmes and International House, amidst a very competitive environment prevailing in the region.

Advertising the Centre’s events and activities in the local media, distribution of promotional brochures and fl yers to prospective clients, wider circulation of the Centre’s publications such as the Journal of Science and Mathematics Education in Southeast Asia and RECSAM Newsletters, hosting of regional and international seminars, congress and conferences such as the 8th Regional Congress: Search for SEAMEO Young Scientists (SSYS), 4th International Conference on Science and Mathematics Education (CoSMEd 2011) and display of promotional materials at international events outside RECSAM and offi cial visits by offi cers and academicians had helped to publicise the Centre’s programmes widely.

RECSAM’s offi cial webpage, Facebook and Twitter in the Internet supplemented the Centre’s other information materials. Contents were updated regularly and refl ected current programmes and activities for all users across the region and beyond.

Besides that, RECSAM staff also went all out to support the Malaysia Day celebration on 16 September 2011 to increase its visibility to stakeholders by participating in a Parade held at Dataran Pemuda Merdeka, Butterworth, Penang. This time, our contingent comprised 43 staff representing Executives, Programme Offi cer, Technical Assistants and Administrative Assistants as well as General Assistants. Ms. Kogilavani Nadarajan, Assistant Executive (International House) was the head of our contingent while Mr. Azwan Hanafi , Technical Assistant was the commander. Also present were the Penang State Governor, Tuan Yang Terutama Tun Dato’ Seri Utama (Dr.) Haji Abdul Rahman Bin Haji Abbas and Chief Minister of Penang, Y.A.B. Tuan Lim Guan Eng.

The Centre also took part in the Penang International Science Fair organised by Penang Science Council held at Penang International Sports Arena (PISA) on 10 December 2011. Science museums, universities and multinational corporations exhibited assorted science and technology products and provided visitors with hands-on activities. While RECSAM Science Fair Team, led by Mr. Hideo Nakano, then Japan International Cooperation Agency (JICA) Senior Volunteer based in RECSAM’s Training Programme Division conducted a science toys workshop for parents and school children at RECSAM’s booth. The workshop attracted more than 360 visitors. Visitors who came were taught how to design science toys using limited tools and low-cost and locally available materials.

The regular practice of RECSAM’s managerial and academic staff meetings with leading educationists and experts at regional and international events had helped the Centre expand contacts and strengthen its international links. The quality of the Centre’s programmes and support facilities had also impressed visitors to the Centre.

Several publications were produced at RECSAM to compliment the workshops and conferences as well as to continue running the biannual Journal. Brochures and fl yers with promotional information and newsletters were distributed widely from time to time. The lists of publications are as follows:

Peter, Deputy Director (Research & Development) travelled to Lisbon, Portugal to attend the World Conference on Educational Multimedia, Hypermedia and Telecommunications (ED-MEDIA 2011) organised by Association for the Advancement of Computing in Education (AACE) from 27 June to 1 July 2011. Aligaen, Specialist from Research & Development Division attended a seminar-presentation on “Recent Development and Future Research Opportunities in Marine Resource Management and Economics” by Prof. Niels Vestergaard from University of Southern Denmark organised by Centre for Policy Research and International Studies (CenPRIS), Universiti Sains Malaysia (USM) on 18 August 2011.

• Ms. Ng Khar Thoe and Mr. Julito C. Aligaen, Specialists from R&D Division attended the International Conference on Educational Innovation Leadership organised by Southeast Centre for Training and Development (SECTD), Philippines at Ateneo de Manila University, Loyola Heights, Quezon City, Philippines from 27 to 30 December 2011. Both Ms. Ng and Mr. Julito were also involved as Plenary Speaker to talk on “Technology in Educational Innovation”.

• Dr. S. Kanageswari Suppiah Shanmugam, Specialist from Research & Development Division attended a workshop on Item Response Theory (IRT), Computer Adaptive Testing (CAT) and testing in the on-line environment organised by Mimos Berhad at Psychometrics Cluster, Mimos Berhad, Technology Park Malaysia, Kuala Lumpur from 11 to 13 January 2012.

• Mr. Julito C. Aligaen and Dr. Corrienna Abdul Talib, Specialists from Research & Development Division participated in the Lower Mekong Initiative-Global Learning and Observations to Benefi t the Environment (LMI-GLOBE) Train the Trainer Workshop organised by GLOBE Offi ce in Thailand from 23 to 28 January 2012 at Mae Fah Luang University, Chiang Rai, Thailand.

• Mr. Teoh Boon Tat, Dr. Warabhorn Preechaporn, Dr. Koay Suan See, Mr. Marmon A. 3. KRA 3: SOLID RESOURCE BASE a) Financial Viability

Financial operations had, as in the past fi scal year, been effectively controlled. The management gave suffi cient emphasis towards income generating activities and controlling expenditure by maximizing the use of resources, professional as well as it’s facilities.

Despite these efforts, the estimated total revenue for the fi scal year 2011/2012 decreased by 10.0% from RM2,282,083.22 in the previous fi scal year to a current standing of RM 2,054,000.00.

The decreased revenue was mainly due to less funding from some of the donor agencies and government agencies as well as the absence of customised courses for Aceh educators. The marked decrease was also due to the fewer number of workshops conducted and less participants from various agencies during this fi scal year.

The Centre’s Reserve Fund as of 30 June 2012 stood at RM 10,106,085.00 as compared to RM12,440,584.61 in the previous fi scal year. This was due to the withdrawal of RM2,334,500 million that were channeled to the ICT Fund as approved during the last Governing Board Meeting in 2011.

Expenditure from the operating funds increased by 5.0%. This was primarily due to the increase in operating expenses on utilities, communication, supplies and repair and maintenance.

There was a signifi cant increase in expenditure from the special funds by 18.0% due to the revision of SEAMEO Education Development Fund for the regular courses participants and 8th Regional Congress: Search for SEAMEO Young Scientists (SSYS) Congress which was held in March 2012.

b) Management Effi ciencyIn addition to attending the Governing Board Meeting (GBM), Centre Directors’ Meeting (CDM), SEAMEO Council Conference (SEAMEC) and High Offi cials’ Meeting (HOM), in-house meetings were also conducted by the Centre to provide more opportunities for the Centre Director, academic and management staff towards managerial competence and to discuss the progress of on-going projects.

Experiences and advanced knowledge gained from the meetings were shared through existing communication media within the Centre.

i) In-House Meetings

At RECSAM, in-house meetings were regularly held to ensure all activities ran smoothly and effi ciently. The primary meetings, all chaired by the Centre Director, were those that included the academic staff in their pursuit of executing all programmes for our clients, while the management meetings comprised all Deputy Directors and Executives. The Personnel Advisory Committee Meetings are conducted once in two months to discuss service and other matters relating to staff. Other meetings, of equal importance, were held within a period of time to facilitate the organising of conferences/ congress, for example, CoSMEd and SSYS working committee meetings.

The management and academic team members from RECSAM travelled to Sintok, Kedah Darulaman from 29 November 2011 - 2 December 2011 to attend the annual RECSAM Management Retreat which was held at Executive Development Centre (EDC-UUM) with the objective of bridging thoughts within the Centre to consciously and collectively recommend the way forward for the Centre’s upcoming annual plan. The Meeting was chaired by Dr. Azian T.S. Abdullah, then Centre Director. All Deputy Directors (Administration, Training Programme and Research & Development) presented their upcoming 2012 plans which had been determined based on the Centre’s Strategic Goals and Key Results Areas (KRAs). The Meeting also covered topics like work processes and workfl ows.

ii) Centre Directors’ Meeting 2011

The SEAMEO Centre Directors’ Meeting 2011 (CDM) was convened from 5 - 7 July 2011 at S31 Sukhumvit Hotel, Bangkok, Thailand with 68 participants comprising the Centre Directors and key offi cials of the SEAMEO Centres; the SEAMEO Secretariat; representatives from SEAMEO Associate and Affi liate Members namely New Zealand, the University of Tsukuba, and the British Council; invited observers and guests namely the ASEAN Secretariat, FAO, UNESCO Bangkok and UNICEF EAPRO. Representing RECSAM were Dr. Azian T.S. Abdullah, then

iii) 42nd Governing Board Meeting (GBM)

The 42nd SEAMEO RECSAM Governing Board Meeting was convened at RECSAM, Penang, Malaysia from 3 - 5 October 2011. Mr. Hj. Zulkifl i bin Hj. Md. Yusuf, Assistant Director, Curriculum Development Department, Ministry of Education, Brunei Darussalam was elected as the Chairman of RECSAM’s Governing Board for fi scal year 2011/2012 and fi scal year 2012/ 2013 while Mr. Sin Kim Ho, Deputy Director, Curriculum Planning & Development Division, Ministry of Education, Singapore was elected as the Vice-Chairman. The Centre tabled a total of 7 reports, 5 working papers and presented 2 information papers for the deliberation of the Board Members, who assessed the performance of the Centre during fi scal year 2010/2011, and also identifi ed policies, resolutions and recommendations that would ensure that the Centre continues to enhance regional cooperation in science and mathematics education.

iv) 33rd High Offi cials’ Meeting

Thailand’s Education Minister, H. E. Woravat Auapinyakul presided over the Opening Ceremony of the 34th SEAMEO High Offi cials’ Meeting held at Grand Millennium Sukhumvit Hotel, Bangkok, Thailand from 17 - 19 January 2012. A total of 137 participants from 18 countries representing the 9 SEAMEO Member Countries, 5 Associate Members, 2 Affi liate Members, and 6 observer delegations attended the Meeting. Representing RECSAM were Dr. Azian T.S. Abdullah, then Centre Director and Tn. Haji Ahmad Ramli, then Deputy Director (Administration).

c) Human Resource Management

i) Staffi ng

Staffi ng strength stood at 91 as of 30 June 2012. There were eleven (11) staff who either left or retired during this fi scal year. The departure of staff included two seconded staff, two Specialists, two Research Offi cers, one Administrative Assistant, one Technical Assistant and three General Assistants.

In its bid to streamline work procedures and enhance the specialisation as well as replace the vacated posts, RECSAM employed three Specialists, two Executives, one Programme Offi cer, one Research Offi cer, one Administrative Assistant, two Technical Assistants.

Dr. Azian T.S. Abdullah, formerly the Centre Director and Tn. Hj. Ahmad bin Ramli, previously served as Deputy Director (Administration) returned to home service on promotion since 1 March 2012 and 1 April 2012 respectively. Mr. Hideo Nakano and Dr. Sheila Gamut Oyao, Specialists and Mr. Chin Chen Far and Mr. Foo Kok Keong, Research Offi cers at Research & Development Division left the Centre during this fi scal year. Ms. Khoo Suan Si, Administrative Assistant based at Training Programme Division, Mr. Ch’ng Choon Chua, Technical Assistant from ICT Unit, Ms. Zunaidah Babu, Mr. Ooi Kah Eng and Mr. Shaari Kumpol, General Assistants from the International House retired in this fi scal year.

Dr. Corrienna binti Abdul Talib and Dr. S. Kanageswari Suppiah Shanmugam, Specialists who joined on 1 November 2011 and 16 November 2011 respectively are now serving at R&D Division. Mr. Yoshihiro Asano, Senior Volunteer assigned by Japan International Cooperation Agency (JICA) began serving since 18 January 2012 as a Specialist at Training Programme Division. Mr. Shahriman bin Mohd Said took the post as an Information and Documentation Executive on 1 August 2011 and Pn. Adibah Hanum binti Hussein joined RECSAM as a Marketing Executive on 16 April 2012. Ms. Puganesh Selvaraj, the new Programme Offi cer based in Training Programme Division and Ms. Ong Mei Yean, new Research Offi cer at Research & Development Division joined RECSAM on 4 July 2011 and 2 August 2011 respectively.

Ms. Tiana Mohamad, the new Administrative Assistant (Finance) joined RECSAM on 1 November 2011. Mr. Muhammad Nazri Mat Disa joined the rank on 19 September 2011 as a Technical Assistant at the International House. Mr. Muhd Minsya Baharudin commenced work as the new Technical Assistant (Graphics and Multimedia) at Publication & Multimedia Unit on 2 May 2012. Mr. Amir bin Hamzah, Ms. Nur Jawahir binti Jamil and Mr. Gurubharen a/l Sanmuggam are the new General Assistants (International House) who joined RECSAM on 3 October 2011, 10 October 2011 and 1 November 2011 respectively.

ii) Staff Welfare

• Financial assistance had been a mainstay in RECSAM’s role of being a caring organisation towards the well-being of its staff members. Staff members enjoyed the continuous support in terms of medical insurance, welfare loan, housing loan interest subsidy, vehicle loan interest subsidy, computer loan and gratuity payments upon retirement. In this fi scal year, RECSAM provided welfare assistance by way of loans to 26 staff and 2 staff were given computer loans.

iii) Social Activities

(a) Family Dinner

8 October 2011 was certainly a “glamorous” night when all RECSAM staff and their family members were treated to a family dinner themed “A Glamorous Night in Red”. It was a night of fun, rewards and a lot of prizes were won through the lucky draw segment. RECSAM staff and their family members gathered to enjoy the lavish buffet dinner held at Gurney Hotel Resort & Residences, Penang. Many of the staff showed their support towards the occasion by wearing red costumes. All staff and their family members were entertained by our very own, RECSAM Idol, Mr. Maheswaran Tayang who won the singing contest. The night continued with other performances and lucky draws. When it was time for the favourite part – THE LUCKY DRAW – everyone was eager to win the lucrative prizes ranging from the stylish Panasonic Refrigerator, modern Toshiba Automatic Washing Machine to the trendy Electrolux Bagless Vacuum Cleaner. The ultimate Grand Prize Panasonic Refrigerator worth RM1000 was won by the lucky Mr. Muhammad Nazri Mat Disa from Administration Division. It was indeed a memorable event for all.

b) Festive Celebrations at RECSAM

At RECSAM, we take great care to promote a sense of belonging and harmony among our staff through social gatherings and festive celebrations.

• To further enhance the spirit of Hari Raya, RECSAM held its festive gathering with all staff and tenants on 9 September 2011. All RECSAM staff attended the gathering which

commenced from 4.00pm - 6.00pm with lively “Raya” songs. It also created an opportunity for the foreign staff to understand our Malaysian culture of “Unity in Diversity” of races and religions in Malaysia a little better. Overall, it fulfi lled the objective to promote a healthy and harmonious working relationship and culture at RECSAM. Everyone had a delightful feast and it was a great festive gathering to be remembered.

• The unique Deepavali celebration was celebrated on 9 November 2011 with sparkling joy. The celebration saw RECSAM staff from various races having a good time and savouring a delicious spread of hi-tea and festive delicacies. RECSAM staff were all smiles and laughter as they sampled the Deepavali spread as well as Indian delicacies such as thosai, putu mayong, chapatti and vadai. Apart from sharing the festival joy within staff fraternity, the presence of staff from various races and religions refl ects our Malaysian spirit of Muhibbah (solidarity).

• A Christmas hi-tea party was thrown for the staff of RECSAM on 9 January 2012. After a year of hard and diligent work, all staff gathered together to enjoy a sumptuous and relaxing Christmas celebration. RECSAM staff were invited to feast on the Christmas hi-tea offerings. It was a buffet concept with festive favourites such as spaghetti, chicken chop, shepherd pie and western satay. It was simple yet a great day for all staff.

• During the monthly assembly on 13 February 2012, RECSAM took the opportunity to throw a Chinese New Year celebration for its staff. All Chinese colleagues were dressed in their best costumes and dished out oranges for wealth and good fortune. There were specially ordered cookies and the favourite was certainly the symbolic and mouth-watering “love letters” or “kuih kapit”. Everyone had a delightful feast and it was a great festive gathering to be remembered!

(c) Health Talk

• RECSAM also organised a one-day talk session on: “Positive Health” on 16 August 2011. It was specially organised by the Centre in line with its effort in promoting health consciousness among its staff and also as a prelude to the BMI (body mass index) contest held in conjunction with RECSAM’s Family Dinner. Dr. Azian T.S. Abdullah, then Centre Director also expressed hope that RECSAM staff could gain some insights and be motivated by the talk given by En. Kamaruddin Hashim, former lecturer from Institut Pendidikan Guru. During the talk, En. Kamaruddin educated staff ways/ steps to being healthy, importance of staying healthy and also guided staff to some physical exercises. The event was a successful one indeed, as staff gleaned a wealth of information on how to take care of their health.

(d) Farewell High-Tea

• On 13 March 2012, RECSAM hosted a farewell high-tea at Cititel Hotel, Penang in honour of Dr. Azian T.S. Abdullah and Tn. Hj. Ahmad Ramli as they will end their duties at RECSAM on 1 March 2012 and 1 April 2012, respectively. Dr. Azian had served RECSAM for 10 years while Tn. Hj. Ahmad Ramli, 12 years and 7 months. On behalf of management and staff of RECSAM, Dr. Devadason R. Peter, Acting Centre Director and Deputy Director (R&D) extended his thanks and appreciation to Dr. Azian and Hj. Ahmad Ramli for their invaluable services to RECSAM during their tenure with the Centre. The event proceeded with the presentation of farewell gifts followed by a photograph session. On behalf of the management and staff of RECSAM, Dr. Devadason and Ms. Foo Lay Kuan, Deputy Director (Training Programme) presented the gifts to Dr. Azian and Hj. Ahmad Ramli as a token of appreciation and contribution. All staff bade their farewell and recorded their sincere gratitude and appreciation to the honoured guests. We wish you all the best in your future endeavours. Your dedication and contribution to the Centre would be greatly remembered!

iv) Staff Development Programmes

The Centre is committed to the development of our human resources through emphasis on training programmes to upgrade their knowledge and skills. During this fi scal year, all staff at RECSAM were provided opportunities in developing their knowledge and skills. This included both managerial and support staff.

• Ms. Oh Swee Si, Technical Assistant from Training Programme Division attended a seminar on “Emerging Technologies: Internet, Medical Imaging & Special Education” on 15 September 2011 at Trader’s Hotel, Penang.

• Nineteen staff from RECSAM participated in a photography workshop organised by RECSAM on 27 September 2011. Workshop facilitator, Mr. Abdullah bin Yaacob, an experienced photography consultant exposed participants to basic concepts of photo taking and digital SLR techniques.

• Ms. Ong Mei Yean, Research Officer from R&D Division attended the 5th International Malaysian Educational Technology Convention (IMETC) 2011 organised by Malaysian Educational Technology Association (META) at Vistana Hotel, Kuantan, Pahang from 17 to 19 October 2011.

• Ms. Kogilavani Nadarajan, Assistant Executive (International House) attended a 1-day workshop on “Effective Leadership & Management Skills for Women” which was conducted by by Mdm Zaibon Siraj from Fortress Intelligence Sdn. Bhd. at Prince Hotel & Residence, Kuala Lumpur on 16 March 2012.

• Ms. Wong Lai Cheng, Publication & Multimedia Executive participated in a 2-day workshop on “Adobe Illustrator and Adobe Photoshop” organised by Bridge Knowle Events (M) Sdn. Bhd. on 19 & 20 March 2012 at The Northam All Suites, Penang.

• Pn. Faridah Abdul Hamid, Personal Assistant to the Centre Director participated in a 2-day workshop on “Secretaries and Administrative Professionals : Be the Apple of Your Boss’ Eye” organised by Emerge Knowledge Connection Sdn. Bhd. at Grand Season Hotel, Kuala Lumpur from 3 - 4 April 2012.

• Ms. Ong Mei Yean, Research Offi cer from R&D Division attended a short course on “Multivariate Data Analysis” organised by School of Mathematical Sciences at Universiti Sains Malaysia from 9 to 10 April 2012.

• Pn. Noor Suzilawati binti Ibrahim, Administration Assistant (Finance) and Pn. Nor Aiza Binti Abdul Halim, Administrative Assistant (Procurement / Store) were received by SEAMEO INNOTECH, Philippines for a staff exchange programme for a period of one-week from 23 - 27 April 2012. Pn. Noor Suzilawati was stationed at the Financial Management Offi ce while Pn. Nor Aiza was at Administrative Management Offi ce respectively.

d) Facilities i) Infrastructure, Assets and Equipment

The infrastructure and support facilities were always in constant need of change or improvements. Towards the end of this fi scal year 2011/2012, a number of improvements were made. Summary of the projects are as follows:

1. Installation of a new reception counter at the foyer

2. Renovation of Tea Garden pantry

3. Installation of mosquito netting, curtains and awnings for the new bungalow quarters

4. Replacement of CCTV from PC based to DVR stand alone

5. Conversion of Cambodia Room to Training Programme Division Offi ce

6. Conversion of Timor Leste Room to Training Programme Division Offi ce

7. Installation of stainless steel grill to demarcate children and adult swimming area

8. Installation of RECSAM’s new signage fronting Jalan Udini Roundabout

9. Painting works at Block AA, BB, and CC of the International House building

10. Installation of aluminum trellis at pool side

ii) ICT Upgrading

ICT possesses an environment that is dynamic and evolving. RECSAM needs to keep up with the pace to sustain its active presence in the education arena and remain competitive. In this fi scal year, purchases were made to support the previous system. This includes purchases of 43 new PCs for ICT Lab 1 and Multimedia Room in the library. During this fi scal year, 16 wireless access points and controller had been also installed at the International House to provide a more reliable and effi cient connection for our internet users. The Centre also procured a Multimedia Digital Display (MDD) system which was placed at the foyer for visitors and clients to get the latest information about RECSAM. The data back-up system which includes Shadow Protect software and the new server storage to back-up system was also upgraded to protect our critical server, network and users and to ensure that all the important data is backed-up securely and works conveniently and effi ciently.
