S U M M A R Y : The Sid e Letter to the SE IU M emorandum o U nderstanding dated June 21 2012 was
negotiated to ass ist the State in ach ieving 20 12-2013 Budget Savings to state em ployee compensation. The
B udget Solutions Task Force w as created during th is neg oti at ion. The purpose o th e task force is to identify
savings by the reduction o the use o contractors and co ntract em ploye es w ho currently perform work w hich
could be performed by state employees . T h e t ask fo rce will issue reports making recommend at io ns re garding
their findings w ith re spect to w hich contracts ma y be cancelled or re duced by th e State as a budget so lution . The

B udge t Solu tions Task Force.
The task force met mul t ip le t imes with the l isted departments to review
vendor contracts . s a result of the meetings and reviews the task force has

ON LUSION
Much work needs to be done to continue iden
tifying potentia l savings from contracting and
uti l iz ing c iv l serv ice st a ff. During the f irst fi ve
months of the Ta sk F o rce s activities on ly a sm a ll
samp ling of contracts were rev iew ed , so the
recommenda t ion s above wi ll need to be refined
or expan ded as the process cont in ues. At th is
early stage of the Ta sk F orce s effo rt s there may
be opportunities for improving the contracting
system and possib ly reduc ing the state s costs .
Th e sta te cou ld consider effort s to create more
transparency in the contracting process, improve
training of current state staff in the areas of con
tracting and cont ract management. better util ize
ex ist in g staff t hrough too ls l ike in -hou se registr ies,
and upg rade desired qua l if icat ions and ski lls of
the s ta t e s te chn ica l staff. The next steps for the
Task Force wi ll be to evaluate whether the trends
observed so fa r a re evident across t h e wide spec -
trum of state cont racts determine whether there
are other areas where there can be improvemen tsconsis tent with the charge of the Ta sk Fo rc e, a nd
fi na l ly deve lop a comprehens ive report of the
gr ou p s findings .
