    URS currently is beingtargeted in an aggres-sive phishing attack,

    which is sending fraudulentemail messages related to vari-ous types of package delivery.

    The messages use authen-

    tic-looking logos and colorschemes of companies, suchas FedEx, UPS, and DHL.Most commonly, the messageadvises the user that there wasa problem with the delivery ofa package, and then providesa link or button to verify de-tails of the delivery or to printa label that can be used to re-trieve the package from theshipping company.

    If you receive one of thesemessages, please do not clickon any links or attachments.Instead, forward the messageas an attachment to [email protected]. In addition, ifyou doubt the authenticity ofany message you receive, weencourage you to forward themessage as an attachment [email protected] for analy-

    sis.

    Areport issued thismonth from theDepartment of

    Defense Inspector Generalsoffice concluded that environ-

    mental cleanup has delayedland transfers and increasedcosts at ammunition plantsand chemical depots includedin the 2005 round of BaseRealignment and Closure(BRAC).

    The Umatilla ChemicalDepot was one of six sites re-viewed for the report. The re-port says that Army officials

    are still identifying the extentof the necessary cleanup, sothey are not yet able to deter-mine the length of the delaysor the costs of cleanup.

    At the Umatilla ChemicalDepot officials have encoun-tered asbestos and lead paintin old buildings.Environmental ProtectionAgency (EPA) officials toldauditors that the buildings arenot a problem unless they aredemolished, as contaminantswould then migrate to thesoil. But the buildings have

    gone without maintenance formore than 20 years and areno longer usable. The localdevelopment authority for theOregon chemical depot does-

    n't have the funding to cleanup the property, the reportsays.

    The audit was initiated inresponse to language con-tained in the report of theCommittee on Appropriationsaccompanying H.R. 5854(House Report 112-491), theMilitary Construction,Veterans Affairs, and Related

    Agencies Appropriations Bilfor FY 2013. The auditsought to determine ifchanges in requirements oradditional laws contributed

    increased costs and delays inclean up and transfer.In addition to Umatilla,

    the audit team looked atRiverbank Army AmmunitioPlant in California, theKansas, Mississippi and LonStar (Texas) ArmyAmmunition Plants, and theNewport Chemical Depot inIndiana.

    follow. Following demo of the MDB, PAS and f ilter units, thecontractor will take down the south edge of the CHB (2),

    them move on to the brine tanks (3), followed by the coolers(4) and finally the Lab HVAC system, BRA PAS slab and theheated d ischarge container storage pad east of the PUB (5).

    The sites potable water

    system serves the CLA, PSB,

    ASB, PEC, MLM, Mods 9 and

    10, the ice House and sprung

    structure. The depots potable

    water system serves all the

    upper mods except 9 and 10.

    With the recent reductions

    in force, we havent been us-

    ing the amount of water the

    systems were designed to

    handle. As a result, our water

    system will continue to need

    our help.

    Please continue to allow

    the selected faucets through-

    out the site to flow (on cold)

    as they have for the past

    week. Engineering will contin-

    ue to perform daily and

    monthly checks (per SOP UM-

    0000-M-134, Potable WaterSampling and Reporting, and

    UM-EN-027, potable Water

    is to ensure the water is safe

    to drink.
