2019-20 President’s Report Submitted by Sam Jacobs
An ancient wish for your fellow person is something like “My wish for you is that you live in interesting times.” For this first year of my presidency, this has certainly been the case.
However, with the help and assistance of our Rabbis, our staff, our dedicated Board of Directors, our BEEF (Beth El Endowment Fund) Board and the countless volunteers, we remain a very healthy synagogue community...both financially and otherwise. Virtually every aspect of our synagogue life has benefited from their collective contributions.
Financially, once again, we have come through the year soundly...as you will see in the following Treasurer’s Report.
Executive Director: Our search continues to find “proper fit” for our congregation. Although we’ve received many resumes representing all levels of candidates, our efforts to follow up on Zoom interviews to a few possibilities have been curtailed by the Covid-19 restrictions. However, we continue conversations with a few candidates and remain open to further potential candidates. Once we can go further with the all too important face to face times with those thought to be a “fit,” we expect to fill this position. In the interim, members of the Executive Committee and our Rabbis are handling the duties normally filled by the ED as we have successfully done so since this role has been vacant.
This was also the second year of BEIT, “Beth El Is Thursday.” This dynamic programming, conceived by Rabbi Shulman was again embraced by our Community. Thanks to the organization and support from Rabbi Shulman, Rabbi Libman and Dvora Vinick, every BEIT session provided an opportunity for our membership of all ages and interests to connect with our rich and vibrant heritage by exploring the past, present, and future as Conservative Jews in San Diego.
Another continuing aspect of our programming has been the enjoyment of the second year with David Lipsitz, our Ba’al Tefillah. Besides having the pleasure of his weekly chanting , David has made very positive impacts for our Community including his contributions over the High Holy Days, singing selections on our social media, a welcome addition to the lives of our B’nei Mitzvah youngsters as they prepare for rightful place as adults among our Jewish community and his role as coordinator of our Chai program.

Security: At our last meeting, you were able to preview the proposed security fencing. This and the other technical aspects of our security system, such as cameras, computer hardware and software, were well under way. In order for this to come to fruition in a meaningful way, we engaged the vendors who were and are working together to give us a strong and lasting security system. Unfortunately, just prior to letting the contracts for their services, we were hit by the effects of Covid-19. This brought us to a halt as all work was put on hold throughout the nation as well as overseas. As companies started to come back and reopen, we felt it prudent to take proper precautions to be sure our vendors were going to able to provide services and products in a timely manner...also taking heed that any deposits made would not be in jeopardy should any of the respective providers cease in business. However, I’m happy to report that we are now getting back onto the schedule and expect construction to be commenced within the next six weeks.
Building and Grounds: In the last few months, we also have been plagued problems related to the aging of our physical plant. These included water line breakage, gas line breakage and the continuing problems in our driveway. With the aid and assistance of our staff, repair personnel; plus guidance from a fantastic and loyal member of our congregation, we have fought our way through this and all gas and water systems are now operative.
As for the driveway, we established strong evidence that lack of proper care from the City of San Diego has caused the greatest part of the trouble we are have and are experiencing. We engaged legal assistance to determine feasibility of making a claim on the City. Further delay has been encountered...partially by the work stoppage caused by Covid-19 but even more, the lack of response to our demands. However, it is evident that the work needs to be done now and we are making arrangements to begin that work in the coming weeks; keeping proper records and pictures in order to back up our claim in the event a suit commences and will keep constant pressure on the City for their action.
In spite of the fact that we were forced by risks associated with the Covid-19 pandemic, we remain a strong and vital part of you, our Beth El Community. Our Rabbis and Staff have done a remarkable job of keeping us engaged with Beth El...making available live streaming of religious services, live streaming of talks and learning opportunities, Zoom sessions, and the like as well as keeping us informed as to the question as to re-opening for Shabbat and other observances. Our fantastic Director of Jewish learning Ariel Moritz, has done a remarkable job of keeping our students engaged through holding classes with their teachers via Zoom sessions and discovering opportunities for further study on line.
There are so, so many people to thank for all their work and achievements throughout the year. I’d like to take note of them at this time and if I omit a name or two, please forgive me.

Audit: Thank you Ilana Mauser, Julie Hyde and David Sigal for coordinating the clean Audit for this past year.
Finance: With the tireless and dedicated work by our Treasurer...and now President Elect, Michael Weiner, our Senior Accountant, Sarah Marsh, and the support of our Finance Committee, we have received yet another “clean audit.” Following this report Michael will expand on the specifics of our financial health.
Membership: Our Membership Committee, headed by Laurie Greenberg and Rick Davis, has expanded our membership engagement and has grown our membership significantly. Total paid membership is 616 family units (one or more members of a family) and our Honor Roll membership is over 160...both increased from last year.
Human Resources: Led by Nancy Dosick has been instrumental in keeping our HR services up to date and navigate us through various initiatives.
Tikkun: Our Tikkun Committee, led by Dvora Celniker, has had another amazing year; filled with social outreach programs such as dinners at the Ronald McDonald House, the Center for Battered Women, several homeless Youth centers and the Safe Parking Program for the Homeless in association with the Jewish Family Service.
USY: Led by our Director of Jewish Education, Ariel Moritz, our USY chapter has had another outstanding year; winning a “Chapter of Excellence Award” in the Far West Region and having several of its members elected to Regional and National posts.
Minyanaires: Our group of men and women continue to be the source of service to our Beth El community as well as others in providing for all to daven and when necessary to have a minyan available to fulfill the mitzvah of saying kaddish for their loved ones. In addition, the camaraderie within the group is both incredible as well as welcoming to all who come and participate.
Women’s Connection: Under the leadership of Karen Bohrer, this great circle of women has continued to thrive and grow. They have become an important pillar of our community. Through their collective efforts, they do such wonderful service in projects such as Rosh Chodesh gatherings; running the Beth El Judaica shop; its outreach programs for Adult B’nei Mitzvahs and its Torah Fund Campaign and its annual Shabbat service wherein they name its “Eshet Chayil” (Woman of the Year)...this past year awarded to Rabbi Susan Freeman.
Men’s Club: Headed by Bernardo Bicas, this group of men continues it monthly “Men Talking To Men” during which there is the opportunity for it members to discuss current topics and enjoy many presentations. They also gather their participants and other men in the Beth El Community to conduct the Men’s Club Shabbat

and each year gather men and women on a Sunday in February for their “World Wide Wrap,” during which they teach the significance of tefillin and the proper way to wrap themselves at morning services.
Without the outstanding participation of our fellow Congregants as well as the generous donations made throughout the year, none of the works and accomplishments could possibly be made. I/we are so grateful for all this and appreciate everyone who has given of themselves toward the common goal of making this, our Beth El community a place of worship, a place of friendship, a place of learning and a place of peace. Thank you to everyone...you are terrific !
I want to take this opportunity to make special Yashir Koach and Todah Raba to two outstanding members of our Board who are taking a well deserved break from service. Both Laurie Greenberg and Stacy Rosenberg have served Beth El with incredible thoughtfulness, wisdom, and caring during their tenure as Board members and leaders of various committees. I’m sure I speak for all of us in wishing you the best as you move on to your many interests and challenges.
On a personal note, I’d like to thank everyone who has been my support throughout the year. First, I’d like to thank our Treasurer, Michael Weiner; your guardianship of our finances and wise advice have been invaluable; the Executive Committee, made up of Michael, Stacy, Laurie, Tad...your advice and counsel have been sound and I value it greatly; Beth El Staff - Antonio, Daniel, Dvora, Maria, Michele, Sarah, Tamara, and Valentina - your hard work, dedication, and enthusiasm as well as senses of humor are so appreciated. Last but certainly not least is my respect and admiration as well as my deep appreciation for our Rabbis Shulman and Libman. Your friendship and leadership is so vital to all facets of my life; both within and without Beth El.
God willing, through the help and guidance of our medical and scientific personnel throughout the world, we’ll overcome this dreaded pandemic we refer to as Covid-19 and get back to what we have come to cherish and enjoy throughout this year.

Audit Committee ReportSubmitted by Jeannie Posner, Temporary Audit Chair
The members of the Audit Committee for 2019-2020 were Julie Hyde, Dave Sigal and Peter Louis, Chair. Jeannie Posner served as Temporary Audit Chair while Mr. Louis was recovering from an illness.
Leaf and Cole, LLP was used for the second year in a row an performed the audit based on an on-site visit with our accounting department along with additional work done at their offices.
On December 19, 2019, the committee, Michael Weiner, Treasurer, the Executive Director met with audit partner Julie Firl of Leaf and Cole to review the financial statements and notes to the accounts and to discuss the recommendations of the auditors pertaining to the audit June 30, 2019.
The auditors performed an audit using generally accepted auditing standards and expressed an unqualified opinion on the financial position of Congregation Beth El of La Jolla as of June 30, 2019.
There were no material weaknesses or significant deficiencies noted in the internal con¬trol structure.
It was the recommendation of the Audit Committee that the Finance Committee, Executive Committee, and Board of Directors accept the audited financial statements as presented.

Finance Committee ReportSubmitted by Michael Weiner, Treasurer
The Finance Committee met regularly throughout the year to provide oversight over all financial matters of Congregation Beth El. At each meeting the most recent financial statements were reviewed comprising a profit and loss comparison of actual to budget and to prior year, and the balance sheet. Additionally, a projection to year end was updated each month.
The committee navigated the early moments of COVID-19, thoroughly analysing our monthly receivables and monitoring upcoming expenses. The Treasurer in connection with the senior staff, and in consulting the committee, undertook a proactive approach to each projected income stream on weekly basis ensuring that the Synagogue was effectively tracking all projected budgeted income. Furthermore, expenses were reviewed through a purchase order system which was implemented by the previous executive director. This process provided for compliance with budgeted expenses. Lastly, and most importantly, active steps were taken to evaluate all end of year expenses in order to maintain a balanced budget. As a result, a modest surplus (approx. $28,000.00) for fiscal year 2019-2020 is projected.
The president and I met with BEEF twice during the fiscal year to get an update on the status of the foundation and its investments. As of March 31,2020, BEEF had an estimated $2.6 mil. in holdings. Furthermore, BEEF approved their yearly disbursement to Congregation Beth El. in the amount of $106,000.00 (based on the average of the prior 12 rolling quarters.) These funds are used in our general operating budget.
The following items of material consequence were overseen during the year:
• The annual audit was completed for the year ending June 30, 2019 which resulted in a clean audit report being provided by the auditors.
• The committee and I monitored projects concerning (a) landscaping, (b) rehabilitation of the children’s house (c) along with additional projects affecting our infrastructure.
• Continued oversight regarding the building reserve, cash flow, and cash management;
• Updated financial management policies related to bidding, contracting and cash management;
The 2020/2021 budget is balanced and was reviewed and approved by this committee before submission to the Board for their vote.
Overall, I am happy to report that cash balances are healthy. We are estimating about $650,000.00 in unrestricted cash on hand at year end.

Michael ElbazMichael Elbaz is a vice president, finance for a semiconductor equipment manufacturer. He was born in Morocco and moved to California to pursue his undergraduate, and graduate studies at San Diego State University. His professional career, over the past thirty years, has focused in the high-tech field. Michael and his wife Laura have been Beth El members for over ten years and are parents to Samantha, Jonathan and Hannah.
Susan GilmorSusan Gilmor is a Title IX Investigator for the University of California San Diego. Prior to this, Susan worked as a licensed attorney litigating employment matters, and worked as a private investigator conducting investigations for private and public employers. Susan was also a member of the Beth El Security Task Force in 2019.
She lived in Connecticut, Ohio, Kansas, Michigan and Arizona prior to moving to San Diego in 1999. Married in 2005 to her husband Neil, she easily agreed to his conversion of her NFL allegiance to the Baltimore Ravens (while maintaining her loyalty to her Michigan State Spartans).
Susan and Neil recently celebrated their son Daniel’s bar mitzvah in January and look forward to their daughter Sydney’s bat mitzvah in late 2021.
Darren Licht
Darren Licht was born and bred in the San Fernando Valley in Los Angeles, but after attending UCSD nearly 30 years ago he decided that San Diego was his home. For the past 20 years he has been in the clinical research field, helping to ensure clinical drug trials run smoothly at hospitals and clinics by performing quality control and training. He is currently a Senior Clinical Research Associate working on behalf of Merck. Darren and his wife, Ruth, have been married for nearly 16 years and were married by Rabbi Shulman’s childhood friend, Rabbi Ed Feinstein. They are a boomerang family at CBE, having been members from 2011 to 2013 and then returning in time for the 2018 High Holidays after realizing that CBE was where they belong. Their two boys, Joshua and Gavin, are students in VTS and Josh is very active in CBE’s Jr. USY.
