Executive Summary: Air Quality in Our Area

Air Quality in Doncaster

Air pollution is associated with a number of adverse health impacts. It is recognised

as a contributing factor in the onset of heart disease and cancer. Additionally, air

pollution particularly affects the most vulnerable in society: children and older people,

and those with heart and lung conditions. There is also often a strong correlation with

equalities issues, because areas with poor air quality are also often the less affluent

areas1,2.

The annual health cost to society of the impacts of particulate matter alone in the UK

is estimated to be around £16 billion3.

Air quality is good in many parts of the Borough, however we have a small number of

areas, mainly where people live close to busy roads, where this is not the case.

Road transport is the main cause of poor air quality, and in Doncaster the pollutant of

main concern is nitrogen dioxide (NO2). Nitrogen dioxide is above the legal limits in 7

areas, we call these locations Air Quality Management Areas (AQMAs). The AQMAs

in Doncaster are;

Town centre along Trafford Way and Church Way

Balby and Warmsworth along the A630 from the A1(M) to Balby Flyover

Carr House Road

Bessacarr between the M18 and Warning Tongue Lane

Conisbrough Low Road and along the A630

Skellow near the A1

Hickleton.

There had been a technical issue with the data collection at the automatic sites in

2015 and a significant amount of data loss has occurred. Therefore any observations

made from the data over the last couple of years will need to be viewed with some

caution.

Care should be taken when assessing short-term trends because a number of factors

could result in higher or lower results in a particular year which does not necessarily

mean air quality has significantly altered over the longer-term.

In 2015 the data available does suggest a decline in levels and improved air quality

generally. Even so the data confirms that the AQMAs remain valid and there is no

indication that any AQMA could be revoked.

Monitoring does not indicate that any new areas will need to be investigated further

for AQMA designation.

Action on air quality continues in the Borough and an action plan for Conisbrough will

be published shortly.

Doncaster Council balances managing air quality along with its other statutory

functions and works towards improving air quality by implementing measures in the

air quality action plans.

To do this we work closely with other local Councils, transport groups and welcome

input from local communities.

Actions to Improve Air Quality

In 2015 a number of measures have been progressed to work towards improving air

quality. As the source of most pollution locally is road transport the greatest number

of measures focus on this sector.

Core actions on transport have included a measure to improve bus emissions from

the X78 service, continuation of the ECO stars fleet recognition scheme and

developing the electric vehicle charging across Doncaster.

The cycle network continues to grow in the Borough with connectivity improved

between Conisbrough, Mexborough and local employment centres and the Woodfield

Greenway is now complete.

Pollution Control have worked with Planning colleagues to develop policies to ensure

air quality is considered in the Local Plan and in major planning applications.

Generally air quality over recent years has remained static with some indications of a

decline, which is expected to have resulted in part due to measures within the action

plan.

However balanced against any increases in traffic we acknowledge that further action

will be needed to increase the rate of decline beyond that which has been observed

over the long-term.

Local Priorities and Challenges

The main priority for Doncaster Council in the coming year is to carry out a source

apportionment exercise and form an Air Quality Action Plan Steering Group. This

group will be chaired by the Head of Service for Regulation and Enforcement and will

have representatives from all relevant departments. The purpose of this group will be

to select measures that will be included in a new Air Quality Action Plan covering all

of Doncaster’s AQMAs.

The steering group will also ensure that measures are progressed so that the action

plan continues as a working document.

A further priority for the coming year is to ensure all the monitoring stations are back

on-line.

How to Get Involved

Doncaster Council provides daily updates on the air quality levels across the

Borough, through both social media and traditional media outlets. The local radio

station and Yorkshire Post carry the daily air quality messages and we invite twitter

and website users at the following links;

The local reports are published on Doncaster Councils website, and are also

available from the Civic Office on request.

Doncaster Council would also be interested in setting up a list of consultees on the

air quality action plan. Anyone interested should contact the officer named at the

beginning of this report.

Additionally, a number of Parish Councils have been involved in raising the profile of

air quality in their area, and may provide an opportunity to discuss any concerns.

There are also a number of positive measures individuals can take to do their bit to

improve air quality, this information is available on the website or can be made

available on request.

In summary individuals can make a difference and improve air quality with small

measures; using the car less or car sharing are good ways to reduce car journeys

locally and can have the added benefit of helping you achieve a more active lifestyle.

1 Local Air Quality Management

This report provides an overview of air quality in Doncaster during 2015. It fulfils the

requirements of Local Air Quality Management (LAQM) as set out in Part IV of the

Environment Act (1995) and the relevant Policy and Technical Guidance documents.

The LAQM process places an obligation on all local authorities to regularly review

and assess air quality in their areas, and to determine whether or not the air quality

objectives are likely to be achieved. Where an exceedance is considered likely the

local authority must declare an Air Quality Management Area (AQMA) and prepare

an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place

in pursuit of the objectives. This Annual Status Report (ASR) is an annual

requirement showing the strategies employed by Doncaster Council to improve air

quality and any progress that has been made.

The statutory air quality objectives applicable to LAQM in England can be found in

Table E.1 in Appendix E.

2 Actions to Improve Air Quality

2.1 Air Quality Management Areas

Air Quality Management Areas (AQMAs) are declared when there is an exceedance

or likely exceedance of an air quality objective. After declaration, the authority must

prepare an Air Quality Action Plan (AQAP) within 12-18 months setting out measures

it intends to put in place in pursuit of the objectives.

A summary of AQMAs declared by Doncaster Council can be found in Table 2.1.

2.2 Progress and Impact of Measures to address Air Quality in Doncaster

Doncaster has taken forward a number of measures during the current reporting year

of 2015 in pursuit of improving local air quality. Details of all measures completed, in

progress or planned are set out in Table 2.2. Appendix F contains a list of actions

already implemented in Doncaster and removed from the current plan as complete

and/or ongoing but with no further action to report. More detail on these measures

can be found in their respective Action Plans. Key completed measures are:

- The retrofitting of buses on the X78 route, which travels through 3 of Doncaster

AQMAs and across a number of other AQMAs in South Yorkshire has been

completed and the buses operating successfully.

- EV charging is now installed and is operational in two council run car parks as

part of the parking policy promoting sustainable transport.

- The cycling measure is progressing well with the Woodfield Greenway complete.

The area of Conisbrough (AQMA5) is now well served by a cycleway to

Doncaster and the main employment sites.

Progress on the following measures has been slower than expected due to:

- Planning policy is not yet in place as was expected due to the Sites and Policies

Document not being approved. Therefore Doncaster Council have taken the

necessary steps to develop a Local Plan in line with the NPPF and this will be

implemented, along with air quality policies. In the interim air quality is

considered using the previous policy.

- The countywide HGV strategy has not been forthcoming due to issues at the City

region level and therefore no progress with this measure has been possible at

the local level. A business plan was produced by the South Yorkshire Freight

Partnership in 2014, it is not clear what the next steps are from this group.

Over the coming year a new Air Quality Action Plan draft should be available and at

that time the priority measures to take forward will be identified. Many measures such

as ECO stars and Planning related measures will be progressed and any potential

funding for measures relating to emissions improvement from the fleet will be

explored.

Doncaster Council’s priorities for the coming year are to set up an Air Quality

Steering Group and progress with developing a new AQAP for Doncaster’s AQMAs.

Target emissions reduction can only be reasonably quantified where very local and

specific measures are implemented, for example when specific detail about vehicle

replacement is planned and operated on a fixed route.

Difficulties in quantifying measures is well documented in many national and local

plans across the UK, therefore in line with this it has not been possible to accurately

predict such values within the ASR, particularly as measures were devised prior to

current practice. In addition the plan contains many strategic and policy measures

covering a wide geographical area therefore an attempt has been made to estimate

the likely impact of the kind of reduction across the Borough that may be expected

with a low level of uptake.

It should be noted that the National Plans have assessed measures from Doncaster’s

AQAP and has concluded that these measures along with the predicted

improvements in vehicle emissions from new vehicles will mean that the EU

exceedence areas will meet the objectives by 2020. A number of these areas

coincide with the AQMAs therefore it is reasonable to conclude that the current

AQAP measures will allow Doncaster Council to meet the objectives in most areas of

the Borough by 2020.

The key performance indicator was previously linked to the LTP indicators however

due to the changes within this area many of these indicators are no longer available.

The only indicator available is indicator 2.06a: Levels of NO2 and PM10 in AQMAs,

this indicator is a South Yorkshire one and is used as a proxy measure to assess the

wider air quality at roadside sites in AQMAs. It is the average of a number of diffusion

tubes, all located where LTP measures have been implemented.

New proxy indicators have been applied within the ASR for the first time, indicator

2.06a, will still be used to assess the general effectiveness of measures across

Doncaster, Figure 1, shows the current performance against the indicator.

The indicator shows that overall air quality across the region appears to have

declined since 2005 however the rate of this decline has steadied over the last 5

years.

These results may suggest that a number of actions along these routes resulted in a

decline in concentrations. As most measures in the action plan have been completed

then further measures may be needed to sustain improvements in air quality.

2.3 PM2.5 – Local Authority Approach to Reducing Emissions and or Concentrations

As detailed in Policy Guidance LAQM.PG16 (Chapter 7), local authorities are

expected to work towards reducing emissions and/or concentrations of PM2.5

(particulate matter with an aerodynamic diameter of 2.5µm or less). There is clear

evidence that PM2.5 has a significant impact on human health, including premature

mortality, allergic reactions, and cardiovascular diseases.

The current situation in Doncaster is;

The Public Health Framework indicator for Doncaster stands at 5.7% which is higher

than the national average.

No monitoring data is available locally and no national monitoring is carried out within

the Borough.

PM10 data can be used to estimate PM2.5 following guidance in TG(16). A national

ratio can be used in the absence of a suitable local site; applying this ratio to PM10

monitoring in Doncaster produced the following results for PM2.5;

Carr House Road, Doncaster – 10.9µg/m3.

Low Road, Conisbrough – 13.1 µg/m3.

These concentrations appear to generally agree with national modelling.

National modelling suggests that concentrations are low across Doncaster. The

highest concentration is 13.79µg/m3 close to an A2 process and busy roads, in

Wheatley/Long Sandall.

A review of the existing AQAP has highlighted that many actions to improve NO2 in

the borough will also work towards reducing PM2.5. These are as follows;

- Smarter driving campaigns and training

- Encourage and facilitate home-working

- Promotion of walking and cycling

- Public transport improvements including park and ride

- Cycling network building

- Car clubs

- Priority parking and charging points for EVs.

In addition the Public Health Department and the Pollution Control team hold regular

meetings to discuss PM2.5 in the Borough. A plan has been devised from

recommendations put forward in the Kings Fund to work towards improving

emissions across the Borough and will be incorporated where appropriate into the

new AQAP.

The role of PM2.5 on public health has been highlighted to the appropriate Councillor

via a briefing note and meetings. The decision on how Doncaster Council will

develop its role will be informed by a thorough review of the local situation which the

Council will use to consider whether extra monitoring and further action is

appropriate.

3 Air Quality Monitoring Data and Comparison with Air Quality Objectives and National Compliance

3.1 Summary of Monitoring Undertaken

3.1.1 Automatic Monitoring Sites

This section sets out what monitoring has taken place and how it compares with

objectives.

Doncaster Council undertook automatic (continuous) monitoring at 5 sites during

2015. Table A.1 in Appendix A shows the details of the sites.

3.1.2 Non-Automatic Monitoring Sites

Doncaster Council undertook non- automatic (passive) monitoring of NO2 at 57 sites

during 2015. Table A.2 in Appendix A shows the details of the sites.

Maps showing the location of the monitoring sites are provided in Appendix D.

Further details on Quality Assurance/Quality Control (QA/QC) and bias adjustment

for the diffusion tubes are included in Appendix C.

3.2 Individual Pollutants

The air quality monitoring results presented in this section are, where relevant,

adjusted for bias. It has not been possible to “annualise” data because of a significant

data capture issue across most of the local automatic monitoring network in 2014

and 2015. Further details on adjustments are provided in Appendix C.

The data loss experienced in 2014 and 2015 has meant that on this occasion graphs

showing trends have not been included as they would indicate an unrealistic picture

of the decline in concentrations in Doncaster. Graphs will be included in the next

ASR.

3.2.1 Nitrogen Dioxide (NO2)

Table A.3 in Appendix A compares the ratified and adjusted monitored NO2 annual

mean concentrations for the past 5 years with the air quality objective of 40µg/m3.

For diffusion tubes, the full 2015 dataset of monthly mean values is provided in

Appendix B.

Results compared against the annual average objective in 2015 from all data are

lower than previous years, with the exception of the automatic data in AQMA3, the

Carr House Road area. The low bias adjustment and poor capture rates must be

consider before reaching any overall conclusions about the observed decline in

concentrations.

All exceedences in 2015 are within exisiting AQMAs, no further areas warrant

investigation at the current time. No exceedences of the annual mean have been

recorded in 2015 in AQMA1, AQMA3 and AQMA4, however limited data means that

at this time no plans to revoke the AQMAs are being made.

Table A.4 in Appendix A compares the ratified continuous monitored NO2 hourly

mean concentrations for the past 5 years with the air quality objective of 200µg/m3,

not to be exceeded more than 18 times per year.

There were no exceedences of the hourly objective from the automatic data

available.

Annual means above 60 µg/m3, signify a potential to exceed the hourly objective , 3

results exceed this level however all are within AQMA7 where a declaration for the

hourly objective has been made.

3.2.2 Particulate Matter (PM10)

Table A.5 in Appendix A compares the ratified and adjusted monitored PM10 annual

mean concentrations for the past 5 years with the air quality objective of 40µg/m3.

Table A.6 in Appendix A compares the ratified continuous monitored PM10 daily

mean concentrations for the past 5 years with the air quality objective of 50µg/m3, not

to be exceeded more than 35 times per year.

Data for PM10 has not been annualised due to the widespread data loss in 2014 and

2015.

Both hourly and daily PM10 concentrations recorded show a decline from the previous

measurement in 2013. The poor data capture means that caution should be used

when considering this decline and measurements should continue to be made to

confirm whether the decline is genuine.

The data available does indicate that PM10 objectives continue to be met within the

Borough. There are no AQMAs declared for PM10 in Doncaster and the data

gathered confirms that this remains the case.

Appendix C: Air Quality Monitoring Data QA/QC

Factor from Local Co-location Studies (if available)

A local bias adjustment factor was derived using the bias adjustment spreadsheet

provided.

The local factor was 0.77, with good precision.

Diffusion Tube Bias Adjustment Factors

The tubes are supplied and analysed by South Yorkshire Air Quality Samplers. The

tubes are prepared by spiking acetone:triethanolamine (50:50) onto the grids prior to

the tubes being assembled. The tubes are then desorbed with distilled water and the

extract analysed using a segmented flow auto analyser with ultraviolet detection.

The national factor for 2015 was 0.84 based on 2 studies.

Discussion of Choice of Factor to Use

National factors had been used during review and assessment in Doncaster until

2014. The use of national bias had provided consistency, however on

recommendations from previous review and assessment a local co-location study

was implemented.

The data from 2014 was adjusted using the local factor and so for consistency this

will be used again, however it needs to be noted that the bias was very low this year

and this should be acknowledged when considering the results.

If the results are to be used in any other assessment please be advised that the more

conservative factor from the national bias should be applied to the raw data.

The local factor has been used to adjust 2015 tubes.

PM Monitoring Adjustment

PM10 data for 2015, 2013, 2012, 2011 were corrected to gravimetric equivalent using

King’s College London Volatile Correction Method (VCM) for PM10 as in Section

A1.62 of TG(09). These results may therefore differ from previous years, which were

corrected using the factor as per the relevant procedure at that time (up until and

including 2007 date). Comparison against previous years should therefore be viewed

with caution.

Short-term to Long-term Data Adjustment

Annualisation has not been carried out because significant data loss during the

period occurred across all but one of the sites therefore enough data does not exist

for the procedure in Box 7.7 to be followed.

QA/QC of Automatic Monitoring

The QA/QC procedure consists of bi-monthly calibrations performed manually on-site

by the Local Site Operator (Doncaster Council). Daily data checks are carried out

remotely.

An outside contractor performs six-monthly services and all units are covered by a

service and maintenance agreement including call-out services.

The last independent audit was carried out in November 2007, the analysers were

found to be satisfactory with the exception of one TEOM which fell outside the

standard parameters. This has now been rectified.

Data is scaled, validated and ratified in house and includes removing erroneous data

and applying relevant calculations in line with the technical guidance LAQM TG(16)

to obtain the final data set.

QA/QC of Diffusion Tube Monitoring

The WASP scheme report covering 2015 lists South Yorkshire Air Quality Samplers

as having 100% of samples across the period as Satisfactory bar one, October-

November 2015 with only 75%. In 2009 procedures have been amended so that the

laboratory is in line with the harmonisation procedures.

Precision was good throughout 2012, 2013, 2014 and 2015.

InMotion LSTF scheme promotes sustainable travel to businesses in South Yorkshire. The LTP has funded energy efficiency measures and renewable energy on transport assets across South Yorkshire.

Public Health professionals can also help to:

explain to their local population the impact of air pollution

on health;

tailor messages to target those members of the public

particularly susceptible to air pollution and to raise

understanding that improving air quality would help to improve

healthy life expectancy and reduce early death from cardio-

respiratory diseases;

work with others to promote initiatives to facilitate active

travel (for example Healthy Schools Programmes, school travel

plans; cycle to work schemes etc

Health advice provided is tailored to address some specific conditions.

Public Health sit on the cycling strategy working group and Doncaster Active Partnership. Actively promote cycling and walking via Get Doncaster Walking/ Cycling campaigns & Change4Life campaigns.

Doncaster Council currently manage a number of initiatives to encourage cycling including: Bike It Officer for schools, Cycle/Walk Boost, Bikeability training.

raise awareness of the need to improve air quality through

linking to other public health issues such as obesity and through

working with Health and Wellbeing Boards to include air quality

in Joint Strategic Needs Assessments and Health and Wellbeing

Strategies.

Other actions/Areas of Work

Electric vehicles – This is a South Yorkshire Scheme, managed by Sheffield City Council it aims to deliver;

• a grant to lease hire an electric car or van for 1,2,3 or 4 years, and a standard charge point installation at their premises for circa 80 small and medium enterprises in South Yorkshire

• In each South Yorkshire Local Authority there will be 2 fast chargers sited in off street council operated car parks

• An Office for Low Emission Vehicles funded network of 20+ publicly accessible rapid chargers across South Yorkshire– these take recharge times down from 6/8 hours to 30 minutes to support these vehicles (and others) whilst out and about

• Each vehicle will be tracked to measure miles driven, carbon saved and fuel savings.

South Yorkshire to establish the most suitable sites for compressed natural gas (CNG) refuelling stations. There are several excellent potential sites in South Yorkshire where the high pressure gas main is suitably close to the surface and close to the major road network. A full feasibility report is available and investor interest is increasing. The Council shall promote this work where appropriate.

Hydrogen Vehicle Trail

In partnership with ITM power a hydrogen re-fuelling site is to be brought back into use along with a Hyundai vehicle which will be available to Doncaster Council for trails over 3 years. The aim is to demonstrate the benefits and practicalities of hydrogen vehicles. The Council will feed into the trail and if suitable promote the vehicles in the local area.
