Business Case - ObjectivesObjectives:1. To decrease the journey time along the A120 between Bishop’s Stortford and the A10 by providing a local bypass at Little Hadham in scale with the other sections of the route by 2019.2. To reduce the risk of fluvial flooding in Little Hadham and communities to the south by working with the Environment Agency to deliver integral flood attenuation areas as part of the delivery of the bypass.3. To reduce severance in the centre of Little Hadham by removal of the majority of the through traffic congestion and, as a result,improving the overall well-being of residents in Little Hadham.

• Benefit to Cost Ratio– 9.1 (early schemes BCR 7.86)– Does not include Wider Economic Benefits or those

associated with the flood storage.• Total funding required for bypass scheme is £29.86m

Statutory ProcessCompleted:• Preferred Route identification process undertaken in 2008. • “Authorisation to proceed with Statutory Processes including applying for Planning Permission, Side Roads Orders and Compulsory Purchase Orders to enable delivery of the A120 LittleHadham Bypass” obtained via

– H&WM Panel endorsement (18 March 2014) and

– Cabinet authorisation (24 March 2014).

Post Completion Monitoring RegimeStrategy developed in accordance with DfT guidance in order to measure the effectiveness of the intervention in meeting the scheme objectives. Strategy based upon two elements:•Assessment of data that is already collected by the county council on a before and after basis; and•Collection and assessment of data collected specifically for the purpose of developing and appraising the scheme.The results will be reported in a Before and After Study to be produced one year after full scheme opening. Evaluation of the scheme based upon the monitored impacts and outcomes will be reported in the study.
