1. Introduction
1.1 Introduction and purpose of this document
1.1.1 National Highways (the “Applicant”) has applied to the Secretary of State for Development Consent Order (“DCO”) to determine the Applicant’s proposals for the creation of new link roads and alteration to the existing A57; A57 Link Roads (the “Scheme”). The application is submitted to the Planning Inspectorate (the “Inspectorate”) in accordance with section 37 of the Planning Act 2008 (the “2008 Act”).
1.1.2 This document comprises part of the suite of Application documents and is submitted to comply with Regulation 5(2)(o) of the Infrastructure Planning (Applications: Prescribed Forms and Procedure) Regulations 2009 (as amended), which requires:
‘5(2)(o) ‘any other plans, drawings and sections necessary to describe the proposals for which development is sought, showing details of design, external appearance, and the preferred layout of buildings or structures, drainage, surface water management, means of vehicular and pedestrian access, any car parking to be provided, and means of landscaping.’
1.1.3 The Temporary Works plans are submitted for approval and will be certified under article 45 of the DCO once the Order is made. As this document is part of a suite of Application documentation, it should be read alongside and is informed by other Application documents. In particular, the plans should be read alongside the Book of Reference (APP-025) and Schedule 1 of the of the Development Consent Order (APP-020).
1.2 Scope and format of the Temporary Works Plans
1.2.1 Schedule One of the draft DCO (APP-020) seeks authorisation for temporary as well as permanent works.
1.2.2 The purpose of the Temporary Works Plans is to show the locations of proposed temporary construction compounds, construction access arrangements and other temporary measures required during the construction phase of the Scheme.
1.2.3 This document should be read alongside the plans and is informed by the other Application documents, in particular:
• Schedule One: Authorised Development of Draft Development Consent Order (APP-020)
• Land Plans (APP-007)
• Works Plans (APP-008)
• Scheme Layout Plans (APP-011)

1.2.4 Whilst the information shown on the Plans is commensurate with the preliminary design stage of the Scheme, Schedule 2 of the Draft Development Consent Order (Requirements) (APP-020) requires that the authorised development must be designed in detail and carried out in accordance with plans certified under article 4 of the DCO, which will include the Temporary Works Plans.
