officers
shall
attend
annual
training
regarding the use
of
deadly
force.
This
training
will
be
conducted
by
a
TCOLE
certified
instructor,
and
the
training
should
consist
of policy,
Texas
law,
use
of force
scenario
simulator,
classroom
training,
practical exercises
or
any
combination
thereof.
The
training must
include
the proper
use of
any firearm
used
by
the
officer
in the
performance
of
their law
enforcement
duties.
Use

Training

Less Lethal

It
is
the
policy
of the
Department
that
all officers
who
are authorized
to
carry
less
lethal
weapons
receive
training
at
least
biennially
and demonstrate
proficiency
at least
biennially
in
the
use of the
less lethal
weapon s
for which
they
carry.
The training
must
be
conducted
by
a
TCOLE
certified
instructor
who is
certified
for
each
weapon
used. The
instructor
must
insure
that
the
training
is
properly
documented
and
that the
documentation
is submitted
in
accordance
with
departmental
policy.
Use

only use

achieve

neck, throat
face,
groin

female
breast

will
be removed
by
medical
personnel.

or
iodine
wipes

results

serious bodily
injury
or
death
will be
relieved
from
field operations
or placed
on
administrative
leave
while the
matter
is
investigated.

also
applies
to
traffic
collisions
when
a
person
is
seriously injured or
killed.
The on-duty supervisor
shall
immediately
notify
the
appropriate
Assistant
Chief
of
Police
who
in
turn
will notify
the Chief
of Police.
The
Employee
Assistance
Program
EAP
shall be
available
to
the
employee.
The Department
may
also
offer
post-incident
debriefing
or
counseling
to any
employee invoived.

The
Departments
primary
objective
in
all
emergency
driving situations
is
the
protection
of
lives
and
the safety
of
all
persons.
During emergency
driving
situations,
officers will operate
their
vehicles with
extreme
caution and
in
accordance
with Chapter
546
of the Transportation
Code.
Driving under
emergency
conditions does
not
relieve
the
officer
from the
duty to drive
with
due
regard
for
the
safety of all persons
nor
will these provisions
protect
the
officers from
the
consequences
of their
reckless disregard
for
the safety
of others.
Negligent or
reckless action
committed by police
officers while
in pursuit
or
when responding
to
emergencies
is
prohibited by
law and expressly
forbidden
by this
policy. The
duty to
avoid
damage or
injury
to innocent
third parties
is
superior
to
that of
the pursuit
or
emergency
response.
Emergency
Driving
Non-Pursuit

7.15
Definitions:
A
Non-pursuit
emergency
driving
is
the
operation
of an authorized emergency
police
vehicle
with emergency
lights
and
siren
activated
by
a
police
officer in response
to
a
life
threatening
situation
or violent crime
in
progress, using
due
regard for
the
safety
of
all
persons.
B
Emergency
response should
be limited
to
situations where there
is
a
substantial
risk of
injury
or
danger
to
life.
The
decision
by
an
officer or
a
supervisor
to drive,
or continue to
drive,
under
emergency
conditions
will be in accordance
with
the
provisions
of
this
procedure
and will be
based
on the
following
considerations:
A
Officers will
consider
such factors
as
time
of
day, traffic
conditions,
location,
weather
and
other
factors,
which
may be a potential
hazard
or liability
to
themselves
or
other
persons.
B
Officers
will have sufficient
information
to
justify
the decision
to drive under emergency
conditions.
C
When
responding
to an
emergency
situation,
including officer
needs
assistance
officers
will keep in mind that
though
a
rapid response
may
be important,
safe
arrival is
necessary
in
order
for
them
to be of
assistance.
D
Dash-cam
video
systems
that
activate
during
emergency driving
should
not be
deactivated
until after
arrival
at the
stop/call
necessitating
the response
or
after
the
officers
has ceased their response.

Officers
engaged
in non-pursuit,
emergency
driving
will
continually
evaluate the
need
to
engage
in
emergency
driving
and
the manner
in which
it
is
conducted
against the
risk of
injury
to
any
innocent
person

damage

fleeing
vehicle is
being pursued.

unit
upon becoming actively
involved

pursuit

pursuit
leaves the jurisdiction
of
the
Department:
The
primary
officer
will
advise

Sticks
may
be
utilized
to
attempt
to
safely
terminate
pursuits authorized
under
this policy.
The
goal
of
deployment
is
to quickly
and
safely
end pursuits
with
minimal
property
damage
and/or injury
to any
party.
The safety
of
citizens
and
officers
is
of the
utmost
concern.
I
After
successful
deployment
of
the Stop Sticks
and the
termination
of
the
pursuit,
the
officer
will
take
the utilized
sections
of the
Stop
Sucks
out
of their
black
sleeves and
replace
with new
section.
The
used
section s will
be
forwarded to
the Pursuit
Review Board
chairman so
he
may
complete the
necessary
report to
the
Stop Stick company
for
replacement
of
the
used sections.
Used sections,
after
removing
the
information sticker,
may be
sent
to
the
Training
Division
for
use in future
training.
Spare
Stop
Suck
sections
will be available
through
a
Patrol
supervisor.
Use
of
Force
form
will be
filled
out and
forwarded to the
Pursuit
Review
Board
chairman.
Officer s deploying

Pursuit

for
that

The issuance
of traffic
citations
is
a valid
and necess ry part
of
law
enforcement.
In
order
to
gain
voluntary compliance
with
traffic laws
and present
a
consistent
method of violator
cont ct
officers
re
encouraged to use
the
following steps
in
issuing
traffic
citations:
A Greet the violator
and
identify yourself;

Provide the
driver
with the re son for the traffic stop
and
explanation
of
the offense;

driver and

the conditions of
both
the driver an d th e vehicle;

a citation is to be issued advise the violator
that
one will be issued;

Violators
