A resident of 168 Victoria Road has

requested No Parking restrictions be placed

between the driveways of No. 166 and No.

168 Victoria Road as there is insufficient

distance between them to accommodate a

parked vehicle. This has resulted in vehicles

partially parked over the driveways to both

properties.

A site inspection notes there is 2m of

upright kerb between the driveways which is

obviously less than a standard vehicle

length. In lieu of No Parking restrictions,

restricting the section to Motorbikes only

would ensure that this section of parking can

still be efficiently utilised without impacting

upon the access requirements of residents at

Nos 166 &168 Victoria Road.

A consultation notice will be placed in close

proximity to this space to explain this

proposal.

A site diagram is attached as an Annexure.

Subject: Edgecliff Road, Woollahra – Parking Issues

Reason for Report: To respond to a Notice of Motion.

Officer Recommendation:

A. That based on feedback received from the Traders on Edgecliff Road between Bathurst Street

and Adelaide Street, all the half hour parking bays be converted to one hour parking.

B. That all the Traders be advised of Council’s decision.

C. That Council’s Manager Compliance be requested to undertake regular enforcement along

Edgecliff Road to ensure parking turnover.

Background

Council has been successful in obtaining a Local Infrastructure Renewal Scheme subsidy for

streetscape works in Edgecliff Road between Bathurst Street and Adelaide Street, Woollahra. The

infrastructure renewal and streetscape proposal includes new granite footpath paving along the

commercial area, road reconstruction of sections of Edgecliff Road, and improvement to pedestrian

amenity.

1. At the Urban Planning Committee meeting held on 11 November 2013 the following was

adopted:

A. That Council carry out streetscape upgrades using funding from the Local Infrastructure

Renewal Scheme subsidy funding to create a visually cohesive public domain throughout

the Edgecliff Road Shopping Precinct, i.e. the area zoned 3(c) under Woollahra Local

Environmental Plan, 1995.

B. That Council’s Technical Services Division provide preliminary advice on the feasibility of

making changes to the existing kerbside parking arrangements within the Edgecliff Road

Shopping Precinct.

C. That the Edgecliff Road shopkeepers be advised that Council continues to support business

in building shopping precincts.

This report addresses part B of the resolution.

Existing Conditions

The majority of the properties in Edgecliff Road between Bathurst Street and Adelaide Street are

commercial properties.

The existing parking restrictions beginning at Bathurst Street and ending at Adelaide Street are as

follows:-

Along the northern side of Edgecliff Road there are 16 parking bays signposted with

“No Parking 6.30am-9.30am 3.30pm-6.30om Mon-Fri 1/2P 9.30-3.30pm Mon-Fri 8.30am-

12noon Sat”.

There are No Parking restrictions along the northern side during the morning and afternoon

peak periods. This means that there are no parking bays available along the northern side

between 3.30 and 5.30pm weekdays.

Along the southern side of Edgecliff Road there are “1P” and “1/2P” bays signposted as

follows:-

7 bays “1P 8.30am-6pm Mon- Fri, 8.30am-12.30pm Sat”

7 bays “1/2P 8.30am-6pm Mon- Fri, 8.30am-12.30pm Sat”

There are sections of No Stopping restrictions in the vicinity of the signalised intersections

at Grosvenor Street, Junction Street and Adelaide Street.

The streets off Edgecliff Road namely Grosvenor Street, Junction Street and Adelaide Street

have “2P 8am-9pm Permit Holders Excepted Area Wool 1” restrictions.

Parking Occupancy:

Parking occupancy surveys undertaken during the weekdays revealed occupancy rates at 90-100%

occupancy.

Parking occupancy surveys on a Saturday revealed occupancy rates at 85% occupancy.

Trader Consultation Results:

Interviews were undertaken with every Trader along this shopping strip in relation to the parking

restrictions outside the shops and in the area in general. The owners of the shops were requested to

contact Council at a time convenient for them if they had any additional comments.

Our patients need more than half an hour to

complete their visit.

Remove the morning and afternoon clearways. The clearways were installed to allow traffic

flow and clear the intersections. The clearways

will be monitored.

Customers need at least 2-3 hours in the café. There are long-term parking options available

in the local area.

Customers cannot find a parking bay. Parking is at premium in this location. With

regular enforcement, turnover will be

encouraged.

Discussion

All the Traders except for the Laundry preferred longer term parking or one hour parking

restrictions. It is my understanding that the Laundry will close in a few months’ time due to a recent

development application.

The café requested longer term parking such as 2 or 3 hour parking restrictions.

It is acknowledged that the current half hour parking restrictions would not the needs of the

majority of the businesses in the area.

For businesses that require longer than one hour, there are longer-term parking options available in

the local area but not necessarily on Edgecliff Road along the shops.

Customer Consultation

Consultation notices will be installed on-site to advise customers to the retail area that Council is

investigating converting the “1/2P” restrictions to “1P” restrictions. This will inform the customers

and allow them to provide feedback to Council.

Conclusion

Based on the feedback received from the Traders, it is recommended that all the short term “Half

Hour Parking” bays be changed to “One Hour Parking” bays.

School (Primary) – Results of Schools Safety Audit

Reason for Report: To present findings of School Safety Audits

Recommendation:

That Council approve the following:

A. Advisory ‘School Drop Off Zone’ signs be installed at the existing School Drop off Zone for

McAuley Primary School, Holy Cross Primary School & Reddam School (Primary).

B. Request that Council’s Tree Maintenance Team cut back trees, foliage and tree roots to

improve visibility, if appropriate at locations identified.

C. Request that Council’s Team Leader Assets include upgrading the nature strip to remove the

tripping hazard along the school pick-up / drop-off area in Carlisle Street in Council’s annual

footpath upgrade program.

D. Request Council’s Coordinator Regulatory Services to undertake regular enforcement of

illegal parking in the school pick-up zone on Carlisle Street, Rose Bay.

Background:

At the meeting of the Woollahra Community and Environment Committee dated 9 September 2013,

the Committee considered a report on the Policy for Traffic Management and parking near schools,

preschools and childcare centres and subsequently recommended:

A. That Council staff undertake a road safety audit of all schools within the Woollahra

Municipality, in consultation with the school and the school’s parent group, and report the findings

to the Woollahra Traffic Committee and subsequently to the Community & Environment Committee.

An audit of each school was carried out on in early February 2014. This included site inspections

and meetings with the School’s Representatives to discuss issues that the schools wished to raise.

Discussion:

Current Situation:

1. McAuley Primary School

McAuley Primary School is located on Carlisle Street, Rose Bay. It has a student population of

approximately 155 and 20 teaching staff. The majority of children are driven to school, with a

small number of about 10 students walking under supervision.

The school has one pedestrian entrance and operates a school pick-up and drop-off arrangement

which works well. There is a raised pedestrian zebra crossing which had a crossing supervisor

during school start and finish times to escort children from one side to the other when they have

been dropped off by parents.

There is an afternoon pick-up system that is supervised by staff when school finishes. The children

line up on the northern side of Carlisle Street and the staff supervises and calls the children by name

as their parents pull up. This system works well except when there are cars illegally parked in the

pick-up zone.

There is no on-site parking for staff and no on-site drop off area for children.

2. Holy Cross Primary School

Holy Cross Primary School is located on Edgecliff Road, Woollahra but the main entrance is on

Fletcher Street. It has a student population of approximately 330 and 26 teaching staff. The

majority of children are driven to school.

The school has its pedestrian entrance on Fletcher Street and operates a school pick-up and drop-off

arrangement which works well. There is a pedestrian zebra crossing by the school entrance on

Fletcher Street.

The children wait inside the school grounds southern side of Fletcher Street and the staff and

parents supervise and call the children by name as their parents pull up. The school drop-off is

supervised between 8.25am – 8.55am and the pick-up is supervised between 3.15pm – 3.35pm.

There are a few on-site parking spaces for staff and no on-site drop off area for children.

3. Reddam School (Primary)

Reddam School (Primary) is located on Edgecliff Road, Woollahra but the main entrance is on

Fletcher Street. It has a student population of approximately 300 and 50 teaching staff. The

majority of children are driven to school.

The school has its pedestrian entrance on Edgecliff Road and there is a pick-up and drop-off area on

Edgecliff Road, however there is no supervised pick-up and drop-off system operated by staff or

parents. There is a signalised pedestrian crossing by the school entrance on Edgecliff Road.

Start times are staggered between 7.30am and 9.00am and finish times are staggered between

3.00pm and 3.30pm.

There is no on-site parking for staff and no on-site drop off area for children.

Issues:

Concern Council Action

Illegal parking of vehicles in

the pick-up, drop-off zone.

The school has said that this

disrupts the flow of the staff

supervised system.

A report has been made to Council’s Rangers to request that

enforcement is increased at this location.

Council will assist by providing advisory School Drop-off

signs to further identify the area to drivers and hopefully

reduce the incidence of illegal parking.

asked if additional warnings

can be provided to drivers to

ensure they stop in advance of

the crossing.

the ‘Stop’ signs at the intersection with Hamilton Street, a

high visibility advance warning sign for the pedestrian

crossing and two stop signs and linemarking at the

intersection with Hamilton Street, just before the pedestrian

crossing.

There is some foliage on both sides of the street that reduce

the visibility of the signs and Council will arrange to cut

this back in order to improve the conspicuity of the signs.

The pedestrian crossing is newly painted and had two new

high visibility signs and so does not need any maintenance.

Concerns regarding the tree

roots which protrude through

the reserve in the area of the

school pick-up line. The

school are concerned about

this as a trip hazard and would

like to see if something could

be done to cover these roots

with soil and make the area

safer.

- A request has been passed to the Council’s Tree

Maintenance Team to inspect the site and provide

assistance if possible in the short term such as

fibrous material to cover the roots.

- A request has been made to Council’s Team Leader

Assets to include this location in Council’s footpath

upgrade program to fill the nature strip with a

porous material to make the nature strip safe and

‘accessible’.

Request for the school flashing

lights.

These are dealt with by RMS and the school has been

assessed and will receive two sets of these flashing lights

when the program is rolled out in Woollahra by RMS. At

the time of this report the RMS did not have a date for the

installation of these but has advised that every school in the

state will have at least one set of flashing lights that covers

the main school entry point by December 2015.

Holy Cross Primary School, Woollahra

Concern Council Action

Improving the visibility of the

pedestrian crossing outside the

school. The school are

concerned that children will not

be seen clearly when crossing

due to shading from a large tree

that overhangs the crossing.

They are also concerned that

foliage in the planters on the

kerb blisters at the crossing

obstructs small children from

the view of drivers.

The issue relating to the overhang of the tree and the

foliage will be passed to the Council’s Tree Maintenance

Team in order to assess the tree and prune it back if this is

appropriate for the tree in question.

A request will also be made to remove the foliage from

the kerb blisters to improve the visibility of small children

waiting to step out onto the pedestrian crossing.

‘Keep Left’ sign missing from

the median island of the

pedestrian crossing.

A new ‘Keep Left’ sing has been ordered and will be

installed on the median island.

Preventing illegal parking in the

School Drop-Off Zone. The

School Drop-Off Zone is

manned by school staff and

operates well. The school have

noted that Rangers have on

occasion patrolled the zone to

enforce and ticket any illegally

parked vehicles.

Council will assist by providing advisory School Drop-off

signs to further identify the area to drivers and improve

the conspicuity of the school drop-off area to drivers.

Reddam House, Primary and Secondary School, Woollahra

Concern Council Action

The school would like an

additional pick-up and drop-off

area provided outside 54-64

Edgecliff Road.

This area is outside residential houses and currently

provides a mixture of 2 hour parking and unrestricted

parking spaces. Removal of these spaces would cause

problems for residents and other users of these spaces.

The school already has a 22m pick-up and drop-off area

on Edgecliff Road further west along the school frontage.

Council would not recommend changing these spaces to

provide additional pick-up and drop-off for Reddam

House School.

It is noted that Reddam have an approved development

application that requires them to install an on-site pick-up/

drop-off zone.

Concerns regarding children

crossing Convent Lane between

the main school building and the

hall on the opposite side of

Convent Lane. School

Requested a speed hump,

pedestrian crossing or warning

signs.

Convent Lane is a dead end and the area that children

cross is at the end of the lane. A speed hump would not

be appropriate and a pedestrian crossing would also not

meet the required warrant.

There are already signs in place warning drivers that there

are children crossing and that there is a school.

Request for the school flashing

lights.

These are dealt with by RMS and the school has been

assessed and will receive two sets of these flashing lights

when the program is rolled out in Woollahra by RMS. At

the time of this report the RMS did not have a date for the

installation of these but has advised that every school in

the state will have at least one set of flashing lights that

covers the main school entry point by December 2015.

Signalised Pedestrian Crossing

school

Although the school had no specific issues relating to this

crossing, this site is on the Woollahra Municipal Council

Traffic Management Priority list for consideration for an

upgrade.

Conclusion:

The three schools that have been discussed in this School Audit Report have been looked at

extensively in the past. All three have pedestrian crossings outside the school, two are raised zebra

crossing and one is a signalised pedestrian crossing. All have School Zones that are well signed,

advance signing of the school and the crossing area and school pick-up and drop-off areas. Two of

the three schools run a supervised school pick-up and drop-off system.

All three schools will receive two sets of flashing lights which will be installed by RMS by the end

of December 2015 at the latest. This report recommends that additional advisory pick-up and drop-

off signs are installed in the pick-up areas outside each school to improve the conspicuity of these

zones.

Visibility and safety issues relating to tree pruning and foliage have been passed to the Tree

Maintenance Team and issues relating to enforcement have been passed to Council’s Rangers.

Due to the close collaboration between Council and Schools in the past, safety and traffic

engineering issues have been previously addressed. However, Council’s Traffic Section will

continue to work closely with schools and encourage them to contact the Traffic Engineering Team

with any specific issues that may arise in the future.

The above items have been identified by Council and in collaboration with the School as part of the

School Audit. The items should be noted by Traffic Committee and Council with further reports to

Traffic Committee for any projects that receive approval for funding under Capital Projects.

Background:

It has been identified in our Capital Works Program for Roads that the road pavement and kerb &

gutter at this location be renewed.

There are no existing kerb ramps across Liverpool Street at Glenview Street. There is an

opportunity to improve the accessibility and to make the junction safer for all road users.

Liverpool Street and Glenview Street are approximately 12 metres wide (kerb to kerb) at this

location. This proposal will reduce the trafficable lane to 7.0m at the threshold which meets with the

minimum requirements of the Australian Standards for a local road.

The proposed scope of work as shown above includes:

Removal of the existing kerb and gutter.

Construction of new kerb extension with landscape infill.

Construction of two Council standard kerb ramps.

The proposed works will not impact on resident access or parking.

Conclusion:

Construction of new kerb extensions with landscape infill in line with the existing streetscape and

provide two new kerb ramps while maintaining existing parking.

Officer Recommendation:

A. That approval be granted for a 13 metre long Works Zone to be temporarily installed for No.

377 New South Head Road, Double Bay. The proposed Works Zone is to be located on the

northern side of Kiaora Lane, across the Kiaora Lane frontage to the development site and is

subject to the following conditions:

i. Any directive provided by the NSW Police Department is to be complied with.

ii. The applicant shall provide information in the CMP showing that when the Works Zone

is in use there will be a minimum 3m wide through lane available past the site so that

neighbouring commercial properties are not adversely affected by the use of this Works

Zone.

iii. The CMP for the works being approved by Council’s traffic/development engineer.

iv. The Works Zone is to operate between the hours of 7am – 4pm Mon-Fri and 7.00am-

1.00pm Sat for a period of 52 weeks from April, 2014 (to be calculated from sign

installation date).

v. Suitable traffic control measures are to be put in place to manage truck movements to

and from the construction site, and if necessary to and from the adjacent street system,

in accordance with the RMS’s Traffic Control at Works Sites manual.

vi. The applicant shall provide and implement a Traffic Control Plan prepared by an RMS

accredited traffic consultant to deal with use of the footpath/trucks/barriers/pedestrian

protection to load and unload materials to and from the works site and for the general

use of this Works Zone. This plan must be completed to the satisfaction of Council’s

traffic engineer.

vii. A Permit to Stand Plant will be required for all concrete pours, deliveries and/or truck

presences in relation to the construction works.

viii. Existing ‘No Parking’ restrictions shall be maintained outside of the Works Zone hours

of operation.

ix. The applicant must ensure that the traffic lanes, footpaths and driveways, adjacent to the

Works Zone, remain free of obstruction at all times during the construction.

x. The applicant must inform Council’s Traffic Engineer when the project is completed

and the Works Zone can be removed.

xi. This Works Zone is in an area zoned as Business General 3(a). The fee payable shall be

in accordance with Council’s adopted fees and charges applying to the period for which

the approval is given, and must be paid prior to the Works Zone being installed.

xii. Payment of all appropriate security bonds required by the Development Consent for this

property.

xiii. Failure to comply with any of these conditions may result in the cancellation of the

Works Zone at Council’s discretion.

xiv. Should the Works Zone be required for a period longer than the approved period,

permission from the Director of Technical Services is required to extend the Works

Zone.

xv. Any alteration to the hours of operation of the Work Zone will require the approval of

the Woollahra Local Traffic Committee.

properties with frontage to Kiaora Lane within 50m of the development site, prior to

commencing works, outlining the details of the work zone and providing a mobile phone

number for the site manager.

Background:

The applicant has requested that a 13 metre long Works Zone be installed along the Kiaora Lane

frontage of No. 377 New South Head Road, Double Bay, to service the development property.

The applicant has requested that the Works Zone:

Be 13 metres long in front of the development property.

Operate Monday to Friday 7.00am-4.00pm for a period of 52 weeks from 15 April, 2014.

Refer to Annexure 1 for a locality map.

Existing Conditions:

The existing conditions at the location of the proposed Work Zone are summarised as follows:

Kiaora Lane is a narrow one way street at the rear of the development site with high

construction activity due to the adjacent Woolworths redevelopment.

Kiaora Lane is a local road which is utilised by local businesses and construction traffic at the

present time.

The requested Works Zone will not result in the loss of any car spaces as this area is currently

signposted with ‘No Parking’ restrictions.

Proposal:

The Works Zone will be installed across the entire site frontage which will result in a 13 metre long

Works Zone. No Parking will be maintained outside of Works Zone hours. The Works Zone will be

located adjacent to the property frontage and over the non-used footpath area, to allow a minimum

3 m wide through lane (will need to be shown on the CMP for the site) available past the site to the

so that neighbouring commercial properties are not adversely affected by the use of this Works

Zone. The vehicular access to the property across the road from the development site may also be

affected by this Works Zone and the application would need to be conditioned to ensure that any

vehicles in this Works Zone are moved when ingress or egress to the property across the road was

required.

A Construction Management Plan required from the applicant as required by the Development

Consent will need to confirm the dimensions of the available through lane as stipulated above as

well as detail the above comments relating to the vehicular access for the driveways opposite the

site. This CMP will need to be approved by Council’s traffic section before the Works Zone can be

installed.

The applicant has submitted his written communications with the developer of the Woolworths site

with both sides indicating that they will work with each other to streamline usage of this lane.

The applicant must also provide a minimum 7 days notification letter to all residents/commercial

properties with frontage to Kiaora Lane within 50 metres of the development site, prior to

A. That approval be granted for a Works Zone to be temporarily installed for No. 14 Dumaresq

Road, Rose Bay. The proposed Works Zone is to be located on the western side of Dumaresq

Road, from the northern side of the driveway to No.14 Dumaresq Road for a distance of 30

metres in a southerly direction (to the northern side of the driveway to No. 12 Dumaresq

Road) and is subject to the following conditions:

i. Any directive provided by the NSW Police Department is to be complied with.

ii. The applicant shall provide information in the CMP indicating the largest trucks that

will access this site and supply turning diagrams showing that these trucks can

satisfactorily use the cul-de-sac at the northern end of Dumaresq Road to turn around so

that they can exit onto New South Head Road in a forward direction.

iii. The applicant shall provide information in the CMP showing that when the Works Zone

is in use there will be a minimum 3.2m wide through lane available past the site to the

cul-de-sac bulb so that neighbouring properties are not adversely affected by the use of

this Works Zone.

iv. The CMP for the works being approved by Council’s traffic/development engineer.

v. The Works Zone is to operate between the hours of 7am – 4pm Mon-Fri and 7.00am-

1.00pm Sat for a period of 52 weeks from April, 2014 (to be calculated from sign

and the Works Zone can be removed.

xiii. This Works Zone is in an area zoned as Residential 2(a). The fee payable shall be in

accordance with Council’s adopted fees and charges applying to the period for which

the approval is given, and must be paid prior to the Works Zone being installed. The fee

shall be calculated based on the loss of available parking on both sides of Dumaresq

14 Dumaresq Road, Rose Bay, to service the development property.

The applicant has requested that the Works Zone:

Be 25 metres long in front of the development property.

Operate Monday to Friday 7.00am-4.00pm for a period of 52 weeks from 20 March, 2014.

Existing Conditions:

The existing conditions at the location of the proposed Work Zone are summarised as follows:

Dumaresq Road is a narrow two way street which is closed north of the development site and

has unrestricted parking on both sides of the street.

Dumaresq Road is a local road which is utilised by local residents and their visitors.

The requested Works Zone will result in the temporary loss of 6 unrestricted car spaces.

Proposal:

The Works Zone will be installed from the northern side of the driveway to No.14 Dumaresq Road

for a distance of 30 metres in a southerly direction to the northern side of the driveway to No.12

Dumaresq Road, Rose Bay. If required by the approved CMP for the site, there will be an additional

12 metres of “No Parking, 7am – 4pm Mon-Fri and 7.00am-1.00pm Sat” restrictions installed on

the eastern side of Dumaresq Road opposite the northern end of this Works Zone during the hours

which the Works Zone is operational to allow for traffic to flow freely in this street. The Works

Zone will be located adjacent to the property frontage to allow an adequate width of carriageway to

maintain a minimum 3.2m wide through lane (will need to be shown on the CMP for the site)

available past the site to the cul-de-sac bulb so that neighbouring properties are not adversely

affected by the use of this Works Zone. The applicant shall also provide information in the CMP

indicating the largest trucks that will access this site and supply turning diagrams confirming that

Be 15 metres long in front of the development property.

Operate Monday to Friday 7.00am-4.00pm for a period of 8 weeks from 23 March, 2014.

Existing Conditions:

The existing conditions at the location of the proposed Work Zone are summarised as follows:

Victoria Street is a narrow one way street in front of the development site with high shopper and

delivery activity due to its proximity to the Oxford Street shopping strip.

Victoria Street is a local road which is utilised by local businesses, shoppers and residents of

this area.

The requested Works Zone will result in the loss of 1 Residents Permit Parking space.

Proposal:

The Works Zone will be installed across the entire site frontage at 52 Victoria Street and partially

across the frontages of Nos 50 & 54 Victoria Street. I advised that 15metres was excessive and that

8 metres should be adequate to serve the delivery needs of his development. The applicant indicated

that the zone was for the use of concrete trucks and pumps and I advised that a Stand Plant Permit

would be required for these activities which could encroach outside the Works Zone area. He was

therefore satisfied with 8 metres for the Works Zone. The Works Zone will be located adjacent to

the property frontage and all vehicles using this Works Zone must allow a minimum 3 m wide

through lane (will need to be shown on the CMP for the site) past the site to the so that

neighbouring properties are not adversely affected by the use of this Works Zone. The vehicular

access to the property across the road from the development site may also be affected by this Works

Zone and the approval would need to be conditioned to ensure that any vehicles in this Works Zone

are moved when ingress or egress to the property across the road was required.

Officer Recommendation:

A. That approval be granted for a 10.7metre Works Zone to be temporarily installed for No. 88-

90 Oxford Street, Woollahra. The proposed Works Zone is to be located on the northern side

of Oxford Street across the existing Loading Zone in front of No. 82 Oxford Street,

Woollahra, and is subject to the following conditions:

i. Any directive provided by the NSW Police Department is to be complied with.

ii. The applicant shall provide Council with copies of a current Road Occupancy Licence

(ROL) from the Transport Management Centre that states their approval for this use of

Oxford Street as a Works Zone.

iii. The CMP for the works being approved by Council’s traffic/development engineer.

iv. The Works Zone is to operate between the hours of 10am – 3pm Mon-Fri for a period of

8 weeks from April, 2014 (to be calculated from sign installation date).

v. The existing Loading Zone at this location shall operate from 7.30am-10am, Mon-Fri

(at present it operates from 7.30am-3pm, Mon-Fri).

vi. Suitable traffic control measures are to be put in place to manage truck movements to

and from the construction site, and if necessary to and from the adjacent street system,

in accordance with the RMS’s Traffic Control at Works Sites manual.

vii. The applicant shall provide and implement a Traffic Control Plan prepared by an RMS

accredited traffic consultant to deal with use of the footpath/trucks/barriers/pedestrian

protection to load and unload materials to and from the works site and for the general

use of this Works Zone. This plan must be completed to the satisfaction of Council’s

traffic engineer.

viii. A Permit to Stand Plant will be required for all concrete pours, deliveries and/or truck

presences in relation to the construction works.

ix. Existing parking and clearway restrictions shall be maintained outside of the Works

Zone hours of operation.

x. The applicant must ensure that the traffic lanes, footpaths and driveways, adjacent to the

Works Zone, remain free of obstruction at all times during the construction.

xi. The applicant must inform Council’s Traffic Engineer when the project is completed

and the Works Zone can be removed.

xii. This Works Zone is in an area zoned as Residential 2(b). The fee payable shall be in

accordance with Council’s adopted fees and charges applying to the period for which

the approval is given, and must be paid prior to the Works Zone being installed.

xiii. Payment of all appropriate security bonds required by the Development Consent for this

property.

xiv. Failure to comply with any of these conditions may result in the cancellation of the

Works Zone at Council’s discretion.

xv. Should the Works Zone be required for a period longer than the approved period,

permission from the Director of Technical Services is required to extend the Works

Zone.

xvi. Any alteration to the hours of operation of the Work Zone will require the approval of

the Woollahra Local Traffic Committee.

B. That the applicant provide a minimum 7 days notification letter to all residents/businesses in

Oxford Street and adjoining streets within 50 m of the Works Zone, prior to commencing

works, outlining the details of the work zone and providing a mobile phone number for the

site manager.

Background:

The applicant has requested that a 10.7 metre long Works Zone be installed along the frontage of

No. 82 Oxford Street, Woollahra, to service the development property at 88-90 Oxford Street,

Woollahra. There is a Bus Zone and No Stopping restrictions on the Oxford Street frontage of the

development property.

The applicant has requested that the Works Zone:

Be 10.7 metres long in front of the No. 82 Oxford Street, Woollahra.

Operate Monday to Friday 10am-3.00pm for a period of 8 weeks from April, 2014.

Refer to Annexure 1 for a locality map.

Existing Conditions:

The existing conditions at the location of the proposed Work Zone are summarised as follows:

Oxford Street is a 6 lane dual carriageway State Road and has unrestricted parking on this side

of the street.

There is a Loading Zone, 7.30am-3pm, Clearway, 3pm-7pm Mon-Fri in the section of road

requested as a Works Zone.

Proposal:

The Works Zone will be installed in the 10.7metre long Loading Zone, 7.30am-3pm, Clearway,

3pm-7pm Mon-Fri section of kerb in front of No.82 Oxford Street which appears to be uninhabited

building. The hours of operation recommended for this Works Zone have been limited to the hours

stipulated by the ROL top fit in with the Clearway at this location.

A Construction Management Plan has been submitted by the applicant as required by the

Development Consent and will need to be approved by Council’s traffic section before the Works

Zone can be installed.

Payment of all appropriate security bonds required by the Development Consent for this property

must also be received by Council before the Works Zone can be installed.

The applicant must also provide a minimum 7 days notification letter to all residents/businesses in

Oxford Street and adjoining streets within 50 m of the Works Zone, prior to commencing works,

outlining the details of the Work Zone as well as providing a mobile phone number for the site

manager.

The approval of this Works Zone will result in the temporary loss of 2 Loading Zone parking

spaces.

Reason for Report: To update Council on issues relating to traffic signals upgrade

Officer Recommendation:

A. That Council write to the RMS requesting the RMS to investigate the operation of the signals

at the Ocean Street and Queen Street intersection with the view to improving access for

eastbound vehicles turning right from Queen Street into Ocean Street by providing a

dedicated right turn phase.

B. That the RMS be advised that since the RMS own and manage traffic signals infrastructure

and has the in house expertise and data to investigate the impacts of proposed upgrades on the

broader road network, any investigation and resulting upgrade works should be undertaken by

the RMS.

Background:

In December 2013, MP Alex Greenwich wrote to the Hon. Gladys Berejiklian MP Minister for

Transport on behalf of a constituent requesting for a dedicated right turn phase for eastbound traffic

on Queens Street into Ocean St. The Minister’s office referred the matter to Council to investigate.

Motorists have been complaining about traffic congestion issues at this location for many years.

Turning right from Queen Street into Ocean Street is especially difficult during the peak periods.

A controlled right turn phase would facilitate traffic turning right into Ocean Street safely.

Council officers contacted the RMS seeking assistance with this request.

The RMS advised Council that this was a matter for Council and that Council was required to

undertake all investigation works.

Existing Conditions:

Ocean Street is a regional road which means that it performs a significant regional function for

which the RTA and Council contribute 50% each towards the cost of maintenance. Regional Roads

are mostly sub-arterial roads. Queen Street is a major local road link between Oxford Street and

Ocean Street and a major commercial strip.

Ocean Street is on a bus route.

Figure 1 shows the location of the Ocean Street/Queen Street signalised intersection and

surrounding intersections. The Ocean Street/Queen Street intersection is in close proximity to Forth

Street and Oxford Street/Syd Einfeld Drive intersections.

Issues:

The RMS has requested Council to undertake the following:-

Undertake all traffic movement counts at the intersection during an AM and/or PM peak period.

Undertake modelling of the intersection using these counts to determine the potential delays and

queue lengths caused by the incorporation of a right turn arrow (a simple SIDRA model will

suffice).

Refer the modelling report to RMS for initial approval.

Prepare updated signal plans and once again refer these to RMS for a final approval.

Hire a suitable contractor to arrange installation (RMS Project Services will act as Supervisors)

In addition to the above, Council has been advised that Council may be liable for additional costs

such as hiring contractors and costs incurred by RMS to check the signal plans and supervise

contractors.

The management, maintenance and operation of traffic signals rest with the RMS. It would be far

more economical for the RMS to undertake any initial investigation works based on its policies, site

information and data from its SCATS system to ascertain if any upgrade was necessary or feasible.

The RMS should be able to obtain any necessary data from its SCATS system to determine the

operational capacity and operating levels of this intersection and including other nearby linked

intersections.

The operation of this intersection would impact the RMS controlled Ocean Street/Oxford Street-Syd

Einfeld Drive signalised intersection due to their proximity and are most probably linked. As all

decisions about traffic priorities, real time traffic management, impacts on State Roads including

impacts on public transport movements, rests with the State Government, any investigation on the

feasibility of signal design changes at the Ocean Street/Queen Street intersection should be

undertaken by the RMS.

The cost to undertake such investigation and modelling works could cost Council a few thousand

dollars if not more and including actual traffic signal installation works. Further, there is no

guarantee that RMS approval would be granted for such works.
