During 2016, Natonal Qualification Authority (NQA) has continued toward implementation of its mision: to help all training providers and students, to move toward excellence levels in education and training, to increase quality in Vocational Education and Training, to enable students to be equipped with necessary skills for the labour market and most important thing, to make lifelong learning a tool in supporting their employment.

This report is evidence of creative leadership, serious commitment and hardwork. Based on the qualitative work and

multiple national and international organized activities, is clearly that NQA is building a high standard reputation, consistency and of service in our community. List of event organized during 2016 is impressive, especially when are taken into account limited human resources that NQA possesses. Synergic effect within this small team, but enthusiastic has given important results which are evidenced by the reputation and credibility of NQA inside and outside the country. During 2016, NQA continued with verification of standards of profession, qualifications approval in levels 2, 3, 4 and 5 of the National Qualification Framework (NQF), and accreditation of institutions that assess and issue these qualifications. Further, NQA during this year has continued with its activities and commitment on preparation of providers' infrastructure for validation of informal and non-formal education, in order to facilitate mobility of candidates and the workforce. NQA continued to build capacity through seminars in all vocational education schools and accredited providers for the implementation of the National Quality Assurance Framework – a mechanism that helps vocational schools and all training providers to improve quality in VET. One of the achieved successes of NQA for 2016 is referencing report or official relation of NQF with EQF, which is achieved as result of a 4 year process of the referencing report compilation under the leadership of the National Qualifications Authority.

The report is drafted in compliance with methodology and rigorous criteria of EQF and is result of a long consultative process with all stakeholders involved international experts, in which case reflects a transparent and real manner of our education and training system at all levels including the achievements, challenges and planned actions to overcome these challenges by enabling thus comparison between the NQF and EQF.

NQA has been very active in other regional and European events in the field of qualifications and quality assurance. NQA during 2016 has participated as member in all meetings of the European Quality Assurance Network in VET – EQAVET. For these achievements, we are very grateful to the European Union Office in Kosova, European Training Foundation and British Council for continuous commitment in supporting NQA toward fulfilment of its mission, in order to increase quality in education and training in Kosova, always by being focused in lifelong learning.

I would like to extend this appreciation to all partners and other donors that support the NQA's work!A special thanks goes to the Minister of Education, Science and Technology, Arsim Bajrami, for supporting our initiatives and commitment for further support of NQA and NQF and also for the Steering Council and the executive staff of NQA for major contribution to the institution's development, and the performance during 2015-16.

ho we are? WNational Qualifications Authority (NQA) is an independent public body, established in December 2009, based on the Law on National Qualifications (Law 03 / L-060).

NQA has overall responsibility for the National Qualifications Framework (NQF); in determining the levels of qualifications in the NQF, harmonization of qualifications levels with the European Qualifications Framework (EQF), setting criteria for the approval of qualifications and accreditation of institutions of vocational education and training (VET), the inclusion of approved qualifications in NQF, facilitating progress and the transfer between various forms of learning, and quality assurance in VET accredited institutions.

NQA has Steering Council of thirteen (13) members approved by the Government of Kosova, which is represented by ministries, organizations, social partners and public universities.

NQA has the executive staff of six (6) members: of director, officer for standards, officer for qualifications, two quality assurance officers and the administrative assistant.

ONQA's mission is to oversee and d e v e l o p t h e N a t i o n a l

Qualifications Framework in the context of lifelong learning, in partnership with the student / candidate, employers and education and training providers at all levels and in accordance with needs and requirements society and economy. NQA's vision is to create a qualitative, reliable and transparent system of national qualifications, in order to increase the o p p o r t u n i t i e s f o r n a t i o n a l a n d international mobility.

To achieve this, the NQA will:

• Approve qualifications that will be included in certain levels of the framework and re-approve them as needed; • Accredit, regulate and monitor the providers of vocational education and training;• Implement external quality assurance of

assessments leading to the award of qualifications in the NQF; • Maintain databases and verifiable documentary records of qualifications in NQF and of awarded certificates and diplomas; • Make periodic evaluative reviews and international comparisons of qualifications; • Advising the institutions responsible for recognizing foreign qualifications either for academic or for employment purposes on issues of comparability and equivalence; • Certificates and diplomas issued for all qualifications in the Framework are approved with a stamp of the authority and include the approved t it le of the qualification, its level in the NQF and other information as required by the NQA;

OVocational Education and Training system (VET), and that of Higher Education (HE) in Kosova, must meet in adequate manner labour market needs. Quality increase of Vocational Education and Training system and Higher Education is priority of the Government of Kosova, so that professional skills and competences of individuals completing VET and HE to be in satisfactory level. For the moment stills remains challenge for Kosova to create a capable and flexible work power, in order to compete with local, reginal and global market.

Therefore, one of the main criteria that must meet the qualifications to be approved and decided on NQF is to match these qualifications to labor market requirements. In this way, this is a direct impact of National Qualifications Framework in Kosovar economy. This framework with its criteria stipulates that institutions that wish to develop a qualification, initially must submit evidence that the qualification is required in

the labor market. As evidence can be used labor market researches, consultations, recommendat ions of governmenta l institutions that develop development policies such as MEST, CVET, KCC, MLSW, etc. Also, according to NQF developed qua l ifica t ions shou ld be based on professional standards, which are the basis for achieving this (qualification). These professional standards should be developed directly based on the requirements of a certain profession in the workplace

So, the employer takes an active part in this process and presents the necessary requirements, which the employee must demonstrate qualification in question. This iso ne among NQF criteria that must be met f rom i n s t i t u t i on s , wh i c h d eve l op qualification.

NQA has developed and compiled many guidelines, which will help that vocational education and training institutions fulfill these criteria and to be part of the National Qualifications Framework.

ow we plan?HNQA develops policies and strategies on creation and implementation of the Nat iona l Qua l ificat ion System in compliance with the Law on National Qualifications (No. 03/L-060). Based on the strateg ic ob ject ives o f NQA, we development work plan of NQA by determining prirorities and activitities for the next 12 months.

The executive staff of NQA is responsible for implementation of vows and activities determined in the work plan, while in each

meeting of SC of NQA is reviewed progress of activities according to the work plan.

NQA presents report on progres of its activities to the MEST, Prime Minister's Office and relevant Ministries of NQA, every six months, while the annual report submits to the Government of Kosova.

1. NQF's population with the approval of qualifications after the validation proces;2. Accreditation of public and private providers of vocational education and training all over the country;3. Contribution in quality assurance of programs and activities in vocational schools of MEST; 4. The interacting contribution of communication, that provides greater efficiency in the process of validation, accreditation and quality assurance;5. Broad consultation with relevant acters of NQF;6. Promotion of NQF with organization of activitities that creates self-avareness of the general and intended audience for the scope of NQA; 7. Broad participation in EU projects and international activities, as part of continuing professional development of NQA.

NQA during this year has carried out around 17 verification processess of standards of the profession that has resulted with increase of approved standards at the state level in 60 of them. NQF is regulated through mechanisms that aim to ensure compliance with the arrangements and the determined requirements for qualification system, and to en su re t h a t t he s y s t em p rov i de s qualifications with acceptable qualities. Now are already arranged all the mechanisms for achieving these objectives:- Validation and approval of qualifications proposed for inclusion in the NQF;- Accreditat ion of the inst i tut ions responsible for the evaluat ion and certification of approved qualifications of NQF;- Quality assurance of the accredited institutions and provision of validated qualifications;- Credit system;- Recognition of prior learning.

National Qualifications Authority to plan, organize and implement better regulation of the NQF has held over 50 meetings in their offices mainly dealt with:- Review and adaptation of the work plan;- Preparation for the validation and accreditation process;- Preparation of certificates and decisions for accreditation; - Compilation of competitions for the external experts panels and their publication in daily newspapers; - Preparation of short list, interviewing and selection of external experts;- Preparation of plans for SC activities supported by the British Council;- Organization of press conferences;- Planning and organization of workshops for quality assurance;- Support for meetings of the Steering Council of NQA;- Organization of site visits, and for the external experts panels for validation and accreditation;Etc.

One among achieved successes of NQA for 2016 is the reference or official relationship of the NQF with EQF is achieved as a result of a 4 year process of drafting the reference report under the ldirection of the National Qualifications Authority. NQA after being accepted to the Advisory Group at the end of 2015, NQA in the first meeting has requested that during 2016 to start with the reference process or official connection of the NQF with EQF. This process is consisted of two parts and if the first part is not successfully passed then cannot be passed in the final part of this process. In February 2016 NQA has made the first presentation of the National

Qualifications Framework before group of countries that are part of the National Q u a l i fi c a t i o n s F r a m e wo r k . T h i s presentation has been successful and has enabled the NQA that at the end of the year to present the NQF reference report to EQF to establish official connection of NQF with EQF. For updating the 2014 report, NQA has established a core group that has rewritten the draft report, which report is then presented at a workshop in Durres with all stakeholders. The workshop is supported by ALLED project. After the workshop were taken into account all inputs and comments from stakeholders on the draft final report.

QA during the drafting of the Ndraft report, is constantly consulted with international

experts about the recommendations, which are incorporated in this report and that have had an impact on the quality of the report. The final draft of the report was presented at the conference on the process of Reference of the National Qualifications Framework to the European Qualifications Framework. This conference was attended by Minister of MEST Arsim

Bajrami, Minister of MLSW Arban Abrashi, President of the Chamber of Commerce, the European Commission Liaison Office in Kosova, European Training Foundation - Carmo Gomes and all stakeholders in the country, but also representatives from similar institutions from Albania and Macedonia.

The report is compiled in compliance with methodology and rigorous criteria of ENF and as result of a long consultative process with all parties of interest including international experts, on this occasion reflects in transparent and realistic manner our education and training system, at all levels including achievements, challenges and planned actions in order to overcome challenges by enabling in this manner comparison between NQF and EQF.Following the country-wide conference, the report was sent to all EU member states for comments, and was presented on 8 December in Brussels by Mrs. Teuta Danuza - Coordinator for the European Qualifications Framework in Kosova, on this occasion was also approved and referenced NQF by EQF. Referencing is an

extraordinary achievement of Kosova because it means that our education and training system is transparent, clear and reliable for EU member states, on this occasion, qualifications or diplomas and certificates of study and training programs are comparable through EQF with qualifications of EU countries by facilitating like this recognition and accessibility of our youth with diplomas and qualifications of the Republic of Kosova in the European labor market.After a year, Kosova needs to report on the progress of KQF implementation in front of the EQF Advisory Group otherwise the referencing is withdrawn

NQA in compliance with objective for 2016 has begun review of NQF based on requirements and needs after 5 years of implementation by organizing workshops with all interested parties. This workshop elaborated the developments and reflections on the current state of the qualification system in Kosova, possible changes and more practical adoption of the document in order to be within legal frameworks, to be current reflect ion of the system and most understandable for all parties. Three working groups which were assigned to elaborate relevant part of the NQF document were divided respectively in three categories: qualifications, standards of the profession and quality assurance. Each working group was composed of different parties of interest, as an example in each group a representative from the institutions of interest within the qualification system (MEST, MLSW, MoH), school director / centers from VET, SC Coordinator, teacher, trainer, representatives from social partners such as the Chamber of Commerce, project representatives, field experts etc. The work was focused on the entire document by analyzing and interfering in each needed and

evaluated paragraph by the participants. As conclusion, this workshop completed its first phase of work in the National Qualifications Framework document intervention, which was published in 2011 and now needs to be revised and updated with information on processes that have been developed over the recent years.

The National Qualifications Authority, during 2016 has developed a policy document for designing VET qualifications. For this process is engaged Mr. Hart with the help of the British Council. For this process are engaged 3 workshops with all parties of interest of NQF and VET. In the workshop are elaborated developments and reflections of the current qualifications system condition in Kosova especially VET sector, possible proposals and most suitable practices for compilation of professional qualifications. As result of this process is developed a political document that includes: the reasonableness and the basis of the combination of rules for VET formal and informal qualifications,

• The balance of theoretical and practical modules in formal and informal VET qualifications in the NQF;• The reasonableness and basis for mandatory and optional modules in formal and informal VET qualifications; and • The reasonableness and basis for VET qualification titles.This document will facilitate the process of designing qualifications for qualification developers in Kosova.

alidation of qualifications in the VNQF and accreditation of VET providers

Also, this year NQA has continued to populate the National Qualifications Framework (NQF) by validating and approving 6 new qualifications in the NQF, and has accredited for the first time 13 providers for the accreditation of these qualifications, while has revised the conditions of 13 accredited providers on condition. In total so far have been approved 27 qualifications in the first qualification levels at levels 2,3,4 and 5 in the NQF, and 36 providers have been accredited who provide, issue and certify professional qualifications. For these processes were engaged and coordinated from NQA 51 experts panels with 104 external experts.

National Qualification Authority has planned, organized and has taken active part

in all activities that deal with validation and accreditation of VET providers, also including site visits of panel experts.

At the beginning of the process for each round, a meeting was held with all panel experts. These meetings had informing character regarding to the validation process and accreditation of applying institutions.

ite visit SDuring site visits panels we hosted by managers of institutions, officials for quality assurance and teachers/trainers of relevant profiles, students or participants of trainings, while are visited several workshops and institutions where these candidates are conducting the practical part. Initially during the visit was realized verification of condition, evidences and materials according to the application for qualifications validation. According to procedures for validation of qualification are verified these points: - Modules;- Qualification structure;- Credit number;- Purpose and content of qualification/module;- Theoretical and practical part;- Professional standards; - The evaluation method and criteria;- Literature. Also during the visit and according to application for accreditation of providers was done verification of condition, evidences,

infrastructure and materials by including these points: - Equipments and tools for practice;- Cabinets and workshops;- Financial condition;- Staff and management;- Criteria and policies for evaluation of candidates with special needs;- Equal approach of candidates;- Safety and health;- Certification ;- Database.

During this process was evaluated adaptability of facil ity with provided qualification, infrastructure for candidates with special needs, safety and other issues with interest.

Within this process, respective panels compiled a draft report for validation and accreditation on respective qualifications of the applying institutions. Reports were created being based in documents, materials and provided evidences, including visits in institutions, and additional evidences and feedbacks from respective institutions. Reports are reflection of provider's condition and evaluation of the panel was based conform criteria of the Administrative instruction issued from the Law on National Qualifications. All draft reports are returned from institutions in order to make evaluation / complaint within deadline set out according to the procedures of AI. After this procedure final reports are sent to Steering Council of NQA with recommendations for approval and non-approval.

It should be noted that the whole process during 2016, regardless of the difficulties and the limited number of staff that NQA has, has emerged extremely well in the spirit of a very close cooperation with the applying institutions and stakeholders involved in the process. National Qualification Authority from the abovementioned processes has resulted with validation and registration of these qualifications in NQF:- Wig maker;- Pedicurist;- Administration of networks and systems; and- Applications developer;- Certified auditor;- Ceritified accountant;- Internal auditor.

During 2016 were held a series of conferences, informing workshops for NQF / seminars for certain different groups within public / private sector.

NQA during 2016 has continued with capacity increase of public schools and

accredited providers for implementation of mechanisms on quality assurance while organizing in total ten (10) in the region of Prishtina, Ferizaj, Gjilan, Gjakova, Mitrova, Peaj and Prizren. In these workshops has taken part MEST officials for VET, directors, coordinators for quality assurance and regional inspectors in each region. In this workshop the following issues were addressed: Self-evaluation according to KKSC in the Vocational Education and Training System, Evaluation and feedback, ac t ion p l an , improvement p l an / development plan, budget planning, projects planning for VET etc.

National Qualification Authority during 2016 has organized training of trainers – development of participants' competences in validation of non-formal and informal learning RPL. Until now NQA has developed Administrative instruction on RPL with number 31/2004, together with the Kosovar Accreditation Agency and as well has developed the document of policies and procedures of RPL, by s p e c i f y i n g p ro c e s s d e t a i l s a n d responsibilities of parties involved in this document. As result of this document is also responsibility of NQA on training of parties of interest for implementation of RPL, more concretely trainings for coordinators and evaluators of RPL. This

activity was organized with support of the European Training Foundation with international expertise in 4 days trainings. The purpose of this training was strengthening the expertise of the parties of interest, who are or will be involved in the validation procedure in the VET system i n Kosova and to con t r i bu te i n sustainabi l i ty of the RPL process. Part ic ipants of this training were representatives of the Ministry of Education from the VET sector, VET schools, training centres and experts of VET areas.

National Qualification Authority has been very engaged in first half of 2016 in designing, publication and distribution of a considerable amount of documents produced by NQA. The main documents are published in printed form, with design and appropriate mark, in three languages: Albanian, English and Serbian and are distributed to different VET institutions and other institutions that offer education and trainings, and to parties with interest in this field also including partner institutions abroad.

These publications are grouped as below:1. Informative leaflet for NQA and NQF

2. Annual reports of 2016 in three languages.

NQA, as well has published an informative leaflet that contains informations on its relation with NQF, approved qualifications in ti, accredited VET providers from NQA, as well as the benefits of the individual, social partners and VET providers from the NQF implementation. The leaflet has been distributed to a large number of different events and meetings with parties of interest.

The development and launch of the NQA website is done in three languages. The website contains basic information about NQA and NQF, documents and publications, which have been approved by the SC of NQA. The website also contains the published material so that it can be offered to all

interested parties, documents in electronic format. Also, in this website is published a list of the accredited institutions. However, the website has been improved to accommodate a larger amount of information and to provide better searching opportunities as well as additional links to relevant websites. In the website are set also videos and audio recordings that are used in the media campaign to ensure continued consistency of promoted messages.

nternational cooperation INQA during 2016 has continued with international co-operation by taking part in meetings of EQAN (European Quality Assurance Network) in meetings of the EQF (European Qualifications Framework) as well as in various regional networks. NQA has also participated in all meetings organized by ERI SEE and ECVET.In February 2016 NQA, upon the invitation of the ETF, participated in the Conference titled "Modernization of quality assurance in VET" held in Turin. The main purpose was to discuss with all relevant stakeholders and field experts at the Western Balkans level, the existing instruments to support quality assurance in VET such as the European Quality Assurance Framework in VET (EQAVET). Participants were about 50 people representing the institutions responsible for implementing the European Quality Assurance Framework in VET, different Western Balkan countries (WB) as

well as of Europe, representatives of the European Commission, CEDEFOP, ETF etc.

NQA in March 2016 has taken part in the study visit in Paris / France, organized by ETF together with NQA. The purpose of this visit was to gain knowledge and to see the experiences of France with regard to the implementation of the Prior Learning Approach as well as the preparation of trainers who will train in the future the evaluators of prior learning.

During this visit several different meetings were held at the Ministry of Labor of France, the Ministry of Education of France, A public institution within the Ministry of Education that recognizes prior learning, at the university and in some other institutions. The purpose of this study visit was to gain knowledge on the implementation of Prior Learning Recognition based on the best practices that have been used by French institutions, which is known as the best place for PLR to be applied.

Also, in March were held study visits in Ankara of Turkey about Prior Learning Recognition. The purpose of this visit was to exchange information and best practices for evaluation of formal and nonformal learning and to prepare recommendations for places on how to develop and implement their national systems for evaluation of non-formal and informal learning.

NQA in April of 2016 has taken part also at the conference in Hague, a conference organized from the European Qualification Framework (EQF), member of which is also Kosova since 2015. The conference has i n focus exchange o f deve loped experiences in local and internation level. Also, are treated issues regarding to the prior recongnition and how this can be implemented in different states. Also, NQA in the same month has taken part in the seminar on quality assurance in VET at the qualification context, which was held in Poland. The purpose of this seminar was d i s cuss ion and exchange o f experiences with all relevant international stakeholders and field experts at the European level, existing epxeriments on quality assurance in the formal and

nonformal VET system with special emphasis certification of qualifications. In specific manner to help VET providers in implementation of strategies on quality assurance according to the EQAVET principles; to support network members in developing their expertise in order to promote the mobility of the workforce and to develop capacities of VET providers and network members, to inform and train their staff, to provide assistance for interested parties to move toward EQAVET implementation. In May 2016, NQA has participated in the two-day Conference "Creating a Western Balkans Alliance for Learning at Work", held in Vienna of Austria. The aim of this conference was to promote dual VET learning in Western Balkan countries by presenting benefits of pilot projects implemented in various European and Western Balkan countries. Also during the c o n f e re n c e we re d i s c u s s e d t h e implementation challenges of dual learning such as: lack of social partners' awareness regarding their role in VET, financial implications on the implementation of dual learning, (payment of health insurance, training of inspectors in the company) as well as stakeholders responsibility etc).

NQA has taken part at the 36th EQF meeting that was held in Brussels in June. The implications of the new agenda of skills were d i s cu s s ed adop ted by t he Commission on 10 June. The document contained 10 actions about the three priorities: 1. Improvement of the quality and relevance of skills training; 2. Making skills and qualifications more visible and comparable; and 3. Improvement of skills and intelligence, information on better career cho i ces . The Commiss ion presented the proposal for revising the EQF recommendation, which is one of 10 actions. After the discussions, the members agreed that the commission would submit a proposal for a Skil ls Guarantee Recommendation at the EQF meeting in October and the commission will submit a proposal for revision of the adopted Europass decision.

In June 2016, the AKM participated in the one-day seminar held in Brussels by the European Commission on the occasion of launching the new European Skills Agenda. In this seminar was discussed for the European Commission, which launched the new skills agenda to increase human capital, employment and competitiveness in Europe as well as to address today's challenges and to be prepared for the future. Actions were focused on providing the highest and most important skills for people, improving the transparency of skills, their use and better understanding of job skills and trends needs in the labor market.

Also in June NQA participated in the European Quality Assurance Conference of VET "Practices and lessons learned from successful implementation at the national level of European Quality Assurance for Vocat ional Educat ion and Training EQAVET”, held in Netherlands. The issues discussed were the new ones in the policy-making context of EQAVET according to the national referral report, where all participating member states presented ach ievements , re levant news and challenges for quality assurance.

In October 2016, NQA participated in the two-day conference at the invitation of Balkan Sun Flowers from Kosova and organized by the Pomoc Deci organization and PREDECE network in Belgrade with topic “What are young children telling us”. The issues discussed were related to early childhood development, child awareness and their education towards ethnic differences, support of young people's living in regions emerged from conflict and challenges arising from early childhood development for this category of children etc.

NQA in October of this year also participated in the event held by EQAVET - the European Network for Quality Assurance in VET regarding the 5th Quality Assurance Cycle Indicator. The objectives of this event were to exchange information on qualitative data of candidates / students after completion of studies / trainings in the labor market. Different tracking systems of candidates / students from different countries such as Vales, Denmark, and Czech Republic were presented, and the issues discussed were: employment of VET students / candidates after the studies / trainings, methodological and operational

issues as well as the issue of usage and data interpretation.

In October 2016, NQA participated in the study visit funded by the KEEN project that was held in Ljubljana, Slovenia, in order to exchange learning of the best practices of Slovenia in the participation field of citizens in decision-making process, with particular emphasis on NGOs policy-making participation.

At this visit was given the opportunity to learn more about these practices, about the way of organizing and different approaches from government institutions, from educational institutions, from NGOs and from the private sector. NQA participated in the 37th meeting of EQF which was held in Brussels in October. The implications of the new skills agenda in EQF and in the field of quality assurance, of credits, international qualifications,

dimension of third countries as well as the EQF governance were discussed. Also, recent state-level developments related to EQF have been discussed as it is confirmed that Kosovo will present the reference report in Brussels in December of this year.
