PENGANTARPertemuan Ke – 30 “The Man and Biosphere International Coordinating Council (MAB-ICC) UNESCO” di Palembang, Sumatera Selatan pada tanggal 23-28 Juli 2018 adalah merupakan pertemuan kategori 2 antar Negara anggota UNESCO dalam Program Man and the Biosphere (MAB) yang intinya mengemban misi untuk menjamin terjadinya keseimbangan hubungan yang harmonis antara manusia dengan alam dan lingkungannya.

Fokus utama Pertemuan ke 30 ICC MAB UNESCO ini adalah membahas dan mengembangkan sistem pengelolaan Cagar Biosfer (Biosphere Reserve) yang efektif dan efisien dalam kerangka Program Man and the Biosphere (MAB) sebagai wahana implementasi dan terwujudnya pembangunan berkelanjutan.

Cagar Biosfer merupakan suatu konsepsi pengelolaan kawasan yang mengintegrasikan kepentingan konservasi sumber daya alam hayati dan ekosistemnya dengan kepentingan pembangunan sosial ekonomi yang berkelanjutan sebagai upaya untuk mewujudkan keseimbangan hubungan antara manusia dengan alam dan lingkungannya (biosfer). Disamping itu cagar biosfer juga merupakan situs, wadah, dan sekaligus sebagai wahana untuk memobilisasi dan mengintegrasikan kekuatan serta kepentingan semua stakeholders dalam mewujudkan kawasan pembangunan berkelanjutan. Jumlah Cagar Biosfer Dunia saat ini mencapai 669 situs yang tersebar di 120 negara di seluruh dunia, dan Indonesia saat ini memiliki 11 Cagar Biosfer dan pada tahun ini menominasikan 3 cagar biosfer baru: (1) Berbak-Sembilang (Sumsel-Jambi), (2) Betung Kerihun Danau Sentarum, Kapuas Hulu, dan (3) Rinjani-Lombok

Pertemuan ke 30 ICC MAB ini akan membahas dan memutuskan beberapa hal berkaitan dengan implementasi konsep Cagar Biosfer diantaranya:

• Memutuskan nominasi Cagar Biosfer Baru dan penilaian periodic review cagar biosfer• Mengidentifikasi dan menilai perubahan di biosfer akibat aktivitas manusia dan alam serta dampaknya terhadap kehidupan manusia

dan sumber daya alam (SDA) dan lingkungan, khususnya dalam konteks perubahan iklim; • Mempelajari dan membandingkan keterkaitan dinamis antara kegiatan sosio-ekonomi dengan SDA dan ekosistemnya, khususnya

dalam konteks meningkatnya kehilangan keragaman biologi dan budaya yang memiliki konsekuensi terhadap kemampuan SDA dan ekosistem dalam rangka memberikan layanan yang penting bagi kesehatan manusia dan makhluk hidup lainnya;

• Memastikan kebutuhan dasar kesejahteraan kehidupan manusia dengan kondisi lingkungannya yang dapat ditinggali dalam konteks urbanisasi dan konsumsi energi yang menjadi pendorong perubahan lingkungan;

• Mempromosikan pertukaran dan transfer ilmu pengetahuan dan teknologi tentang masalah dan solusi pengelolaan SDA dan lingkungannya dan untuk mendorong pendidikan lingkungan bagi pembangunan berkelanjutan;

• Memberikan arti penting dan nilai pengelolaan kekayaan SDA nasional kedalam jaringan Biosfer Dunia yang sekaligus dapat memberikan keuntungan ekologi, ekonomi dan sosial-budaya;

• Mendorong kolaborasi antara pemerintah, lembaga ilmiah, sektor swasta dan masyarakat untuk mencapai tujuan pembangunan berkelanjutan yang lebih baik di Indonesia dengan penggunaan model pengembangan cagar biosfer, sehingga Pertemuan ke 30 ICC-MAB UNESCO ini dapat memberikan manfaat besar bagi Indonesia untuk meningkatkan prestasi pada pembangunan berkelanjutan dan pencapaian tujuan pembangunan berkelanjutan (SDGs); dan

• Peningkatan kerja sama internasional Negara-negara Anggota yang berpartisipasi dalam Program MAB UNESCO.

KEUNTUNGAN UNTUK INDONESIA• Peluang untuk menjadi pemimpin (Ketua/Presiden) ICC MAB UNESCO untuk periode 2018-2020 yang memberikan

peluang dan peningkatan peran Indonesia dalam pembangunan Cagar Biosfer di dunia. • Pengakuan dan peran Indonesia dalam mengembangkan Cagar Biosfer sebagai wahana penerapan pembangunan

berkelanjutan• Menjadi ajang promosi keunggulan Indonesia dalam pengembangan Cagar Biosfer untuk meningkatkan kehidupan

masyarakat dan kelestarian SDAH dan ekosistemnya• Menjalin kerjasama yang menguntungkan dengan negara-negara anggota dengan melibatkan para pihak terutama

pihak swasta dalam pengembangan produk cagar biosfer (branding produk cagar biosfer).
