Chairman's Message

2010 was a historic year for U.S.-India relations and President Obama's 3-day long India visit provided a dynamic

momentum to the growing U.S.-India relationship.

During this visit, President Obama and Prime Minister Manmohan Singh sealed several new partnerships with

special focus on business and economic ties.

An important initiative during the Presidential visit, was the signing of an MoU between India and the U.S. for

setting up an Energy Cooperation Program (ECP). The ECP, I am happy to report, is housed and served by Amcham

India, thus enhancing significantly our role in furthering U.S.-India cooperation in the energy sector.

The year gone by has been eventful for Amcham too. Immediately on assuming Chairmanship of Amcham, I,

along with Ajay and a few Committee Chairmen, called on a number of Indian Cabinet Ministers and senior

Government officials.

During these meetings, we presented Amcham's views on a number of issues highlighting the need for reforms

required to attract FDI, particularly relaxing the caps on FDI in retail and insurance. A Bill to raise the FDI limit in the

insurance sector from 26 per cent to 49 per cent awaiting Parliament approval needs to be passed urgently. This

would help the Insurance Industry grow at a much faster pace and also attract larger foreign investment. Allowing

foreign investment in multi-brand retail has been on the anvil for long but Government has not taken a final

decision. Global investors are vary of delays in getting land acquisition and environmental clearances.

To boost FDI, the Indian Government has recently eased rules for foreign firms in joint ventures to launch other

partnerships or solo ventures in the same field. However, accelerating disinvestment, privatizing areas of

Government monopoly like coal mining will buoy investment sentiments even more.

India will continue to remain an important economic and business partner for the U.S. The Indian economy is

expected to register a growth of 8.6 per cent in the fiscal year 2010-11, and is aiming at a growth of over 9 per cent

for 2011-12. We, at AMCHAM, are confident that the Government can keep the growth momentum provided it

takes necessary initiatives to ease policies in various sectors of the economy and give clear signals that it is going

to improve the investment climate and open up FDI further through a policy framework that is transparent, simple

and reduces the regulatory burden.

The Chairmen of the 6 Regional Chapters of Amcham at Bangalore, Chennai, Hyderabad, Kolkata, Mumbai and

New Delhi have played an increasingly active role in their respective regions by engaging with the external

stakeholders and sensitizing them on issues of concern to member companies. I would like to thank each one of

them for their untiring support.

I also received very valuable support and guidance from all the members of the Executive Board. I take this

opportunity to thank them all, particularly the two Vice-Chairmen, Mr. Aniruddha Lahiri and Mr. Russell Parera, Mr.

Atul Dhawan, Hony. Treasurer and Mr. Andrew Horne, Hony. Secretary (who was with us till January 2011). I also

wish to thank Mr. Vinod Chandiok, Partner, Walker Chandiok & Co., for auditing Amcham accounts on pro bono

basis.

Finally, I would like to thank all the members of Amcham, the National and the Regional Secretariats for their

initiatives and team work.

It has been an honor and privilege to have served as the Chairman of the National Executive Board of Amcham

India. I also wish a very active year and great success to my successor who will be elected at the board meeting

later today.

Executive Director's Report

The year gone by (May 2010-April 2011) has been very eventful for US - India relations and specially for Amcham

India. We started the year by calling on a number of Indian Cabinet Ministers and senior Government officials.

These included Mr. P. Chidambaram, Home Minister; Mr. Vilasrao Deshmukh, the then Minister of Heavy

Industries & Public Enterprises; Mr. Sushil Kumar Shinde, Minister of Power; Mr. Prithviraj Chavan, the then

Minister of State in Prime Minister's Office; and Mr. Sachin Pilot, Minister of State for Communications and

Information Technology. Some of our Committee Chairs and select members also called on Mr. M.M. Pallam

Raju, Minister of State for Defence; and Mr. Tarun Kumar Gogoi, Chief Minister of Assam. While appraising the

ministers of our Chamber's activities, we did try and bring out some of the issues of concern to our members.

Similarly at the regional level, the Chapter Chairmen and members interacted with Indian State Government

officials and visiting dignitaries from the US.

We also met senior officials in the Government and some of our concerns were brought to their attention. The

Chairman accompanied by sectoral committee Chairmen called on Mr. G.K. Pillai, Home Secretary; Mr. Ashok

Chawla, the then Finance Secretary; Mr. R. Chandrasekhar, Telecom Secretary; Mr. Sunil Mitra, Revenue

Secretary; and Mr. Rahul Khullar, Commerce Secretary. Several meetings with Additional Secretaries and Joint

Secretaries in various ministries were also organized for sectoral committees during the year.

We had the opportunity of being addressed by Mr. Vilasrao Deshmukh, Mr. M.M. Pallam Raju, Mr. T. Ramasami,

Secretary, Ministry of Science & Technology; Mr. S.D. Majumder, Chairman, Central Board of Excise & Customs

and other senior Revenue Dept. officials. This was done to try and get a better understanding of the Governments

view points on some of the issues where there was a keen interest amongst our membership. The divergence of

positions between various stakeholders was also discussed in a harmonious manner, positioning Amcham as a

responsible stakeholder in India's economic growth process.

The Tax, Tariff and Regulatory Affairs Committee constantly provided inputs on behalf of Amcham members to the

Government on issues ranging from GST, DTC and the Pre-Budget Memorandum. Many of the suggestions made

by Amcham have been incorporated in the Budget presented by the Finance Minister in February this year. There

were huge challenges for companies in the telecom sector after the Government introduced new telecom

security guidelines. The Amcham Telecom Committee took up these issues through representations and

meetings with senior Government officials in the Home and Telecommunications Ministries. The Defense and

Homeland Security Committees of Amcham, in their dialogue with various Government organizations and

officials discussed deepening of defense cooperation to address security challenges in the country. The other

Committees took up issues relating to import of medical equipment and devices; strong patent laws and

implementation; pre-clinical evaluation guidelines; position on biosimilars, etc.

Throughout the year, Amcham played host to a number of U.S. Government delegations. The most significant

among these was the visit of U.S. Secretary of Commerce Gary Locke who assured the Indian Government the

fullest U.S. support both Government and private sectors to meet development challenges ranging from

upgrading infrastructure, healthcare and energy to name a few. More importantly, the U.S. Secretary of

Commerce emphasized the need to reduce tariff and non-tariff barriers; improving IPR protection and

encouraging FDI by lifting various restrictions on FDI. Amcham had the privilege of hosting other senior U.S.

Government officials like the President and Chairman of Ex-Im Bank USA, Ambassador Philip Verveer, US

Coordinator for International Communications and Julius Genachowski, Chairman and President of Federal

Communications Commission, Ambassador Marantis, Deputy USTR, Mike Delaney, Assistant USTR, Holly

Vineyard, DAS, U.S. Department of Commerce, Senator George Lemieux, Ambassador Michael Punke, Deputy

USTR, Francisco J. Sanchez, Under Secretary of Commerce for International Trade, Dr. Lawrence Summers,

Chief Economic Adviser to the U.S. Government and Mr. Anees Chopra, Chief Technology Officer.

In partnership with Deloitte, we brought out a special publication on the eve of President Obama's visit. Entitled

"Indo - US Dynamics: Anchoring Change through collaboration". The publication was very well received by officials

in Government both in India and the US. This has encouraged us to bring out special reports on occasional basis

and we are keen to receive inputs and support from members in future as well. For the first time, Amcham

ventured into bringing out an Amcham bimonthly newsletter on a regular basis with effect from January 2011. The

newsletter is aimed at providing balanced and quality information on subjects of interest to the membership.

Defense, Homeland Security and Energy as focussd subjects have been covered in the last three publications.

The newsletter is sent out regularly to key officials in the Government of India who are interacting with our

membership on a regular basis. We are confident that by this exercise the profile of Amcham as a serious

business association and American companies in general will be further enhanced within Government circles.

We continued to have joint events with USIBC, FICCI, EBG and BBG, thus, bringing a larger audience for the

benefit of our membership.

Successful delegations of Amcham were launched to Bangladesh, Sri Lanka and Singapore. The delegates

interacted with Government officials and other business leaders to get a better understanding of investment

conditions and scout for new business opportunities. In addition to the respective US Embassies, the Amchams

and APCAC provided support to successfully organize our programs in these countries.

I would like to thank Dr. Dinesh Keskar who inspite of his busy schedule gave a lot of time to attend Amcham

meetings and guide us in our activities. I would also like to thank the Chairmen of the Regional Chapters for their

leadership and untiring support, while continuing to request all members for their active support in the year

ahead...
