1.0 Executive Summary 1.1 The objective of this report is to provide an analysis of the provision of

accessible natural greenspace (ANG) in Cardiff in accordance with the model set out in the Countryside Council for Wales (CCW) guidance “Providing Accessible natural Greenspace in Towns and Cities”, this analysis will be used to inform provision of ANG within Cardiff.

1.2 The results of the analysis at macro scale showed that the majority of

Cardiff’s inhabitants had access to greenspace that was within 400 metres or 2km, thereby satisfying the criteria of the CCW ANG model (See Appendix 1 and Map 1).

1.3 However there were a few areas that had limited amounts of ANG,

including Canton, Ely, Birchgrove, Roath, Plasnewydd, and Adamsdown. A series of recommendations are included in section 8.0 of this document to help improve accessibility to the natural environment.



2.0 Introduction 2.1 The aim of the project is to build on an initial assessment of ANG

undertaken in 2006 line with CCW guidance “Providing Accessible Natural Greenspace in Towns and Cities” as part of a comprehensive assessment of open space across the City. Specific project objectives are:

1. Establish a project team including representatives from relevant

sections within the Council to identify information sources, allocate resources, and monitor progress

2. Update and audit the initial assessment of ANG undertaken in 2006

as part of the comprehensive audit of open space across the City 3. Undertake a network analysis of natural greenspace to establish the

spatial pattern of ANG and its associated catchment zones, as well as identifying those areas currently lacking provision

4. Produce a report setting out the results of the assessment and the

priorities for future policy and management action to address the issues arising from the analysis

2.2 This report provides details of a study into the provision of ANG in

Cardiff, regardless of ownership or status. However it is important to note that this analysis comprises one of many data sources that are relevant to ANG.

2.3 This six month project was jointly funded by the CCW and the Council,

with a deadline for completion of 31st March 2008. The project was managed by a steering group comprising Officers of the Council’s Strategic Planning, Parks and Highways Sections with guidance and advice from CCW.



3.0 Background: 3.1 CCW guidance on “Providing Accessible Natural Greenspace in Towns

and Cities” sets out practical guidance on assessing ANG resources, and a model for implementing local standards for provision. This guidance states that ANG areas have an important contribution to make to the quality of the environment and to the quality of life in urban areas, and that such sites are valued by the community, providing important refuges for wildlife in otherwise impoverished areas, and are beneficial to public health and wellbeing.

What is natural greenspace?

3.2 The CCW practical guide states that ‘Natural’ is understood here as a

particular quality which greenspaces can offer. Natural areas, in this sense, are places where greenspace structure and quality of management combine to support a diverse or distinctive flora and fauna which otherwise might not be encountered in the built environment. Here ‘natural process’ will be dominant and the visitor will enjoy a distinctive sense of place. “

3.3 Urban areas can comprise a large range of greenspaces, such as public

parks and gardens, playing fields, derelict land, greenspace on institutions and private greenspace, but also woodlands, wetlands, farmland on the fringe and coastal areas. All of these greenspaces can provide for the experience of nature depending on the existence and cover of features such as woods and groups of trees with understory cover, extensively managed grasslands, wetland vegetation, and surface waters with broad margins where features such as reeds can develop.

3.4 However, it is important to note that the CCW practical guide promotes

the concept of multifunctional greenspace whereby an area of managed parkland or playing fields could also be said to be natural, at least in part, if the appropriate criteria are met and sympathetic management is in place.

Accessible Natural Greenspace Standards Model

3.5 The ANG Standards Model is an approach to promote experience of

nature for urban residents. The CCW practical guide recommends that provision should be made of at least 2ha of ANG per 1000 population according to a system of tiers into which sites of different sizes fit:

• no person should live more than 300m from their nearest area of

natural greenspace; • there should be at least one accessible 20ha site within 2km from

home; • there should be one accessible 100ha site within 5km;

there should be one accessible 500ha site within 10km. Cardiff County Council March 20085


Why do we need accessible natural greenspace?

3.6 In urban areas, ANG help act as the ‘lungs of the city’ adding fresh air to

the urban environment, it is also visually appealing and breaks up the urban landscape as well as providing short cuts to other areas. It absorbs excess run off water, thereby reducing the impact on drainage and sewerage systems. ANG benefits people by improving and maintaining their health and well being, through exercise and breathing in fresh air. It also provides a social meeting area, allowing opportunity for interaction thereby reducing levels of social exclusion.

3.7 In terms of biodiversity it can attract in new species, and also retain

existing flora and fauna by providing a habitat to develop within. 3.8 These benefits are also recognised by the Council’s Parks and Green

Spaces Strategy (PGSS) which outlines the benefits of greenspace in section 2.4.1 on the local environment and public health:

There is an increasing weight of evidence demonstrating the positive impact of parks and green spaces on public health. In 2004, the RSPB published a report by Dr William Bird3 reviewing recent research into the impact of green space on public health and activity. These effects included:

• Increased longevity In 2002, a study in Tokyo indicated that the survival of senior citizens increased in those people who had access to local parks and tree lined streets because this encouraged walking. • Improved general health In 2001, a study in Holland showed that for a 10% increase in green space there was a reduction in health complaints equivalent to a reduction of 5 years of age. • Improved healing The health benefits of a view of a park or green space was recognised as early as 1984, when a study of patients recovering in hospital with a good view required less analgesia than those with the view of a wall. • Reduction in blood pressure A study in 2005 indicated that exercise in pleasant natural environments reduces blood pressure more effectively than in unpleasant surroundings. • Improved concentration Contact with nature has been shown to improve the concentration of children with attention deficit disorder and improves children’s self discipline.



• Greater encouragement to exercise People are twice as likely to walk where there are attractive open spaces rather than where the environment is poor. The evidence for the health benefits of access to the environment is now so overwhelming that in November 2006, Natural England, the successor body to English Nature, launched a health campaign, working with the NHS to plan ways in which the environment can be used as a ‘natural’ health service.

3.9 In addition literature reviews set out in the CCW practical guide (Harrison

et al., 1995, CURE 2002) showed that there is ample evidence of the values of natural greenspace for amenity/recreation, pollution attenuation, moderation of the urban microclimate, support for biodiversity. More recently, economic benefits from greenspace reflected in property values and in particular the relationship between greenspace and human health and well-being are gaining increasing attention.

3.10 The reviews also revealed that:

• Design, management and use of greenspace can be more important determinants of their ecological values than the size alone. Parks develop an interior climate when they are larger than 1 hectare. Research in respect of woodlands has indicated an area of two hectares as the smallest wood that people wish to visit regularly. Hierarchic approaches to planning for greenspace on different levels is necessary both from a conservation and a user perspective.

• The vast majority of park users reach the park on foot: distance is therefore a major factor for open space use. A walk of about 5 to 6 minutes length, corresponding approximately to a 300m distance from home, seems to be a threshold beyond which the frequency of greenspace use sharply declines.

• What is perceived as natural can differ between ecologists and greenspace users. While ecologists value greenspace by means of criteria such as species richness and occurrence of rare species, woodland visitors described 'natural' mostly as a contrast to the urban setting, where they could escape from urban life and activities and seek a sense of tranquillity.

• The experience of nature is an important quality a park should offer to be attractive, however, it is rarely the only, and the most important one. These findings are in support of multifunctional greenspace, where natural features are an integral component. Green corridors are a popular means used in urban planning to connect greenspace and support biodiversity. Green networks should be preserved and enhanced for nature conservation but particularly to promote access to greenspace for recreation.



4.0 Planning Policies and Influences 4.1 In terms of main planning policy influences on ANG in Cardiff, at national

level there is the Wales Spatial Plan, Planning Policy Wales, UK Biodiversity Action Plan and Technical Advice Note 16, and at the local level the City of Cardiff Local Plan and related Supplementary Planning Guidance, South Glamorgan (Cardiff Area) Replacement Structure Plan, Cardiff Local Development Plan, the Council’s Parks and Green Spaces Strategy, Cardiff’s Local Biodiversity Action Plan and Biodiversity Supplementary Planning Guidance.

Wales Spatial Plan

4.2 The Wales Spatial Plan produced by the devolved Welsh Assembly

Government provides local authorities with a “context for deciding what our vision for a sustainable future means for different parts of Wales” through “sustainable accessibility, promoting a sustainable economy, building sustainable communities, valuing the environment and respecting distinctiveness.” (Page 22)

4.3 The plan states that “The quality of our environment is a fundamental

asset; for its intrinsic value, for our economy and quality of life. By safeguarding and enhancing both the natural and built environment we will attract people to and retain them in our communities and preserve the foundations for the future.” (Page 22)

Planning Policy Wales

4.4 This document sets out overarching Assembly planning guidance for

Wales and supports sustainability policies on greenspace. Extracts relevant to this project are set out below:

“…respect for environmental limits, so that resources are not irrevocably depleted or the environment irreversibly damaged. This means, for example, contributing to climate protection, protecting and enhancing biodiversity, minimising harmful emissions, and promoting sustainable use of natural resources.” (Paragraph 2.2, page 11)

“…especially through preferences for the re-use of suitable previously developed land and buildings, wherever possible avoiding development on Greenfield sites.” (Paragraph 2.3.2, Page 12)

“ Contribute to the protection and improvement of the environment, so as to improve the quality of life, and protect local and global ecosystems. In particular, planning should seek to ensure that development does not produce irreversible harmful effects on the natural environment. The conservation and enhancement of statutorily designated areas and of the countryside and undeveloped coast; the conservation of the best and most versatile agricultural land; and enhancement of the urban environment all need to be promoted.” (Paragraph 2.3.2, Page 13)



“Managing urban form by means of Green Belts and green wedges”, (Paragraph 2.6, page 19) “…opportunities for access to open countryside, opportunities for outdoor sport and recreation, maintain landscape/wildlife interest, retain land for agriculture, forestry, and related purposes and improve derelict land.” Planning Policy Wales: Technical Advice Note 16 (TAN16)

4.5 This document sets out detailed Assembly planning guidance on Open

space and reinforces the positive community value of Open Space for recreation. It states that local authorities should consider the use made of the sites they own and states that undeveloped land which has recreational or amenity value should be protected if it can be demonstrated that there is (or would be) a deficiency in accessible public open space in the area.

4.6 The guidance states that playing fields are of special significance for

their recreational and amenity value and, in towns and cities, for their contribution to the urban environment. When not required for their original purpose, they may meet the growing need for recreational land in the wider community. Given their recreational and amenity value the possible disposal of school playing fields should be investigated to establish that the sites will not be required in the longer term for school or community use.

City of Cardiff Local Plan (1996)

4.7 This document sets out the Council’s adopted detailed planning policies

which aim to achieve the following objectives: • Protect and enhance areas of recreation, amenity and nature

conservation value; • Conserve and improve the landscape, and encourage opportunities

for recreation; • Conserve the diversity of wildlife particularly by protecting and

enhancing habitats; • Conserve the remaining areas of countryside within the city as much

and for as long as possible. Supplementary Planning Guidance: Open Space

4.8 This document supplements policies relating to open space in the City of Cardiff Local Plan and states that the design of new areas of open space should also have regard to how accessible natural greenspaces can contribute to the quality of the environment and to the quality of life in urban areas.



South Glamorgan (Cardiff Area) Replacement Structure Plan 1991-2011

4.9 This document sets out the Council’s adopted strategic planning policies

including Policy B4 “Greening of urban areas”:

“The protection conservation and enhancement of open spaces which are important for amenity, recreation and/or nature conservation within the built environment will be favoured. Development of such areas will not be permitted, except on those sites identified for development by other development plan policies. The creation of a coherent network of green spaces and corridors will be favoured with particular protection given to river corridors. Where appropriate tree planting and landscaping schemes will be favoured.”

Cardiff Local Development Plan – Preferred Strategy Report

4.10 This document sets out the Council’s draft planning policies which will

replace those in the City of Cardiff Local Plan and Replacement Structure Plan. One of the objectives of this Plan seeks to “maintain and enhance a network of green spaces and corridors throughout the urban area, including the river corridors, which link to the surrounding countryside and coastline, provide opportunities for healthy recreation and travel, and support wildlife.” Parks and Greenspaces Strategy (PGSS)

4.11 This document sets out the Council’s strategy for parks and

greenspaces within the City up to 2012. The Strategy’s vision is:

“Cardiff will be a city with a network of high quality, accessible, parks and green spaces which meet local needs and enhance the City’s ‘liveability’, promote sustainability, support biodiversity and make the best use of land and a significant contribution to the economic regeneration and success of the capital city.”

4.12 The PGSS also contains the following aims and objectives:

Aim 1: Quality 1) To provide parks and green spaces that are attractive, usable and

cost effective. 2) To use external awards and quality accreditations to raise standards

in parks and green spaces across the city. 3) To develop a highly motivated, skilled, and adaptable workforce

through improved training and sharing of best practise with others. 4) To reduce the impact of anti social behaviour and make parks and

green spaces safer for everyone.



Aim 2: Opportunity 5) To ensure that the network of parks throughout the city offers

diversity and choice for everyone. 6) To make parks and green spaces accessible for everyone to

participate in healthy activity. 7) To develop local culture and heritage within attractive and welcoming

surroundings. 8) To make information and facilities accessible for everyone.

Aim 3: Sustainability 9) To make the best use of all available resources and minimise waste. 10) To engage local communities, user groups, governing bodies and

stakeholder organisations in the development and improvement of parks and green spaces.

11) To adapt operations to reduce their impact on the environment. 12) To adopt appropriate and innovative ways of working to respond to

climate change and improve environmental quality in parks and green spaces.

13) To develop a flexible and motivated parks service that can adapt to support changing demands and priorities.

Aim 4: Success 14) To continue to raise the profile of parks and green spaces within

Cardiff promote their benefits to the whole city. 15) To engage in partnerships with others that reinforce the benefits of

parks and green spaces to the city. 16) To consult regularly to ensure that facilities are appropriate and well

used. 4.13 In addition the Strategic Environmental Assessment of the PGSS

contains the following Environmental objectives:

Use of Resources 1) To minimise the negative impact of Parks Services upon climate

change and maximise opportunities for mitigation and public awareness.

2) To reduce the volume of landfill waste arising from Parks Service operations.

3) To reduce the use of non-renewable resources and effective use of renewable resources.

Natural Environment 4) To maintain and improve environmental quality within parks and

green spaces, including river corridors and flood plains, soil, water



and air quality, areas of nature conservation value and mature trees and woodland.

5) To maintain and improve biodiversity within parks and green spaces. 6) To protect existing populations and habitats within parks and green

spaces and allow the migration of species in response to external factors such as climate change.

Population and health 7) To maximise accessibility to parks and green spaces throughout

Cardiff. 8) To reduce conflicts of use caused by anti social behaviour within

parks and green spaces. 9) To maximise opportunities for parks and green spaces for physical

activity, education and informal recreation.

Management of assets 10) To sustainably maintain and manage Cardiff’s parks and green

spaces, balancing quality and quantity and ensuring all public open space makes a positive contribution to the local environment.

11) To conserve, restore and improve local heritage, cultural and community based assets within Cardiff’s parks and green spaces.

12) To involve the public, private and voluntary sectors in partnership to manage parks and green spaces.

4.14 Biodiversity Plans and Guidance

UK Biodiversity Action Plan: this document describes the UK’s biological resources and sets out how these will be protected, including species and habitats action plans.

Cardiff Local Biodiversity Action Plan: this document puts into action

the UK Biodiversity Action Plan, pinpoints the most important biodiversity features for Cardiff and sets out what actions should be taken to protect them. It contains a specific set of Species and Habitat Action Plans.

Bio-diversity Supplementary Planning Guidance: outlines how the Council will implement development plan policies relating to biodiversity, including how it will assess planning applications which could have an impact on biodiversity, the information applicants will need to submit and the legislative framework within which the Council must operate, including designated sites and biodiversity priorities.



5.0 Methodology

Methodology used to produce Inventory of ANG 5.1 The following methodology set out the CCW practical guide details the

site selection process, preparation and spatial analysis of Cardiff’s sites.

Inventory of Candidate Sites 5.2 The selection of ANG sites began with gathering all the available data on

Open Space sites in and around Cardiff. This baseline data originated from:

• Previous Open Space datasets (1999 and 2006) including educational

land • Countryside Council for Wales data • Forestry Commission data • Designated and protected sites (SSSI, SINC, Local Nature Reserves) • Council Parks database

5.3 The full database was combined and saved in MapInfo GIS for further

analysis. 5.4 There was a great deal of overlapping and duplication of data, so a

hierarchy was formed, based on status, accuracy and currency of the data and certain duplicates removed. Since protected sites such as SSSIs were designated as ‘pre-qualifying’ Natural Greenspace, these were not removed, even if they overlapped other areas.

The accessible natural greenspace standards model

5.5 After removing duplicate sites, CCW ANG standards model was followed

and all areas under 0.25 hectares were removed from the database. At each stage of filtering, the sites removed were preserved both in the original master copy and in their own layer.

5.6 The resulting database contained around 1000 sites. Before each site

was examined in detail it was necessary to automatically filter out as many as possible without losing potential ANG sites. The following category sites were chosen due to either their inaccessible nature or unnatural nature.

• Children’s Play (playgrounds) • Education (locked school fields and yards) • Formal (Stadia, tennis courts, sports pitches, parking areas) • Allotments

5.7 Golf courses were kept in as candidate sites, subject to further analysis,

due to the natural areas on their periphery and because some are crossed by Public Rights of Way or important access routes.

5.8 The layer at this stage consisted of all the greenspace candidate sites

ready for individual inspection, see figure 1.

Inventory of Natural Sites (Excluding ‘non-natural’ sites) 5.9 All Cardiff greenspace sites were examined at this stage and those

which had disappeared through development or change of use were deleted from the database. It was also necessary to add or amend a number of sites which had not previously been mapped such as new parkland.

5.10 Sites were then checked by GIS desktop analysis using Ordnance

Survey Master Map together with aerial photography (in-house and oblique web imagery) and local knowledge to determine if the site could be classified as Natural Greenspace according to the CCW guidance. This was simply done by adding a ‘y’ or ‘n’ into the relevant column in the GIS for selection later in the process.



5.11 Simultaneously, access points were added to each site on a separate layer using the following method.

Inventory of Accessible Natural Greenspace (Excluding sites that are not accessible) 5.12 Access Points were vital to the ANG project in both determining if sites

were accessible and in creating intelligent buffers to measure distance from each site along roads and footpaths.

5.13 An Open Access Workspace was created to help the analyst find paths

and access points into Natural Greenspace land using OS Master Map and aerial photography.

and relevant data where: • OS paths clearly enter a Natural Greenspace • Public Rights of Way enter a site • Local knowledge or a site visit identifies an access point • Developed / inaccessible due to ownership

5.15 Once all greenspace sites had been checked an ‘Access’ column was

automatically updated with a ‘y’ or ‘n’ so that all sites containing an access point could be selected and filtered.



Creating catchment areas from network analysis 5.16 The final ANG database, complete with access points, was combined

with an Integrated Transport Network (ITN) from Ordnance Survey to create voronoi, or multiple polygon, catchment areas. Extra footpaths were added to the network to compensate for the vehicular nature of the ITN and longer roads were split every 100 metres to create a more accurate walking network.

5.17 RouteFinder software was utilised in measuring the catchment zones in

distances of 400m, 2km and 5km from each ANG access point along the network.

5.18 The resulting map, as shown in Appendix Map1, displays each

catchment zone in relation to Cardiff’s ANG.



6.0 Analysis of Provision 6.1 Map 1 shows all ANG with associated 400 metre (yellow), 2 kilometre

(light orange) and 5 kilometre (dark orange) catchment areas overlayed on it. This shows overall Cardiff has a good spread of ANG, but this quantitative assessment and analysis brought to light that there are some areas deficient of ANG.

6.2 It is important to note that on the recommendation of CCW this study

used 400 rather than 300 metre catchment zones for tier 1 sites as research has shown that people are prepared to walk for six minutes from their homes to a suitable piece of greenspace on a daily basis, and this works out to a 400m path length at normal walking speeds. The 300 metre figure is based on an average urban area, if you allow for walking down streets and round corners and uses an average on top of an estimate and is therefore a second best measurement. Given this study looked at actual networks a 400m walking distance is therefore more appropriate.

6.3 On the whole, deficient areas tend to be located in the centre of Cardiff,

where there is the highest concentration of urban development and high demand for land.

6.4 With reference to Map 1, the areas of Canton, Ely, Birchgrove, Roath,

Plasnewydd, and Adamsdown have large areas of urban area with limited amounts of ANG within the 400 metre catchment zone. These areas would benefit from a re-introduction of greenspace to their respective areas.

6.5 Other areas such as the middle of Caerau, Trelai, South of Creigiau,

North of Pentyrch, Cyncoed, Whitchurch, Rumney, North East Lisvane and the area West of Llandaff North all have small pockets of urban area within them that have limited access to ANG within the 400 metre catchment zone. These areas could benefit from more access points added to their greenspace to increase accessibility, and also re-introducing greenspace to their areas.



7.0 Conclusions 7.1 There is a need to protect and retain existing Accessible Natural

Greenspace and to increase accessibility by the introduction of new access points and routes where possible across Cardiff.

7.2 Appropriate management of ANG areas is essential, as neglected areas

are perceived as being unsafe which can deter visitors from using these areas. Regular auditing of ANG is essential to ensure that suitable management practises are implemented.

7.3 The CCW model has been a useful tool for investigation of the provision

of ANG across Cardiff. It has highlighted areas in need of provision, as well as where improvements can be made to realise the benefits of ANG to the local population.

7.4 The extent of ANG can be increased through changing management

practises within existing green space and ensuring that future provision of new green space takes on board the issue of ANG.

7.5 This macro study sets out the context within which more detailed local

analysis of ANG provision can be assessed. It also provides baseline information for wider study at regional level looking at access to Tier 2 (20 ha), Tier 3 (100 ha) and Tier 4 (500 ha) ANG sites across South Wales as a whole.



8.0 Recommendations (Response and Monitoring) 8.1 In order to help remedy the deficiencies highlighted in the report the

following recommendations are proposed. Management M1 Subject to resources, an annual review or regular audit of ANG areas is

necessary to keep the data updated and help inform decision making. M2 In areas of deficiency, consideration should be given to managing all

existing greenspace areas over time so they contain more areas of natural greenspace, thereby adding to Cardiff’s ANG resource. Areas which lack access to natural greenspace and for which significant management improvements are not realistically possible, could be enhanced through environmental improvements such as tree planting, creative conservation, introduction of water, creation of pocket parks, improvements to school grounds and industrial areas. Such measures could be implemented through strategic management planning using the PGSS to identify spatial priorities and set out targets for action.

M3 Accessibility to existing ANG can be improved through the provision of

new access points and link routes. However, such improvements must be appropriately and sensitively located to avoid disturbance to local biodiversity and inhabitants.

Policy P1 Planning policy should be developed through the Local Development

Plan to identify and protect the strategic natural greenspace resource. P2 Supplementary planning guidance (SPG) could be introduced to reflect

priorities for natural greenspace provision, including locally appropriate greenspace standards.

P3 Accessibility to natural greenspace should inform pre-application

discussions and inform section 106 agreements in terms of open space requirements for new development. In addition existing areas of ANG should be protected from development and where this is not possible compensatory provision for lost ANG should be sought along with appropriate commuted payments for maintenance.



9.0 Project limitations 9.1 The CCW practical guide “A practical guide to Assessing the Resource

and Implementing Local Standards for Provision in Wales”, has been useful in paving the way for this report’s analysis of ANG within Cardiff at the macro level.

9.2 But there are certain limitations with using the CCW ANG model and

practical guide such as the following:

1. The example photographs contained within the guide could be improved as it is considered that they do not clearly distinguish between what is natural greenspace and what is non-natural greenspace. This lack of clarity could potentially cause inconsistencies in data obtained from different Local Authorities. The definition of ‘natural’ is, in itself, qualitative and will therefore be open to different interpretation.

2. Given the number of sites identified as ANG within the City a site

visit to every natural greenspace area to evaluate its accessibility on the ground was deemed impractical given the timescales for completing the project. In order to overcome this limitation aerial photography, OS base data and updated greenspace inventories were used with GIS to analyse area suitability.

3. Previous greenspace inventories were out-of-date or incomplete.

Subject to resources an annual review or regular audit of ANG areas is necessary to keep the information updated and help inform decision making.

9.3 To successfully complete this project, there has been a large amount of

time and resources invested in the undertaking this analysis. Notably the network analysis and access auditing, combined with the selection and gathering of greenspace data, has taken up a large proportion of the project time but was deemed as essential for the successful completion of the project.
