In late spring 2018, my colleague, Urban Planning Direc-tor Christer Larsson, and I tried to calculate how many construction cranes were in operation in Malmö, and we landed somewhere between 35 and 40! This is evidence of an enormously strong belief in the future.

Malmö is growing rapidly, and is experiencing the fastest growth of our three largest Swedish cities. In Skåne, this means that Malmö is both a demographic and an eco-nomic engine for the entire region.

Malmö enjoys a particularly strategic location with adjacent cities, regions and countries. This creates major opportunities and is a basis for continued growth in the Öresund region. With the Öresund Bridge already connect-ing Malmö and Copenhagen, we now look forward to the Fehmarn Belt fixed link to Germany and Hamburg. With an additional link between Malmö and Copenhagen in the form of a metro, we will have a world-class infrastructure.

In our green sustainable city, trade and industry is becoming increasingly knowledge-based, and in a knowledge-based economy, companies need to constantly create new inno-vations. In line with this, Malmö wants to be an enterprise-friendly city. This is crucial in order for the business community to thrive and develop. We are pleased that the City Council has decided to implement “Strong and sustainable trade and industry — Trade and industry pro-gramme for increased growth, more growing companies and jobs for Malmö-inhabitants 2017-2022”. Based on this programme, we can work jointly to ensure that Malmö is and remains a city where we want to live, spend time and work!

TWO NEW IMPORTANT RESEARCH FACILITIESThey are located in Lund, 20 km north of Malmö. In addition to exciting new research opportunities, the facilities will generate further job opportunities and more growth in the region.

MAX IV – is a synchrotron radiation laboratory. 2,000 researchers from around the world are expected to use the facility each year. Opened in 2016.

The ESS (European Spallation Source) will be the world’s foremost material research facility using neutrons. It is anticipated that it will welcome 3,000 guest researchers per year and employ around 450 staff. It is due to open in 2023.

DEVELOPMENT OF SKÅNE UNIVERSITY HOSPITAL (SUS) An extension and modernisation of the hospital area in central Malmö will be completed in the next few years. The investment amounts to around SEK 12 billion. In the hospital area, old and new buildings will intermingle. This historic investment will create opportunities for high quality healthcare.

NEW STATION AT ROSENGÅRD and passenger service on the Continental Line from December 2018. The investment in infrastructure provides for increased mobility, connects the city and promotes development around the station area.

MALMÖ AND COPENHAGEN PLAN FOR A METRO BELOW ÖRESUND2.3 million inhabitants reaching 1.3 million workplaces within 60 minutes. This will be the effect of a future Öresund Metro between Malmö and Copenhagen.

When the fixed link between Denmark and Germany opens in 2028, freight and passenger transport will increase and need space on the Öresund Bridge. The Öresund Metro will relieve the bridge by providing passenger transport between central Malmö and central Copenhagen. It will also improve accessibility to Copenhagen’s airport. With metro departures every two minutes and a journey time of ap-proximately 20 minutes, opportunities will open up for the development of business, cultural life and the joint housing and labour markets. If the project gets the go-ahead, the metro could be operational in around 2035.

EXPANSION OF THE NORRA HAMNEN (NORTHERN HARBOUR) DISTRICTNorra hamnen will be extended with a new expansive in-dustrial area of 750,000 m2, Malmö Industrial Park. There will be opportunities for establishing harbour related operations, logistics and warehouse operations and manufacturing industry. The tri-modal infrastructure node with a harbour, railway and motorway offers fantastic possibilities.

The area adjoins the port, with Copenhagen Malmö Port (CMP) which is a Swedish-Danish company and the largest port operator in the Öresund region.

COPENHAGEN AIRPORT (KASTRUP) EXPANDING TO NEARLY DOUBLE ITS SIZEThe extension is one of the largest investments ever in the Öresund region. Kastrup will invest DKK 20 billion in the next few years. Capacity will increase markedly and providing the opportunity to receive 40 million passengers annually, compared with 29 million today. This will boost the region and create thousands of jobs both on the Danish and the Swedish side.

A TUNNEL BETWEEN DENMARK AND GERMANYThe Fehmarn belt tunnel will be constructed between Denmark and Germany and it is estimated that it will be completed in 2028. The tunnel will link Scandinavia with the continent and will reduce travel times considerably. The journey between Malmö and Hamburg will take around 3 hours. The tunnel is also expected to have a positive impact on both transport costs and the environment.

The Öresund Bridge has played an important role for growth in the Öresund region and the tunnel is expected to be equally significant in relation to a competitive new super-region. Europe is working on creating an integrated transport system that will consist e.g. of a number of transport corridors. The Fehmarn belt tunnel is an important part of realising the ScanMed transport corridor extending from the south of Italy to Stockholm and Oslo.

There are prerequisites to ensure short-term and long-term airport capacity as well as the opportunity for investments in light industry, hotels, offices and shipping/logistics. Development will focus on sustainable solutions and minimising environ-mental impact.

CITY PACKAGE (STORSTADSPAKETET)The City Package (Storstadspaketet) is a powerful investment in sustainable urban development in a growing Malmö. Jointly with the government (through the National Negotia-tion on Housing and Infrastructure, Sverigeförhandlingen), the City of Malmö is investing a total of around 4 billion kronor in expanded and electrified public transport as well as new cycle paths. Meanwhile, the City has undertaken to build a total of 28,550 homes in Malmö, of which 1,800 will be in Lomma and Kävlinge.

Between 2018-2031 (2035 for housing) Malmö will improve infrastructure including the addition of five new Malmö-Expressen-lines, an extension of the Lomma-line for more frequent Pågatåg-services and 5 km of cycle paths in 14 connected stretches. Efficient public transport makes it possible for more people to reach more jobs in a shorter time, and also contributes to reducing traffic congestion.

Future high speed trains between Stockholm and Malmö will offer both Malmö and the region a lot of potential to achieve sustainable growth and increased housing con-struction, and will benefit the labour market, the economy and the environment. New tracks between Lund and Hässleholm, construction of which is expected to start in 2024-2030, will be an important stage in the expansion.

PÅGATÅG AT THREE NEW LOCATIONS IN MALMÖIn 2018, Station Rosengård will be completed. The new station will be a catalyst in Amiralsstaden, which includes all urban development processes and projects in the area. The stations Persborg and Östervärn will also open again for pas-senger services.

From 9 December 2018, 2 trains will depart every hour in each direction from the 3 stations. This improves the op-portunities to commute and passengers will be able to reach Hyllie in 10 minutes, for shopping, events or connection to Copenhagen’s international airport. In addition, every second train serves Lund and Kristianstad. Around Rosengård station, bicycle paths are being extended, parking for around 400 bicycles is being created and a bicycle rental system, Malmö by Bike will start in 2019.

REGIONAL COOPERATION Î Greater Copenhagen & Skåne Committee is a cross-border political coop-eration between municipalities and regions in the Öresund region aiming to strengthen the region and generate economic growth.

Î As of 2018, Malmö participates in the STRING-cooperation. This is an inter-regional political cooperation aiming to strengthen regional development, such as the transport corridor between Hamburg and the Öresund region.

INHABITANTS

The Öresund region is the largest and most densely populated metropolitan area in the Nordic countries. The Öresund region covers parts of two countries, Sweden and Denmark, and travel between the two is simple via the Öresund Bridge, which was opened on 1 July 2000. The 16-kilometre link runs between Malmö and Copenhagen.

THE ÖRESUND REGION IS GROWING INTO A MAJOR ECONOMIC REGION

When the Fehmarn belt tunnel, a fixed link between Denmark and Germany, is completed in 2028, it will open the way for a competitive exten-ded region. Travel and transport times will reduce significantly and positive effects are expected in terms of integration, growth, number of jobs, tourism, research and culture.

INFRASTRUCTURE AND MOBILITY WILL IMPROVE FURTHERIn December 2018, a passenger service will open on the Continental Line and trains will start rolling. A new station in Rosengård will be inaugurated and Östervärn station and Persborg station will be renovated and become operational again. The investment in infrastructure provides for increased mobility, connects the city and promotes development around the station area.

Î Copenhagen International Airport (Kastrup) is easily accessible by train and car via the Öresund Bridge. The rail trip takes 22 minutes from Malmö Central Station. From the airport, 165 destinations can be reached

Î Trains from Malmö, including to Copenhagen’s Airport and city centre, depart every 10 minutes during rush hour. At other times, trains depart every 20 minutes

Î Malmö Airport is located 30 km to the east of the city. An airport bus is available, which takes 45 minutes

Î Malmö is home to one of Sweden’s largest cargo ports. The port is a combined goods and passenger harbour. An extensive extension project has been completed with new areas, terminals and a logistics centre

Î Since it opened in 2010, the new City Tunnel has given Malmö an even better infrastructure and two new stations. Commuting times for a number of routes were shortened and ease of movement in the region was increased still further

Î The city has two ring roads (Outer and Inner Ring Road), which facilitate efficient logistics

Î The proximity to a well-developed road and rail network makes it easy to transport goods and people, both within Sweden and to Scandinavia and Europe

Population

Malmö has a thriving business community, a university and a good quality of life with a rich range of activities. This is attracting many new residents to the city, which is growing every year. Malmö is an environmentally conscious city by the sea with short distances and where many residents can ride a bike to school and work.

Î With 333,633 inhabitants, Malmö is Sweden's third largest city (31 December 2017)

Î The population increased by 5,139 people (+1.6%) in 2017. Both the net birth rate and net migration are positive

Î This was the 33rd consecutive year of population growth in Malmö

Î In 20 years, Malmö’s population has increased by 85,000 inhabitants (+33%). The largest increases have taken place in the age groups 0-14 and 20-29

Î In April 2011, Malmö’s population exceeded 300,000 inhabitants

MALMÖ UNIVERSITY: Î Is Sweden’s eighth largest academic institution

Î Was established on 1 July 1998 and became a fully fledged university on 1 January 2018

Î Has 24,000 students (12,300 full-time students). At the start in 1998, the school had 5,000 students

Î Offers around 100 education programmes and 400 courses

Î Collaborates with around 250 partner universities around the world

Î Is located in central Malmö

In Malmö, there is also the opportunity to study at institutions including the Art Academy, the Academy of Music and the Theatre Academy.

The World Maritime University has been located in Malmö since 1983. This is a unit that, in organisational terms, is under the supervision of the United Nations (UN).

Growth

Things are going well for Malmö and the development is monitored by 10 key performance indicators. This positive development was rewarded when the city received the prize of Growth Municipality of the Year 2009*.

Î In 2017, the number of guest nights in Malmö decreased somewhat compared with record volumes experienced by Malmö in 2016

Î 71.8% of overnight stays in Malmö's hotels and hostels were by Swedish visitors and 28.2% by international visitors. The largest number of overnight stays was by visitors from Denmark, followed by Germany and the UK

Î In spring 2017, the country’s first bicycle hotel, Ohboy, opened in central Malmö. This increased Malmö’s offering with an additional hotel, and there are currently 33 hotels with a total of 4,810 hotel rooms and 9,333 beds in Malmö

Î In 2017, the average occupancy rate of hotels in Malmö was 66.5% which is 2.7% lower than in 2016

Î Overall, the hotels had 1,766,621 guest nights, which is a -1% decrease (-23,437 guest nights) compared with 2016

Î More than 925 meetings and conferences with 50 or more delegates took place in Malmö in 2017. The Titanic exhibition at Malmömässan attracted more than 70,000 visits and probably contributed to an increased number of day-visitors in Malmö

Î In 2017 around 150 influencers visited Malmö. They traveled from, among others, Germany, the UK and China and produced video and photo reports on Malmö. Popular themes include food and drinks, design and sustainability

Î Residential developments in Malmö have increased for four consecutive years, and in 2017 construction of nearly 4,300 homes started and 2,600 homes were completed. A large number of projects were initiated in the previous year, which has led to a high number of completed homes

Î 4,900 homes were granted building permits in 2017, which is an increase of 900 homes compared with the previous year

Î In 2017 an update of the Master Plan, with a development capacity of over 50,000 new homes, was drafted. Meanwhile, the work on zoning plans continues at a high pace and over the year zoning plans for 4,400 homes were completed and came into force, which means that Malmö now has nearly 10,000 homes in zoning plans, ready for construction

Î In recent years, the City of Malmö has created favourable conditions for new homes through plans and building permits, and as a result the city has historically high residential planning and construction numbers. However, a high level of residential developments will be needed in future years to even out the imbalance in the residential market, which requires dialogue and cooperation among many parties

A decrease is noted in among others travel agencies and tour operators

Î Foreign companies showed the largest increase, followed by private Swedish companies with a corporate group and private Swedish companies without a corporate group. Municipal activity showed a reduction. Limited companies are the legal form that has increased the most

Î The number of employees has increased by 33% in 15 years. A positive long-term development can be noted within business services, IT and computer consultants, hotels and restaurants, and education

Î In 2017, youth unemployment continued to decrease. Unemployment in the age group 16 to 64 also decreased, albeit marginally

Î In 2017, the proportion of unemployed among the registered workforce in Malmö was 14.7% in the age group 16-64 (annual average for 2017). Unemployment among young people aged 18-24 fell substantially to 19.1% (annual average 2017), compared with the previous year, when it amounted to 20.3% (annual average for 2016)

Î Unemployment was higher among men (16.2%) than among women (13.2%), and among young people the difference was even greater (23.1% for men and 15.2% for women)

Î There were large differences in the proportion of unemployed in different groups – it is higher among young people, higher among people born abroad, and higher for men than for women in all groups

Î Compared to other large cities in Sweden, Malmö had high unemployment. In Gothenburg, the rate of unemployment was 7.4% and in Stockholm 6.1% (of the workforce, aged 16-64 December 2017)

Malmö has a flourishing commercial life with strong growth and belief in the future. In the 1990s, the city went through a tough period in which several industries closed down and the active workforce shrank. In this period, decisions were made to establish Malmö Högskola (founded in 1998), now a university and to build the Öresund Bridge (inagurated 2000). Two initiatives among many that have contributed to Malmö’s development from a traditional industrial town into a knowledge city.

FROM INDUSTRIAL TOWN TO KNOWLEDGE CITY Î Currently, a large number of individuals work in various knowledge-intensive service industries in Malmö. Only 6% work in manufacturing. This is a much lower figure than for Sweden as a whole, where 11% work in manufacturing. The high-tech and knowledge-intensive industry means that more can be pro-duced with fewer employees. Meanwhile, a reindustrialisation is ongoing, where certain production is moved back to Sweden (1)

Î In 2010, corporate services overtook commerce to become the largest sector in Malmö. In 2015, healthcare, care and social services overtook commerce which is now the third largest industry (2)

Î The largest proportion of Malmö’s workforce works in corpo-rate services (16%), followed by healthcare and social services (15%), followed by commerce (14%), and education (10%) (3)

Î Over half (54.6%) of the workforce work in the four largest sectors above (3)

Î Sweden as a whole differs from Malmö in terms of which sectors have the highest workforce. In Sweden the largest industry is healthcare and social services (17%) followed by commerce (12%), corporate services (12%) and manufacturing (11%) (4)

PERCENTAGE CHANGE IN 2009-2017 Î Industries with the largest percentage increase in the number of employees are “law, economics, science and technology” followed by “hotel and restaurant” and “other service companies”

Î “Public authorities and defence”, “education”, and “property companies and property management” experienced more than a 20% increase in the period.

Î The following industries show more than a ten percent rise: “finance and insurance”, “healthcare and social services”, and “commerce” and “transport and warehousing”

Corporate structure

Many new enterprises are being started and established enterprises are choosing to relocate to Malmö. The number of workplaces has increased significantly and today’s corporate structure comprises to a large extent small and medium-sized enterprises.

Î 48% of the workplaces were limited companies, and 38% were sole proprietorships, which are the two most wide-spread enterprise forms in Malmö

Î The number of workplaces in the group ‘limited companies’ has risen sharply in 15 years, increasing by 87%, and in the group ‘sole proprietorships’ the number has increased by 38%

Î The arrival of many new companies reflects the entrepre-neurial spirit to be found in Malmö and the changes the city has undergone – from a structure with a number of large companies to one with many smaller companies

Î The largest proportion of employees is to be found in limited companies. The number of employees in limited companies has increased by 42% in 15 years
