Welcome to PPMA Annual Seminar 2015 “Our past, Our present and Our future.”

We are delighted to welcome you to the Public Service People Management Association Annual Seminar at the Grand Hotel, Bristol. It’s certainly a welcome back to the great, vibrant and multicultural city of Bristol as it was only 2013 when we had a very successful seminar with the theme of “Talent, Opportunity, Prosperity”. I look forward to the welcome address from the Mayor of Bristol, George Ferguson and celebrating the fact that Bristol was recently awarded the title of European Green Capital 2015 by the European Commission.

As you know this year’s theme has a Ruby, Ruby, Ruby, Ruby colour theme and possibly a music theme! We will be celebrating 40 years of PPMA and its predecessor SOCPO (Society of Chief Personnel Officers) looking back at the last 40 years and at what has influenced us all to the present day. We will also be looking forward to the next 40 years of HR, People Management and Organisational Development, in the local, regional, central government arena in fact across all public services. We will recognise 40 years of progress, celebrate the achievements of members and partners, and look forward to equipping the workforce of the future.

We will be offering you, the delegates, the opportunity to think creatively and explore where organisations are going with organisational design and workplace practices involving maybe technological developments, communications, virtual workplaces, continued global employment and more besides. With your support we will create a sense of excitement about the future.

The seminar programme will offer powerful case studies, master classes and thought pieces balanced with the opportunity to challenge and plan your own strategic thinking.

SPEAKERS’ BIOGRAPHIESLord Victor Adebowale CBE MA MCIH FCGI – Director of Leadership in MindVictor is Chief Executive of Turning Point and a Non Executive Director at 360 IT Collaboration Ltd and Leadership in Mind. Victor is a champion for the cause of those affected by poverty, mental ill health, drugs, alcohol addictions, a learning disability and those with cross cutting and complex needs. He has driven forward government policy, been instrumental in negotiating significant change within large organisations, chaired regeneration projects and managed large organisational budgets. He is one of the country’s top sector leaders in the policy and delivery of health and social care.

Victor is a Visiting Professor and Chancellor at the University of Lincoln and holds numerous honorary doctorates as well as being a Fellow of the City & Guilds of London Institute, an associate member of the Health Service Management Centre at the University of Birmingham and of Cambridge University Judge Business School. He is the founder and Chair of Collaborate at London South Bank University.

Gary Browning – Chief Executive, Penna Gary Browning joined Penna in 2002 and was appointed Chief Executive in 2005. Gary’s earlier career included 12 years with the WPP Group where, from 1997 to 2002, he was Group Managing Director of BDG McColl Ltd, a brand communications consultancy employing 200 people. Gary has sat on the Investor’s in People UK Human Capital Management standards group Board and is currently Chair of the Strategic HR Network. He has run recruitment businesses and consults on a wide array of talent management issues with particular interest areas in Engagement strategies, leadership development and HR Due Diligence. As a qualified coach, he coaches and mentors senior executives with a particular emphasis on improving performance and leadership competence. Gary is a member of the Institute of Chartered Accountants in England and Wales, and qualified with KPMG having studied for his degree at Warwick University.

Stuart Chamberlain – CronerStuart Chamberlain is an author and consultant in employment law at Croner. After working in journalism and holding senior management positions in further and higher education, he underwent legal training at Nottingham Law School and the University of Leicester. He is the author of Croner’s Employment Contracts Handbook, the two-volume Encyclopaedia of Employment Law and Practice and the second volume of Croner’s Employment Law as well as contributing to other Croner services.

In addition, Stuart writes and lectures regularly on employment law issues and their implications and presents in-house seminars and tailored training for HR and personnel staff in both the public and private sectors, and is a regular presenter at the PPMA annual conference.

Simon Constance - Director – UK&I People Analytics Lead, EYSimon is part of the leadership team for Human Capital Consulting in UK and Ireland at EY, and leads the People Analytics practice in the UK and EMEA, and has also held HR leadership positions.

Simon is currently working with clients and researching how organisations can improve investment decisions around the people agenda. This includes looking at developing new ways of comparing investments across all assets including people, and developing tools to allow c-suite executives to better target their investments.

Dave Coplin – Chief Envisioning Officer, Microsoft UK Dave Coplin is the Chief Envisioning Officer for Microsoft UK and an established thought leader on the role of technology in our personal and professional lives. He has worked across a wide range of industries and customers, providing strategic advice and guidance around the intersection of a modern society and technology both inside and outside of the world of work. Dave is passionate about turning the base metal of technology into valuable assets that affect the way we live work and play and in so doing, move the focus from the technology itself to the outcome it enables.

His first book: Business Reimagined, provided a view of a new working environment based on collaborative and flexible working. His latest book, The Rise of the Humans provides a further call to action, for both individuals and organisations to harness not hate the digital deluge, to rise up and take back control of the potential that technology offers our society.

Nebel Crowhurst - Learning and Development Manager, Virgin Holidays Nebel is currently working for Virgin Holidays leading the Learning & Development department in delivering career development opportunities for all employees across the business. Nebel and the team have won numerous awards for the work they do and most recently were recognised as the Learning & Development Team of the Year at the Learning Awards 2015. Nebel is a passionate supporter of career development and enabling people to reach their fullest potential.

Sue Evans – Head of Human Resources and Organisational Development, Warwickshire County Council Head of HR and OD at WCC and deputy lead for Workforce Strategy for PPMA. I have a background in leadership and people development. My experience has been gained as a Teacher, Army Officer, civil servant and latterly in Local Government. I am passionate about leadership, people development and public service and working with the PPMA has brought all this together. I am proud to be involved in leading debate and shaping the public service workforce for a challenging future.

Mayor George Ferguson CBE PPRIBA RWA George Ferguson, past President of the Royal Institute of British Architects, was co-founder of Ferguson Mann Architects in 1979 and founded the national UK wide network of practices, Acanthus, in 1986. He was elected Mayor of Bristol in November 2012 and is the first independent mayor to lead a major city in Britain.

SPEAKERS’ BIOGRAPHIESPeter Cheese – Chief Exec, Chartered Institute of Personnel and Development (CIPD)Peter Cheese joined the CIPD as chief executive in July 2012 and is leading a significant change agenda for the CIPD and for the future of the HR and Learning professions.

He had a long career at Accenture holding various leadership positions and culminating in a seven year spell as Global Managing Director leading the firm’s human capital and organisation consulting and services practice.

After leaving Accenture in 2009 and before joining the CIPD, Peter became Chairman of the Institute of Leadership and Management, was an Executive Fellow at London Business School, and continued with some consulting as well as teaching and writing.

Peter is a member of the Advisory Board of the Open University Business School, a member of the Board at BPP University, and a member of the Council of City&Guilds. He has authored numerous articles, speaks on many platforms, and has authored a book on globalisation and the trends in organisations and people management called ‘The Talent-Powered Organisation’. He holds an honorary doctorate from Kingston University, is a Fellow of the CIPD and a Fellow of AHRI, the Australian HR Institute, and a Companion of the Institute of Leadership and Management.

Guy Clifton – Head of Local Government Advisory, Grant Thornton UK LLPGuy is a member of Grant Thornton’s Public Sector Assurance practice and is Head of Local Government Advisory. He is also a member of Grant Thornton’s national Local Government board.

A CIPFA qualified accountant, Guy joined Grant Thornton in 2007 where he has held a number of senior assurance and advisory roles, including national lead for Grant Thornton’s Value for Money work. Before joining Grant Thornton he was a Managing Consultant within RSM Robson Rhodes public sector advisory practice for 5 years. Prior to this he spent 12 years in local government holding a number of operational roles, including Head of Finance of a London Borough.

His focus over the past decade has been local government improvement and he is currently supporting clients in relation to finance, governance, and collaboration solutions.

Guy has spoken at many regional and national events and has had numerous articles published, most recently in The Guardian, LGC, Public Finance, Accountancy Age, Room 151, The Times and The MJ. He is also the author of Grant Thornton’s three national reports on the financial health of local government: Surviving the Storm (December 2011), Towards a Tipping Point? (December 2012) and Tipping Point 2016? – Challenging the Current (December 2013) and was the Grant Thornton lead for the 2020 Vision report (October 2014). SPEAKERS’ BIOGRAPHIESClaire Hart – HR Business Partner, WaitroseClaire has worked for the John Lewis Partnership for over 20 years, spending the last 14 of those in the Personnel arena. Claire is a highly motivated and driven HR professional with a real passion for people.

Claire has developed a wealth of operational experience whilst also playing a key role in the delivery of both divisional HR and business strategies. Claire balances her time as a strategic partner, change agent and functional expert and uses her strong interpersonal skills when meeting new stakeholders and clients.

Julia Howes – MercerJulia is a Principal in Mercer’s talent consulting business, based in London, with over 10 years’ of experience specialising in workforce analytics and workforce planning.
