Message from the Desk of the WardenThough we are approximately two months into 2014, I want to wish all residents of Antigonish a happyand healthy New Year. We kicked off the New Year right, with a Levee hosted by the Royal CanadianLegion Branch 59 and jointly sponsored by the County and Town of Antigonish. It was a pleasure to seeso many familiar faces and we hope the success we had this year will translate into an annual event.

Through this mixed, and often stormy winter weather, the Municipality is busy planning and preparingfor the new fiscal year. Council has recently passed a new policy to guide the disbursement of grantsto non-profit organizations, which you can read more about in this newsletter. Staff are busy preparinga budget based on Council’s priorities; additional details will be available in the coming months.

You may have heard a lot of conversation in recent months about economic development across ourprovince and region. Municipal Council is also listening and taking part in these conversations with aneye to best position this area for further opportunities and success. Our County Clerk has been taking

part in discussions on the value that a Regional Enterprise Network might bring to the area. Recently, the Nova ScotiaCommission on Building our New Economy released its final report, “Now or Never: An Urgent Call to Action for Nova Scotians”.The authors of this report lay our prospects as a province squarely in the hands of each and every one of us. As I mentioned inmy last Message, whatever course of action we choose, we will have to do it together.

Finally, as you all know, volunteers are the backbone of our community. National Volunteer Week is April 6—13, 2014, and it givesus no better opportunity to stop and say thank you to all those who give tirelessly of their time to make Antigonish a betterplace to live and raise a family. Each year the Municipality of the County of Antigonish calls for nominations from the communityfor Representative Volunteer Award, so be sure to check out our volunteer recognition contest on page 9 of this publication.

Welcome, Emily Kehoe

The Municipality of the County of Antigonish will be welcoming Emily Kehoe as PhysicalActivity Coordinator (MPAL position), beginning this March until March of 2015. Emily will betaking over the one-year maternity leave of Shirlyn Donovan, current Physical ActivityCoordinator for the Municipality of the County of Antigonish.

During the summers of 2012 and 2013, Emily worked as the Recreation Intern for theMunicipality of the County of Kings in the Annapolis Valley. In this position Emily workedalongside MPALs, helping her to discover her love for getting her community active. She is verymuch looking forward to working as an MPAL herself!

Emily holds a Bachelor of Science in Human Kinetics from St. Francis Xavier University and is currently finishing her Bachelor ofEducation, with specialization in Physical Education, also at St. Francis Xavier University.

HOLIDAY SCHEDULE

It is the policy of the Municipality of the Countyof Antigonish that Garbage, Organics andRecyclables are collected as normal on allholidays throughout the year except for thefollowing:

Good FridayRemembrance Day

Christmas Day

Garbage and Organics normally collected onthese days will be collected one week later onthe regular day for collection.

Recyclables normally collected on these dayswill be collected two weeks later on the regularday for collection.

The Beech Hill Solid Waste-ResourceManagement Facility is closed on all holidaysthroughout the year. Residents are remindedthat it is their responsibility to keep garbageboxes clean and in usable repair. During thewinter months, it is extremely important toensure snow removal around the garbage boxesis undertaken by the residents to provide easyaccess for collection.

WINTER COLLECTION TIPS FORGARBAGE COLLECTION & COMPOSTING

Composting doesn’t stop when the weather gets cold. Decompositionslows down, and sometimes depending on the temperature may stoptemporarily, but will speed up again in the spring.

Tips for winter that will help keep your bin functioning, easy to empty andwill help Municipal staff:

Clean your bin now before it starts to freeze.

Keep your cart as dry as possible from the elements. Store in an areaaway from weather if possible. Rain and snow accumulation in thecompost bin makes it very heavy, hard to move and more likely to crack inthe cold. Frozen organics can make cart hard to dump.

Accessibility- please ensure clear bags & green bins are easily accessible tocollection staff.

Line your cart with paper, soiled napkins or use paper bags that will act asa barrier between the cart and your organic waste. It will be much easierto dump.

If you use bags for your compost paper bags are best; biodegradable plasticliners/ bags slow down the entire process.

Wrap the scraps! Use newspaper to wrap the scraps in before dropping inyour compost bin, the extra moisture will be absorbed by the paper. Betterstill you can freeze the package and add to compost bin on collection day.

Please ensure there is a clear path to your bins and bags at curbside tomake collection safe.

BLUE BAG SAFETY

Always consider your safety and the safety of those collecting and sorting your recycling when preparing any item for the blue bag.

Step 1 (Safety Rinse)

Carefully rinse the can - some people use a bottle brush and it is easiest if you do it soon after opening the can!

Step 2 (Lid Safety)

• If the lid is attached to the can, carefully push it down into the can so that the sharp edge is not exposed.

• If the lid has been completely removed from the can, it is best to drop it into the can and then, if possible, squeeze the top of

the can to close the opening as much as possible. Then place it into your blue bag.

MUNICIPAL INFORMATION

1. How do I find out my civic number?

If you do not know your civic number, call the Eastern District Planning Commission (toll free)

1-888-625-5361 or the Nova Scotia Emergency Measures Organization, (1-800-388-3911).

2. Where can I get a civic number sign?

Local hardware stores, signage businesses and volunteer fire departments are potential sources fornumbers. Emergency Medical Services (EMS) also has sold signs in the past.

3. What are the guidelines for how the sign should look?

a. Numbers must be in Arabic numerals. (1, 2, 3, etc . . . not written such as one, two.) They must beat least 9cm in height.

b. The bottom of the numerals must be at least 1.2 metres above grade, clearly visible from theroadway. The numbers shall face the street/road on which the building is situated and which forms part ofthe civic address for the lot/ building - except that double-sided signage may be used, in which event thecivic number shall be on both sides of the sign and perpendicular to the street.

c. If the sign is more than 15 metres from the principal road it may be artificially illuminated.

d. In the event that the building is not located within 90 metres of the road; or the view of the signwould be obstructed if it was posted on the building; or for any other reason you do not want topost it on the building; the civic number may be posted on a signpost or other structure on the lotwhere the building is situated, on the same side of the road, and at least 3.5 metres from theclosest edge of the street upon which the building is situated. It cannot be attached to a utility pole forelectrical, telephone or other utility service.

e. The colour of the numerals shall consist of reflective material that clearly contrasts with thebackground upon which the numbers are displayed.

Development and Building Permits

In the province of Nova Scotia, it is a legal requirement toobtain a building permit for any construction project, exceptfor exemptions. Whether a new home, or renovation to anexisting structure, a building permit is normally mandatory inorder to commence. The building official will review theplans to ensure they meet all applicable Provincial/NationalBuilding Code requirements. He will also advise, whennecessary, that one obtain approval from the Departments ofTransportation and Environment, and the Fire Marshal. Theinspector will conduct on-site inspections at various stages ofthe construction project.

In areas where a Land Use By-law is in effect, it is necessaryto obtain a development permit. This permit is required forall new construction and any change in use to an existingstructure. It is confirmation the project is in compliance withthe regulations of the Land Use By-law with regards to theuse, lot requirements, and any development requirements.The development permit must be issued prior to the issuanceof the building permit. Application for both permits may bemade at the same time.

Inspections

Inspections are required for all work for which a building permithas been issued. The request for the inspections must be madeby the owner/contractor as certain stages of construction arecomplete. Applicant are informed as to when inspections arerequired at the time the permit is issued. The inspections areconducted using the 2005 National Building Code as a reference.The following five inspections are normally conducted duringconstruction of standard homes:

Inspection #1Once the footings are in place.Inspection #2 “Before Backfilling”Before commencing backfilling of the laterally supportedfoundation.Inspection #3 “Before Insulation”After the framing, roof, plumbing and mechanical are completed.Inspection # 4 “Before Gypsum Board”Once the insulation and vapour barrier are installed and sealed,but before the wall framing is covered.Inspection # 5 “Before Occupancy”*On completion of Inspection #5, an OCCUPANCY PERMIT will beissued.

Municipality’s Dog Bylaw

Antigonish County is a great place to have a dog! Please be a Responsible Dog Owner. The responsibilities ofdog owners in the County are outlined in the Municipality’s Dog Bylaw. All residents, but particularly dogowners, should be familiar with this Bylaw. A copy can be found on the Municipality’s website or at theMunicipal Administrative Centre at 285 Beech Hill Rd, Antigonish.

Being a responsible dog owner includes:

Reading and adhering to the Dog Bylaw.

Keeping your dog(s) on your property and properly controlled. When venturing off your property it remains your responsibilityto restrain your dog(s) appropriately.

Ensure your dog(s) is not causing a disturbance.

Registering restricted dogs - Please see Bylaw for definition of restricted dogs and control parameters.

Ensure your dog(s) are healthy through a vet check-up, and vaccinations.

Ensure your dog has adequate shelter, food and access to water.

Local vets have confirmed there are serious viruses in our community including Parvovirus which can be deadly to your pet. Callyour vet should you have any health questions or concerns.

The Municipality has a Dog Control Officer who is authorized to enforce the Dog Bylaw. Enforcement can include seizure of thedog and/or issuance of a summary offence ticket with fines attached, should the Bylaw not be followed.

Important Notice

The Municipality of the County of Antigonish encourages you to review the County’s Grants toCommunity Non-Profit Organizations Policy.

As per the Grants to Community Non-Profit Organizations Policy, section 4.1. - The deadline for grantapplications for the April 1-March 31, 2014-15, fiscal year will be March 31, 2014. The deadline for the grantapplications for all following fiscal years will be March 15 of the preceding fiscal year.

IMPORTANT: March 31, 2014 is the deadline for submissions for April 1 2014-March 31, 2015 budget year.

Municipality of the County of AntigonishVolunteer Recognition Contest

Each year, communities all across Canada celebrate NationalVolunteer Week to thank and honour people who donate their timeto help others by supporting the causes in which they believe.

In celebration of National Volunteer Week, Recreation Nova Scotiahosts an annual Awards Day Ceremony to honour “representativevolunteers”. The Nova Scotia Representative Volunteer Award isgiven to volunteers who have made an outstanding contribution totheir community, municipality, town and/or village.

The Municipality of the County of Antigonish is now acceptingnominations for this award.

Deadline to submit nominations is Monday, March 6, 2014. Oneindividual will be selected at random from nominations submitted tobe this year’s representative volunteer.

The Representative Volunteer will represent the Antigonishcommunity at the Provincial Volunteer Awards Ceremony in Halifaxon Monday, April 7, 2014 and will also receive one nightsaccommodation in Halifax as well as travel expenses.

All community groups/organizations nominating volunteer will beentered into a draw for two $250 cash prizes.

We will be offering a Spring FUN Skills program at Antigonish Education Centre! FUN Skills is a program thatmeets twice per week and focuses on physical literacy. Physical Literacy is acquiring the skills and confidenceto enjoy a variety of sports and physical activities. Program content will focus on the development offundamental movement skills and motor skills which are critical to establishing the foundation for participationin many sports and physical activities. Running, jumping, catching, kicking, throwing, swinging, and hitting arethe basic fundamental sport skills. Course content includes: the rights and responsibilities of the babysitter, family, kids and the babysitter’sparents; skills for caring for babies, toddlers, pre-schoolers and school age children; safety; injury prevention;handling emergencies; first aid; personal safety and security. Yoga is a blend of movements that balances strength andflexibility with relaxation and awareness. It is a beautifulway to develop and maintain health. ANTIGONISH COUNTY RECREATION—ACTIVE COMMUNITY RECREATION

BASIC PHOTOGRAPHY

Have fun with your camera and learn basic photographyprinciples and techniques that will help you become moreeffective and creative. The emphasis is on digitalphotography but lessons apply equally to film formats. Thecourse is equally divided into technical and creativeaspects of photography and composition. Lots of tips andtricks are provided as well. Students are encouraged tosubmit photographs for the instructor to review and toparticipate in a voluntary photo contest. A half-day fieldtrip allows students an opportunity to put theory intopractice.

LEARN TO RUN

Antigonish County Recreation will be partnering with ACALA (Antigonish CountyAdult Learning Association) to offer an 8 week learn to run program. This programis a build up to ACALA’s major fundraiser the Fit4Lit Running Event.

This is a beginner running program to bring out the runner in everyone. If you havenever run before or have done some recreational running then this is the perfect

program for you! It is open to males and females of all ages. The 8 week program will meet on Monday andWednesday at 5:30pm at the StFX University Track and work up to running 5 kilometres. The AntigonishMall will be hosting a safe, warm place to walk throughout the winter and early spring months for this group.

It’s spring and time to get outdoors! Regular physical activity is a first line of defense against falls and fractures.Physical activity strengthens muscles and increases flexibility and endurance. Your balance and the way you walkmay improve with exercise, decreasing the chances of a fall.

Keep your muscles strong. Strengthening muscles in the lower body can improve balance. Take part in a physicalactivity program that is right for you.

A supervised group program can help with balance and gait training. Strength and balance exercises done athome can also reduce your risk of falls. This will help improve your balance and strength.

Tai Chi is one type of exercise that may help prevent falls by improving balance and control. This exercise usesslow, flowing movements to help people relax and coordinate the mind and body. It can also boost your self-confidence. Dancing and other rhythmic movements can help as well. Check with your county recreationdepartment and/or public library to see what is available.

Mild weight-bearing exercise, such as walking or climbing stairs, may help slow bone loss from osteoporosis.Having strong bones can prevent fractures if you do fall.

Your doctor or physiotherapist can check your walking and balance. They might do a "Timed-Up and Go" test.This simple test shows how steady you are when you get up from a chair. The test also is used to check yourwalking ability.

Antigonish Community Transit has been busy since our last update! We formed a society, registered under Joint Stocks and arecurrently building our Board of Directors. We now have proposed routes for a transit system that will serve Antigonish Town andCounty. We would still love to hear your ideas, thoughts and suggestions and are open to answering any questions you mighthave. This is a community initiative, so your voice is important in the planning of this transit system. We will continue to mold thetransit system around your needs until it is the best system it can be.

ACT has also met with MLA Randy Delorey to discuss the system and how it will provide residents in the county and town withtransportation options. It was a very positive meeting and Mr. Delorey sees the need to ensure all residents of Antigonish Townand County are able to access grocery stores, health services and community events.

ACT has discussed the proposed system with county officials and are hoping that we can build a strong partnership with bothmunicipalities to ensure the success of a transit system in the area. We will let everyone know of the dates of meetings with ourmunicipal councils, so that you may come, listen in and be informed. Your support will make a transit system a reality!

Finally, ACT was present at a consultation for the Town and County Active Transportation Plan. We are excited with thepossibility to work together to improve Active Transportation in the area and help sustain and improve the viability of ourcommunity.

On occasion, you may have heard on the radio or see on your social media feeds that GASHA has activated theirSevere Weather Plan. But what does that mean and how are you, as GASHA clients and patients affected? TheGASHA Severe Weather Plan (previously called GASHA Code Grey) is activated when severe weather may preventthe majority of staff in any department from reporting to work or restricting staff on duty from leaving work.When a Severe Weather Plan is activated, the RCMP have usually instructed motorists to stay off the roads andvisibility is reduced and safety is a concern. When activated, the Severe Weather Plan may mean that somesurgeries will be cancelled or rescheduled so it’s best to call ahead and confirm with the facility in your areaprior to leaving for the hospital. Severe Weather Plan activation isn’t meant to incite fear; it is activated toensure the safety and well being of all GASHA staff, clients and patients.

As the winter continues, GASHA wishes all of its staff, clients and patients a safe and enjoyable winter season.

The Red Cross HELP program offers short term loans of items such as crutches,wheelchairs, canes, commodes and bath transfer benches to the public at no cost. HELPprovides mobility and a greater sense of independence to people of all ages. Arecommendation form from a health care provider is required. Donations to support theservices are gratefully accepted.

With the unpredictable swings in weather conditions that take place in Antigonish in springtime—snowstorms, heavy rains,melting snow, and ninety kilometer per hour winds, flooding occurs almost every year. The damage and inconvenience can belimited by taking some simple precautions and carefully preparing for the inevitable storms and flood conditions.

BEFORE THE FLOOD

Listen for weather warnings from EMO, 98.9XFM, 1015 The Hawk, CBC, the Weather Channel

or the Internet Weather Office (www.weatheroffice.gc.ca/warnings) about the risk offlooding.

Make sure you have everything you might need in case of emergency. At a minimum, you

should have a flashlight, a radio and batteries, food, medications and a first aid kit. Forfurther information, consult 72 Hours: Is Your Family Prepared? (http://getprepared.ca),published by Public Safety Canada.

When a flood warning is issued, move all vulnerable objects out of the basement and bring

them upstairs where they’ll be dry.

Plug water pipes in the basement. Then shut off the power. If the water level has begun to rise, make sure you have your

feet on a dry surface and use a stick to put the switch off.

DURING A FLOOD Leave the house if the water level makes it necessary or if the authorities ask you to. You will need to take your survival

kit, warm clothing, raincoats and ID papers for all occupants with you.

If you are not going to a reception centre in your municipality, notify municipal staff of where you can be reached. Listen to

the radio to keep abreast of events.

Avoid driving in flooded areas; if you have to drive, drive carefully. If the engine stalls, it’s best to abandon your vehicle; the

flood could carry it away.

WHEN THE WATERS SUBSIDEThe most important concerns after a flood are safety and sanitation. Waters that flood into houses are generally heavilycontaminated.

As soon as flood waters have receded, listen to the radio for instructions. Your municipality

will advise you when it is safe to return. If you encounter flooded roads, do not attempt tocross them. It takes only six inches of rapidly moving water to knock you off your feet. Inthe aftermath of a storm, floodwaters are at their most dangerous and unpredictable.Watch for downed power lines and give them wide berth.

Check your home carefully for signs of damage, broken glass and debris. If a gas odour is

present, leave your home at once and call the gas company immediately. Check your homecarefully for snakes, rodents or other small animals forced in by floodwaters.

Open all doors and windows to help dry out your home.

Rake up and dispose of all flood-borne material in your yard.

Have the electrical installations and heating equipment inspected by professionals.

Make sure the water from the municipal water supply is drinkable. It is advisable to wait at least ten days before drinking

water from a well. If in doubt, have the water analyzed.

Beware of mildew. It can be a significant health hazard. You know there’s mildew if it smells musty to you or like dirt or

alcohol, or if you see green or black stains on things.

REGISTRATION PROCESS

Registration will be accepted by MAIL ONLY. Registrations will be processed on a first received, first served basis. Please use theregistration form on page 39.

All Other Programs

Registration will be DROP-IN or by MAIL. Drop-ins will only be accepted between 9:00 am and 4:30 pm, Monday to Friday by theRecreation Department. Registration is NOT accepted in class by the instructor. Participants must register with the recreationdepartment, by mail or in person. Phone registration is not accepted. See registration form on page 38. All forms must beaccompanied by payment. Receipts for mailed registrations will be distributed in class by instructors. Class locations for mostcommunity education programs will be posted on the bulletin board or in the foyer of the respective schools. With the exception ofthe swim program, registrants will not receive course confirmation. Applicants will be contacted only if a class is cancelled, or if theclass is full upon receipt of their application form.

Registration Process

In order for our staff to effectively plan and carry out each event it is important to have accurate registration numbers. We havetherefore listed a registration deadline for each program and event listed in this newsletter. Please check program description fordeadlines for each activity. Community Education programs are subject to a late fee for forms received after the deadline. Chequescan be post-dated up to the day of the event.

If classes do not have the minimum number of participants by the registration deadline, they will be cancelled. Registration will notbe accepted the first day/night of class.

ANTIGONISH COUNTY RECREATION REFUND POLICY

If participants wish to withdraw from a program they must notify the Antigonish County Recreation Department by phoning 863 -1141. All requests for refunds must be made at the Recreation office and not at the program site. The following conditions apply torefunds:

1. A full refund issued if participants inform the department prior to the start of the program.

2. A partial refund (registration fee less 10%) if the department is informed before the date of the second class.

3. No refunds within 2 weeks of the program start date. The last date a refund will be granted will be on the 15th day beforethe program begins.

4. A full refund will be granted for medical reasons upon presentation of a doctor’s note.
