HUA HIN, THAILAND The horrific rape and murder of a 13 year old girl on a train from Surat Thani to Bangkok that occurred on Sunday (6th July) just south of Hua Hin has shocked the nation and led to calls for the resignation of the State Railway of Thailand’s governor Praphat Chongsa-nguan, as it was revealed that the crime was committed by a former drug peddler who was recently upgraded to a permanent employee on the railway. Wanchai Saengkhao, a 22-year-old bed-sheet replacement employee of a company contracted by the State Railway of Thailand, reportedly confessed Monday night to raping and killing the girl, identified only as Kaem, before throwing her body out of a window of a sleeper car of Train No. 174. The naked body of the girl was found in a thick grass field five metres from the southern track and about two kilometres from where the railway crosses the entrance of the Pran Buri forest park in Wang Pong sub-district, Pran Buri district, while a blood stained bed sheet and the victim’s clothes were found earlier further north along the track in Nong Kae. The SRT announced on Wednesday that they were imposing an immediate ban on the sale of alcohol on trains, although passengers would be allowed to carry their own on board; however if they are seen drinking on board they will be invited to get off the trains. It was also announced that they would step up background checks on all employees for criminal records. Other measures are under consideration, including a female only carriage, a proposal that most support, although many feel the alcohol ban for passengers is not appropriate, given that this crime was committed by an employee, and will cut a valuable revenue stream for the railway. All our thoughts now should be with the girl’s family though, who are having to come to terms with a truly awful crime, and once again we can only hope that true justice is dispensed to the animal responsible. This week it is..... halcyon daysCalm, peaceful days. The halcyon is a bird of Greek legend and the name is now commonly given to the European Kingfisher. The ancients believed that the bird made a floating nest in the aegean Sea and had the power to calm the waves while brooding her eggs. Fourteen days of calm weather were to be expected when the halcyon was nesting - around the winter solstice, usually 21st or 22nd of December. The halcyon days are generally regarded as beginning on the 14th or 15th of December. The source of the belief in the bird’s power to calm the sea originated in a myth recorded by Ovid. The story goes that aeolus, the ruler of the winds, had a daughter named alcyone, who was married to Ceyx, the king of Thessaly. Ceyx was drowned at sea and alcyone threw herself into the waves in a fit of grief. instead of drowning, she was transformed into a bird and carried to her husband by the wind. The myth came to the English-speaking world in the 14th century, when, in 1398, John Trevisa translated Bartholomew de Glanville’s De proprietatibus rerum into Middle English:“In the cliffe of a ponde of occean, Alcion, a see foule, in wynter maketh her neste and layeth egges in vii days and sittyth on brood ... seuen dayes.”By the 16th century the phrase ‘halcyon days’ had lost its association with the nesting time of the bird and had taken on the figurative meaning of ‘calm days’. Shakespeare used the expression that way in henry Vi, Part i, 1592:Assign’d am I to be the English scourge. This night the siege assuredly I’ll raise:Expect Saint Martin’s summer, halcyon days,Since I have entered into these wars.note: Saint Martin’s summer is what we now know as an indian summer.

The kingfisher is associated with other powers relating to the weather. in mediaeval times it was thought that if the dried carcass of a kingfisher was hung up it would always point its beak in the direction of the wind [don’t try this at home]. Shakespeare also refers to this belief, in King Lear, 1605:Bring oil to fire, snow to their colder moods;Renege, affirm, and turn their halcyon beaksWith every gale and vary of their mastersOur current use of ‘halcyon days’ tends to be nostalgic and recalling of the seemingly endless sunny days of youth - despite the fact that the original halcyon days were in the depths of winter.

CaShiNG iNtHe financial Benefits of BeinG an

expat...Benjamin franklin style

Every week in this article helen Couldrey, a financial consultant with the deVere Group, and also a qualified English lawyer, will give you tips and ideas of how to take advantage financially of being an expat. helen has clients in Bangkok, hua hin and Cha-am who she helps to maximise the financial benefits of living overseas.

SaFE aS hOuSES … Property overseasany successful investor will know the first rule of investment is to diversify. With this in mind, many investors opt to have property within their portfolios. historically, property yields good returns, particularly in major international cities such as London which yield around a 10% return. Whilst past performance is not always indicative of future performance, bricks and mortar are often a more comfortable and tangible investment choice. Many expats invest in the Thai property market, but what about investing in other jurisdictions? People are often apprehensive about investing in property outside of Thailand due to the time consuming nature of the investment itself. Pricing, mortgaging, tenanting, maintenance and legal obligations can be onerous. There’s also the huge decision of exactly where to buy!

End To End Property investmentRecently i have been liaising with a fully serviced property investment company called iP Global. iP Global’s vision is to help investors add the strength of global real estate to their portfolios. The company offers a real end to end service as follows, which many expat investors find extremely attractive.

• RESEaRCh – They act as the ‘feet on the ground’ looking at which countries to buy in, which towns to buy in … and even which streets. They can propose specific investment properties, buying into the investments themselves as well, giving confidence that the investment is something the company believes in too.

• COnSuLTanCY – Careful considered advice is given, ensuring that a close long term relationship is built with you!

• MORTGaGES - a vital part of the service is to connect you with mortgage financing on the best terms available for your situation.

• LETTinGS anD ManaGEMEnT – as mentioned above, one of the most time consuming parts of real estate investment is the ongoing management. Pricing, tenanting, maintenance and legal obligations; this can all be covered in the end to end service.

• RESaLES – Deciding whether to sell and when to sell is a key decision for any investor. Getting insight from the professionals is a valuable level if support which is often overlooked.

Specialist property representatives from iP Global will be visiting our Bangkok offices on Thursday 17th and Friday 18th July. if you would like to talk with them about property opportunities then please let me know. Due to location, a telephone meeting, as opposed to a face to face meeting, can be arranged.

LaST OF ThE SuMMER WinE?Like hua hin, hull is a pretty flat place. unlike hua hin the flat terrain continues as far as the eye can see beyond the city boundaries. nevertheless both places are well suited to cycling, or at least they would be if their respective roads were free from other traffic and potholes. So when the Tour de France cycle race started last weekend it was not without some rumbles of discontent here in hull, with our city elders bemoaning the fact that the race didn’t come anywhere near us.On the plus side Gods’ Own County of Yorkshire did get the publicity, with the race starting near Leeds, covering some beautiful countryside dotted with yellow sprayed sheep, and along roads festooned with old yellow painted bikes. and despite the misgivings of hulls’ city elders there was still an abundance of lycra and drop handlebars hurtling around all weekend, as scores of wannabe Bradley Wiggins’ took to the streets.Meanwhile the big post Glastonbury Festival clean up of the 900 acre site had yielded 5,000 abandoned tents, 11 tons of discarded clothing and camping gear, plus one lost dog. We have become a throw away nation on an epic scale, and i can only hope that Glastonburys’ cleaners get to hold the mother of all car boot sales as a nice little perk of the job. Because even at asda prices that’s at least £100,000 worth of tents alone. about 5 and a half million Baht in real money.i have mentioned uK food waste before, and it is an ongoing problem which is far bigger than tent waste. Even some national health Service gurus have realised that it is maybe better to give hospital patients the kind of food they are used to and will eat, even if it doesn’t quite conform to the healthy ideal, rather than throw away mountains of vegetables and couscous. any nutrition is better than none. and if the government is to be believed our nhS certainly does need to make some economies. So why do we also hear that the amount of cosmetic surgery - operations such as facelifts, nose and boob jobs, - carried out by the nhS has doubled in the last 10 years?

Granted, some of that surgery can be considered essential to the patients’ wellbeing. Reconstructive work especially. But (again if reports are to be believed) much of it should have been carried out privately rather than waste nhS resources.none of this may seem very relevant to expats, who are resigned to funding all of their health care costs regardless of urgency or need. and of course as a paying customer there are some benefits to be had, just as there are for private patients in the uK. not least minimal waiting times for treatment. But imagine how you would feel if you had to return to the uK for some urgent medical need, only to find yourself in a hospital bed next to a severe case of liposuction?

On a happier note - news coming through while writing this weeks page that Dolly Parton has offered to adopt the dog abandoned at Glastonbury. Which proves that every dog can have it’s day.

in an ideal world our word of the week should really be something to do with wastage or cosmetic surgery overspends. But i can’t find anything suitable so ‘autochthonous’ will have to do. an adjective meaning inhabiting a place from the earliest times, or indigenous, it is a word which is easier to explain than to pronounce.
