Have we not had flooding problems, which we know are caused by the
incessant and illegal cutting down of trees?
One of the possible solutions we are studying is to make the stewardship of
these trees beneficial to the communities…. We are looking at informal
settlers, who are currently crammed into our cities, as possible beneficiaries
of this program. We will be investing in the people, even as we invest in the
environment.
PRESIDENTIAL DIRECTIVE:
“ Explore livelihood and other incentives packages, under the National Greening
Program, to qualified informal settler beneficiaries to encourage them to return to their
respective provinces. Invest on livelihood opportunities for local communities and
mitigate flood as primary objectives for making the stewardship of trees beneficial to
communities.”
OVERVIEW
• There is a need for relocation of Informal Settler Families (ISF)
residing in high risks or danger areas in Metro Manila particularly
households situated in the flood prone river banks or waterways.
• Relocated ISF families will be provided with livelihood projects or
income generating projects
• The relocation sites will be provided with basic services particularly health
services, water supply, electricity, schools, etc.
• The Philippine President believes that the National Convergence
Initiatives for Sustainable Rural Development is the appropriate
platform for the Balik Probinsya Program (BPP)

PROPOSED EXECUTIVE ORDER
INSTITUTIONALIZING THE “BALIK-
PROBINSYA PROGRAM”(BBP) AND
PROVIDING MECHANISMS AND FUNDS
THEREFORE
The country is experiencing a serious problem on the need for housing
units, which is estimated to reach about 5.8 million by 2016;
The magnitude of this housing problem, as evidenced by the proliferation
of slums and informal settlements particularly in urban areas, is
expected to be further exacerbated by the continuing rural-urban
migration brought about by widespread poverty in the rural areas;
Pursuant to Section 1 of Department of Environment and Natural
Resources (DENR) Administrative Order (A.O.) No. 97, the
government shall provide security of tenure and assist deserving forest
occupant families (FOFs) dependent on forest lands for their
livelihood;
Background:
A secure land tenure is a step towards people empowerment and poverty
alleviation;
The government envisions that anti-poverty programs will graduate from
instilling a dole-out mentality to well-considered programs that build
capacity and create opportunity among the poor and the marginalized
in the country.
A vibrant rural economy is vital to the whole country in order to achieve
food security and more equitable economic growth;
The Department of Agriculture – Department of Agrarian Reform –
Department of Environment and Natural Resources – Department of
Interior and Local Government National Convergence Initiative for
Sustainable Rural Development (DA- DAR- DENR- DILG- NCI-
SRD) is a strategic development approach that can contribute to
sustainable rural development through complementation of efforts
with the local government units (LGUs) and other stakeholders;
The convergence approach is a major strategy for meeting the informal
settler’s shelter requirements while at the same time addressing
livelihood, other household, and community needs;
Oversight Committee.
The members of the National Steering Committee
(NSC) of the DA-DAR-DENR-DILG NCI-SRD
shall constitute the BPP Oversight Committee.
DA-DAR-DENR-DILG NCI-SRD
Oversee the planning, implementation, and monitoring of BPP. Ensure proper turn-over of all assistance support coming from National Government Agencies (NGAs) and sending LGUs to the receiving LGUs.
Provision of production support, training and extension, infrastructure
(e.g. farm-to-market roads, irrigation, etc.), post-harvest facilities,
trading posts/market linkages
Development of farm management plan in coordination with the
receiving LGUs (Design to cover planting area of farm lots)
Provision of other related livelihood support services)

Conduct of community organizing and capacity building activities.
