Governor inthe spotlightChristopherR. MillingtonPartner Governor

Christmas is approachingand the annual round ofGovernor elections has nowbeen completed. The electionresults will be on the hospitalwebsite this month.

The Annual General and Public MembersMeeting (AGPM) was held on 24 September, when the annual report and accounts of theTrust for the previous financial year werepresented to the Council of Governors. I wasunable to attend the meeting myself butPauline Buttling, Public Governor, kindlypresented the Governors’ Review of the Yearon my behalf. The annual report andaccounts of the Trust for 2014-2015, andreports for previous years, can be downloadedfrom the Barnsley Hospital website.

November was an important month in theGovernor calendar. On 5 November theannual joint meeting of the Board of Directorsand the Council of Governors took place. Each year the Council of Governors areinvited to the Board of Directors meeting andhave the opportunity to take part in thediscussions on Board business, includingforward planning.

The second important event in Novemberwas the annual governors’ developmentsession, held on 17 November. This year wefocused on how we could develop andimprove Governor effectiveness.

I have previously written about the keystatutory role of the Council of Governors in

the appointment of the Trust’s Non-ExecutiveDirectors. The Governors’ NominationsCommittee began the process ofappointment of a new Non-ExecutiveDirector (NED) in October, with shortlistingand interview dates in November. TheNomination Committee’s recommendationfor appointment went to the Council ofGovernors meeting on 3 December. After theCouncil of Governors makes its decision, information about the successful applicantwill appear on the hospital website.

If you are not a member of Barnsley HospitalFoundation Trust, please consider joining.A membership form is available on page 2 ofthis issue of Barnsley Hospital News. There isno commitment but membership gives youthe opportunity to vote in the annualgovernor elections and, if you are particularlyinterested in being involved with your localhospital, the opportunity to stand for electionas a governor. Foundation Trusts are the onlyorganisations in the NHS through whichpublically elected governors have democraticlocal accountability.

Finally, I would like to add my best wishes toyou for Christmas and the New Year.

Joe Unsworth, Lead Governor

In October, the Directors attended training inorder to address the impact that diversity canhave on a patient’s experience and onemployees within the Trust. The Equality andDiversity training was presented by CliveTaylor at Indigo You.

As a forward-thinking leadership team, theBoard continues to ensure that ourorganisation works towards guaranteeing thatall patients and staff from various groupshave the same positive experience. TheEquality and Inclusion agenda is being builtinto the fabric of our organisation and will bein all of our Equality and Diversity training.

Equality and Diversity forms part of ourmandatory training programme for all staff atBarnsley Hospital. We also have a policy onEquality, Diversity and Human Rights andstatement which sets out our stance oneliminating discrimination of all types.

Beverley Powell, Equality and DiversityManager, said: “As the largest employer inBarnsley, we aim to ensure that we cancontinue our vision to engage in localpartnerships with, and to be an inclusiveorganisation where our patients willexperience safe care and our staff will beproud to work for us.”

As a result of these improvements, Monitorhas lifted the breach of licence forgovernance which was imposed on the Trustin April 2014.This is a great achievement forus and something thatwe are very proud of.

This lift of the breachof licence enables theBoard to work withless scrutiny. Monitoris satisfied with theleadership team atBarnsley Hospitaland recognises thatwe have the skills to tackle any issues anddeliver the best care for patients.

Diane Wake, Chief Executive at BarnsleyHospital, said: “We are absolutely delighted

that Monitor have lifted this breach oflicence, it is testament to the hard work wehave put in to changing the way we work forthe benefit of our patients and staff.

“We remain in breach oflicence for our financialsituation, and indeedfinances remainchallenging, but with astrong leadership teamat our helm, and thesupport and dedicationof our hardworkingstaff, we are confident

that we can deliver our recovery plan.”

Monitor will continue to work closelywith the Trust to ensure that future progressis made.

LeadGovernorupdate

How would you describe your role as aPartner Governor for Barnsley Hospital?I have a passion for delivering first classcustomer service. We are at a stage nowwhere we need to encourage local providersof health services to deliver better outcomesby listening to patients.

My enthusiasm towards being a Partner Governor arises from a desire to help the peopleof Barnsley experience change by delivering new ways of working, and to encourage localproviders of health care to create a seamless, unified service.

As a governor I want to encourage local health services to unite. We should all strive todeliver services for the people who really need support. I am encouraged by thewillingness of our Directors to deliver change.

What would you say are your favourite parts of the job?My favourite parts of the job are engaging with decision makers and influencing newways of working within our great hospital.

I am part of the PLACE team, which stands for People Lead Assessment of Care and theEnvironment. It gives me an opportunity to talk directly with patients and their families, observing how the clinical staff go about their daily tasks.

I thoroughly enjoy attending our finance and performance reviews with the non-executives, where we go through Key Performance Indicators (KPI’s).This informs mehow our hospital is being run.

When were you nominated to be a Partner Governor?I was nominated by NHS Barnsley Clinical Commissioning Group (CCG) in May 2015.

The CCG commissions services from our hospital on behalf of the people of Barnsley andone of my prime roles within the CCG covers Public and Patient Engagement.I was appointed to the governing body of the CCG.

What inspired or influenced your decision to become a Partner Governor?I have a desire to bring together the influential people in Barnsley who are able to inspirehow health services are delivered. People are very often fearful of coming into hospitaland we need empathy, not procedures.

Several key people in Barnsley’s health scene influenced my decision to become apartner governor. One particular person once said: “Stop being an angry young man, stood at the side-lines moaning. Get involved and make a difference.”

When you are not busy with work what do you enjoy doing in your spare time?I try to always maximise my time. If I am sat down, I will probably have my head into aSudoku puzzle or even a book about Hostas: a plant I love (as do my slugs and snails!)I find that gardening manages to disengage my brain from my mouth, so I try to plant, clip, dig and enjoy our garden at home.

EmbracingdiversityIt is important that staff across the hospital embrace the diversity of both patientsand other staff members. This is why our Board of Directors have embraced theEquality and Inclusion agenda.

We were recently praised by our regulator, Monitor, for strengthening our leadershipteam and improving the way we are run.

Occupational Health and Wellbeing staff havebeen visiting wards across the hospital tovaccinate staff against flu and the Board ofDirectors were first on their list. At BarnsleyHospital we encourage all staff to getvaccinated against flu each winter, via theNHS Employers ‘Flu Fighter’ campaign.

The impact of the flu virus on frail andvulnerable patients can be serious, even fatal, and outbreaks can cause severe disruption inhospitals. When staff receive the vaccinationthey are significantly less likely to be carryingthe virus and therefore reduce the spread ofinfection to those they come in contact with,

including patients, colleagues, family andfriends.

Winter is the busiest time for the NHS and weare supporting the ‘Flu Fighter’ campaign, which is in its fifth year, by encouraging allcolleagues to protect themselves by getting aflu vaccination.

All health staff at Barnsley Hospital, includingdoctors, allied health professionals, nurses, midwives, administrative and corporate staffare being encouraged to have the flu jab thiswinter to cut the risk of it spreading topatients and colleagues.

The Occupational Health and Wellbeing teamhave been paying regular visits todepartments across the hospital, along withholding a ‘flu jab clinic’ on Wednesdays, toensure that all staff have had the opportunityto get their flu vaccination.

Jose Fernandez, Associate Director of HumanResources & Organisational Development, said: “Our staff have been fantastic as always

in supporting this campaign and we have hada brilliant take-up of flu vaccinations this year.

The team in Occupational Health andWellbeing are excellent and have beenworking tirelessly across the hospital tovaccinate staff at times and locations that suitour staff. They are such an approachableteam and staff have been full of praise fortheir friendly approach.”

Barnsley Health Chiefs lead by excellent example with the fight against flu atBarnsley Hospital. The board of directors were more than happy to support the‘Flu Fighter’ campaign to help protect vulnerable patients from the risk of catchingflu by minimising the risk of passing the virus on.

Chairman, Steve Wragg, has his flu jab.

Celebration fordedicated volunteerturned staff

Nigel Brooke, from Royston, was facing the dauntingprospect of lower limbamputation due to theeffects of a diabetic footulcer, fortunately is nowgetting back on his feetthanks to a new pioneeringtechnology beingimplemented here atBarnsley Hospital.

Mr Brooke has suffered froman ulcer on his left foot sinceOctober 2014 and hadpreviously undergonevarious treatmentsincluding an air cast walker.Earlier this year ourSpecialist Podiatry Teamsuggested an innovative newapproach to treatment.

Lead Podiatrist, Sarah-MayPoppleton, recommended anew type of cast called theTCC-EZ – a Total ContactCasting system.

The TCC-EZ, fromDermasciences Europe, is aone-piece, roll-on, wovencast that can be applied injust ten minutes by thepodiatrist. It works bypromoting healing of thewound by minimisingpressure and friction, as theTCC-EZ redistributes theweight away from thewounds, meaning it can healeven while the patient iswalking.

Mr Brooke didn’t have longto wait to see results as injust four weeks a woundthat was originally 9mm indepth was almost healed. He is now looking forwardto going on holiday andwelcoming his thirdgrandchild into the world.

Sarah-May Poppleton, whoworks for the South WestYorkshire NHS FoundationTrust Community PodiatryTeam based at BarnsleyHospital, said:“We decidedto use Total Contact Castingas it’s considered the goldstandard of treatment forneuropathic ulcers. I wasnervous about using a caston a foot with ulcerationhowever I was interested touse TCC-EZ in clinic and seehow much pressure relief wecould get with the cast.

“We were shocked and

amazed at how much thewound had healed when MrBrooke came for his firstdressing change two daysafter the initial fitting.Wehad never seen such adramatic healing technologybefore. The technology hashad a huge impact on his lifeboth physically andphysiologically.

“Using new technologies likeTCC-EZ mean that episodesof treatment are shorter –wounds won’t get deeper sothere’s less likelihood of boneinfection which would resultin admission and hospitalstay. There’s also a reductionin amputation or surgicalintervention which is a bigcost saving in itself. Diabetesis the most common cause ofnon-traumatic limbamputation, with diabeticfoot ulcers preceding morethan 80% of amputations inpeople with diabetes.”

Mr Brooke said: “I’ve beensuffering from diabetic footulcers for four years and it’sbeen really irritating.Previously I’ve had a biggerboot which made standingand balance difficult.Thisnew technology has meant Ican get about without beingheld back and having to relyon people.

“I heard about thistechnology two months agoafter my doctor showed theliterature as an alternative tosurgery. I knew I had to giveit a go or lose half my foot.

“After the first two days wewere astounded at howquickly the ulcer started toheal. This treatment hasworked wonders for me andthe treatment from the staffat Barnsley Hospital issecond to none.”

They also act as a role model forstaff providing leadership, guidance and adviceon the care of this group of patients.

Each Champion has volunteered their time tothis additional role and undertaken trainingto equip them with the necessary skills andtools to be able to undertake their new roleeffectively. The Champions also have on goingsupport from the Learning Disabilities LiaisonNurse and through the Champions networkwhich meets bi-monthly to raise issues, shareideas and support the groups needs.

Tracey Helliwell, said: “It is absolutely fantasticthat our staff are getting involved with thisproject and volunteering their time to makethe patient experience for this group ofpatients even better.

“The role of the Learning Disability Champion is to enable usto provide a 24/7 service for our patients with learningdisabilities, something that previously wasn’t possible.Myself and the Champions will be continuously developingthe service and looking at different ways to support patientsthrough various means throughout their time in our care.

Hi both, thanks for meeting with ustoday. First of all can you explain to uswhat the Portfolio Management Office(PMO) does?Katherine: The PMO provides a wide rangeof support services to the Trust includingbusiness planning, strategy, projectmanagement and change managementadvice.

Jack: That’s right; we support all areas of thehospital to make our services sustainableand to implement change safely for ourpatients and staff.

Katherine: We also support staff with serviceimprovement work to progress the patientjourney and experience. Staff will come tous with ideas of how they want to makepositive changes and we will help them toplan and implement the changes.

Do you have an example of this you canshare with us?Katherine: Yes, we have recentlyimplemented a new starter process whichhas streamlined the process for newemployees to the Trust, it means that theywill be able to get access to systems and allthe new starter elements much quickerthan previously as all necessary processeswill be carried out prior to their start date.

Jack: Yes, they can hit the ground runningand be out there doing excellent work assoon as possible!

How many team members are in thePMO team?Katherine: We are quite a small team, thereare 11 of us in total but the team is made upof full time and part time workers. Due tothe nature of the work we do we work

closely together as a team, luckily we all geton really well!

Jack: Our team is made up of staff from alldifferent career backgrounds which worksreally well as we all have somethingdifferent to bring to the table. We have stafffrom clinical, learning and developmentand business backgrounds so it’s a real mix.

Can you tell us about a majorachievement of the team?Katherine: In 2014/15 the PMO took overmanagement of the Trust’s CostImprovement Programme (CIP). The CIP isthe identification of schemes to increaseefficiency/or reduce expenditure. SincePMO took over management of this we sawthe first successful achievement of targetfor cost improvement at Barnsley Hospitalwith the programme achieving £6.4m ofsavings (an over achievement of £117k).

Jack: This is a great achievement for theteam and we have managed to do this byworking with staff from across the wholeTrust. We have supported staff to help themdeliver their ideas.

Thanks for meeting with us; it’s been greatgetting to know you!

Both: Thank you!

The PMO team welcomes feedbackfrom both staff and patients.
