The ASAP (Adult Social Activities Program) was formed by Joan Muller and DianePetroski 10 years ago with about a dozen or so ladies ready to make things happen. Theynot only made it happen, but the ASAP took off like rockets!

On January 11th, we celebrated 10 years of picnics, craft courses, shows, luncheons,dinner parties, German Night, day tripping, shopping sprees, gambling at the casino,nature walks, exercise, bowling, crocheting, quilting, painting - and neither Joan or Dianewere in attendance to help celebrate with us. We understand that Diane is having the timeof her life out on the kayak with her margaritas, hmmm…

We miss the both of them, and we’re looking forward to having them back home soon.

The cake was made by Lori LeClaire and was absolutely delicious.More photos on page 6...

The food was a vast assortment of flavors and the chow line never seemed to end!

I am pleased to report that your Board of Directors haveapproved the addition of a small exercise room in place of thecurrent ski shop. Previous surveys that we have conducted con-firmed that most members would rather have a small exercise roomthen a small ski shop. The Recreation Committee is still workingout the details, but we plan to open a small exercise room at theRecreation Center by July 1, 2011.

Due to the work that we are doing in the Recreation Center thisyear, we will close for four weeks instead of our usual two weeks.We are very sorry for any inconvenience this may cause but please be advised that theRecreation Center will be closed for the month of June 2011. The outdoor pool will beopen during that time, weather permitting.

As usual, what follows are some brief updates on some of our 2011 planned projects:Larsen Tennis Courts Repairs: The work on the Larsen Tennis Courts is scheduled

to be completed by May 23rd, 2011. The only work that needs to be done is the final colorcoating. The color surfacing will be the same colors as our tennis courts at our Clubhousewhich are blue and green, the same colors used at the US Open.

Recreation Center Repairs: As part of our two year major repairs project for theRecreation Center, we have budgeted $158,518 for this years work. Included in the workare painting, new carpet, new stair handrails, refurbished snack bar area, new furniture,pool repairs, new exercise room and general interior repairs. This project should becompleted by July 1.

Lake Natalie Dam Repairs: We are on track to complete the Lake Natalie Damrepairs by June 15th, 2011. The advertisements for the Request for Proposals for thisproject were published starting February 2, 2011. A pre-bid conference is scheduled for9:30am on February 15th (all members are also invited to attend this pre-bid meeting atthe Administration Building). The proposals are due back to us by 4pm on March 11th.

Please be advised that the boat dock on Wildflower Circle will be closed during theconstruction process but should be open by June 15th. Also, at this point we are anticipat-ing that the lake level will be no more then 1’ below normal levels during this work.

Larsen Bathhouse Repairs: Before the summer season opens we plan to have ourLarsen Bathhouse rebuilt. The funding of the budgeted $19,274 will come from ourReserve Program.

Other Reserve Program Expenses: We have budgeted $6,900 for an update to ourReserve Program that will be completed this year. In addition our Reserve Program

expenses this year are $60,000 for vehicles, $8,877 for pool furniture, $4,225 for wellpump & casing, $186,205 for roads and culverts, and $31,915 for interior repairs to theAdministration Building. The complete Reserve Program with the details of these ex-penses along with our current reserve expenditures and income for the next 27 years islisted on our web site or available for review at the Administration Office. Real Estate Taxes: 2010 vs. 2011By Elaine M. McLain, Business Manager

The Big Bass Lake Community Association property lines connect to three separatetownships and two different counties. The counties are Wayne County and LackawannaCounty. Lehigh Township is located within Wayne County. Covington and CliftonTownships lie within Lackawanna County.

Homeowners typically pay three separate real estate tax bills; one for the township,one for the county, and one for the school district.

Your real estate tax bills are generated from the township and county in which youlive. The school tax bills may be generated from the school, the elected school taxcollector or an independent vendor hired by the school. By far, the school tax bill is thelargest amount of the total of all taxes assessed for township, county and school taxes.

Recently there has been much discussion about the local Clifton Tax increase. Some ofour members have spoken positively of the Clifton Township Taxes and some havespoken negatively. According to Clifton Township Supervisor Ted Stout, the local tax forthe high end of homeowners in Clifton Township will go from $70 to $120 per year.Clifton Township is in the process of purchasing 50 acres of land for $180,000 in an effortto keep this area forested and green. Mr. Stout stated that township’s three supervisorsbelieve that the 50 acres they plan to purchase next to the Municipal Building will allowfor the expansion of the recycling drop-off area and the perhaps development of recre-ational amenities. He confirmed that some of the land is considered wet lands but couldstill be developed. According to Ted, this land purchase has been considered for manyyears and is in concert with their “Comprehensive Plan.”

It should be noted that there has been proposals to the Township to develop this landinto a Condo/Townhouse development. Some residents have been concerned that thisparcel may someday be used for commercial activities.

The chart below shows the taxes for each category by millage rate. Millage is 1/1000thof a dollar. To obtain your tax dollars, multiply your assessment by the millage. Pleasenote that we can not confirm the accuracy of this data. Please refer to the appropriate taxagency for the most up to date information. Also, if you live at BBLCA full time be sureto apply for your PA Homestead Tax Relief if you haven’t already. Please contact thelocal tax office for more details.

Lot Numbers and Your AddressIn 2009, the local townships and counties issued E-911 Address Numbers for each

home in Big Bass Lake Community Association. These E-911 Address Numbers wereissued by the township, not BBLCA, as part of a PA State mandated E-911 project. Thenew E-911 Address Number is your new physical address and should not be confusedwith your lot number. Your lot number has not changed and is still used as your BBLCALot/Identification Number.

It is important to note that it is against the local township ordinance and BBLCA rulesto have your lot number visibly posted on your lot. The only number you should post isyour E-911 Address Number. When you are asked for your “Lot Number” you should stilluse your BBLCA Lot Number. When asked for your “physical address” you should useyour E-911 Address Number.

Local Joint Police ForceRob O’Donnell, Safety Director

Clifton Township is currently reviewing its options for a Local Joint Police Force forits residents. Currently, Big Bass Lake Community Association members living in LehighTownship (132 homes & 79 lots) receive police coverage from the part time LehighTownship Police. Members living in Covington Township (70 homes & 31 lots) receivepolice coverage from the Covington Police Department. If you are a member living inClifton Township (903 homes & 572 lots) you are serviced by the State Police solely.

Since our roads are not PA DOT certified, neither the local police nor the state policecan issue traffic violations on our roads. Although the Big Bass Lake Community Asso-ciation Safety Patrol does patrol our roads and common property and has the ability underthe PA UPCA (Pennsylvania Uniformed Planned Community Act) to issue citations forviolations of Big Bass Lake Community Association Rules and Regulations, we are not apolice force and have no police powers.

As previously reported, there has been proposed legislation which may charge localmunicipalities like Clifton Township extra for State Police Service if they do not have apolice force. This fee is expected to, and has been proposed to be substantial on thetownship as an incentive to regionalize or create a local authority. Big Bass Lake isstaying in touch with Clifton Township to see what if anything they are planning to dowith a Local Joint Police Force.

If you would like to be involved with the Local Joint Police Force proposal, pleaseattend the Clifton Township Board of Supervisors Meetings which is held on the secondTuesday of each month at 7pm. We of course will keep the BBLCA members aware ofany news on this topic as it becomes known to us.

BOD Meeting of November 20, 2010Questions/Comments & Answers

Question or Comment: Regarding the recycling of newspaper and mixed paper,questioned if there would be a special container allocated and where would it be located.

Answer: At this time no decision has been made to offer recycling of newspapers ormixed paper at BBLCA. However, these along with other recycling activities are beingexplored. In addition, Clifton Township is considering to offer newspaper recycling forour residents.

Question or Comment: Would these mixed paper containers provide for glossypapers and magazine recycling?

Answer: See previous answer.

Question or Comment: Stated that badges were checked at her event but are notchecked at other functions, for example the children’s Halloween party.

Answer: The rules are that all members must were badges at all events that occur atBBLCA Common Facilities. Staff periodically checks badges but it would not be feasibleto check each and every person at all events. Staff conducts random badge checks.

Question or Comment: Noted that when she first became an owner, tubing wasallowed on the ski area.

Question or Comment: Commented that BBLCA had a terrific staff and that SueGiordano was to be commended for her advice to go to the emergency room for a mishaphe had with a tree branch falling on his head. He also commended June Ejk, a member,who transported him and waited several hours for him.

Answer: The member was thanked for his positive comments about the staff.

Thanks to all the snow we received in January, members and guests had a great timeon BBLCA’s sledding and tubing hills. Martin Luther King, Jr. weekend was very busywith many tubers and sledders enjoying the day off from work and school.

We have many exciting events scheduled for the upcoming months. Check future LakeLedgers, Channel 80, and our website (www.bblca.com) for extended hours and changes.

Upcoming events:March 5 Paint Ceramics - 2pm at the Rec. CenterMarch 19 Winter Membership Meeting - 10am in the Clubhouse

The Ski Shop is open for the 2011 season. BBLCA ski rentals may be used at otherlocations. Normal hours of operation are weekends from 9am-5pm. Additional hours willbe posted on the website, Channel 80, and in future Lake Ledgers.

The Recreation Center & Indoor Pool is also open for the winter season. Normal hoursof operation are Saturdays 12 noon to 6:45pm and Sundays from 11am to 4:45pm.

Snow fall in January 2011 is making up for the lack of snowfall we received inNovember and December. In January, we mobilized nine times for snow/ice events.During the calendar year of 2010, we mobilized 25 total times for snow/ice events, usedapproximately 410 tons of salt, 300 tons of anti-skid, and 3600 gallons of liquid calcium.

Our 2010 budget for these items was $31,800 and we spent $39,164 due to moresupplies being used then we anticipated. It should be noted that our four year actualaverage for these supplies was $40,383.

If you must travel during a snow/ice event PennDOT offers these Winter Driving Tips:• Carry a winter emergency travel kit.• Listen to weather and travel advisories; if you don’t have to travel, don’t.• Keep your gas tank at least half full.• Slow down and increase following distance; avoid sudden stops and starts.• Beware of roads that look wet, but are actually frozen, often referred to as “black ice.”• Use extra caution on bridges and ramps where ice can often form without warning.• Carry a cell phone.• Do not use cruise control while driving on snow-covered roads.• PA State law requires you to turn on your headlights when your wipers are on.• Use your low beams in bad weather, especially in cases of heavy or blowing snow.• Remove ice and snow from windows, mirrors and all vehicle lights as often as needed.• Remove snow and ice from the hood and roof of your vehicle. If snow or ice from your

vehicle strikes a vehicle or person and caused death or injury, you can be ticketed.• Do not park or abandon your vehicle on snow emergency routes.• Do not pass or get between a plow line (several trucks plowing side by side).• Make sure someone else knows where you are going and when you expect to arrive.

In case you run into an emergency, someone will know where to look for you.• If you become stranded, stay with your vehicle until help arrives. Run the engine every

hour or so, make sure the tailpipe is clear; keep the downwind window cracked open.• Do not drink and drive and always wear your seat belt.

Quilters News BitsBy Kathy Herling

Just in case you’ve been in a quandary, thinking that the Big Bass quilters have beenquiet lately, let us quickly put your mind to rest. These quaint ladies have been quilting ona beautiful creation, suitable for a queen size bed, in vibrant fall colors named “AutumnSplendor.” It will be raffled off this year with the proceeds going to the GouldsboroAmbulance Corps. For your further edification, previous charities that have been recipi-ents include the Gouldsboro Fire Company, the American Cancer Society, the DiabetesAssociation, Gouldsboro Methodist Church and the Gouldsboro Area Foundation, as wellas the quintessential beauty that hangs in the community clubhouse.

All expenses incurred in making the quilts are absorbed by the dues paid by members,which are approximately $15 per year. However, sometimes a project requires the ladiesto add a little more funding to finish the quilt. We have also made simple, basic coverletsand donated them to Moses Taylor Hospital and Ronald McDonald House.

We’re always happy to welcome new members, whether they are master quilters, ornewcomers to the craft. Help is offered to new members regarding cutting patterns,piecing and hand quilting. Stop by and see us at work any Thursday 10am to noon.

“We read books, talked books, argued over books, and became dearer and dearer toone another.” This quotation, from the BBLCA’s January selection of The GuernseyLiterary and Potato Peel Pie Society, sums up the atmosphere at the monthly meetings ofa garrulous bunch of BBLCA members, all of whom just love to read.

Started a number of years ago, book club members meet for about two hours and sharetheir often differing views on each month’s selection. A spirited discussion often evolves,and, as one member recently remarked, “I learn so many things I never knew.”

The December holiday meeting, held for the past two years at the home of Jacqui andDoug Adams, features poetry readings selected by each member, and tasty refreshments.

Chris Sparling, book club member, avid reader and sometimes poet, shared her poemabout the club:

We meet once a month to discussAn epic, a novel and such.A mystery so eerie, or a saga not dreary.Of reading we can’t get enough.A lively discussion ensuesOver next month’s selection to choose.Well, we can’t all agreeOn just what it should beSo someone suggests the reviews.While we all have our favorites it’s trueIt’s the friendship we findBetween kindred mindsThat provides the true paper and glue.So while books are my friendsThey’re a means to an endIt’s the friendship with each one of you.

The BBLCA “share and read” adult library offers hard cover and paperback selections,as well as some “large type” choices for those staying at BBLCA.

Popular titles from recent years are displayed alphabetically by author in the hallwayof the administration building. Readers can select from the displayed books and thenreturn them when they are finished.

The free library also welcomes donations of recent fiction and nonfiction to be sharedwith others. Just leave your donated books and returns in the basket across from thebookshelves. BBLCA member Dottie Ruzi and her helpers will sort and shelve theselections for your reading pleasure.
