Urban desin as a poicy
Road and bride inrastructure has a maor inuence on the eistin and uture orm, unction
and character o our cities, towns and viaes, and the natura settins and wider countryside o
which these settements are part. A o this is what urban desin sets out to shape.
As an inrastructure oranisation that buids in urban and rura contets, we need to thin beyond
the pavement o the road to consider the broader environments that are aected by inrastructure
investment. Roads shoud be sensitive to the eistin buit, natura and community environments throuh
which they pass. They shoud contribute to the uture character, unctionin and convenience o adacent
areas, provide an interestin eperience in movement and shoud be sae or a users and the community.
The architectura and andscape quaity o road corridors themseves shoud be visuay peasin.
A o this shoud be sae, sustainabe and cost-eective.

activities. Thereore promotin saety is intera to
an urban desin approach to road inrastructure:

can contribute to saer driver behaviour by

The RTA needs to spend wisey so that urban
desin obectives are baanced with economic and
transport obectives:

essentia that urban desin outcomes are

Urban desin invoves creatin inrastructure that is sensitive to its contet, serves communities we
and has a unifed architecture to create an interated enineerin and urban desin product.
This requires that a process or method be oowed. The process must be more than a toen esture.
This section sets out the proect manaement procedures and methodooies to achieve the RTAs

The east-west Dean Street axis runs rom Memorial Hill to this
plaza which connects with the Dean Street cable-stay pedestrian
bridge.This design has revitalised the east end o the street.
The north-south linear park in East Albury with a wide,pleasant shared cycle and pedestrian path into town,and strong
architectural connections has revitalised a ormer derelict strip
o land by the railway.
This shows the approach rom the north with the Dean Street
cable-stay pedestrian bridge and old railway station and yards
in view.The terraced retaining walls and noise walls align withthe town grid and complement the station.

Contributing to urbanstructure and revitalisation
Hume Freeway Projet, Albury-Wodonga
(South-West Region)
The NSW section o the reeway was planned and
designed adjacent to the rail line through Albury.
As such,it replaces a previously unused and derelict
area with a high speed road and rail corridor that
fts in with the original grid layout o the town.The
through trafc on the bypassed main route through
the town is reduced,creating improved amenity and
opportunities or urban revitalisation.

An architectural model was prepared to demonstrate thebenets o an integrated engineering and urban design solution.
Thedepressedmotorwayis hiddenromthe housesandpark.
Itsretainingwallsminimiseitsootprint andare designedto

The motorway set into a cutting protects South Dowling Street
rom noise and visual impacts and allows it to act as a service
road or residents.The road has been retrotted into a pleasantlandscaped street with parking.
Adjoining land and streets,like Bourke Street,have undergone a
renaissance.With trac impacts removed and additional trac
management in place,a better street lie and development
opportunities have occurred.
Case study two
Fitting with the built abric
Eastern Distributor,Sydney
The Eastern Distributor motorway provides a link
between the Cahill Expressway at Wooloomooloo and
Southern Cross Drive in Sydney rom the airport. As
well as extensive tunnelling under the city,the motorway
is grade separated through the Moore Park precinct at
Surry Hills and orms a vastly dierent ootprint to the
original engineering design.It leaves the exi sting urban
abric intact.Lowering the motorway in an open cut
reduces noise and visual impacts,ensures continuity o
the street and pedestrian networks and improves the
design and outlook o the surrounding park and housing.
The architecture and landscape o the project has been
designed to complement the area and build upon the
character and quality o the public domain.

Case study six
Incorporating heritage andcultural contexts
Upgrade of Great Western Highway at Leura
The Great Western Highway follows the original
explorers route over the Blue Mountains.The corridor
is tightly constrained following ridgelines and bounded
by steep wooded slopes.By necessity the rail corridor
and the towns of the Blue Mountains are also located
on this ridge. Leura is one of the towns of the Blue
Mountains that attracts many visitors due to its natural
and historic character.Upgrading the highway past
Leura required some innovative design approaches
including a wide landbridge,preserving the ridgeline
and safeguarding the curtilage of the historic ruins of
the Chateau Napier hotel.
cONcEPTPLAN
To help understand the complex three dimensional qualities of the
project and to demonstrate the design thinking to the community,
a model was built illustrating the key aspects of the project.
The historic and attractive mall through Leura extends past therail station and crosses the highway on a landbridge.
The gentle ruins of the o ld hotel Chateau Napier are protected
and provided with an appropriate sandstone boundary adjacent
to the road.With the landscaped roundabout,centred on the
landbridge,this forms an integrated precinct.
The pleasant,sweeping geometry of the underpass continues the ridge line.The design draws a distinction between the new road and the
older town,providing an attractive outcome overall.

Connecting modesand communities
Liverpool to Parramatta Transitway,Bonnyrigg
The Liverpool to Parramatta Transitway is a 31
kilometre bus route with 21 kilometres of dedicatedbus lanes,two park and ridefacilities and 35 bus
stations.It connects a string of suburbs and centresbetween Liverpool and Parramatta providing clean,fast
and safe public transport.The bus station at Bonnyrigg
is situated adjacent to the shopping centre car park.Itis well connected with shared paths to the south and
north,and with a local road connection since local busservices run alongside the transitway.Precincts such as
Bonnyrigg are attracting developer interest focussedaround bus stations.A shared bicycle and pedestrian
path runs along the entire length of the transitway.

The dedicated transitway has a major bus station at Bonnyrigg
town centre which forms part of a larger station precinct design.
The northbound and southbound bus stops,platforms and
shelters are aligned on either side of a shared path axis
connecting the shopping area to the housing areas,places of
worship and public open space to the west.
Cyclist facilities are provided as well as ramps and steps for easeof access.The bus station is clearly marked with signage and
planting.Robust surface materials have been used.
The Liverpool to Parramatta Transitway provides quick connections from the small shopping and business areas at Bonnyrigg to the larger
facilities at Prairiewood at the next stop and on to Parr amatta.Bus stations have a distinctive architectural design, however transparent
plastic products should in future be used instead of glass to reduce the opportunity for breakage.

Paif Highway Upgrade Projets
The Pacic Highway corridor traverses the landscape
between the Pacic Ocean and the Great Dividing
Range.It travels nearly 700 kilometres between
Newcastle and Tweed Heads and crosses wide rivers,
skirts valleys, meanders across wide plans and undulates
over ridgelines and hills.It is a vast project and the
constraints o integrating the project earthworks with
the natural topography have produced some lessons in
tting roads into the landorm.

Responding to natural pattern
Yelgun to chinderah Freeway
The Yelgun to Chinderah Freeway in the Northern
Rivers area o New South Wales was planned and
designed to avoid and minimise impacts on the local
ecology and agricultural land uses.The road ootprint is
minimised as ar as possible with steep cuttings and the
alignment closely skirts the caneelds and woodland on
the edge o the valley. A tunnel under Cudgen Road
was built to preserve the wooded ridge line and habitat
corridors.With these measures the natural landscape
and ecological patterns have been protected,impacts
minimised and a better design outcome produced.

The sinuous reeway skirts the edge o the caneelds and
woodland,avoiding disruption o the natural vegetation patterns.
The reeway is located in the fatter land, avoiding the
ecologically valuable ridges and woodlands.
The Cudgen Road tunnel allows the wooded ridge line and wildlie corridor to cross the road and extend down to the edge o the Tweed
River.Native planting and seeding is provided to revegetate the edges o the portal. Use o gabion acing is suitable or the natural context.

The bridges and barriers are designed to allow panoramic views
o the Illawarra escarpment.
The occasional noise wall has had input rom local ar tists with
textures,included denoting the local tree species.

The approach to Kiama takes in views o Kiama itsel and the Pacifc Ocean an d beach at Bombo.The alignment o the edge o the

Designing roads as anexperience in movement
North kiama Bypass (Southern Region)
The North Kiama Bypass upgrade o the PrincesHighway is approximately 10 kilometres long yet
traverses a diverse landscape that includes agricultural
lands,industrial areas,woodland,river valleys and hill
tops.The views are also diverse including the Illawarraescarpment, the Pacifc Ocean and Kiama.The projecthas been designed to capitalise on these aspects.It
provides an appreciation o the area or the road userand also a sequence o events through distinctive
bridges,rest areas,cuttings and noise walls.

Creating sel-explainingroad environments
Bangor Bypass
Bangor Bypass was designed and built to link the existing
high speed arterial across Woronora bridge to Alords
Point Road.In so doing it bypassed the stretch o Menai
Road through Bangor with its busy pedestrian orientated
environment o schools,residential areas and shoppingactivity.Being designated a major arterial,the bypass had
to be designed to accommodate heavy trafc at speeds
up to around 80-90 km/h with appropriate road curves,
setbacks and clear zones.Menai Road,on the other
hand,was no longer required as a major road.Measures
were taken to transorm its appearance to that o a
more local route.Car parking bays were created,the
road was narrowed,ootpat hs were improved and
the landscape enhanced to create a more pleasant
environment conductive to saer driver behaviour.

Bangor Bypass (let) contrasts with Menai Road (right). Both clearly indicate what their unction is, and both would make drivers
uncomortable exceeding the applicable speed limits.

to suit its new purpose or local trafc and pedestrian access to
shops,schools and housing and as conducive to cycling.The designis simple,low cost and easily maintainable.

Precast concrete noise walls are designed to serve dierent

location close to the road,are repetitive and easy to replace.
Overpainting is carried out in the event o grafti vandalism.
The design o the 40 kilometre shared path is unifed with the rest
o the project and built with durable materials as in this concrete
decking over a creek.

M7 Motorway
The M7 motorway orms a major 40 kilometre section
o the Sydney orbital.It was designed by an integrated
engineering and urban design team with ull control
over the detailed design and implementation.The
resulting project is coordinated and unifed in all itselements.The multitude o bridges are organised into
a hierarchy o design types.Materials with high quality
fnishes are used throughout.The project is a good
example o the repeated use o bold elements which
provides a powerul architectural eect,a strong sense
o place and acilitates repair and maintenance.
