MINUTES February 6, 2020

Chairperson Hoferer called the meeting to order at 4:00 p.m. in the Kansas Room of the Memorial Union on the Washburn University campus.

II. Roll Call

Present were: Mr. Beck, Ms. Buhler, Mr. Hoferer, Mr. Klausman, and Mrs. Parks. III. Approval of Minutes of the December 5, 2019 meeting

It was moved and seconded to approve the Minutes of the December 5, 2019 meeting as submitted. Motion passed.

IV. Officer Reports

A. Chair’s Report

Chair Hoferer reported we are in the process of scheduling a workshop for the Board on the topics of the budget, academic affairs, finance and enrollment. Chair Hoferer then asked Vice President for Administration and Treasurer, Mr. Chris Kuwitzky to update the Board on two main campus construction projects.

Vice President Kuwitzky said that the Indoor Athletic Facility welds have been corrected, having set us back about two months. Framing on the football side is complete as are the walls on the east side. The roof and trusses are on track and should be up this October, 2020. Kuwitzky reported that we are on budget. For the law school, Mr. Kuwitzky said the architects have been on campus to look at the site plans and needs for classrooms, library and offices. These go out to bid in December or January, with completion in summer 2022. He said the Regents can expect three or four agenda items. The first will be for architectural drawings; next for approval and issuance of bonds; then the award of a construction agreement later this year.

B. President’s Report

President Farley participated in the meeting via conference call. He said it is only the second time he's been on the phone for a Board meeting. In explanation, he had been out running with his dog when the dog tripped him. He fell, landing on his face. He said he feels and is fine, but looks terrible.

Dr. Farley reiterated that we are working on scheduling a workshop with the board. There will be no action taken, just an opportunity for questions and clarifications so everyone can understand issues a little bit better.

President Farley said we have acquired some wonderful artwork. Photographic portraits of influential African American women at the Mulvane.

Dr. Farley reported that today is the Washburn Foundation Day of Giving, and Washburn’s 155th birthday. We started celebrating at midnight and so far 500 gifts have been made, totaling $125,270. The website has a list of projects that touch all areas of campus.

Dr. Farley said the Foundation received a marquee match opportunity for the School of Law building, a $1 million dollar anonymous gift, for the School of Law plaza to be named after Senator Robert Dole.

President Farley introduced Vice President for Academic Affairs, Dr. JuliAnn Mazachek, who announced Jane Carpenter will be the permanent Dean of the School of Nursing. She noted that Dr. Carpenter served as interim dean while we conducted a search. Dr. Mazachek said “after six months of her leadership, Dr. Farley and I agree we would be honored if she would be our dean of nursing.” Dr. Mazachek introduced Dr. Carpenter, saying she took the reins from the beginning and has a vision for what we need to do in the future. There were comments from staff and community patterns about the quality of her leadership.

special part of our graduation ceremonies. Dr. Mazachek requested approval of the four exceptional individuals. It was moved by Regent Parks and seconded by Regent Buhler to approve. Motion passed.

2. Audit, Tax and Compliance Services

Vice President for Administration and Treasurer Chris Kuwitzky presented the item. He said our five-year agreement with Rubin Brown is coming to completion. The University has received four responses from 18 solicitations. Kuwitzky said we have recent and favorable experience with Rubin Brown and they were the lowest bid. Kuwitzky asked Chester Moyer from Rubin Brown to attend since there was no Audit Committee meeting.

Mr. Moyer said they are privileged to continue with Washburn. He noted best practice is to rotate audit partners, so Caleb Lilly who previously audited us will be the assigned partner. He explained efficiencies were created through accounting of Foundation funds and significant operational efficiencies that Chris Kuwitzky and Kari Hachiya have put together, and they are pleased to be able to use these to spend less time and it is reflected in the cost.

Mr. Kuwitzky noted the request for approval is for both Rubin Brown and Baker Tilley, who handles bond arbitrage.

It was moved by Regent Klausman and seconded by Regent Parks to approve. Motion passed.

C. Information Item(s)

1. Student Mental Health

Vice President for Student Life Eric Grospitch introduced Crystal Leming to talk about our counseling services and national trends. Leming made a presentation showing the differences between the counseling services and psychological services clinic, an overview of the department, data, national data, challenges and adaptations.

It was moved by Regent Beck and seconded by Regent Parks to adjourn. Motion passed. The meeting adjourned at 4:44 p.m. /s/

SUBJECT: Emeriti DESCRIPTION: Designate Dr. Kevin Charlwood as Professor Emeritus; Dr. James Concannon as Professor Emeritus; Dr. Shiao-Li Ding as Professor Emeritus; Dr. Vickie Kelly as Associate Professor Emeritus; Dr. Kanalis Ockree as Professor Emeritus; Dr. David Pierce as Professor Emeritus; Dr. William Rich as Professor Emeritus; Dr. Nancy Tate as Professor Emeritus; Dr. Sandy Tutwiler as Professor Emeritus; Ms. MaryAnn Wittman as Lecturer Emeritus. Dr. Kevin Charlwood began his teaching career as an Assistant Professor in Washburn University’s Mathematics & Statistics Department in 1997. Since his start at Washburn, Charlwood was promoted to Associate Professor and tenured in 2003 and promoted to Professor in 2009. Charlwood’s passion for teaching is evident in his positive interactions with students in the wide variety of courses he taught, including: Contemporary College Mathematics, College Algebra, Statistics, Applied Calculus, Calculus, Discrete Mathematics, Abstract Algebra, and many others. Professor James Concannon joined Washburn University School of Law in 1973 as an Assistant Professor of Law, in 1977 became an Associate Professor of Law, and in 1981 became a Tenured Professor of Law. Concannon served as Dean of Washburn University School of Law from 1988-2001. He is licensed to practice in state courts in Kansas, the U.S. District Court for Kansas, the U.S. Court of Appeals for the Tenth Circuit and the Supreme Court of the United States. He served as Research Attorney for the Kansas Supreme Court and was a Visiting Professor at Washington University School of Law in St. Louis. He was a Senior Contributing Editor of Evidence in America: The Federal Rules in the States and serves on the National Conference of Commissioners on Uniform State Laws. Dr. Shiao-Li Ding has served as Professor of Applied Piano and Director of Group Piano at Washburn University since 1993. Dr. Ding has served the university in a variety of ways, including College Faculty Council, Student Academic Appeals, Faculty Senate, Secretary of the Division of Creative and Performing Arts, faculty representative for the Asian Student Association, as well a variety of other departmental and College committees. Dr. Ding has served as Vice President for the Kansas Music Teachers Association since 1998. As a performer, Dr. Ding has performed throughout China, Malaysia, Singapore, and the United States. Dr. Vickie Kelly, Associate Professor began her service for Washburn University in the School of Applied Studies in 2004 serving as Director of Kansas Career and Technical Education Resource Center. Kelly began teaching in the fall 2008 where she served as program coordinator for the Bachelor of Applied Science in Technology Administration. Kelly was instrumental in

the development of the Master of Health Science program in Health Care Education and moved into that area as program coordinator in 2013. She also has served since 2015 as the University Assessment coordinator. Professor Kanalis Ockree has served as a Professor of Accounting in Washburn’s School of Business for more than three decades. Ockree was instrumental in the School of Business’ development of the Master of Accountancy program at Washburn. Ockree has served on many School of Business and university committee and recently received the university’s esteemed Herrick Faculty Award for Outstanding Service and the School of Business’ Dicus Excellence in Teaching award. Professor Pierce joined Washburn University School of Law in 1977 as a Visiting Associate Professor of Law, in 1989 he was promoted to Associate Professor of Law and in 1990 he became a Tenured Professor of Law. Pierce is the author of the Kansas Oil and Gas Handbook, a co-author of the West casebook Cases and Materials on Oil and Gas Law, and the West hornbook Hemingway Oil and Gas Law and Taxation. He is a co-editor and upkeep author of the multi-volume treatise Kuntz, A Treatise on Oil and Gas Law and co-editor of the Oil and Gas Reporter. He is a past president of the Rocky Mountain Mineral Law Foundation and a member of the American Law Institute. Professor Rich joined the School of Law in 1977 as an Assistant Professor, in 1980 became an Associate Professor, and in 1983 became a tenured Professor. He served as Associate Dean of Washburn University School of Law for five years and was Acting Dean in the fall of 1985 and Interim Dean during 2006-2007. For several years Rich worked with Washburn Law Clinic students representing inmates in constitutional challenges to Kansas prison conditions. Rich's publications address a wide range of constitutional law topics, including federalism, sovereign immunity, prison conditions and race relations. He also authored the three volume treatise, Modern Constitutional Law (3rd Edition), published in 2011. Dr. Nancy Tate has served Washburn University for a total of 34 years in a variety of roles. Tate has served as Associate Chair and Chair in Computer Science, Interim Director for CLASS, Interim Coordinator for Academic Scheduling, Interim Dean for the School of Applied Studies, Interim Vice President for Academic Affairs, and most recently served for 15 years as Associate Vice President for Academic Affairs. Through her extensive career at Washburn Tate has led two consecutive successful accreditations with the Higher Learning Commission, helped in establishing the Center for Student Success and Retention, numerous general education requirements, and the affiliation of Washburn University and Washburn Institute of Technology. Dr. Sandy Tutwiler has served as a Professor of Education for 21 year at Washburn University. Beginning as an Associate Professor and Assistant Chair in the Education Department in 1999. Tutwiler was promoted to Professor and granted tenure in 2003. Tutwiler also served as Chair ad coordinated the education accreditation through the National Council for Accreditation of Teacher Accreditation from 2001-2007. Tutwiler has served the university in many capacities,

including University Assessment Coordinator and Diversity Fellow for the Center for Teach, Excellence, and Learning. Ms. MaryAnn Wittman is a Lecturer of Intensive English in the Office of International Programs at Washburn University. She has taught full-time for 8 years and previously as an adjunct for 22 years. Wittman has taught various courses during her tenure at Washburn including English as a Second Language, Developmental English, English 101, English 300, and Short Story. Wittman writes in two literary series: “Dog Tales” in which all the stories are about the adventures of real dogs, and “Kitchen Table Tales” in which characters and stories vary, but carry messages of kindness and compassion. She has published seven children’s books. Teaching English to International Students is her passion as well as studying science. SUBJECT: Eminentes Universitatis DESCRIPTION: Washburn University awards the “Eminentes Universitatis” designation to long-term employees who meet the following requirements: employed as an administrative or classified employee for a period of ten years or more; retire in good standing; and service performed must be judged to have been meritorious. This year we have five employees meeting these requirements. Ms. Linda Smith had been with the Theatre department since September, 2007 and served as both an administrative assistant and an adjunct. Ms. Smith had been terrific with students and wanted them to be successful. An alum from graduate school emphasized that Ms. Smith was as “important as the department faculty in helping her make her way through Washburn and going on to graduate school”. Ms. Smith had been an excellent resource for faculty because she has a Ph.D. in Theatre History and Literature. She read and edited countless journal articles, conference proposals, and presentations for the department. Ms. Smith kept up on the profession and would share books, plays, and articles with faculty. Ms. Smith had gone out of her way to assist the new Chair in her role with patience and encouragement. Ms. Smith values the students and teaching. As an adjunct, she spent extra hours with the students or worked late so she could meet them on their schedule. Ms. Smith retired in January, 2020. Ms. Jacklyn Tomes began her service to the University in 2007 as a part-time retail clerk in the Ichabod Shop. In 2011, she moved to a part-time position as Cashier in the Business Office, and remained there until her retirement in early January, 2020. Ms. Tomes had been a valuable member of the Business Office team. She was a part of the team during the transition from the second-floor space, prior to the Morgan Hall renovation, to a small classroom used during the months of construction, to the cashier window around the corner from the Student One Stop, easily located by “following the blue lights”. She spent her years at Washburn helping both students and staff and by directing their inquiries to the proper person or department. She encouraged and helped students who needed assistance navigating the higher education billing and payment process. Ms. Tomes retired in January, 2020 to spend more time enjoying her family and hobbies. Ms. Ginger Webber had worked alongside successive Directors and Deans of the University Libraries and served Washburn since December, 1981 with great distinction. She is a special person and was an instrumental member of the Mabee family. Ms. Webber assisted multiple generations of librarians, and more recently student success professionals, teaching them that Washburn University is a special place due to its focus upon students and appreciating their unique journeys to success. Ms. Webber earned an Associate and Bachelor’s degrees while working at Washburn, exhibiting her immersion in the Community of Learning and illustrating her appreciation of Washburn University’s focus upon students achieving their goals. For almost 40 years she helped hundreds of professionals in the Mabee develop a passion and appreciation

for our student-centered culture. Ms. Webber embraced the culture of change that has long shaped the modern library experience and assisted us, at Washburn, to implement it with a high level of thoughtfulness and care. She played an integral role in helping guide colleagues to embrace a genuinely student success focused identity helps explain why the Mabee Library, in 2020, is a nonstop hub of activity and learning. Students who interacted with Ms. Webber over many years in the University Libraries regularly recognized her as “the friendliest and most supportive person in the Mabee.” Indeed, no one ever left her presence without an offer of candy and having known they were in the presence of a truly special Ichabod. Ms. Webber’s understanding of the Washburn Libraries as central in the student success experience is something her supervisor, Dean Alan Bearman, personally appreciated. Ms. Webber was the consummate team player, who throughout her career put the good of the whole before her own personal needs and desires. Ms. Webber’s daily conversations with the Dean were “invaluable, and her friendship always available” to him as needed. Ms. Webber made a positive difference in the Washburn University Community of Learning. She has an amazingly positive attitude, kindness, helpfulness and attentiveness to the needs of others which made Washburn a special place for faculty, students and for the Dean. Ms. Webber retired in February, 2020. Ms. Heidi Crosland was employed in the University Service Area (UMAPS) as a part-time Clerk I and Account Clerk I from August 8, 1988 through March 31, 1995 at which time she left Washburn for personal reasons. She returned to Washburn and was employed in the Financial Aid Department as a part-time Clerk I from February 26, 1996 through September 30, 1996 at which time she transferred to the Service Area (UMAPS) October 1, 1996 as a full-time Mail Distribution Clerk, and has held the following titles Clerk III, Office Assistant I and Senior Ad-ministrative Assistant while she has continued to work in UMAPS. Heidi’s quick knowledge of who works in what department on campus, and her desire to get mail and packages to the proper place will be missed. One of Heidi’s favorite things about working at Washburn was her interaction with student employees. In May 2018, Heidi was recognized by Jim Martin, Vice President for Administration and Treasurer, in the “Making a Difference” program where staff are recognized by students. Students have commented about Ms. Crosland that she “has worked faithfully for Washburn for decades and continues to do her job in UMAPS well. Incoming packages that are anticipated, books through the interlibrary loan, and important legal documents can be safely trusted to her. She sometimes will move upwards of 500 lbs. of mail in a day. She deserves some recognition. Practically every diploma, W2, or acceptance letter touches her hands. She is always kind, inclusive, and understanding to students”. Ms. Crosland retired in March, 2020. Ms. Rene Akin retired in January 3, 2020 after working at the University for over 31 years. Ms. Akin started her career as a secretary in the business office reporting to Harold Holden at Washburn University on April 11, 1988. The business office was responsible for the student union, bookstore and textbooks, phone system, family housing, parking permits for residential living and law school, jet system billing, royalty payments, applications for the art sculptures on campus, event ticket issuing and much more. The business office changed structure and responsibilities and moved into the purchasing office where Ms. Akin continued some previous business office tasks as well as purchasing assignments. Ms. Akin joined the business services and auxiliaries office as the secretary in the early 2000s under Duke Divine. The position change added responsibilities including, beverage and vending contracts, brinks armored services, self-

op dining, reservations and food order contracts, billing and again much more. During this time Washburn changed from self-op dining to contract and the department added the event management system which Ms. Akin assisted with entering the data of buildings, rooms, facilities, inventory and catering contracts. Ms. Akin experienced many changes through four university presidents, one director of business office, three directors of business services and auxiliaries, and three memorial union directors. She received several outstanding service award nominations and was awarded the secretarial/clerical category in 2006. She has long standing relationships with staff and students which have continued since she retired in March, 2020. Those relationships were cultivated through her dedication and overwhelming loyalty to them and Washburn. Through her exemplary, thorough, detailed, factual, fair-minded, reliable, dedicated attributes she played an integral part in the development of the student union mission, policies and procedures as well as being the nucleus of the business services and auxiliaries department. WHEREAS, the undersigned is a municipality (the “Depositor”), as defined in K.S.A. 12-1675, as amended, and from time to time has funds on hand in excess of current needs, and WHEREAS, it is the best interest of the Depositor and its inhabitants to invest funds in investments that yield a favorable rate of return while providing the necessary liquidity and protection of the principal; and WHEREAS, the Pooled Money Investment Board (the “PMIB”), operates the Municipal Investment Pool (MIP), a public funds investment pool, pursuant to Chapter 254 of the 1996 Session Laws of Kansas, and amendments thereto NOW THEREFORE, be it resolved as follows: 1. SUBJECT: Bachelor of Education, Biology Secondary Education DESCRIPTION: The Bachelor of Education (B. Ed.) in Biology Secondary Education will require a minimum of 120 credit hours and upon completion of the degree majors will be able to understand and explain the similarities and differences between how a variety of organisms live and grow, how organisms interact with their environment, how genetic information is transmitted from one generation to the next, and the evolutionary principles and processes and how they provide evidence that shows the relatedness of different species. Additionally, students will incorporate core biological ideas, scientific and engineering practices, and crosscutting concepts into instruction and demonstrate an ability to create and manage environments that support learning. RATIONALE: The proposed addition of the B. Ed. in Biology Secondary Education offers a degree pathway for students that reduces required credit hours to a minimum of 120 while satisfying KSDE standards; the degree allows students to complete the same core curriculum as all other Education majors and gain the content knowledge of the major disciplines within biology. SUBJECT: Bachelor of Education, English Secondary Education DESCRIPTION: The Bachelor of Education (B. Ed.) in English Secondary Education will provide a four-year alternative to the existing B.A. in English with an emphasis in Secondary English Education, which will be retained for students wishing to pursue the more comprehensive program. RATIONALE: The B.A. in English with an emphasis in Secondary English requires 133 credits to obtain, which well exceeds the 120 credit hour goal for all Bachelor's degrees at Washburn University. The B.Ed. in English Secondary Education will provide students an option to complete degree requirements within 124 credit hours while continuing to earn the same core curriculum as all other Education majors, acquire adequate content knowledge, and satisfy Kansas State Department of Education 6-12 English Language Art Standards. The total credit hours for this B.Ed. include 4 hours of foreign language elective. SUBJECT: New Technical Education Certificate Program – Logistics and Production Technician

DESCRIPTION: Washburn Tech and GoTopeka have partnered with industry leaders to develop a program that prepares students for jobs in the local distribution centers and manufacturing plants. Our proposal is to create a new technical certificate program titled, Logistics and Production Technician, and introduce the program at the Tech East campus in the fall 2020 semester.

BACKGROUND: Washburn Tech offers two stand-alone programs in manufacturing. The first is a production technician program, which is part of the veterans training program, Heroes MAKE America, which is located at Fort Riley, Kansas. A second program, logistics technology, is an online program that addresses supply chain and processing goods. This certificate program is offered on the on the WU Tech campus. By merging these two existing programs into a new Logistics and Production Technician Certificate program, Washburn Tech will be able to offer a more robust curriculum and better meet the demands of manufacturing plants and distribution centers in Shawnee County. Upon completion of the Logistics and Production Certificate, students will be prepared to enter the workforce, or pursue additional certificate programs in advanced manufacturing at Washburn Tech.

CURRICULUM: The curriculum for the Logistics and Production Technician program comes from the Manufacturing Skills Standards Council. A recent search of the Kansas Public Higher Education & Training Program reveals that Washburn Institute of Technology is the only school in the state of Kansas that offers this curriculum. Based on recommendations from KBOR, the CIP code and SOC codes for the new certificate will be as follows: 15.0613 CIP with a SOC Code/Title of 17-3026. The Logistics and Production Technician Certificate is a 17-hour program. Attached is a rendering of the coursework within the new program (highlighted) in comparison to the existing production technician programs. This curriculum has been approved by the curriculum committee and Dean at Washburn Tech.

SUBJECT: Nursing Simulation Equipment Purchase – Advanced Birthing Simulator DESCRIPTION: Washburn University’s School of Nursing’s simulation equipment is a key element of their nursing instruction, and includes manikins to simulate various medical situations for students. Their current birthing simulation manikin and related equipment have reached their end of life due to necessary technology updates and increasingly frequent repairs, which result in some simulations being unavailable to students. The proposed replacement is compatible with the existing infrastructure and auxiliary equipment in use by the School of Nursing:

• Advanced Birthing Simulator named ‘Victoria’ is sold by Gaumard, and includes manikin; control tablet, router, and software; virtual medications; babies for both birthing and C-section simulations; and all necessary anatomical and clinical components. Additional elements to the purchase include training and installation, and a 2 year warranty and service agreement.

Due to compatibility requirements with the existing simulation laboratory equipment and technology, this equipment follows Washburn’s policy for sole source purchasing.

VENDOR AMOUNT Gaumard $72,026 FINANCIAL IMPLICATIONS: The purchase of this equipment may be fully funded through a combination of two federal and state grants awarded or pending award to the School of Nursing. The details of these awards are outlined below. In the event that the award currently pending approval from KBOR is not available, Washburn will reallocate funding from other academic equipment projects in either the University capital fund or Foundation funds.

• RENEW Grant: The School of Nursing was awarded a workforce development grant from the U.S. Health and Human Services Human Resources & Services Administration (HRSA) during 2018, for a Registered Nurse Education for a Nurse-Led Enhanced Workforce (RENEW) project. This funding allows for the funding of simulation equipment.

• KBOR KNI Grant (pending approval): The School of Nursing has recently submitted a

proposal to the Kansas Board of Regents for their Kansas Nursing Initiative Grant which would provide funding for nursing equipment such as simulators. This proposal is currently under consideration and awards will be announced in the next few weeks.

SUBJECT: Roof Replacement Project for LLC DESCRIPTION: Subsequent to previous years’ approved Capital Projects funding requests for roof replacements, the roofing system that protects the Stauffer Commons Building and the Living Learning Center (LLC) necessitates the complete replacement of the roofing system. This project is a continuation of an ongoing replacement and improvement process for the roofs that serve these buildings and is contingent upon approval of the Fiscal Year 2020-21 (FY21) Capital Projects funding request. The Stauffer Commons Building and East Wing of LLC were replaced during Fiscal Year 2020. The areas that will be addressed in this year’s roofing program are the West and South Wings of LLC. These roofs are original to the structures and are starting to succumb to age and the exterior environment. Faulk Architecture has provided design services to undertake and complete this project. In anticipation of FY21 Capital Projects funding approval, plans and specifications were distributed to local area roofers who have worked on the Washburn Campus and are familiar with installing this roofing system. Danker Roofing provided the lowest base bid and can meet the terms and conditions that have been identified in the contract documents. Danker performed the re-roof work on the Stauffer Commons project last year, so the University has recent and favorable experience with their workmanship and performance on other University projects. FINANCIAL IMPLICATIONS: The approved project budget of $150,000 in FY21 Capital Project funds will be utilized to fund the $110,658 roofing contract. Remaining funds within the project budget will be used to fund the $4,900 for design services provided by Faulk Architecture and provide for the Owner’s Contingency.

Benefits DESCRIPTION: The Washburn University Policy, Regulation and Procedure Manual (WUPRPM), Policy Section E. 9 contains language related to a Shared Leave benefit. Upon review of this section, current language in that policy is more appropriate for the regulation and procedures section. Attached is the current policy and the modified policy language. Due to the rapid response required during this declared pandemic, the Administration requested approval by the Board of Regents Chair so these policies could be effective quickly. Current Policy: Section E. Benefits 9. Shared Leave. The Administration shall develop and maintain regulations and procedures providing eligible Employees up to 30 days paid leave of absence in a Fiscal Year from a shared leave pool.

9.1 Eligible Employees. Employees eligible to receive this benefit are those who: • Are employed in a position authorized to work .5 or greater FTE and who are not teaching faculty, or have faculty rank and twelve month contracts of .5 or greater FTE; • Completed six months of service; • Donated at least one day of personal leave and two days of sick leave to the pool in the Fiscal Year during which the need for the benefit occurs, or are qualified based on participation in prior years; • Exhausted all other paid leave; • Or a member of the Employee’s immediate family has, a severe health condition documented by a health care provider; and, • Have a health condition requiring the Employee's absence from work.

9.2 Shared Leave Pool. The pool is created by donations of leave from Employees participating in the shared leave program. 9.3 Donations. Donations are voluntary and are not a condition of employment or a prerequisite to the receipt of raises, promotions, or other Employee benefits.

9.3.1 Donations may be made only by Employees eligible to receive personal leave.

Agenda Item No. V. B. 6. b. Washburn University Board of Regents SUBJECT: WUPRPM Policy Revision - Section X. Risk Management and Safety DESCRIPTION: The WUPRPM Policy Section X. 7 currently only addresses a change to University operations during inclement weather. During this time of a declared pandemic, the modification allows the Administration to change university operations in the event of “extraordinary circumstances,” which would include a pandemic, natural disaster, inclement weather or other similar situations. Attached is the current policy and modified policy language. Due to the rapid response required during this declared pandemic, the Administration requested approval by the Board of Regents Chair so these policies could be effective quickly. On March 24, 2020, Chair Hoferer preliminarily approved such policy changes subject to ratification by the Board. We now request the Board ratify the Chair’s approvals.
