Objectives of the meeting

The meeting of the BRILLIANT project was organised by the NCBJ (Poland) on March 22-23,

2018, in the premises of the Gdansk University of Technology in Gdansk, Poland.

The main objective of this meeting was to present the results achieved in the frames EC funded

Horizon 2020 project BRILLIANT and to discuss the regional cooperation in the nuclear energy

field. This was the second meeting in Poland to meet with wider public including politicians,

decision makers of different levels and other interested parties.

Welcome message

Prof. Janusz Smulko the vice-rector (vice-president) of the Gdansk University of Technology gave

a welcome message for the meeting participants. Another welcome message was given by Prof.

Janusz Nieznanski the Dean of Electric Control Engineering faculty.

Participants

Participants introduced themselves. The list of participants is presented in Annex 2.

Presentations and discussions

Dr. Zbigniew Kubacki a Deputy director of Nuclear energy department of the Ministry of energy

of Poland gave a presentation on the energy strategy of Poland. He reviewed the status and the

future plans of energy sector of Poland. He noted the reliance of Poland on coal industry however,

the cheap coal is already consumed and in the future the price for pollution will make new coal

power plants “nonbankable”. As well CCS technology is not available and not accepted by the

industry. He noted problems with unreliable power generation from renewable sources. There is a

new model for financing a nuclear power installation in Poland is developed. There is established

nuclear power regulatory authority and there is an investor to NPP project. At present there is

investigated geological and environmental impact for two potential sites identified in Poland. The

existing repository for low and intermediate level radioactive waste is going to be closed in 2025

and new repository needs to be implemented. Geological disposal of nuclear fuel will be needed

in 50 years after start of NPP operation. The industry in Poland is strong and could be employed

in development of nuclear power. There is strong international cooperation. There are plans to

build an experimental reactor of 10 MWth at Swierk research center to prepare for implementation

of commercial HTGR reactor in Poland.

In discussion, which followed presentation there were noted several issues: 1) interaction and

communication with neighbouring countries are very time consuming and causes delays in nuclear

power implementation; 2) lobbying from coal industry in Poland is very influential as well; 3) the

periods of high enthusiasm are followed by little real actions and students become not interested

in the topic. Unclear future perspectives are not encouraging new people to come to the nuclear

energy field. As well it was a need for regional cooperation of scientific and industry in order to

promote the nuclear energy.

Prof. Andrzej Augusiak a vice-dean of Electric Control engineering faculty of Gdansk University

of technology gave a presentation on the activities of university and especially of the faculty. There

were made very important investments in the research infrastructure and now the University is one

of the best and most attractive universities in Poland. Participants of the meeting were impressed

by the presentation and capabilities of the university. Prof. Augusiak noted a need to attract more

international students and pointed out issue that research is in competition with business for

attracting the best students.

Project leader Dr. Rimkevicius (LEI, Lithuania) presented the background, motivation and

objectives of the project as well as already achieved results. He noted a need for regional

cooperation in order to have development of nuclear power. However, the company VAE SPB left

the BRILLIANT project due to change in political environment in Lithuania.

Dr. Ricardas Krikstolaitis gave a presentation on energy security issues and results achieved in the

frames of BRILLIANT project. He shortly described the safety indicators and methodology for

energy security assessment. As well he showed the results of investigations on public opinion

toward nuclear power development done in Lithuania.

Prof. Konrad Czerski described the nuclear concepts and education at the University of Szczecin.

The presentation included description of nuclear reactor concept Dual Fuel Reactor. An extensive

nuclear education program is suggested for local and foreign students.

Prof. Kazimierz Duzinkiewicz, the host of this Brilliant meeting presented the nuclear education

and nuclear power research possibilities at Gdansk University of Technology. He noted that there

is very little interest of students to participate in Bachelor and Master studies in nuclear power

field.

The 2nd day of the meeting started by presentation of Prof. Waclaw Gudowski, who presented the

historical perspective of nuclear power research program in Sweden at KTH. There is significant

interest of local and foreign students to get involved in Master studies and a number of dual

diploma with different universities around the world. There is a number of freely elected courses

students can choose in their master studies, while there are only couple of mandatory courses, the

program is much student-oriented. Prof. Gudowski presented possibilities of e-learning. After

studies at KTH or UPC (Barcelona, Spain) there is possibility to continue studies in France when

depending on the selected research field the university will be selected. Prof. Gudowski described

experience in TEEE approach to e-learning.

Prof. Jacek Jagielski described the nuclear energy program of Poland focusing on the current status

and future challenges. He also noted challenges in development of new materials for the needs of

VHTR reactor.

Prof. Ludwik Dobrzynski, co-ordinator of the Brilliant meeting in Gdansk gave a presentation on

radiation risk perception in public and real impact of radiation to human health. He noted

misleading conception of Linear Dose Response model as there is some threshold when

deterministic health effects are observed.

Ms. Jadwiga Najder and Mr. Blazej Chmielarz presented their views from students’ perspective

involved in EMINE program with clear link to BRILLIANT project activities.

D5.4- 6 Prof. Jacek Jagielski and Prof. Ludwik Dobrzynski presenting their contributions: the nuclear energy program of

Poland and experiences from educating public on radiation hazards

After these discussion project partners and other interested parties had a discussion on how to

proceed with successful cooperation in the frames of BRILLIANT project after the project

finishes. There were noted several possibilities and ideas for submission of new project proposal

in the frames of EURATOM project. Potential coordinator and potential partners were discussed.
