Program Highlights and Evaluation Highlight/summarize activities for reporting year:

Summary: On April 4, 2018 WVCWP held its annual Maintenance Training. The topics covered included: status update of the WVCWP, Illicit Discharge reporting, a training video on identifying and reporting IDDEs, and review of annual report worksheet sections for municipal operations. This year a guest speaker from SCVURPPP spoke about the MRP and placed special emphasis on IDDE reporting in the field. Evaluations indicated that the training was useful and informative to all who attended. Based upon feedback from PW supervisors, WVCWP has invested in purchasing the training video, and additional BMP-related training videos, for future municipal training purposes. Examples of municipal projects implemented by the Town of Los Gatos staff during FY17-18 include: street improvements with new overlays using recycled rubber pavement on Los Gatos Almaden and Blossom Hill Roads, new recycle containers placed in the downtown, and dead tree removal and trash removal from the creek at La Rinconada Park. Participation in SCVURPPP’s Municipal Maintenance Ad Hoc Task Group was provided by West Valley Clean Water Program Staff. Participation in BASMAA’s Municipal Operations Committee was provided by SCVURPPP staff on behalf of the Town (see SCVURPPP FY17-18 Annual Report for description of BASMAA Committee activities and work products). Refer to the C.2. Municipal Operations section of the SCVURPPP FY17-18 Annual Report for a description of activities implemented at the countywide and/or regional level.

Summary: The findings for FY17-18 were comparable to FY16-17 in that debris was the main factor for corrective measures. All accounts were mediated with a verbal education/warning. The Town continues to monitor all sites to ensure compliance.

Provide a discussion of the effectiveness of the O&M Program and any proposed changes to improve the O&M Program (e.g., changes in prioritization plan or frequency of O&M inspections, other changes to improve effectiveness program).

Summary: The O&M program in Los Gatos is working as designed. FY17-18 experienced a large amount of rain and all facilities worked flawlessly. The Town does not feel any changes are necessary at this time.

Summary: BASMAA prepared standard specifications in four fact sheets regarding the site design measures listed in Provision C.3.i, as a resource for Permittees. We have modified local policies/procedures and forms/checklists to require all applicable projects approved after December 1, 2012 to implement at least one of the site design measures listed in Provision C.3.i. Small project must implement at least one of six specified LID site design measures as follows:

Program Highlights and Evaluation Highlight/summarize activities for reporting year:

Summary: The WV Communities continued integrated stormwater inspections with Santa Clara County Fire Department-Hazmat Division (SCCFD) for a portion of their industrial/commercial stormwater inspections at facilities with associated Hazmat material inspections. This partnership is managed as a joint program between SCCFD and three West Valley municipalities by the West Valley Clean Water Program (WVCWP). The SCCFD conducted 70 IND inspections in Los Gatos in FY17-18. In addition to stormwater inspections conducted by SCCFD, a contract inspector is used to inspect commercial facilities not inspected by SCCFD, such as restaurants, as well as, IND inspections of facilities receiving IDDE inspections in the previous year. During FY17-18, 17 inspections were completed at commercial/retail facilities with multiple tenants and IDDE referral facilities within the Town. The most common issue found during inspections was poor housekeeping of outdoor storage and disposal areas. Along with the third-party inspector, it is anticipated that the relationship with SCCFD to conduct inspections will continue into the next fiscal year. Participation in the SCVURPPP IND/IDDE Ad Hoc Task Group (AHTG) was provided by WVCWP Staff on behalf of the West Valley Communities, and includes member discussions and review of AHTG work products. Refer to the C.4. Industrial and Commercial Site Controls Selection of the SCVURPPP FY17-18 Annual Report for a description of the Program activities and the BASMAA Municipal Operations Committee.

Summary: The city/town partners with West Valley Clean Water Program (WVCWP) to respond to calls received on the illegal dumping hotline. The hotline is advertised on the city/town website. WVCWP responds to complaints of illegal dumping or discharge of nonhazardous materials, as well as, conducts necessary investigation, provides follow up inspections, record keeping and reporting. WVCWP works with the city/town staff for discharges in the public right of way where city/town staff typically has primary responsibility for responding to reports of illegal dumping and non-stormwater discharges in the public right of way. City/town staff will conduct necessary investigation, cleanup, follow up, record keeping and reporting as necessary in coordination with WVCWP. Other agencies that may assist with IDDE’s include: Santa Clara County (SCC) Fire/Hazardous Materials Unit, Department of Environmental Health, Santa Clara Valley Water District. West Valley Sanitation District, SCC Department of Environmental Health Consumer Protection Division, and Santa Clara Valley Water District. The Town of Los Gatos continues to clean their complete storm system over a continuous two-year time period. Crews are trained to identify IDDEs and report to the WVCWP. The Enforcement Response Plan (ERP) states the goal of every incident i s to begin with the most appropriate level of enforcement to attain compliance within a timely manner. In the West Valley Cities, the majority of IDDE situations require only a verbal warning. Some continue to escalate to written notice and very few require citations or administrative actions. During FY17-18, the Town of Los Gatos/WVCWP responded to nine IDDEs, which was the same number responded to in FY16-17. Participation in SCVURPPP’s IND/IDDE Ad Hoc Task Group (AHTG) was provided by West Valley Clean Water Program (WVCWP) staff on behalf of the Town of Los Gatos. The AHTG members discuss and review work products. This year the group reviewed new brochures such as the Guidelines for Commercial and Light Industrial Facilities, and BMP flyers for RVs and machine shops. SCVURPPP provided an IND/IDDE Training on May 29, 2018, which was attended by WVCWP staff and town staff. SCVURPPP staff provided participation in the BASMAA Municipal Operations Committee. Refer to the C5 Illicit Discharge Detection and Elimination section of SCVURPPP’s FY 2017-2018 Annual Report for a description of activities at the countywide and regional levels.

Comments: Responses to complaints are handled by WVCWP staff and a WVCWP contract inspector, as well as, city staff as appropriate. All complaints are logged, investigated and followed up to the status “resolved”. Resolution may be in the form of “no discharge or incident found.” There were nine reported incidents of discharges in the Town of Los Gatos. Of those nine, seven were resolved in 10 days or less. Of those not resolved in 10 days, some took extra time coordinating with Code Enforcement/other outside agencies, or the incident was intermittent and enforcement escalated to higher levels through abatement. Six were reported by citizens, one was reported interdepartmentally, and two were reported by other agency staff referrals. Total: 60 Comments: Public Works Engineering Division inspects construction projects that are also C3 projects. Building Department inspects all other construction projects. For the Engineering Division, there were three construction sites that received monthly wet weather inspections from October-April in FY17-18. All three sites were maintained fairly well, with verbal warnings used as the primary enforcement. One of the three sites ended construction during the wet season. For the Building Department, the data collected for this report has been re-created by the building division staff of the Town of Los Gatos. Town staff have made every effort to ensure that this data is accurate and that it reflects the C.6 Construction Site Controls for the Town of Los Gatos Building Division for FY17-18. The Town of Los Gatos Building Division has undergone a series of personnel changes, including the loss of two Building Officials to retirement and attrition, during this fiscal year. This is significant because the data collected by the Building Official's that would have otherwise been used to create this report has been misplaced or lost. Therefore, only 43 inspections could be accurately re-created for 25 sites when there likely was more conducted. The Building Division is currently operating under the direction of newly appointed Building Official, Robert Gray. Mr. Gray has made it a top priority to implement the Construction Site Inspection Program where C.3 & C.6 Construction Site Inspection data is completed appropriately recorded and reviewed by staff of the Building Division. Los Gatos will also be sending staff to upcoming SWPPP training to improve its Construction Site Inspection Program. Town staff have already begun working on upcoming program procedures to ensure proper stormwater inspection data management.

WVCWP assists with staffing SCVURPPP outreach events. Participation in events included: “Kids ‘N Fun Festival” in Cupertino, Aug. 2017 and 3 car wash events: Westgate Classic Car Wash, Aug. 2017; Delta Queen Car Wash, Sept. 2017 and Delta Queen Car Wash, June 2018. SFEP “GREEN STREETS/BLUE BAY” SIGN CAMPAIGN In FY17-18, WVCWP coordinated with San Francisco Estuary Partnership to produce and install a permanent, custom-shaped 36” x 24” sign along Hacienda Ave. (a green street project), as part of SFEP’s “Green Streets/Blue Bay” campaign. SFEP provided the graphics for the sign, which were then customized by WVCWP to fit the highlighted project in City of Campbell. City staff installed the sign on Hacienda Ave. near an intersection with a major arterial. The location of the sign is convenient for a pedestrian audience, as it was placed near a bus stop, near the Los Gatos Creek Trail, and the Percolation Ponds Park; the Trail and the Park draw many walkers and bike riders. This project was funded through WVCWP. SANTA CLARA VALLEY WATER DISTRICT GRANTS: SUPPORT VOLUNTEER CLEANUP AND EDUCATION WVCWP, City of Campbell and Town of Los Gatos collaborated to prepare and submit an application for this SCVWD grant. Focus of the grant application was to educate users of the Los Gatos Creek Trail (which runs along LG Creek through Campbell and Los Gatos), and to reduce litter along the trail; this litter can easily reach the adjacent creek. Users outside of the Campbell and Los Gatos jurisdictions commonly use this trail, and there is a need to educate both non-residents - and residents - on the importance of keeping the creek clean, and to help change littering and pet waste habits. 10 educational signs, and 10 stations for trash and pet waste disposal were proposed. SCVWD approved the proposal and awarded the grant for implementation of the proposal. Implementation will start in FY18-19. WVCWP, Campbell and Los Gatos are all pleased to have this opportunity to reduce litter along the Los Gatos Creek Trail, and to be able to install signage that will help users understand the riparian habitat, and the importance of keeping our creeks clean. WVCWP / WEO AHTG WV Communities’ active participation in SCVURPPP’s Watershed Watch Educational Outreach (WEO) AHTG is through West Valley Clean Water Program (WVCWP). WVCWP Staff provides review and input on countywide and regional deliverables and strategies. In addition, local media outreach is carried out through WVCWP.

In FY17-18, WVCWP’s participation in the WEO AHTG Scripts Review Group included: review and editing for a letter and flyer to Pest Control Operators; review and editing for LID outreach material; review and editing for Watershed Watch volunteer invitation; review and input for social media posts/contests highlighting local creeks/watershed, E-waste and car washing; review and comment on anti-litter collaborative campaign with Earthquakes MLS team and Sharks NHL team, and other, similar development of materials for public information. WVCWP Local advertising is directed towards specific POCs and/or events, and the demographic characteristics of the West Valley Communities of Campbell, Los Gatos, Monte Sereno, and Saratoga. WVCWP’s main strategy is to focus on arranging for posting of information in online digital and social media avenues (municipal websites, Facebook pages, Twitter feeds, and NextDoor emails), and developing target-specific “promotional” items for distribution at events. The promotional items are selected to promote a new modified behavior (action) and paired with relevant literature, thereby providing incentives to take the printed information and “motivate the recipient to action.” In late 2017/early 2018, WVCWP lost the ability to use the 3 local weekly newspapers for disseminating information via printed newspapers. An outside buyout of the news group resulted in layoffs of all reporters and photographers for the local papers. Therefore, WVCWP is now putting more emphasis on social media postings, which appears to be effective. Effectiveness: Effectiveness of using local social media was demonstrated in April 2018, with advertising for a WVCWP/Town of Los Gatos-sponsored “Easy to Grow Native Plants” class. Color flyers for this class were distributed at all “Going Native Garden Tour” sites in the WV Communities (5 sites). Flyers were also distributed at a March 31 composting class in Los Gatos, and at a number of events (such as 3 Arbor Day events) in April, prior to the class on April 28. The class was posted in the calendar section of the local weekly newspapers. Based on these outreach methods (flyers given away at events; newspaper calendar postings) there were less than 5 sign ups. In the second half of April, the class was posted on NextDoor Los Gatos (i.e. residents received emails with information about the class). Within 36 hours, the class was full at over 50 participants. The effectiveness of using social media is also demonstrated in the post-Tour analysis of the “Going Native Garden Tour” event held annually in April. The WV Communities help to promote this event via their Facebook pages, newsletter emails, Twitter and municipal websites. The post-Tour analysis in the “Going Native Garden Tour 2018 – Summary Report” (see 2017-2018 SCVURPPP Program Report, Section C.7) shows that the top 9 communities generating participants for the Tour included Campbell (4.2% of attendees), Saratoga (3.7%), and Los Gatos (3.2%), with greater participation than the larger cities of Cupertino, Santa Clara, Menlo Park, and others. Similar results were seen in April 2016 and 2017. Since the WV Communities contain some of the smallest population totals in the GNGT audience area, this very high participation rate shows that the WV Communities’ outreach efforts are effective at motivating their audiences. The WV Communities ranked by participation rates as follows: Campbell #7, Saratoga #8, Los Gatos #9. For details on WVCWP Press Releases, along with digital media postings, articles printed, and flyers posted refer to Appendix C7: C7bii Local Advertising PROMOTIONAL ITEMS WVCWP made an effort to develop new outreach methods, with supporting materials, in FY17-18. Many items were purchased late in FY17-18, with the aim of distributing them to visitors to the WVCWP table at Farmers Markets. Outreach at Farmers Markets is being extensively expanded during spring, summer and fall 2018 (FY18-19). Evaluation of some of these items will take place in FY18-19. All items are aimed at motivating recipients to change behavior and awareness related to stormwater issues. Imprints on all items include the WVCWP website address, where information and ICID reporting links are available.

Videos: In Spring 2018, WVCWP invested in 3 different stormwater public education videos for viewing by visitors to the WVCWP booth, and for classroom use. A laptop and DVD drive were also purchased, for showing the videos at events and Farmers Markets. Two videos were purchased from the Water Education Foundation: one for youth, one for general audiences. Another was purchased from ExCal Visual, “A Grate Concern”, for educating general audiences about ICID: what to watch for and what to do. Videos will be used for events, in classrooms, and for outreach such as speaking engagements at Rotary Clubs and similar groups. Educational Game: One new item was purchased, then customized by WVCWP staff, for interacting with visitors to the WVCWP table at events. This is a large tabletop spinning “prize wheel” with stormwater-related graphics on each of the 12 wheel stops. Participants of all ages can win prizes by playing the game. The prize wheel has been effective in drawing visitors to the table and engaging them in stormwater topics. An imprinted blue “West Valley Clean Water Program” tablecloth was also purchased, to enhance the appearance of the table, and help highlight the prize wheel. Give-away items – New Products: For promotional/distribution items in FY17-18, WVCWP developed and purchased 7 new types of “outreach” items, along with additional supplies of popular items. Re-usable Portable Cutlery Sets – 2 Types: Two different versions of this item were purchased; the goal is to replace throw-away, one-use plastic cutlery. One version is slightly larger, with a carabineer, which makes it convenient for hanging in students’ backpacks or large lunch containers. The other is slightly more compact, with no protrusions, which makes it convenient for keeping in a purse, pocket, or similar. WVCWP encourages residents to start using these and forego the disposable cutlery. For children/youth lunches, especially, this may help prevent school yard litter. Collapsible Lunch Box/Carry-out Container: In previous years, WVCWP had purchased 50 collapsible ‘bowls’ with lids, to encourage residents to substitute these as food containers for carry-out food, in place of one-use disposable containers. WVCWP has now purchased a much larger quantity of a multi-function collapsible food container, with utensils in the lid. The new containers are large enough to hold a sandwich and another lunch item, or other meals, and are a more realistic size to use for carry-out food. In addition, they are all-silicone (with the exception of the lid and utensils). Stainless Steel Insulated Water Bottles: This item is popular with the general public right now; it can keep beverages hot or cold for many hours. WVCWP will use it to encourage residents to use this in place of throw-away one-use coffee/tea cups, soda cups, etc. from vendors. In addition, these are an attractive item, and people tend to keep this type of thing on their desk or in their car. Since the imprint includes the WVCWP web address, users will be able to refer to their bottle for accessing the website. Stainless Steel Straw Set: WVCWP purchased 500 of these sets, which include: stainless steel straw, cleaning brush, and a handy carry bag, imprinted with “Stormwater Pollution Prevention”, www.cleancreeks.org, etc. WVCWP will show videos related to plastic straws as litter, during Famers Markets and other events. WVCWP hopes to help residents move away from use of throw-away straws, by bringing along their reusable straw in its imprinted bag. Clapper Rail Pen: This pen was purchased with “school age children” in mind. The pen is aimed at increasing stormwater pollution prevention awareness by encouraging children to think about the endangered Clapper Rail (bird) which lives in the SF Bay wetlands and can be found at Don Edwards National Wildlife Refuge. The pen is distributed to students participating at their schools’ creek clean up events, and to visitors at the WVCWP farmers’ market tables. It is often a favorite prize because it is unique.

Hats: WVCWP purchased hats with embroidered WVCWP logo and name, for distribution as appreciation for those who make an extra effort towards helping keep our creeks clean. Shirts: WVCWP purchased high quality polo-style shirts with embroidered WVCWP logo and name, for distribution as appreciation for those who make an extra effort towards helping keep our creeks clean. Give-away items - Reorders: In FY17-18, WVCWP invested in re-orders of 5 popular products, which help contribute to behavior change: Mesh Produce Bag – Washable, Reusable: With the WV Municipalities’ local bag bans, and the newer state-wide ban, we are encouraging residents to take the additional step to avoid using throw-away plastic produce bags. Our re-usable Produce Bag helps residents to substitute a re-usable bag for single-use plastic produce bags. This item carries the WVCWP logo with the message: “Clean Creeks…It’s In Our Hands”/ www.cleancreeks.org/ and the names of the WV communities. Staff received positive audience feedback in the past, so an additional investment in these bags was made this year. WVCWP purchased 500 of these bags in FY17-18; 47 were distributed at 2 Farmers Markets in June alone, demonstrating their popularity. Many visitors to the WVCWP table at farmers’ markets have commented that it was extremely useful it to receive the washable produce bags and that they planned on using the bag right there at the market while they continued to shop. Message-Imprinted Pencil: This is a popular promotional item made from “recycled denim” and showing the recycling logo. These pencils carry our messages “Clean Creeks, It’s In Our Hands” and “Only Rain Down the Storm Drain” along with the WVCWP web site address. The ‘recycled denim’ encourages students to recycle and to choose items made from recycled materials. The pencils are aimed at the elementary school audience and provide a talking opportunity during classroom presentations or class attendance at municipal tours. Both children and adults are very intrigued with the pencil once it’s explained that the pencils are made from recycled “jeans”, which helps reinforce the recycling message. The pencils are quite a popular prize with children. Seeds for ‘Beneficial Bugs’ Plants: These are a unique WVCWP promotional item created and assembled by WVCWP staff. This item is distributed with a Beneficial Bugs Brochure and/or a “Pests Bugging You?” pamphlet. The seeds are the same as the plants displayed in the brochure, which attract beneficial bugs intended to reduce pesticide use. The seeds are packaged in packets and are labeled with information created by WVCWP about planting tips, drought-tolerant qualities, and the advantage of attracting “beneficial bugs” with native plantings. WVCWP Sports Packs: WVCWP reinstituted its purchase of woven “Sports Packs” aimed at a ‘youth’ audience. These can be used by students for carrying items, rather than using throw-away plastic bags. Because these are constructed using woven fabric, they will hold up to washing and long-term re-use better than the “non-woven” versions which are often given away. The imprint on the item includes the slogan “Clean Creeks… It’s In Our Hands” to help students connect the anti-littering message with creeks. Sports Packs are purchased in bright “neon” colors to appeal to the youth audience, and they have proven to be popular with teens. Parents often mention that the bags are frequently used in their households; they are not surprised when their child chooses one as his or her prize.

Clip-on Pet Waste Bag Holders: WVCWP has switched from a hard plastic to a woven version of the pet “waste bag” holders. These have proven to be popular, especially with dog owners. Although picking up after pets is the responsibility of pet owners, they are sometimes unprepared. Pet owners visiting the WVCWP table have mentioned how clever the pet waste bag holder was, since it can easily clip to a leash (or belt loop, backpack, or purse). Many just clip it on to their leash even before they leave the WVCWP table. The availability of the waste bags in the clip-on holders at the WVCWP table, has encouraged dog owners to approach the table, and then engage in discussion about keeping creeks clean, and the importance of picking up pet waste – along with avoiding littering, etc. WVCWP continues to distribute promotional items in our inventory; examples of popular promotional items include: Reusable Sandwich Bags – popular with both parents, and those who take a lunch to work, these replace the need for disposable plastic sandwich bags. “Pest or Pal” Activity Guide – these are purchased from “Our Water, Our World” and help children learn about IPM. “Grow It Guide” pocket gardening guide For details on items and materials distributed, refer to Tables C.7.d ►Public Outreach and Citizen Involvement Events and C.7.f ►School Age Children Outreach WVCWP OUTREACH CAMPAIGNS: POLLUTANTS OF CONCERN WVCWP’s outreach campaigns on POCs included IPM/pesticide use reduction; trash/litter reduction; proper disposal of mercury-containing products, and car washing. Event participation and postings: WVCWP works with various municipal facilities to post flyers for area-wide, and local municipally-sponsored events. Flyers are posted at recreation centers, police departments, libraries, and digitally on municipal social media and web sites. In FY17-18, these flyers included Coastal Clean-up Day, DEA Rx & WVCWP Batteries/Thermometer Take-Back Event, WVCWP Battery Collection & Thermometer Exchange at the Saratoga Health Fair, Los Gatos Saratoga Recreation Composting Classes, the Going Native Garden Tour, our “Easy-to-Grow Native Plants”, National River Cleanup Day, and SCVURPPP Car Wash events. School partnerships: WVCWP conducts outreach to schools with our flyer listing activities available to schools, including Enviroscape presentations, Creek/Schoolyard cleanups, Science Fair presentations, and resources for school gardens. The Enviroscape presentations address Pollutants of Concern. Presenters discuss with students how behavior change can positively affect the environment. WVCWP has created a laminated version of the Trash Pathways poster to be passed around during presentations in classrooms. These 11”x17” posters allow students to closely follow along with the WVCWP staff’s presentation and learn about ways to help prevent litter from reaching creeks. WVCWP also reaches out directly to school “Community Service” staff and to Boy Scout and Girls Scout leaders, extending invitations to participate in creek cleanup events. IPM/Pesticide Use Reduction: WVCWP’s involvement with the annual Going Native Garden Tour (GNGT) is a means of helping residents learn about less-toxic gardening practices, drought-tolerant landscaping, and using native plants. On Tour Day in the WV Communities, staff shared the Enviroscape and related stormwater pollution information with tour participants at a tour site in Saratoga. Our booth was well received by tour participants and WVCWP was invited back with the Enviroscape. WVCWP promotes the GNGT extensively via municipal digital media and posting flyers. WVCWP creates a GNGT flyer focused on local residents. This is printed and posted in public places and is also disseminated via digital media. In FY17-18, WVCWP and Town of Los Gatos, along with Los Gatos-Saratoga Recreation piloted a free native plants class for residents: “Easy to Grow Native Plants”. WVCWP, Los Gatos, and the WV Communities promoted the April 28, 2018 class with flyers and through social media. WVCWP paid for a California Native Plant Society speaker; the speaker owns and operates a sustainable landscaping business and provided WVCWP with a digital version of the presentation. Social media promotion proved to be very effective, and the class was filled to capacity. Participants registered via EventBrite. The class generated attendance of 53 people, slightly over the original planned capacity of 50 people. The class was well-received and participants expressed interest in attending future classes. WVCWP hopes to repeat this event in the future: advertising a free class was an effective way to reach residents with native plants information, and those who attended the class enjoyed it and came away well-educated. WVCWP provides additional IPM-related outreach, including the Spring IPM Flyer, which is disseminated to municipal staff, and to residents, via postings in municipal facilities, along with emails and digital media. The 2018 Spring IPM Flyer promoted the “Easy to Grow Native Plants Class” and the Going Native Garden Tour. Trash/Litter Reduction: WVCWP sponsors and organizes a variety of creek cleanup events. To inform the public, WVCWP creates creek cleanup event flyers and press releases. WV Communities post creek cleanup info using their digital media, and at City Hall/community center venues. The topic of litter prevention is covered in a variety of outlets, such as the Town of Los Gatos email to its “Growing Greener” and “What’s New” subscribers, promoting both local and regional participation opportunities like the WVCWP-sponsored National River Cleanup Day site and the CalTrans Adopt-a-Highway program. Mercury-Containing Products Disposal: WVCWP partners with the Los-Gatos/Monte Sereno Police Department to host a DEA Drug Take-back & Thermometer Exchange/Recycling event in the Fall. WVCWP provides local outreach for these events, from flyer and postcard creation, to press releases. Municipal digital media avenues (NextDoor, Facebook, etc.) consistently post the information. Outreach efforts have been very successful in the past, however this year the event was not as well attended; this may be the result of increased permanent drop-off opportunities at other venues. WVCWP staff creates flyers and press releases publicizing the WV Communities’ trash haulers free E-waste Drop-off events. Municipal digital media avenues (NextDoor, Facebook, etc.) consistently post the information. Outreach efforts have been very successful, and the events are well-attended. Summary: During FY17-18, the Program actively supported the Santa Clara Basin Watershed Initiative, including the Land Use Subgroup, and the Santa Clara Valley Zero Litter Initiative. Information on these efforts is included within the C.7 Public Information and Outreach section of the Program’s FY 17-18 Annual Report. WVCWP supports this effort through SCVURPPP and receives updates via the SCVURPPP AHTGs. Two WVCWP staff attended the ZLI Webinar “Legal and Policy Solutions for Addressing Tobacco Waste” in January 2018. CCAG: WVCWP continues to partner with Creek Connections Action Group (CCAG) as an active member of their coordination team. In addition, WVCWP hosted local creek-cleanup events within Santa Clara County for Coastal Cleanup Day (held in September 2017) and National River Cleanup Day (held in May 2018). Recycling and Waste Reduction Commission of SC County, TAC Sub-Committee: South Bay Green Gardens website: WVCWP staff participates in development/improvement and outreach related to the South Bay Green Gardens (formerly EcoGardens) website. Staff focuses on site topics which can impact stormwater pollution, especially pesticides/IPM. WVCWP has publicized the site through distribution of flyers and the SBGG Native Plants Seed Packets at events. Staff posts local events, such as composting classes, on the website. Going Native Garden Tour: WVCWP staff and the WV Communities actively publicize the Going Native Garden Tour (GNGT). These efforts have generated excellent tour participation from WV Communities’ gardens (homeowners) and tour participants (visitors). WVCWP staff provided Enviroscape demonstrations at one of the GNGT garden sites during the Tour (in Saratoga). LOCAL: City of Campbell Parks and Public Works provides ongoing support to South Bay Clean Creeks Coalition, with SBCCC’s efforts to clean portions of Los Gatos Creek.

The Creek Field Trip is managed by the City of Cupertino Environmental Programs Coordinator. Students are introduced to concepts, such as “stormdrains flow to creeks”, and “only rain in the stormdrains”. Students visiting the Creek Center are instructed by a Naturalist. Students try to identify environmental topics which they learned about in the classroom.

Sacred Heart School, Saratoga Creek Cleanup Target Audience: 4th- 8th Grade Students

Topics: General Stormwater Awareness and Trash Info Description: WVCWP works with Sacred Heart Science Staff to coordinate a creek and campus cleanup at Sacred Heart School in Saratoga.

Attendees: 31 students; 2 teachers 04/18/18

Before the creek cleanup, WVCWP staff used a PowerPoint presentation on recycling created by West Valley Collection and Recycling to teach students about general storm water awareness, POCs and watershed management practices. Students were encouraged to engage and answer or comment throughout the presentation. After the presentation, students were divided into teams and participated on a game sorting out items that belonged to recyclable, compostable or trash categories. Note: Local Weekly Newspapers: For many years, and through Fall 2017, WVCWP worked closely with the three local weekly newspapers to share information with the West Valley communities, both “Briefs” with event information and a few pollution facts (thermometer exchanges, creek cleanups, etc.) and articles on stormwater-related topics, such as car washing and green streets. However, in late 2017, the Bay Area News Group (owner of the local weekly newspapers) was purchased by an investor, and staff for the 3 West Valley weekly newspapers were laid off. WVCWP was informed by the weekly newspapers that they would no longer be able to print briefs and articles on our local topics. For the moment, this has put an end to WVCWP’s ability to use local print media for outreach. WVCWP will reassess the situation in FY18-19.

IPM Tactics and Strategies Used: The Town of Los Gatos has contracted with “Wildland Vegetation Strategies” (contracting consultant) to assess the Town’s vegetation issues, evaluate current control strategies, and provide direction to update IPM procedures. A form has been developed and implemented for each potential instance of herbicide use; in these cases, the form must be completed and only if there is no viable IPM alternative, is herbicide use approved. In FY17-18 the Town purchased a skid steer with mower attachment for prioritizing mechanical methods and minimizing pesticide use for controlling weeds. The Town’s policy on bee swarms is to avoid using pesticides and only remove swarms when these are causing a nuisance. When removal is determined to be necessary, the Town hires a contractor to relocate the swarm to a bee farm.

The Town of Los Gatos contracts with Wildland Vegetation Strategies to provide IPM training to Parks staff. The training covers the Town’s IPM Policy and SOPs, monitoring for pests, monitoring contractors, Pest Specific Plans, and proper disposal of pesticides. This year 11 staff members attended the IPM training on May 15, 2018. Town of Los Gatos Parks staff apply pesticides on an ‘as needed’ basis to control weeds in parks and open spaces when mechanical methods aren’t possible. Wildland Vegetation Strategies (see C.9.a “IPM Tactics and Strategies Used”) also reviewed new/current IPM methods for pest control. Town of Los Gatos Facilities staff do not apply pesticides; Town facilities are pesticide free, except when there is a pest emergency, and in that case, an IPM-certified contractor is called in. Facilities staff have been trained to prevent pest infestations using proper sanitation methods, and have been trained in monitoring for pests.

If your municipality contracted with any pesticide service provider, briefly describe how contractor compliance with IPM Policy/Ordinance and SOPs was monitored Town of Los Gatos contractors must read IPM Plan/Policy and Pest Control SOPs, and certify that they will follow these. Quarterly meetings are held with the landscaping contractor to identify new products and/or issues of concern. Town of Los Gatos Parks Dept has contracted with Wildland Vegetation Strategies to develop IPM strategies, and herbicide policies, for vegetation control, especially in “wildland” areas. A form has been developed and is now in use for contractors and Town staff; the form must be completed prior to each instance of herbicide use, with a review to determine whether an IPM strategy could be successful. The form requires a listing of IPM methods of control which were considered/attempted prior to the request to use herbicides, and written justification for choosing the herbicide, along with other details. The form must be signed off by the Parks and Public Works Operations Manager prior to any herbicide use. • Staff conducts frequent pest monitoring (visual, with sticky traps and with spring traps. Landscape Contractor monitors visually. Parks crews are

assigned to specific areas and are familiar with their landscaping and terrain. Monitoring is conducted while conducting daily tasks. Parks Service Officer monitors the trails.

• If Landscape Contractor observes insect infestation, or a new weed infestation, the information is relayed to Parks Superintendent – the situation is then discussed with contractor, to implement an IPM strategy

• Town staff refer to Town’s “Pest Specific IPM Plans”; if there is no existing IPM Plan for a particular pest, then an IPM strategy is developed, based on discussion with Parks Operations Manager. Staff implements the IPM methods to control the pest. And/or the Landscape Contractor implements these methods

• If IPM methods fail, then a “less-toxic” pesticide method may be used, by staff or Landscape Contractor. Past history of successful/unsuccessful IPM and chemical treatments are discussed to determine prioritization.

• If this fails, then the IPM-certified Pest Control Contractor is called in. Parks Superintendent or Facilities & Environmental Programs Manager discusses the pest infestation with the Pest Control Contractor. If there is no IPM method that will solve the problem, then chemical solutions are discussed.

Discussion of Trash Load Reduction Calculation: The Town attained and reported 70.2% trash load reduction (including trash offsets) in its FY 16-17 Annual Report. During FY 17-18, the Town continued to implement a robust trash control measure program, which helped the Town maintain its trash load reduction above the mandatory 70% trash load reduction requirement (by July 2017) included in the MRP. The total (jurisdiction-wide) percent trash load reduction in FY 17-18 is 78.2% (includes 1.2% reduction for treatment of 3.9 acres of non-jurisdictional public K-12, college and university school land areas). In summary, applicable land areas were identified using existing data/information and a combination of desktop analyses and field visits. The Town of Los Gatos has 30 full capture devices located in public streets. During FY17-18, these devices were on a regular O&M schedule with inspections twice per year and cleaning once per year prior to the rainy season, plus additional cleanings as necessary. Spot inspections were done after rain events in December and it was determined that some cleanings were necessary. WVSD performed inspection and cleaning of all FCDs in January. Device inspections and cleaning in March 2018 was done by Los Gatos maintenance crews. WVSD is no longer performing storm maintenance for the West Valley cities as of July 1, 2018. Los Gatos crews will continue the storm maintenance for the Town. The next inspections are scheduled for September in advance of the wet weather season. In addition to the inspections in March and September, Los Gatos is adding two spot visual inspection days to tract full capture device loading during FY 18-19. The increased inspection frequency (and cleaning when necessary) will ensure that all applicable trash capture devices are meeting the full capture system requirements included in the MRP. Private property full capture devices are maintained by private property owners through O&M agreements or permit conditions of approval with the Town.

Single Use Bag Ordinance

The ordinance was adopted by the Town Council on September 3, 2013 to ban single use plastic and paper bags. In FY 2011-2012 Los Gatos participated in the San Mateo County Environmental Impact Report (EIR) and ordinance development. The ordinance prohibits the distribution of plastic bags and requires a 10- cent charge for paper or reusable bags. The ban will apply to commercial businesses that sell perishable or nonperishable goods (i.e. food and clothing), excluding restaurants and nonprofit charitable reuse organizations. Most retail business occurs in downtown (TMAs LG06-2a, LG07-2b, LG08- 2a, LG10-2a) and along Los Gatos Blvd (TMA LG03-2b). Retailer toolkits were mailed to approximately 800 business license holders in November 2013. The toolkits contained information about the adopted ordinance, the effective date, information on reusable bag distributors, in addition to posters and cashier tent cards. Residential outreach took place in December 2013 through the date of implementation on February 3, 2014, and included a postcard mailing, press

According to the BASMAA “San Francisco Bay Area Stormwater Trash Generation Rates” report finalized on June 20, 2014, single use carry out bags contribute about 8% of the total litter loading to local receiving waters by municipal stormwater. Results from the SCVURPPP Study, which characterized of trash in full trash capture systems pre- and post- ordinance in the Santa Clara Valley, indicate that 72% fewer single-use bags are observed in stormwater since ordinances have gone into effect. For additional details on results of the study, see the SCVURPPP FY 15-16 Annual Report – Section 10 Trash Controls. Based on the results of the SCVURPPP study, the Town estimates an approximate 72% reduction in the number of single-use bags in stormwater, which equates to a 5.8% (i.e., 72% x 8%) reduction of trash discharged from the Town’s stormwater conveyance system.

Expanded Polystyrene Food Service Ware Ordinance

A Town-wide polystyrene ordinance was approved by the Town Council in FY14-15. The Town partnered with the City of Campbell to host a Foam Foodware Vendor Fair on August 25, 2014 to showcase acceptable alternatives to polystyrene containers and to educate business owners about the proposed ordinance. The Town participated in the initial study of the environmental review for the Polystyrene Foam and Food Service Ware Ordinance conducted by the City of San Jose. The Town of Los Gatos’ ordinance was based on the proposed ordinance as outlined by the initial study.

In FY 17-18, the Town began implementing the BASMAA regional Trash Monitoring Program Plan that was approved by the Water Board’s Executive Officer. The Program includes conducting qualitative assessments and quantitative monitoring in receiving water locations within the Santa Clara Valley. Implementation occurred through participation in the Santa Clara Valley Urban Runoff Pollution Prevention Program (SCVURPPP). Descriptions of control measures implemented in all TMA’s Street Sweeping The Town of Los Gatos’ street sweeping program includes sweeping arterial streets in the Town once per month and the downtown area one time per week. Sweeping is scheduled for before business hours and parking enforcement signs for street sweeping are posted in select areas of the Town. Each fiscal year street sweeping is evaluated for enhancements, if needed, and dependent on funding.

On-Land Trash Cleanups Town staff regularly maintains medians, sidewalks, landscaped areas, roads, and parks and trails for trash control. The Town documents high trash areas through their maintenance management system. All reported or discovered illegal dumping or high-volume trash areas are cleaned up within 24 business hours. In addition, depending on availability of staff and site needs, volunteer cleanups are organized by the Town, as schools and volunteer groups often reach out to the Town for cleanup projects. Volunteer efforts in FY17-18 have included a minimum of 10-12 consistent volunteers helping once per month through the Los Gatos Beautification Committee and the American Association of University of Women collecting approximately 6-10 bags of trash at parks and along the Los Gatos Creek Trail, which runs through the entire length of town.

As a SCVURPPP Co-Permittee, Los Gatos continues to assist in developing partnerships with transportation agencies such as Caltrans to address areas the Town does not have jurisdiction over, or permission to access for litter cleanup or the implementation of other control measures such as physical barriers or trash capture devices. Caltrans has expanded their program to enable collaboration at sites where multiple jurisdictions converge. The Town continues to work with Caltrans through the Adopt-A-Highway Program where volunteers work with municipal staff to clean on and off ramps on Hwy. 17 (see TMA specific sections in C10bii).

Partial-Capture Treatment Devices The Town considers installation of new partial-capture devices yearly as funding becomes available.

Enhanced Storm Drain Inlet Maintenance Storm drain system maintenance was enhanced from pre-MRP levels (biennially) to all main storm drains and outfalls being inspected annually and cleaned as needed as of July 1, 2012. Storm drain inlets are maintained by the Town’s contractor with additional support from Town maintenance staff (i.e. prior to or during rain events). Annual inspections allow for the reporting and identification of problem inlets through the Town’s record-keeping system that receives annual reports from the contractor.

Activities to Reduce Trash from Uncovered Loads The Town’s solid waste franchise agreement adopted in FY 2013-14 continues to require covered loads for hauler trucks and debris boxes. Vehicles are subject to inspection by the JPA and must be cleaned and maintained to prevent the spread of trash. The Town of Los Gatos’ municipal ordinance requires that all conveyances used to haul waste and other materials be covered and enclosed to prevent the contents from entering the public right-of-way and adjacent lands. The Town will continue to rely on the Police Department to enforce CA Vehicle Code Sections 23114 and 23115 that prohibit uncovered loads and issue monetary fines, as needed. Additionally, in FY14-15, the Town hired a Code Enforcement Officer that will help with enforcement.

Anti-Littering and Illegal Dumping Enforcement Town Streets and Parks staff respond to all reported or discovered illegal dumping within one business day and provide outreach to the violator, if identifiable. As of December 31, 2012, the Town updated its Illicit Discharge Detection and Elimination (IDDE) Enforcement Response Program (ERP) to include trash and illegal dumping as types of stormwater violations that can be met with a citation, as warranted. Additionally, in FY14-15, the Town hired a Code Enforcement Officer that will help with enforcement.

Improved Trash Bin Container Management The Town utilizes its waste hauler to ensure all businesses and households within the Town have adequate trash service (i.e., sufficient trash collection or use of bins of the appropriate size) through its JPA agreement with the hauler. The Town’s municipal code requires all commercial and residential properties to have the minimum of once-a-week waste collection service. The municipal ordinance prohibits the accumulation of waste on any property in the Town and the hauler may require changes to service levels or container types in order to prevent the accumulation of excess waste. As part of the new solid waste JPA agreement adopted in FY 2013-14 Los Gatos, along with the other West Valley agencies, worked to incorporate stormwater language for litter prevention into the agreement. Additionally, the WV Communities modified their Commercial/Industrial Inspection Program to incorporate potential litter issues at large multi-tenant commercial/retail facilities.

Provide summaries of permitting and enforcement activities to manage waste generated from cleaning and treating of copper architectural features, including copper roofs, during construction and post-construction.

Summary: The Town of Los Gatos attaches the SCVURPPP “Requirements for Copper Roofs and Other Architectural Copper” fact sheet brochure to building permit applications for roof replacement or new buildings. During construction: municipal inspectors are responsible for identifying copper architectural features and whether appropriate BMPs are implemented. The procedure is to note any issues in the Provision C.6 inspection records. Post-construction: illicit discharge inspectors are responsible for responding to, investigating and identifying illegal discharge of waste water from washing/treating copper architectural features. Any enforcement actions or reported discharges are recorded in the Provision C.5 inspection records. The SCVURPPP “Requirements for Copper Roofs and Other Architectural Copper” Fact Sheet is made available to the public, construction inspectors and illicit discharge inspectors on the SCVURPPP website: http://scvurppp-w2k.com/pdfs/1112/Architectural_Copper_factsheet_2012.pdf. Inspectors are made aware of the concerns with copper architectural features at SCVURPPP training workshops and internal municipal trainings.

Provide summaries of any enforcement activities related to copper-containing discharges from pools, spas, and fountains. Summary: Copper-containing discharges from pools, spas, and fountains are addressed through Provision C.5 response program. The West Valley Clean Water Program (WVCWP) responds to complaints of such discharges. WVCWP distributes the SCVURPPP “Draining Pools & Spas” brochure when discharges from pools, spas, and fountains are discovered. WVCWP staff utilizes enforcement actions outlined in the Enforcement Response Plan (ERP) when conducting any inspections related to Provisions C.4, C.5 and C.6. Town of Los Gatos staff have been trained as follows: If Town of Los Gatos staff receive a call about a pool/spa/fountain-related discharge, or if field staff observe such a discharge, the information is to be conveyed to WVCWP. In April 2018, Environmental Services/Facilities staff attended the WVCWP Annual Maintenance Training, which focused on ICID, including discharges from pools and spas.

SCVURPPP Refer to the C.7. Public Information and Outreach and C.9. Pesticide Toxicity Control sections of the SCVURPPP Program’s FY17-18 Annual Report for information on public outreach concerning runoff/water conservation, Green Infrastructure, car washing and information on promotion of less toxic pest control and landscape management. In addition, the SCVURPPP website, and the Santa Clara Valley Water District website link to each other, and the SCVWD provides extensive outreach to residents and businesses throughout the area, addressing this topic. The WV Communities participated in these SCVURPPP Program outreach efforts via WVCWP, including review of programmatic reports provided to the SCVURPPP Program and development of outreach materials/campaigns. As part of the SCVURPPP Program, WVCWP participation included reviewing and improving LID additions to the “You Are The Solution” brochure, text and graphics for Green Infrastructure web pages, a letter and flyer serving as outreach to Pest Control Contractors. Participation also included WVCWP staff involvement at Watershed Watch outreach events, where staff educate residents and distribute materials. WVCWP staff have also consistently participated in development and updates of the “South Bay Green Gardens” website. This website features links to information on water conservation, green infrastructure, reducing pesticide use, incorporation of drought-tolerant pest-resistant native plants, and similar topics. WVCWP staff actively promote the website, through distribution of flyers and native plants seed packets (which are imprinted with the website address). Town of Los Gatos and WVCWP Educational Signage Pedestrian traffic in the Town Hall plaza area, walking towards the Library, can view the Town’s permanent educational sign: “Bioswale: A Solution to Pollution”. This graphic is a layout of the bioretention area in front of the Library and describes each component and how it contributes to the filtration of captured polluted water. The sign outlines the importance of a bioswale’s functions for the ecosystem of local creeks.

On behalf of the WV Communities, in FY 17-18 WVCWP produced a permanent (10 year warranty) custom-shaped 36” x 24” sign demonstrating how “green streets” work, for public education about the Hacienda Green Street Project in Campbell, a few blocks from the northern boundary of Los Gatos. WVCWP used the San Francisco Estuary Partnership template to create a sign that incorporated information relevant to the WV Communities. The sign is part of SFEP’s “Green Streets/Blue Bay” campaign. SFEP provided the graphics for the sign, which were then customized by WVCWP to fit the highlighted Hacienda Green Street Project. Campbell staff installed the sign on Hacienda Ave. near an intersection with a major arterial, which carries traffic to and from Los Gatos. The location of the sign is convenient for a pedestrian audience, as it is situated near the Los Gatos Creek Trail, and the percolation ponds park (across Hacienda Ave), which draw many walkers and bike riders. Sign production was funded through WVCWP. Town of Los Gatos staff have initiated field investigations to review areas in parks, and along the Los Gatos Creek trail, for possible interpretive signage about the importance of healthy creek ecosystems. Appropriate locations would be paired with receptacles promoting the importance of keeping our local creeks clean with the appropriate signage to reflect that and “healthy creek” messages. The Town has had an ongoing campaign to add art to ‘utility boxes’, using messages of pollution prevention, including clean water, and sustainability. Residents are exposed to these messages both during publicity campaigns for the program, and when viewing the finished artwork. Several Town utility boxes now feature ‘water pollution prevention/clean water’ messages. Media Outreach WVCWP provided press releases and flyers concerning car washing, native plants/IPM, composting and green infrastructure. The Town made extensive efforts in public education by sharing this information via social/digital media. Information posted via social media/emails included fall and spring car washing events; fall and spring composting classes; the “Going Native Garden Tour”; the “Easy to Grow Native Plants” class; Green Infrastructure education. The Town posted this information via a variety of venues, including “Los Gatos What’s New” emails; “Los Gatos Next Door”, Facebook, “Growing Greener Newsletter (email) and website, along with and flyers in the Town Hall area. For details, see Appendix C.7.bii1/C.7.c. See “New Development and Redevelopment”, below, for City website pages featuring water efficient landscaping information. Town of Los Gatos addresses residents’ questions about overwatering, runoff pollution and Car Wash Fundraisers/car washing on its website at: https://www.losgatosca.gov/176/Storm-Water-Runoff-System Water-efficient landscape design (including Green Gardener contact information), runoff prevention, and water conservation information for residents is available on the Town’s website: https://www.losgatosca.gov/2170/Residential-Conservation Town of Los Gatos Parks and Facilities The Town has worked with Rainbird to replace all parks irrigation controllers with centrally controlled, weather-based systems. This provides better water management along with automatic shut off during rain events and when breaks occur in a line or emitters. For new landscaping, the Town uses drought tolerant and native plant material as much as possible. The Town converts medians and parking lots from conventional landscaping to mulch and drought-tolerant landscaping, with improved irrigation, such as bubbler systems as budget and conditions permit. The new library landscaping meets all of this criteria and is in line with the requirements of certification for LEED-Gold. The Town has adopted an environmentally sensitive landscape management plan for this facility. This site design was previously recognized by SCVURPPP with an honorable mention award in “Site Design for Protecting Water Quality”. The Town created a new sports park, adjacent to Los Gatos Creek, with a focus on avoiding runoff into the creek. Town staff worked carefully with

the design firm to address runoff from the park site. This award-winning park incorporates drought-tolerant landscaping, and runoff-protective design features. The site previously served as a telecommunications corporation yard, with the majority of the site subject to stormwater runoff. The runoff from this site has now been reduced by approximately 90%. Synthetic turf was used in the play field area; the surrounding hardscape areas utilize ‘pervious pavement’ such as porous asphalt in the parking lot area and permeable pavers surrounding the concession building. Stormwater runoff for the playfield area is treated via an infiltration system beneath the sports park. Irrigation runoff concerns were addressed with drought-tolerant landscaping and synthetic turf. This turf does not require irrigation, fertilizers, or pesticides and has thus mitigated concerns for runoff. New Development and Redevelopment Town of Los Gatos Water Efficiency Ordinance The Town of Los Gatos has adopted the State of CA 2015 Model Water Efficiency Landscaping ordinance. The Town of Los Gatos is implementing the Model Water Efficient Landscape Ordinance, viewable at: https://www.water.ca.gov/LegacyFiles/wateruseefficiency/landscapeordinance/docs/Title%2023%20extract%20-%20Official%20CCR%20pages.pdf

When a project hits the threshold identified in the guidelines (new development projects that include landscape areas of 500 sq. ft. or more or existing landscapes greater than 2,500 square feet being rehabilitated), the Planning Division provides a plan check comment requiring conformance to the standards or includes a condition of approval on a Planning application requiring conformance to the standards. Specifically, a landscaping plan prepared by a licensed landscape architect, along with the required worksheets and forms, must be submitted (these are included in the guidelines). Through this process, the Town seeks to implement compliant, water-efficient landscape plans.
