Allied is organized as an employee-owned environmental and engineering consulting firm. We trace the company’s
origin to a department of the premier engineering consulting firm headquartered in Wichita, Kansas. In 1993, the engi-
neering firm developed the department into a wholly-own subsidiary, officially calling the new company Allied Environ-
mental Consultants, Incorporated. The new company achieved success in the early 1990s by procuring a hazardous
waste management and safety contract with Boeing on chemical process line demolition projects. Allied distinguished
itself in the area of solid waste management, when it consulted on and prepared some of the first regional solid waste
management plans accepted by the State of Kansas. Another early success came when an international container cor-
poration selected Allied to consult on a Superfund site located in South Central Kansas. Between 1993 and 1997, Allied
added services related to the Clean Air Act, Clean Water Act, Oil Pollution Prevention Act. The engineering firm sold the
company to the current employees in 1997.

Kansas State University - Old Chemical Waste Landfill Turnkey Services

Kansas State University (K-State) retained Allied in 2000 to complete a “Hydrogeology Investigation” required under the
terms of the Consent Agreement Order (CAO) entered into with the Kansas Department of Health and Environment
(KDHE) Bureau of Waste Management (BWM). The purpose of the Hydrogeology Investigation, or HI, was to evaluate
groundwater contamination known to be leaking from the closed Old Chemical Waste Landfill (OCWLF) located north of
the K-State football stadium. K-State used the OCWLF to disposal of radioactive waste materials (scintillation fluid,
protective gear, lab ware, etc.) and chemical wastes starting in 1960 through 1979 (for chemicals) and to 1987 for non-
chemical radioactive materials. The materials were placed in trenches dug in natural deposits of clay and silt. The
Atomic Energy Commission originally allowed this practice; however, later regulatory changes under the Nuclear Energy
Commission require any land disposal of radioactive materials to occur in geologically stable deposits that will remain
unaffected by groundwater for a minimum of 300 years. Groundwater occurs at a depth of approximately 12 feet below
ground at the OCWLF site had the potential to contact the wastes, as proven by groundwater contamination detected in
the 1990s. Like many colleges and universities in the 1980s, K-State applied for and received a Part B hazardous waste
treatment, storage and disposal permit under the Resource Conservation and Recovery Act (RCRA). This prompted the
K-State to build a hazardous waste storage building directly over the capped OCWLF. K-State requested to close the
landfill to further chemical waste disposal in 1984 and official closure was granted by the KDHE BWM in 1986. Closure
of the landfill to chemical waste disposal is under the jurisdiction of the BWM, who, with the EPA, requested K-State to
perform a RCRA Facility Assessment which identified the groundwater contamination. A groundwater interceptor trench
and treatment system were installed in 2011. The treatment system uses the advanced oxidation treatment of hydrogen
peroxide and ultra-violet light to destroy recalcitrant organic chemicals. The source landfill was removed in 2012 with
disposal at a facility permitted to accept radiological and hazardous wastes.
Tasks completed by Allied to date for the OCWLF have included:
1. Determine the nature and extent of groundwater contaminant plumes
2. Conduct a 2-year Monitored Natural Attenuation (MNA) Evaluation
3. Determine the location and extent of the disposal area (by probing and geophysical survey)
4. Complete a Background Radiation Survey
5. Complete a Corrective Measure Implementation & Decommissioning Program Plan (CMIDP plan) under the
RCRA Corrective Action Plan (CAP) requirements and the MARSSIM guidance for the radiation issues.
6. Implement the CMIDP, initially by designing, fabricating and installing a groundwater treatment system to control
and treat the multi-contaminant groundwater plumes.
7. Perform a waste characterization study by excavating test pits in the OCWLF and revise the CMIDP plan based
on results.
8. Remove the Source, excavation and disposal of the OCWLF at a disposal facility permitted for radioactive and
hazardous waste, followed by site clearance/decommissioning.
9. Perform post-source-removal groundwater assessment and monitoring.
To date, all tasks associated with the OCWLF have been on time and on budget.

Kansas State University - Old Chemical Waste Landfill Treatment System
Installed 155 foot long and 20 foot deep interceptor
trench, Allied provided all sub-contractor services for in-
stallation. Required disposal of contaminated soil as
special waste to a local municipal solid waste landfill.
Installed a GAC-UV-H2O2 treatment system. Primary con-
stituent of concern - 1,4-Dioxane. Discharge to the City of
Manhattan sanitary sewer. The city required an effective-
ness study after startup, prior to connection. Treatment sys-
tem is capable of reducing 1,4-Dioxane from values above
10,000 ppb to non-detect.

HollyFrontier Corporation Landfill Cover Turnkey Services
HollyFrontier Refinery, El Dorado, Kansas
From Skelly Oil to Texaco and eventually to the HollyFrontier Corporation, a refinery has operated on the south side of the
City of El Dorado, Kansas since the early 1900s. Refineries of this age have had many waste management practices includ-
ing landfilling still bottoms and solid residues from tank cleaning. HollyFrontier retained Allied to complete the task of pre-
paring a final design and provide earthwork services to place a cover on an industrial waste landfill idled in the 1990s. The
landfill began operations as a landfarm and eventually was used for the disposal of non-hazardous industrial solid waste
consisting of oily soils, activated wastewater treatment sludge, and delisted API separator sludge.
To provide our turnkey services, AEC assembled an experienced team of engineers, geologists, surveyors, and landfill con-
struction specialists. Our team included resources from four firms: AEC, CDH, Inc. (earthwork), Geotechnical Services, Inc.
(drilling/soils testing), and MKEC for surveying support, all experienced in landfill design, construction, operation, closure,
and solid-waste regulatory compliance. This team completed work in accordance with a Construction Quality Assurance
Plan approved by the State of Kansas, Department of Health and Environment (KDHE), lead agency for the RCRA closure.
The USEPA was also interested in seeing the landfill properly closed as they had placed the facility on the RCRA 2020 list.
The Master Services Agreement was executed May 24, 2012.
Soil testing with geotechnical analysis, design and regulatory
review/approval of the design allowed for construction to begin
in November 2012. Hydro-seeding occurred in January 2013,
and the KDHE accepted closure February 18, 2013. The
closed landfill has entered post-closure care. The final con-
struction value was over $680,000 (2013 dollars).
The inactive landfill covered approximately 6
acres (left) and some waste had to be re-
moved from an adjacent pipeline right-of-way.
The RCRA cover design prepared by AEC
accounted for this and resulted in a slightly
higher elevation, but smaller footprint.
The landfill received an 18-inch thick layer of
low permeability clay and a top 12-inch thick
layer of top soil to support vegetation. AEC
specified hydro-seeding to establish grass
(below).
