Lomon Billions invests US$285M in Henan Province

The Board of Directors at Lomon Billions

has approved an estimated CYN1.8bn

(approx US$285M) investment in the

construction of two new chloride TiO2

manufacturing lines at its existing chloride

production site in Jiaozuo, Henan

Province, China. The two new lines will

provide an additional annual chloride TiO2

pigment capacity of around 200,000t.

Feasibility and engineering studies and

extensive pre-approval works have already

been completed and all external approvals

are in place.

Commercial production from the new

lines is expected during 2019.

This investment in additional chloride

capacity will allow Lomon Billions to

increase its chloride TiO2 pigment portfolio

to manufacture more high-performance

chloride TiO2 pigments for a wider range

of applications and will strengthen the

company’s global competitiveness.

ChinaCoat 2018 returns to GuangzhouChinaCoat’s 23rd edition is scheduled to

take place from December 4 to 6, 2018 at

the China Import and Export Fair Complex

in Guangzhou.

The planned total gross exhibition area

will be in excess of 80,000m2. Comprising

fi ve exhibit zones, namely ‘Powder Coatings

Technology’; ‘UV/EB Technology & Products’;

‘International Machinery, Instrument &

Services’; ‘China Machinery, Instrument &

Services’ and ‘China & International Raw

Materials’, exhibitors will have the opportunity

to present their technologies and products

to domestic and international visitors in one

show over three days. The last show in 2017,

Shanghai, closed with a total of 34,425 trade

visitors from 88 countries/regions and 1210

exhibitors from 34 countries/regions.

Arobust Chinese government-backed

internal migration policy, forcing

hundreds-of-thousands of migrant

workers from Beijing through mass demolitions

of buildings ruled to be unregulated or unsafe

has – unexpectedly – boosted China’s provincial

paint markets.

Many labourers who had been painting city

apartments and offi ces have left – increasing

decoration prices in the capital and pushing

these services into smaller cities as migrants

move home or move to cities where such

population control policies are absent. Various

informal estimates have put the number of

migrants cleared out of Beijing (many of whose

homes and businesses were demolished) in the

past two years at between 500,000 and 800,000.

China in its current (13th) Five Year Plan, which

runs to 2020, said it would aim to have 60% of its

population in urban areas by 2020 but this will be

done by expanding smaller so-called ‘fourth-tier’

and ‘fi fth-tier’ cities.

A NEW GENERATION

‘Save time, labour and worry’ is the slogan for

what could be the new face of China’s decor

industry, Tian Di He Zhuang Shi, a fi rm that

makes, sells and applies paint and other coatings

for a new generation of Chinese homeowners

who live in these smaller provincial cities.

Also trading under the English language name

of ‘Team Dear Home’ the company has opened

stores across smaller Chinese cities, such as

Tangshan. The fi rm claims to have outlets in

40 cities and has 500 in-house architects. Fast

growing regional cities and towns are the main

focus of growth for company CEO and founder

Zhong Tie Chui. He told his company’s staff at

a recent Chinese New Year event that the fi rm

would soon open more stores across China.

The rise of Tian Di He Zhuang Shi comes at a

changing point for China’s metropolises paint and

coatings market, due to government planning

and a slowing real estate market in fi rst-tier cities.

Perhaps, a typical customer is 40-year-old

engineer Guo Qiang, who moved his family

from Beijing to an apartment he had already

purchased in Chongqing. “There’s more advice

and knowledge out there now among consumers

about paint,” Guo explained. He looked up

costs on 17House.com (a local website allowing

consumers to select materials and decorating

fi rms) for his 150m2 apartment: the site allows

users to calculate design, labour and materials.

With calculations in mind, he drove a hard

bargain at his local Tian Di He Zhuang Shi, whose

rise could likewise prove worrying for leading

brands like Duo Le Shi (‘Let’s Colour’), produced

by AkzoNobel.

At a recently opened outlet at Bishan, outside

Chongqing, Guo was promised a saving of 50%

of the costs because the fi rm manufactures

its own paint in 26 giant factories producing

paints and coatings, as well as furniture. At

the company’s store in Bishan, customers can

choose their entire decoration plan and discuss

colours with staff who display brochures on

computer screens and iPads. “We make our

paint using the fi nest German technology,” an

eager salesman told Guo.

He also got a quotation from a local outlet

of leading local brand ChengYang, which also

operates stores in far fl ung Qinghai and Xinjiang –

as well as Anhui and Sichuan, the home to many

returning migrants.

TOP RANKING BRANDS IN CHINA

The ranking of China’s most valuable paint

brands (architectural and coating) for 2017 as

compiled by state broadcaster China Central

TV (CCTV), and broadcast in January on the

CCTV 7 channel, shows local Chinese paint and

coatings brands making headway – most of them

operating networks of stores. AkzoNobel (the

Duo Le Shi brand) was ranked in top position

followed by Nippon. But next was Jiabao Li (also

trading as Carpoly), a Jiangmen, Guangdong

province fi rm making furnishings and paint with

self-operated and franchised stores nationwide.

Chinese brands San Ke Shu and Shu Ma

made the fourth and fi fth places, ahead of USA

based Valspar, while China’s Bai Shi De (also

trading as ‘Best Paint’) and Hua Run (China

Resources) Paint and USA-based PPG were

eighth and ninth. Feng Qin Yuan, Analyst at

Chuan Cai Zheng Quan Securities, a leading

Chinese brokerage, said: “Real estate developers

are increasingly aware of functionalities and

product quality. The quality level is more unifi ed

across the market,” said Feng. The quality price

ratio is high among Chinese paint companies,

who are also very good at following up and

customer service.

Retailers are taking note: in an effort to tap

China’s regions, the DIY giant B&Q (or Bai An

Ju in Chinese) signed a deal with Chinese paint

and décor distributor Lian Nian Home in January

(2018). The deal will see B&Q brand name

product, including paint, sold through Lian Nian’s

stores in China.

Ultimately, the ambitions of China’s paint

makers may reach further afi eld. Zhu Hou Ju,

Secretary General of the China Construction

Decoration & Renovation Materials Association

visited the Master Builders Association Malaysia

- MBAM OneBuild expo in Kuala Lumpur, in

November 2017, while conducting a research

tour of Malaysia. “There are no Malaysian

brands; there will be a huge empty space for

China brands, as under the One Belt One Road

[Chinese overseas development programme]

there will be more construction,” Zhu told Chinese

media following the trip.

Arkema announces a new project to produce polyamide 12 in China mid-2020

To complement its major project in

the bio-based polyamide 11, Arkema

has announced a 25% expansion

in its global polyamide 12 polymers

production capacities to support its

customers’ strong demand in Asia. Arkema

has announced an investment plan to

increase by 25% its capacity of polyamide

12 polymers, commercialised under the

trademark Rilsamid.

This new capacity will be added at

Arkema’s Changshu platform in China

and is expected to come on stream by

mid-2020. With this latest investment plan,

Arkema continues to reinforce its specialty

polyamide business in all three major global

regions – Europe, North America and now

Asia. This investment represents several

tens of millions of euros and will support

the strong demand in growth applications,

such as cable protection, lightweighting

(metal replacement) in automotives,

improved high performance sports shoes

and evolving applications in the consumer

electronics segment.

SUPPORTING CUSTOMERS

The mid-term growth rates in these

applications are expected to exceed 7%

per year in Asia. With this latest project, the

specialty polyamides business will continue

to bolster its industrial, commercial and

R&D presence in Asia and confi rms

its commitment to supply its global

customers locally.

“This project announcement is the

latest of several major investments in

speciality polyamides in Asia to support the

momentum of our advanced materials offer

in the region” said Julie Zhang, Regional

President of Arkema’s Technical Polymers

business in Asia.

“It’s energising for our customers to

see how quickly we are evolving into a

local sourcing supplier and into a world-

class manufacturing presence in Asia with

R&D and service to match.” This project

is complementary to Arkema’s recently

announced project in the bio-based

polyamide 11 chain (monomer and polymer)

and is consistent with the Group’s strategy

to signifi cantly step up the development

of its advanced materials. This should

eventually account for more than 25% of

sales by 2023, while continuing to further

consolidate its presence in Asia.

In 2010, China became the largest TiO

2

producer in the world. Since then, the country is

decisively infl uencing the world market of TiO2.

China’s import and exports of this raw material

used mainly in the coatings, plastic, papermaking

and pharmaceutical industries, is affecting all

parts of the world.

At present, the global demand for titanium

dioxide is gradually expanding. In 2013–2017,

both the import volume and the export volume of

titanium dioxide were increasing, on the whole,

registering compound annual growth rates of

19.34% and 4.55%, respectively. This is mainly

because the international market price of the

product continued to rise, while the domestically

made product had its advantages in both

price and supply and there was an increase in

overseas demand for the product.

CHINA’S IMPORTS AND EXPORTS OF TIO2, DEC 2016–DEC 2017

ExportsChina’s export volume of TiO

2 did not even meet

100,000kg in 2008, combining the specifi cations

of anatase, rutile and non-pigment TiO2. In the

year 2016, the export volume already surpassed

750M kg. The year 2015 and especially the year

2012 showed some drops in the export volume,

which overall increased immensely on average.

Looking at the export price, the value has

undergone signifi cant fl uctuations throughout the

years. The lowest export price in the last 10 years

of China’s TiO2 has been US$1.57/kg on average.

However, even double this price was witnessed

in some years throughout the period.

The USA and South Korea have always been

favourable export destinations for Chinese

TiO2, remaining in the top fi ve consumers

over the whole last decade. However, the

data from Tranalysis shows that China’s TiO2

export destinations have been changing from

established, developed countries to emerging

markets throughout the years.

From 2008 to 2010, Henan Billion Chemicals

has been the leading export enterprise for TiO2 in

China. After 2010, the company was surpassed

by Sichuan Lomon Group. Today, the two

enterprises have merged into Lomon Billions

and represent by far the largest TiO2 enterprise

in China and one of the biggest players in the

global market.

In December 2017, the export volume

of titanium dioxide reached a record high.

According to China Customs statistics, from

January to June 2017 China exported a total

of 426,000t of titanium dioxide, an increase

of 13.6%.

July to September is the off-season for the

product, so the export volume declined but

rebounded from October and maintained an

uptrend till the end of the year.

In December 2017, China’s top fi ve exporters

exported a total of 40,371t of TiO2, 42.72%

of the total TiO2 exported by China. Sichuan

Lomon continued to rank top amongst all

Chinese TiO2 exporters, exporting 13,563t and

up by 0.11% month-over-month.

In terms of export destinations, China

exported 36,359t of TiO2 to the Asia Pacifi c

Region; 21,302t to Europe; 17,420t to the Middle

East; 10,349t to South America; 6971t to North

America and 2094t to Africa.

ImportsIt is understood that China used to be

dependent on imports of titanium dioxide.

Yet, as the country’s production capacity

of the product keeps rising and the

product quality continuously improves,

accompanied with prices lower than the

international level, the homemade products

are gradually replacing the imports.

Overall, China’s imports have witnessed

a declining trend in the period from 2008

to 2016. The country already became a net

exporter of TiO2 in 2010, when the export

volume surpassed the import volume. The

import volume fl uctuated several times,

falling under 200M kg in 2012, before

recovering and then dropping again in 2016.

The import price was also decreasing

on average, although some peaks can

be found throughout the last 10 years. In

general over the last few years, China’s

import price for TiO2 was several times

higher than the export price. Even two-digit

numbers for the US$ price per kg were no

rarity in China’s import.

Taiwan, Australia, and the USA have

traditionally been in the top ranks of

China’s TiO2 suppliers over the last decade.

However, as China’s import volume

continuously decreased, the list of import

origins also got smaller. China imported the

necessary TiO2 from fewer countries every

year, depending mostly on the key suppliers.

The main importers from 2008 to 2012

in China have been companies like the

Zhejiang Harmony Investment Group and

Shanghai Sanchang Import and Export.

In more recent years, new players have

climbed to the top of the importers for TiO2

in China, such as Chemours Chemical

(Shanghai) or Zhejiang Kingdecor.

In December 2017, Australia ranked

as the top source of imports, exporting

a volume of 3747t of TiO2 to China, up by

15.12% MoM. Taiwan, Japan, the USA and

Germany followed, ranking the second,

third, fourth and fi fth respectively.

The top 20 Chinese TiO2 importers

imported a total of 11,549t of TiO2 in the

same month, 74.74% of the national fi gure.

Of these companies, Chemours Chemical

(Shanghai), ranked the fi rst with an import

volume of 4187t, down by 27.41% MoM.

Shanghai Sanchang Import & Export,

Shanghai Interunited, Zhejiang Kingdecor

and Ningbo Export ranked the second,

third, fourth and fi fth respectively.

ANALYSIS OF THE TREND

China’s TiO2 industry grew rapidly over the

last decade. Reaching the status as the

largest TiO2 producer in 2009, the capacity

was able to rise by a 14.52% average on

CAGR in the years 2009 to 2013. In 2010,

the country became a net exporter of

TiO2, with the export volume increasing

by 11.13% from 2010 to 2013. China is

also one of the main consumers of TiO2

worldwide, witnessing a growing rate of

consumption from 2009 to 2013 of 9.36%.

The material is mainly used in the coatings,

plastic and papermaking industries

in China.

From 2013 onwards, China enlarged

its export volume with huge efforts. The

major driver was the demand from export

destinations with high potential, such as

Brazil and India. In 2013, the volume of

China’s titanium dioxide exported to both

countries accounted for 19.53% of the total

export volume. As members of BRICS, the

development prospects of Brazil and India

were optimistic and they both needed to

invest a lot in infrastructure, thus the large

demand for titanium dioxide.

At the end of 2014, the export market

became the key development for the

domestic TiO2 industry. In 2014, the

export volume of TiO2 from China hit its

peak, increasing by 35.36% yr-on-yr. It is

worth noting that exports of TiO2 to the

Middle East and Europe had the fastest

growth rates.

China’s TiO2 exports were booming in

2016. The continuously depreciating RMB

and the increasing export scales of China’s

manufacturers have strengthened this

development throughout the year. In fact,

many of China’s producers exported their

products at a lower price while achieving

higher profi t margins in the domestic

market of TiO2.

The overseas demand for Chinese

TiO2 rose up by about 17% in 2016,

which enabled an export increase of the

manufacturers in China. Chinese TiO2 is

highly demanded in overseas markets,

due to the comparatively small price of the

suppliers. The export of TiO2 is responsible

for about one-third of the total output

in China.

The reason China’s TiO2 prices were

able to remain high in 2017 can be found

in favourable exports. Large demand from

overseas markets helped keep the price

at a high level. Statistics show that China

exported 892,200t of TiO2 in 2017, up by

16.86% yr-on-yr from 763,500t in 2016.

This consecutive increase is mainly due

to the large price gap between domestic

and overseas TiO2, especially after some

international leading TiO2 manufacturers

offered higher quotations. The price

superiority of China’s TiO2 products helped

domestic companies to occupy larger

markets abroad. In terms of imports,

China’s TiO2 import volume declined by

5.81% yr-on-yr from 235,600t in 2016 to

221,900t in 2017. China usually imports

approximately 200,000t of high-end TiO2,

specialised for plastic, paper and printing

ink production, annually from developed

countries, such as the USA, Australia,

Japan and Germany.

LOOKING AHEAD

As for the TiO2 market in 2018, Lomon

Billions, the leading TiO2 enterprise in

China, gave the following comment during

an interview: “China’s TiO2 supply and

demand keep in balance. Given this, the

company’s sales remain stable during the

current slack season. After the Chinese

Spring Festival, the Chinese market will

gradually recover owing to price hikes of

some international TiO2 producers. Lomon

Billions, later, will decide quotations and

sales strategies based on raw material

prices, production and market dynamics.”

As China continues to engage in its

long-recognised fi gurative war with

pollution and smog issues, the chemical

industry is preparing for the inevitable fallout

from the implementations of recently developed

regulations. Beginning January 1, 2018, China

was set to enforce its new nationwide taxes on

production facilities and businesses that violate

the current pollution thresholds.

Taxes will vary by the pollution type, location

and severity under the new legal thresholds.

Categories of pollution include water, air,

noise and solid waste. Air pollution fees will

run from ¥1.2 (US$0.18) to ¥12 (US$1.81) per

pollutant equivalent value, while noise pollution

will run from ¥350 (US$52.69) up to ¥11200

(US$1,686.04) per decibel in excess, depending

on location and severity.

A TIERED FEE STRUCTURE

This new tax is the fi rst time China has seen a fee

structure tiered on the level of pollution, rather

than a uniform fee regardless of pollution level or

the degree of breaking the prior rules.

In a product-based example, this means a

tax on businesses of ¥1.2 to ¥12 per 0.95kg

of nitrogen oxide or sulphur dioxide released

into the atmosphere, measured either by an

instrument the organisation can choose to

self-install, or measurements taken regularly by

government offi cials.

The impact of the new regulations to the

chemical production industry will be signifi cantly

evident and will affect the major polyethylene and

polypropylene markets across China, shutting

down hundreds of downstream companies,

producers and production. Environmental

inspectors particularly target coal-based

chemicals due to the naturally high levels of

pollution expelled by these types of production

lines. An estimated 10% of China’s ethylene

and 11% of their propylene capacity is coal-

based. Seemingly, the producers along the US

Gulf Coast hope to make up some of the slack

left in the polyethylene market: last year, USA

manufacturers added 3.5Mt of capacity, with

plans to increase by as much as 75% across the

next fi ve years.

Specifi c to the petrochemical industry,

products, such as urea, methanol, chlorine and

caustic soda will likely see a massive shift across

the global marketplace. These products, and

many more are the building blocks for tens of

thousands of consumer goods and products.

China received an estimated ¥211.6bn

(US$31.85bn) in pollution fees under much

less strict regulations across a 12-year period,

from 2003–2015. According to an offi cial

study, the country is in a position to collect

upwards of ¥50bn (US$7.53bn) per year in the

immediate future.

The current pollution management system in

China, known as the ‘pollution discharge fee’,

has been in place since 1982. Offi cials say the

new regulations will bear more fi nancial weight on

companies, making allowances for more specifi c

regulating guidelines to effectively manage its

long-running pollution concern.

Today, the pollution issues across China are

the cause of 1.6M deaths annually, a number

that has steadily risen over time. And while the

impact of these regulations being implemented

and managed over the course of these next

few months, and even years, may be high from

a business and supply chain standpoint, the

positive long-term economic atmosphere and

business growth model will be exponential.
