Priorities in 2015
Article 17.6 of CEF Regulation:
• ending energy isolation
• eliminating energy bottlenecks
• completion of the internal energy market

Eligibility criteria for actions
• All actions contributing to PCIs are eligible for grants for
studies
• They are eligible for grants for works if:
CBA shows positive externalities AND
Commercially not viable AND
Cross border cost-allocation decision done (not applicable for smart
grids and electricity storage)
• Oil projects are not eligible for any financial assistance
• Hydro-pumped storages and projects exempted from third party access or tariff regulation are not eligible for grants for works, but remain eligible for grants for
studies
Eligibility criteria – key principles
Financial Regulation and Rules of Application:
- Co-financing and no-profit principles (Art. 125 FR)
- Principle of non cumulative award (Art. 129 FR)
- Principle of non retroactivity (Art. 130 FR)
- Grounds for exclusions ( Art. 106-108, 131, 141)
Selection criteria Financial capacity:
Assumed to be fulfilled for MS and certified TSOs
For other applicants: to be demonstrated, submission of annual accounts
Operational capacity:
Assumed to be fulfilled for MS and certified TSOs
For other applicants: to be demonstrated by activity
reports or proof of experience
• The need to demonstrate the operational capacity does not apply to Member States, public
bodies and transmission system operators certified (Articles 10 or 11 of Directive 2009/72/EC or Articles 10 or 11 of Directive 2009/73/EC)
Maximum funding rates
CEF Article 10(3):
Studies:
• max 50% of eligible costs
Works:
• max 50% of eligible costs or
• max 75% of eligible costs for PCIs that provide a high
degree of regional or Union-wide security of supply, strengthen the solidarity of the Union or comprise
highly innovative solutions
