This is to certify that Newborn Screening Center - Central Luzon (NSC-CL), located atAngeles University Foundation Medical Center MacArthur Highway, Barangay Salapungan,Angeles City, Pampanga, is the sole and exclusive distributor of Newborn Screening CollectionKits for Central Luzon area from 02 January 2014 up to 1 January 2015.
Pursuant to the Implementing Rules and Guidelines of the Republic Act 9288 or NewbornScreening Act of 2004, Newborn Screening (NBS) Specimen Collection Kit which includes filtercollection card, can only be procured at the Newborn Screening Center.
NBS filter card is exclusively designed by the Newborn Screening Center (NSC). No otherentity may redistribute or resell the NBS filter cards. The NSC-CL is the only authorizeddistributor of NBS Collection Kits to all newborn screening facilities in regions 1, 2, 3 and CAR.
The cost of the NBS Specimen Collection Kit is based on the amount prescribed by theAdvisory Committee on Newborn Screening (ACNBS). It covers all program costs i.e.specimen collection kit, handling and transporting fee, laboratory tests.

SUBJECT: Authorization of Newborn Screening Centers as Distributors ofNewborn Screening Kits
Pursuant to the Implementing Rules and Guidelines of the Republic Act 9288 orNewborn Screening Act of 2004, Newborn Screening (NBS) Specimen Collection Kit whichincludes filter collection card, can be procured at Newborn Screening Centers (NSCs). NSCs aretasked to provide the necessary NBS Specimen Collection Kits to all health facilities within theircoverage.
To ensure that the cost of screening is kept to a minimum and the high quality standardof the NBS tests is maintained, NSCs are therefore being recognized as the authorizeddistributors of NBS Collection Kits to all Newborn Screening Facilities (NSFs) within theircoverage.
The cost of the NBS Specimen Collection Kit is standard in all NSCs and based on theamount prescribed by the Advisory Committee on Newborn Screening (ACNBS). It covers allprogram costs [i.e. reagents, testing and analysis, supplies (specimen collection kit), courier/post,operational cost, research, etc). Per DOH Administrative Order No. 2005-0005 dated Feb. 8,2005 Newborn screening fee or cost for the newborn screening specimen collection kit andmaximum allowable service fee for the collection of newborn screening samples are prescribedas follows:
Fee/Cost for NBS Specimen Collection Kit to be Charged by the NSCMaximum allowable service fee for the collection of newborn screeningsamples to be charged by health facilities such as hospitals, lying-ins, ruralhealth units, health centers and other collecting NBS samples

The abovementioned cost shall be subject to adjustment when the need anses asdetermined by the ACNBS.

Items included in the NBS Specimen Collection Kit (including lancets, brochures, NBSFilter Cards, transmittal form) all undergo the procurement process as stipulated in RepublicAct 9184 (Philippine Government Procurement Policy Board).
