    The manuscript deadline is

    rapidly approaching, so here

    are a few last minute remind-

    ers and a checklist to review

    before submitting your com-

    pleted manuscript package.

    It‟s critical that you return

    your package back to the li-

    Running the Extra Mile PE teacher Libby King spends more than just school hours enriching students’ lives.

    Quick — name a teacher each of your students have had every

    year at Cheatham. Give up? Libby King, or

    Coach K as the kids

    call her, has touched

    the life of each and

    every student to

    walk through the

    doors of Cheatham

    Elementary. That opportunity to

    affect each life, she said, is one of her

    favorite aspects of teaching. “I love the bond you get to form with the

    kids. I have the opportunity to make a

    difference in the health and fitness of

    each and every student in the school,”

    King said. But it‟s not just

    during the

    school hours that

    King involves

    herself with

    Cheatham‟s stu-

    dents. From Run Club

    to Girls Club,

    King continues to provide a positive role

    model for the students. “Both of my parents and grandmothers

    were teachers. My father was an elemen-

    tary PE teacher and football coach. I got

    to see first-hand the impact you could

    have in young kids,” she said. “Students need strong role models and I

    believe we can make a difference,” King

    said. It‟s that enthusiasm and dedication that

    make the faces of each student light up

    when they see Coach K. King began teaching 16 years ago and

    has been at Cheatham since its doors

    first opened. Her two children attend Cheatham. King

    and her husband, who is an English

    teacher and coach, spend their time out-

    doors, playing sports, attending sport

    events and volunteering with the youth

    at their church.

    Did you know every year an undercover police officer tests Cheatham's security procedures? This year, when the officer tried to get past reception without ID, he was stopped. When he roamed the halls without a badge, he was stopped. When he

    checked the building for open doors, he didn't find one. Cheatham passed the security test with flying colors!

    Digital devices topped holiday wish lists for

    many kids this year. If you

    gave the gift of technology

    this year or perhaps upgraded

    your smart phone and passed

    down your old one to your

    child, it‟s important to set

    some smart technology

    ground rules.

    While many new de-

    vices come with instruc-

    tion booklets, they don‟t

    cover things like who

    your kid should be

    “friending” or

    “following” and when

    they should share texts

    with a trusted adult.

    It‟s up to parents to

    have clear conver-

    sations with their

    kids about using

    technology respon-

    sibly and that can

    leave many parents

    wondering where to

    start. The good

    news is that there‟s a tool

    that makes the whole

    process a no-brainer.

    The National PTA re-

    cently teamed up to cre-

    ate The Smart Talk — a

    free, online toolkit to help

    you set up, with your

    child, some technology

    ground rules.

    The goal? A healthier rela-

    tionship with technology.

    Just click on

    www.thesmarttalk.org, sit

    down with your child and re-

    view a series of questions on a

    variety of important, tech top-

    ics — from privacy to respect,

    from apps to social media. In

    about 15 minutes, you‟ll have

    an agreement you can print,

    sign and post on the fridge for

    easy reference.

    If you want to learn more, you

    can also attend Media Mad-

    ness on Tuesday at 7 p.m. in

    the Cheatham cafeteria. It‟s a

    PTA program for parents to

    learn how to successfully

    manage your children‟s

    „screen time‟ and monitor me-

    dia messages and content.

    Make plans to at-tend Media Madness

    on Tuesday.

    This parent education pro-

    gram will give parents tools to

    successfully manage a child‟s

    screen time.

    It‟s common knowledge that

    too much screen time is detri-

    mental for a child‟s social de-

    velopment. But how much is

    too much? How do families

    ensure a healthy amount of

    media? Let‟s discuss and an-

    swer these questions and more

    at Media Madness.

    Some of the topics include:

    scale of information and num-

    ber of people that access it;

    dangers of social media; pro-

    tecting per-

    sonal pri-

    vacy; sex-

    ting; inter-

    active ad-

    dictions;

    strategies

    for benefi-

    cial media

    use and

    marketing

    topics.

    idly advanc-

    ing this

    presentation

    addresses how to adjust your

    media monitoring approach as

    children grow.

    PTA Field Service Represen-

    tative will address Cheatham

    parents on these topics. Ken-

    non has served in PTA since

    2001 including local, council

    and state levels. Currently she

    also volunteers on the Leader-

    ship Committee for Texas

    PTA.

    present to address any ques-

    tions directed toward law en-

    forcement.

    New PTA Rules Changes to rules and standards for Cheatham PTA to be voted on in February

    Did you know that PTA operates under a set of bylaws and standing rules? It‟s time to update these governing documents to

    make sure these documents accurately reflect

    how our Cheatham PTA does things and can con-

    tinue to guide the PTA.

    To view the complete proposed Standing Rules,

    see page 12. Two changes are proposed to the

    bylaws: 1.) changing the number of vice presi-

    dents from six to three; and 2.) changing the regu-

    lar meeting months. The membership will vote on

    these changes during the February meeting. Please join us tomorrow at the general meeting to

    learn more about the proposed changes.

    Before your New Year‟s resolutions for fitness are a second thought, Cheatham PTA would like

    to invite you to an evening of fun, fitness and

    health. Coach K and Leslie Youssef, Family Fitness

    Night Chair, have designed an event with various

    interactive games, activities and demonstrations

    done by local health and fitness experts.

    Watch cooking demonstrations by Medical City

    Children‟s Hospital; run an obstacle course de-

    signed by American Ninja Warrior finalist, Kar-

    sten Williams; and much more. Healthy eats will be available for purchase from

    Zoe‟s Kitchen. Amazing prizes will be given out, with the grand

    prize being a family weekend getaway to Great

    Wolf Lodge. Cheatham Family Fitness Night will be January

    20 from 5:30 to 7:30 p.m.

    Is it your goal to MOVE more in 2017? Sign up for the Allen Eagle Run for mo-

    tivation. The run is scheduled for February 25 starting just

    outside of Eagle Stadium. The event will feature a

    timed 5K run/walk, one-mile fun run and a mas-

    cot race.

    Training plans are available online. If you are a

    world.com also has plans for a variety of abilities. Whether you are racing for a PR or walking to

    Cheatham’s Family Fitness night is fast-approaching! Be sure to start

    2017 off right and join us for an evening of healthy fun for the entire

    family. There will be loads of interactive games, activities, and

    demonstrations. Local health and fitness experts will be

    demonstrating everything from dance to pilates to boxing. Medical

    City Children’s Hospital will be offering cooking lessons, there will be

    an obstacle course created by an American Ninja Warrior finalist, the

    Watch Dog dads will have a push-up contest, and much, much more.

    Yummy and healthy eats will be available for purchase. And if that’s

    not enough, there will be tons of awesome prizes for adults and

    children, including a grand prize weekend getaway for the family to

    Great Wolf Lodge.

    So come on down, bring your family, and get INSPIRED!

    Showcase

    After last year’s successful showcase, we are again calling all

    Cheatham students to show off their cultural talent and skills.

    We will be holding our Multicultural Showcase on Tuesday,

    February 7, 2017 to show off the cultural talent of our

    Cheatham students from 6-7 p.m. in the Cafeteria.

    Cheatham students are welcome to perform any cultural dance,

    play an instrument, read poetry, or any other cultural talent

    they want to show off.

    Each performance will be limited to 2 minutes so all students

    can have a chance to show off.

    STANDING RULES

    DRAFT –JANUARY 2017

    I. Meetings

    A. The President shall appoint a committee of three(3) members at the last executive board

    meeting to approve the minutes of the last executive board meeting. B. The President shall appoint a committee of three(3) members at the last association meeting to

    approve the minutes of the last association meeting.

    C. There shall be seven(7) executive board meetings throughout the school year. These meetings

    shall take place in the months of: September, October, November, January, February, April and May.

    II. Training Expenses

    A. This Local PTA shall pay the expenses of the newly-elected officers and Standing Committee

    Chairs to attend the Council PTA training. As the approved budget allows, this Local PTA shall

    pay the expenses of any other PTA member to attend. B. This Local PTA shall pay the expenses of officers attending the Texas PTA Annual Convention

    and Summer Leadership Seminar in the following order, as funds allow:

    1. President 2. Treasurer 3. Secretary 4. First Vice President 5. Second Vice President 6. Third Vice President 7. Parliamentarian

    C. This Local PTA shall limit event expenses to the following:

    1. Registration fee 2. Hotel accommodations at published seminar or convention double-occupancy

    3. Gasoline at the current reimbursement rate per mile when using a personal car;

    provided, however, that officers shall make every effort to carpool if more than one officer is attending.

    4. Meals not to exceed $40.00 per person per day if receipts are provided.

    a. If a meal is included in a prepaid event, no reimbursement will be paid for that meal.

    b. Alcohol purchases and gratuities shall not be reimbursed. 5. Parking fees

    III. Financial

    A. This Local PTA shall purchase a Past President’s pin for the retiring President, and for any

    prior Presidents who never received a Past President’s pin.

    B. This Local PTA shall purchase tickets for the Council PTA Life Membership function for the

    following persons in the following order, as funds allow: 1. First Vice President (Membership) 2. Current year’s life membership recipients and one guest 3. School principal 4. President

    C. The President shall appoint one additional signer for the PTA accounts with executive board approval.

    D. The secretary shall not be appointed as a check signer on the PTA account(s). E. The secretary shall not be appointed to review the monthly bank statements. F. All money shall be counted by at least two(2) persons at the same time, and all counters shall

    sign a completed Itemized Receipt Form. The money shall then be given to the Treasurer, who

    shall also count and sign the Itemized Receipt Form. A copy of this form shall be retained by all signers of the form.

    G. This Local PTA shall assess a $25 fee on any payment denied because of insufficient funds.

    This Local PTA reserves the right to refuse subsequent checks from the check writer and

    require cash for payment. H. This Local PTA shall use debit and credit cards as approved by the Executive Board, and may

    purchase a warehouse club membership each year. I. This Local PTA shall reimburse allowable, budgeted expenses to members who submit

    receipts with proper documentation to the Treasurer within sixty (60) days of the event or within

    three (3)days of the end of the school year, whichever comes first. J. This Local PTA shall not reimburse sales tax unless the Executive Board gives prior approval

    for the exception. Any member making purchases on behalf of or for this Local PTA shall use

    the tax exempt form. K. This Local PTA shall require a written contract with any business/vendor when purchasing non-

    refundable merchandise or when making significant expenditures for service. L. This Local PTA shall have a carryover in the checking account of not less than$8,000 at the

    end of the fiscal year. This Local PTA shall not give monetary refunds on donations, school

    supplies, spiritwear, etc. M. This Local PTA shall approve summer expenses as required to prepare for the next school

    year. N. This Local PTA may keep money in a designated Student Assistance Fund to be used to

    subsidize field trip and provide other types student assistance if deemed appropriate by the school counselor and the principal. The Executive Board shall vote on the use of the funds in the Student Assistance Fund.

    O. There should be a budget that has been approved by the association at all times. P. PTA cash should not be taken home. It should be given to the Treasurer. No PTA funds

    should ever be deposited in a personal account. That includes depositing cash and then writing a check out to the PTA to replace the cash.

    IV. Bonding and Insurance

    A. The following insurance shall be purchased annually by this Local PTA: 1. General liability insurance 2. Bonding (Commercial crime and fidelity bond) 3. Nonprofit professional liability insurance 4. Such additional insurance as the Treasurer shall determine to be reasonably

    necessary.

    V. Condolences & Congratulations

    A. Condolences and congratulations shall be expressed by this Local PTA in the form of greeting cards or gifts under $25.

    VI. Additional Officer Duties

    A. All officers shall

    1. Provide articles for school media sources when requested by the Communications and Website chairs and as otherwise needed.

    2. Attend relevant Council training sessions. 3. Become familiar with any applicable Resource Guide available through the Texas

    PTA.

    B. The President shall 1. Confirm that a quorum is present before conducting any business at any Executive

    Board meeting. 2. Serve as a liaison between this Local PTA and the school. 3. Sign all contracts on behalf of this Local PTA and seek prior approval to the Executive

    Board before signing any contract in excess of $2,000.

    C. The First Vice President (Membership) shall 1. Be responsible for all campaigns for Cheatham Elementary PTA membership. 2. Maintain membership records. 3. Provide a membership roster for the Secretary’s permanent file and send a copy to the

    Texas PTA. 4. Organize the Life Membership Committee and serve as its chairman. 5. Keep the PTA membership aware of pending state and national legislative action. 6. Inform the PTA membership about happenings in the community such as school board

    elections, bond elections and general elections.

    D. The Second Vice President (Programs) shall: 1. Review the current state program guides for Texas PTA funded programs and ensure

    that each Cheatham program has complete planning, publicity and presentations. 2. Coordinate the following programs: Destination Imagination, Student Education and

    Grade Level Programs.

    E. The Third Vice President (Ways & Means) shall: 1. Provide plans to this Local PTA on how to raise funds necessary for the work of this

    Local PTA for the school year. 2. Serve on the Budget and Finance Committee. 3. Conduct at least one school-wide fundraiser each school year.

    F. The Treasurer shall 1. Ensure that there is adequate cash on hand prior to any PTA event. 2. Know and follow the rules and regulations of the Texas PTA.

    G. The Secretary shall 1. Keep track of all written procedure books for all board positions and file them each

    year. 2. Keep a written record of all PTA-related passwords. 3. Serve as historian: take pictures (or have a group of volunteers to do so at PTA

    sponsored events); collect and preserve documents relating to PTA events for the school year.

    4. Bind and file all minutes from all meetings.

    H. The Parliamentarian shall: 1. Keep track of the bylaws and standing rules. 2. Relay information pertaining to the bylaws and standing rules at all association

    meetings and Executive Board meetings. 3. Lead the updating of the bylaws and standing rules as needed and/or every five (5)

    years or as otherwise required by the Texas PTA.

    VII. Standing Committee Chairs A. The Standing Committees of this Local PTA shall be: Arts in Education; Healthy Lifestyles; Cheatham

    Press; Communications; Website; Volunteers; Council Representative; Parent Education; Hospitality; Book Fair; WatchDOGS; Math Club; Family Engagement; and Spirit Wear.

    1. Each Standing Committee Chair may recruit an appropriate number of committee members to help accomplish the goals of its respective Committee.

    2. All Standing Committee Chairs shall a. Provide articles for school media sources when requested by the Communications

    and Website chairs and as otherwise needed. b. Attend relevant Council training sessions. c. Become familiar with any applicable Resource Guide available through the Texas

    PTA.

    B. Arts in Education Chair shall: 1. Coordinate and support the Art Sparks program, including working with the staff and recruiting

    volunteers. 2. Promote and organize the National PTA annual Reflections program at Cheatham and host a

    school-wide reception honoring Reflections participants. 3. Serve as coordinator of art volunteers. 4. Support access to the arts and encourage arts-related activities.

    C. Healthy Lifestyles Chair shall:

    1. Work with Allen ISD and the School Health Advisory Council to support district wellness policies and lifestyle initiatives

    2. Meet with school staff to determine specific needs and interests related to healthy lifestyles. 5. Coordinate school-wide efforts to support healthy children. 6. Serve as the Allen Eagle Run coordinator and promote this run to Cheatham Elementary

    students, parents and staff. 7. Develop programs and projects that will enhance the beauty of the school and community. 8. Promote environmental education and publicize and promote student participation. 9. Coordinate the annual Walk to School Day.

    D. Cheatham Press Chair shall: 1. Be responsible for Cheatham’s publishing program designed to promote literacy and

    encourage creativity. 2. Coordinate students, editors and publishing vendors for development of student written

    publications.

    E. Communications Chair shall: 1. Be responsible for the writing, designing, publication and distribution of the weekly school

    newsletter. 2. Administer the Cheatham Elementary PTA Facebook Group and other social media. 3. Update the school marquee 1-2 times a month with School and PTA events. 4. Help with flyers and any other graphic arts needed for promotion of School and PTA events.

    F. Website Chair Shall: 1. Be in charge of updating the Cheatham Elementary PTA website on a regular basis

    G. Volunteers Chair shall: 1. Encourage participation by parents in school programs and activities. 2. Serve as coordinator of library volunteers to work with the librarian. 3. Serve as coordinator of Copy Room volunteers and set up copy room rotation calendar and

    maintain schedule. 4. Coordinate volunteers for events and class parties. 5. Coordinate volunteers for bulletin board assistance. 6. Assist officers and Standing Committee Chairs in obtaining volunteers for other events and

    programs.

    H. Council Representative Chair shall: 1. Attend Allen Council of PTA meetings and report relevant information back to the Executive

    Board and membership. 2. Serve as relationship manager for all corporate programs and local business fundraisers. 3. Manage the Box Top for Education and Labels for Education programs. 4. Evaluate and schedule spirit nights. 5. Renew reward card programs.

    I. Parent Education Chair shall: 1. Identify programs and speakers that will provide parental education throughout the school

    year. 2. Organize and promote events for parent education.

    J. Hospitality Chair shall: 1. Serve as Snack Cart Coordinator: purchase snacks and drinks for the PTA snack cart once a

    month during the school year and coordinate volunteers to pass out snacks. 2. Serve as Newcomer Coordinator: oversee play dates for incoming kindergartners; coordinate

    Kindergarten Nights and Meet the Teacher Nights; and plan the Boo Hoo Yahoo breakfast for kindergarten parents on the first day of school.

    3. Serve as Staff Appreciation Coordinator: host events to show the PTA’s appreciation for the teachers and staff throughout the school year and set up a theme and ideas for Teacher Appreciation Week.

    4. Serve as Teacher &Staff Birthday Coordinator: compile teacher favorite things into a user-friendly spreadsheet and update the spreadsheet as necessary; remind parents of upcoming birthdays; and set up an Extra Staff Person for each classroom.

    K. Book Fair Chair shall: 1. Plan and organize a weeklong book fair in the fall and a weeklong book fair in the spring 2. Act as a liaison with the book fair vendor and PTA. 3. Handle promotion and marketing for each book fair. 4. Schedule volunteers to assist with each book fair. 5. Set up, decorate and break down each book fair (with volunteer assistance). 6. Re-order books as needed during the book fair week. 7. Coordinate teacher wish lists. 8. Collect money and prepare deposits. 9. Be responsible for setting up annual grade level supply lists with a vendor, secure pricing and

    set up the ordering process so families can pre-order school supplies. 10. Coordinate participation in the Book It! program.

    L. WatchDOGS Chair shall: 1. Organize fathers and father figures (grandfathers, step-fathers, uncles and other father figures)

    to provide positive role models for the students and enhance school security. 2. Recruit and schedule volunteers for each day of the school year. 3. Keep a calendar of the volunteer schedule. 4. Remind volunteers to complete their AISD background check and ensure that each

    WatchDOGS volunteer is a member of this Local PTA prior to his volunteer date. 5. Work with the school counselor. 6. Host sign up events each semester for volunteers.

    M. Math Club Chair shall: 1. Recruit students to join the weekly Math Club. 2. Lead weekly Math Club meetings where students collaborate with each other.

    N. Family Engagement Chair shall: 1. Plan the Chow Down; Family Fitness Night; and Spring Fling. 2. Determine theme, game, activities and food vendors for each event. 3. Promote each event. 4. Coordinate volunteers to set up, break down, and collect money at each event. 5. Work within budget guidelines for each event.

    O. Spirit Wear Chair shall: 1. Manages the design, ordering, promotion and selling of Cheatham Elementary apparel and

    accessories (including finding a vendor, working with the vendor to design new items, placing the initial order with the vendor and working with the vendor to make online ordering available).

    2. Be responsible for the design of the annual class t-shirt and 6th grade class shirt (including designating colors for each kindergarten class, designing the shirt based on the school theme, setting the price, promoting and managing the order process, finalizing and placing the order and distributing the shirts). The 6th grade class shirt shall be a separate design and the Spirit Wear Chair shall coordinate with the 6th grade teachers for input and approval.

    3. Provide and serve refreshments for association meetings. 4. Coordinate the 6th grade party.

    VIII. Other Executive Board Positions A. Principal

    B. Teacher Liaison

    1. The Teacher Liaison shall be appointed by the principal each year. The Secretary shall

    maintain a record of the Teacher Liaison. 2. The Teacher Liaison shall serve as a communication link between faculty, staff and this Local

    PTA. 3. The Teacher Liaison shall solicit staff input. 4. Schedule permitting, the Teacher Liaison shall attend all association meetings and all

    Executive Board meetings.

    IX. Special Committees

    A. Special Committees may be appointed by the President or by the Executive Board. The President shall be an ex-officio member of all committees except the Financial Reconciliation Committee and the Nominating Committee.

    B. Budget and Finance 1. The Budget and Finance Committee shall be composed of a chair (Treasurer) and

    three members, including the newly elected president, one outgoing officer, and a representative from the school staff.

    2. The Budget and Finance Committee shall recommend amendments to the budget based on Plans of Work, and submit these amendments to the Executive Board.

    3. The Treasurer shall present the budget amendments to the membership for approval at the September association meeting.

    C. Life Membership

    1. The Life Membership Committee shall be composed of a chair and at least two (2) additional members of the Local PTA appointed by the President. When possible, one (1) member of the committee shall hold a Texas PTA Honorary Life Membership.

    2. The Life Membership Committee shall create a nomination form (and distribute through normal publicity channels); collect and evaluate nomination forms; select recipients and write biographies of each for the Council Life Membership Banquet; order pins and certificates from the Texas PTA; and give invitations and tickets to each recipient for the Council Life Membership Banquet.

    3. The Life Membership Committee shall select individuals for recognition by awarding four (4) Texas PTA Honorary Life Memberships (budget permitting).

    D. Nominating Committee 1. Each member of the Nominating Committee shall sign a Confidentiality Agreement at

    the first meeting and receive a copy of the bylaws and these standing rules. 2. The Nominating Committee shall solicit nominees for elected positions from the

    association membership through regular publicity channels. 3. No member of the Nominating Committee shall be eligible for election to the position

    of officer while serving on the Nominating Committee. 4. The Nominating Committee shall start its work in March, and recommend one name

    for each elected position prior to the April association meeting (when the election will occur).

    5. The chairman of the Nominating Committee may contact a nominee for his/her consent.

    6. The final selection of the nominees shall be by ballot (or voice vote, if there is only

    one nominee for an office). A majority vote constitutes the selection of the nominees. 7. At least one member of the Nominating Committee shall be a staff member. 8. All members of the Nominating Committee shall become familiar with Texas PTA

    guidelines regarding the nomination process, and the Nominating Committee shall follow those Texas PTA guidelines.

    E. Multi-Cultural Week

    1. The Multi-Cultural Week Committee shall plan and organize activities celebrating diverse cultures.

    F. Spelling Bee

    1. The Spelling Bee Committee shall organize, facilitate and promote an annual spelling bee for students.

    G. Staff Grants & Student Scholarships

    1. The amount and quantity of staff grants and student scholarships shall vary depending on funds available each year.

    2. Pending availability of funds, a Staff Grant Committee and a Student Scholarship Committee shall be organized to establish guidelines for the disbursement of those funds.

    X. Awards

    A. Awards in the form of certificates, plaques, etc. shall be the property of this Local PTA and not

    individuals.

    B. Awards in the form of pins (membership, etc.) shall be retained by the recipient.

    XI. Scholarships& Teacher Grants

    A. This Local PTA will follow all IRS written guidelines if it awards scholarships and teacher grants, including but not limited to Schedule H of IRS Form 1023.

    B. All scholarships shall be administered through the Foundation for Allen Schools in accordance with the guidelines established by the Foundation for Allen Schools

    XII. Procedure Books

    A. Outgoing board members will provide procedure books to incoming board members no later than

    the end of the school year.

    B. Procedure books will be returned to this Local PTA at the time of resignation or term ending.

    C. Procedure books shall contain the following: Plan of Work (past and current), bylaws, standing rules, statistics on the position, Event Wrap Up forms on each event, contact information, vendors, and any notes or items that pertain to the given position.

    D. Procedure books for all Beverly Cheatham Elementary PTA positions belong to this Local PTA.

    XIII. Miscellaneous

    A. This Local PTA’s mailing address shall be 1501 Hopewell Drive, Allen, TX 75013.

    B. Members shall obtain authorization from the Executive Board before representing this Local PTA when communicating to school district personnel or the media.

    C. Executive board members shall not be entitled to privileges that are not due to any other school

    district tax payer because of their position in this Local PTA.

    D. Executive Board members shall not engage in activities that violate PTA policies.

    E. Small group discussions exclusive of the entire Executive Board are discouraged during Executive Board meetings. No outside business shall be conducted at a meeting that does not apply to this Local PTA.

    F. All WatchDOG volunteers must be a member of this Local PTA prior to volunteering as a

    WatchDOG.
