By Glen Miller Drug abuse among parents is among the main reasons for a startling 23.3 percent increase in child abuse or neglect investiga- tions in Geauga County between 2012 and 2011. The disturbing statistics were released April 10 by county Department of Job and Family Services officials as part of their annual child abuse prevention month recognition activities. Meredith Myers, JFS intake assessment manager, and Gina Schultz, director of the JFS Social Services Division, reported the number of child abuse or neglect cases jumped from 467 in 2011 to 565 last year. This increased the number of cases each caseworker han- dled from an average of 10 to 12 in 2011 to as many as 15 cases in 2012, Schultz said. Out of 565 cases investigated, 271 were substantiated as child abuse or neglect, 30 percent of which were the result of parental drug abuse, Schultz said. The remaining 294 cases were found to be those where a family is in need of help either because of a child behavioral or a parental problem, such as a mental health or drug issue requiring corrective treatment, Schultz said. The number of mental health-related cases appears to have increased since the Feb. 27, 2012 shooting at Chardon High School, she said. “We’re not sure, but we think what happened might be related to what we’re seeing in cases where there is some men- tal health problem in a family,” Schultz said. Among those attending the event was county Opiate Task Force member and Commis- sioner Mary Samide, who said she is alarmed by the increased drug use among county residents. Fellow county Commissioner Tracy Jemison said he would prefer to have 23 percent fewer child abuse investigations reported. Following the event, however, Shultz said the increase in child abuse is continuing. Thomas was arrested after Chester Township police were called to the home of Kevin Ellison at 8031 Sherman Road for an apparent drug overdose. She met the officers at the door, advising them Ellison was unresponsive and not breathing, according to court records. Chester police executed a search warrant on Ellison’s resi- dence, reportedly finding crack cocaine, 38 oxycodone pills, three crack pipes with residue and heroin, court records stated. Officers then removed a container Thomas had hidden inside her person, which con- tained what was tested as hero- in, Geauga County Prosecutor Jim Flaiz said, telling the Geauga County Maple Leaf that Thomas had delivered the drugs to Ellison’s residence. Thomas also was arrested one day later after Chester police and the Geauga County Prosecutor’s Office executed a search warrant on the home she rents at 12835 Caves Road. “Numerous” drugs and drug abuse instruments were found in the home, including crack pipes, needles, pills, straws, a scale, marijuana, bongs and spoons, Flaiz said. Thomas was charged with felonious drug possession, including heroin and cocaine. Both charges are fifth- degree felonies, each punishable by six to 12 months in prison and a maximum $2,500 fine. Later in the afternoon on April 19, Thomas appeared with defense counsel Carly Snavely for a scheduled change of plea hearing before Common Pleas Court Judge David Fuhry. Geauga County Assistant Prosecutor Nick Burling told the court the present case origi- nated on Nov. 13, 2012, after a Geauga County grand jury filed a one-count indictment charg- ing Thomas with possession of cocaine, a fifth-degree felony. He introduced a child back-pack program, where specialbackpacks were put together bythe Metzenbaum Center AktionClub, filled with personal itemsdesigned to be given to childrenremoved from a home becauseof child abuse or neglect, or dur-ing family emergencies.

The projected was headedup by Kit McKinney.

The club collected items forthe backpacks as one of theirservice projects.

Because the need is great,items are still being collectedincluding toiletries, school sup-plies, blankets, clothing for chil-dren of all ages, toys, baby sup-plies and more.

McKinney and Alcorn areon the board of advisors for theclub. Alcorn is also a director onthe Geauga County Board ofDevelopmental Disabilities.

The child abuse event wasused to introduce county lead-ers and the public to the state’sDifferential Response System,also referred to as the Alter-native Response (AR), as a wayof dealing with reports of childabuse or neglect.

AR provides JFS child pro-tective services with anotherway to respond to reports ofchild abuse and neglect otherthan a traditional response — amove interventive process thatcan include court action.

In some instances, a tradi-tional child protection responseis needed in order to determinewhether abuse or neglect has

occurred and to ensure a child’ssafety and well being.

For many other families,however, the AR approach maybe more appropriate, Schultzsaid.

In most cases, “the appropri-ate way to begin to help parentsand their children is to listen tothem by discussing family prob-lems that lead to reports ofabuse,” she said.

The AR process is designedto create a “partnership bet-ween families, caseworkers andcommunity agencies” that will“ensure child safety and wellbeing by addressing the family’sissues as early as possible,”Schultz added.

It also focuses on the causeof abuse and neglect reportsand how a family, working withJFS social workers, can worktogether to correct them, shesaid.

The program was imple-mented in a 10-county pilot pro-gram during the fall of 2007through the collaborativeefforts of an Ohio SupremeCourt sub-committee on childabuse and neglect, and the OhioDepartment of JFS.

The American HumaneAssociation and other organiza-tions provided research andother assistance.

Based on the pilot AR pro-gram, children have been foundto be safer sooner, while fami-lies are strengthened, accordingto a state report.

AR is being phased inthroughout the state and will beimplemented in Geauga Countyin July following state trainingof county JFS child protectiveservices workers in May.

Some AR practices couldstart sooner, Schultz said.

By gathering information

through conversation, “themore we can engage a family,the closer we can move to pre-vention and partner with fami-lies to identify service needsand resolutions,” she said. “Ourjob is to help parents keep theirchildren safe and secure.”

She added, “We know thatall families are not the sameand that the concerns one fami-ly faces are different from thoseof their neighbor, their friendsand other families across Ohio.”

The case was originally setfor a change of plea on April 15.Thomas, however, was unable toappear in court due to illnessand remained in the GeaugaCounty Safety Center.

Burling also notified Fuhrythat, based on conversationswith Snavely, Thomas would notbe changing her plea.

“Instead, we’ve reset thismatter for a trial managementconference and trial,” Burlingtold Fuhry.

Snavely explained she haslearned the State of Ohio isconducting an investigation ofThomas on the two new chargesthat originated earlier thismonth.

“She has not been indictedon those charges, however, theyhave been charged as felonies. It

is possible that she will beindicted on those charges andpotentially other charges addedto the more serious charges,”Snavely said. “That definitelychanges the approach and, Idon’t want to say the strategy ofthe defendant, but the defen-dant would possibly choose toenter a plea or take it to trial,depending on whether or notthat indictment does comedown.

“So, at this time, we’d like tomove it and hopefully we’llhave an indictment by the timethe change of plea is set.”

Fuhry noted the two newcharges were pending inChardon Municipal Court andthe first charge, filed April 11,has no bond allowed.

The bond set on the secondcharge, filed April 15, is $10,000cash or surety.

“I don’t understand whatthat means about the bonds,”

Thomas told the judge.“What don’t you understand

about no bond allowed?” Fuhryasked. “In municipal court …the earlier case that was filed,the municipal court has saidyou’re not allowed to get out ofjail. Understood?”

“Yes,” Thomas answered.She also asked the judge if

the terms of her bonds wouldchange once those new caseswere bound over to commonpleas court.

“I’m not changing yourbond right now,” Fuhry said.“We’re not addressing it. I’mjust finding out what’s going onin the other court.”

Thomas also agreed to waiveher constitutional right to aspeedy trial in the present casebefore Fuhry.

The court then set a trialmanagement conference forJune 12 and a trial for 8 a.m.June 25.

The sale features annuals,hanging baskets, herbs and hun-dreds of perennials, many ofwhich have been raised by clubmembers, who will be available toassist in choosing the appropriateplants for each person’s gardeningneeds.

A new addition this year willbe a raffle. Purchase tickets for $1each or six for $5 and get theopportunity to win rose bushes,shrubs, gift baskets or a massage.

Profits enable the club to con-tinue planting and caring for thebandstand and corner park atstate Route 306 and U.S. Route322, offer scholarships to horticul-tural students, present educationalprograms at each monthly meet-ing and support many other gar-dening activities in the community.

Maxine Battles Stevenson, 90,of WilloughbyHills, passedaway April 21,2013.

She was bornon January 23,1923 to Lynnand FlorenceBattles. Maxinegrew up onBattles Road in Chester Township(now Mulberry Road) and attend-ed Chester School, where shegraduated as valedictorian in 1941.

She married Clark Stevenson,of Lyndhurst, in 1944, and lived inWilloughby Hills for 66 years.

Maxine spent many yearshelping out and contributing tothe Chesterland HistoricalVillage.

She is survived by daughterJanis (Fred) Knauf of Detroit, sonDaniel (Sandra) Stevenson of

Chester Township and son Gary(Pamela) Stevenson of Chardon;Eight grandchildren: Patricia(Sam) Klebanov, Katherine(Jeffrey) Pearson, Jennifer, Brian(Deanna), Robert (Katalin), Lee,Ann and Matt Stevenson; andfour great grandchildren.

WG Schools InitiatesLong-Range Planning

West Geauga Schools, hav-ing received an “Excellent WithDistinction” rating by the OhioDepartment of Education, iscontinuing to generate improve-ment strategies to further movethe district into the future.

The district’s objective is tobe in the top five percent ofOhio School Districts Perfor-mance Index Rankings withinthe next five years.

On April 20, 60 volunteerscomprised of faculty, staff,administration, alumni, parents,

students and community mem-bers met to begin work on theprocess of long-range planning.

Participants were divided

into four committees consistingof: achievement, communica-tion and collaboration, facilitiesand finance.

Additional meetings havebeen scheduled to continuecommittee work that will beintegral in defining the district’slong-range plan.

Strategies, objectives, cost-benefit analyses and work planswill then be presented to anexecutive committee, subse-quently to the superintendentand ultimately to the board ofeducation.

Working in partnership,West Geauga Schools and thecommunity are proactivelypreparing today’s students fortomorrow’s world.

I want to thank you for thenews article of the arrest of aChester Township mother fordrug trafficking.

Your coverage of this showsthe West Geauga community that,we must realize there is a heroinproblem in this “Green Ghetto.”

Yes, many of our children andfamilies are excellent parents, butthere are those who need help.

This mother is an example ofthe drug addiction influence froman older generation passing it’shabit on to the next generation.

At the end of the Ten Comm-andments, we are given this warn-ing about generational sin:“Visiting the iniquity of thefathers on the children to thethird and fourth generation ofthose who hate me.” -Exodus 20:5.

This is a problem that hasbeen ignored in our legal system,our law enforcement and even in

our schools. The ChesterlandMinisterial Association in co-operation with the GeaugaCounty Juvenile and ProbateCourt system is seeking FLIP vol-unteers (Family Life Improve-ment Program) to help guidethese drug dependent familieswith a support system in theirrecovery.

If we can help break the chainof generational sin, we can makea difference in our community.On May 4th, FLIP training will beoffered.

We need your help to stop thisproblem.

We are promised that if weshow God’s love to these familieswe can help: “But showing stead-fast love to thousands of thosewho love me and keep my com-mandments.” -Exodus 20:6.

WG Students Win “What’sYour Big Dream?”

The three top winners for the“What’s your big dream?” essaycontest have been selected byBrian McClellan, author of“Promise of Blood” and locallibrary patron.

The contest was held in con-junction with McClellan’s booklaunch. When McClellan was ahigh-school student at WestGeauga High School (class of2004), he told his teachers and

McClellan was happy to readthe several dozen submissionsand was reminded of his ownearly aspirations to become awriter.

In fact, McClellan won a writ-ing contest award when he was inthe 11th grade and was greatlyencouraged when his teacher readit aloud to his class. “Have adream and dare to follow it,”McClellan says, encouraging thewriters in this contest.
