CHILDRENS MENTAL HEALTH TREATMENT NEEDS TO BE

TACKLED IMMEDIATELYMark Ward TD, Sinn Fein spokesperson on mental health has called on the Minister for Health to resource the Child and Adolescent Mental Health Services (CAMHS) as a matter of urgency. This is on the back of information received from a parliamentary question that stated that over 2300 children are waiting for an appointment with CAHMS.

796 of these children are waiting over 6 months to be treated.

Teachta Ward said: “I received this information from my party colleague Pat Buckley TD. The information received in response to a Parliamentary question is startling. 2315 children are waiting for an appointment with the CAMHS.

“Almost 800 children are waiting over 6 months with over 200 children waiting over a year. This is unacceptable. We are a 1st world country with a 3rd world mental

health service. I was at the special sitting of the Covid committee on mental health when the CEO of Mental Health Commission John Farrelly stated that our mental health system is not fit for purpose and is out of date. I could not agree more”.

“Early mental health intervention is key for recovery. If a child gets the help that is needed at an early age then the child is less likely to need more acute services

as they progress into adulthood. It takes a lot for a family to reach out and seek mental health supports. RESTART GRANT PLUS WILL HELP MORE LUCAN AND CLONDALKIN BUSINESSES TO REOPEN

The Restart Grant Plus, launched recently will help businesses in Lucan, Clondalkin, Newcastle, Saggart, Rathcoole and Palmerstown reopen and will help local people get back to work, a Fine Gael TD Emer Higgins has said. Deputy Higgins said: “Applications to the Restart Grant Plus Scheme are now officially open. This scheme, introduced by Tanaiste Leo Varadkar, gives grants to businesses to help them reopen and get their staff back to work.

“The Restart Grant Plus is a key part of the government’s July Stimulus package, a

€7.4bn package of measures designed to stimulate a jobs-led recovery and build economic confidence while continuing to manage the impact of Covid-19.

“This expanded and improved Restart Grant Plus will see €300m additional funding in addition to the €250m previously committed. The Grant amount has increased substantially. The minimum grant available is now €4,000 up from €2,000 previously. The maximum grant available is €25,000, a significant increase from €10,000 previously. So if your business already got

the minimum or maximum amount and feel you would qualify for more, you can now re-apply.

“More local businesses could now find themselves

eligible for this grant than before, and key Businesses that received a grant under the first scheme can re-apply to receive additional funding. Non-rateable B&Bs, sports clubs with

commercial activities and trading charity shops are now eligible.

Previously only small companies could apply for this grant but now medium

sized companies are also eligible. “I encourage all local companies with up to 250 employees to apply through South Dublin County Council,” concluded Deputy Emer Higgins.

FORSA SUPPORTING TALLAGHT DEBENHAMS WORKERSFórsa South Dublin South Leinster SNA voluntary union branch, recently pledged their support and solidarity with the Debenhams strike workers. Pamela Larkin of Fórsa commented “We feel that the strikers have earned their right to be heard in what they are seeking for their redundancy package. We presented the Debenhams workers with a cheque for €500. The support from the SDSL branch was spearheaded by the branch’s Equality Officer and long serving branch member Audrey Warren.”

I have contacted the Minister in relation to the overall waiting times and particularly CHO 7. I have asked that youth mental health services are resourced. “These shocking delays in assessing and treating children need to

be tackled immediately because every day children are not receiving treatment leads to more complex difficulties. “Numerous mental health groups have predicted and witnessed an increased pressure on their services due to Covid.

The Government needs to act now. “The time for talking is when a child is sitting with a mental health professional but the time for government action is now”.

URGENT ACCOMMODATION NEEDED FOR GRIFFEEN COMMUNITY COLLEGETD for Dublin Mid-West Mark Ward has written to the Minister for Education Norma Foley TD and asked that she immediately intervene and provide accommodation for Griffeen Community College, Lucan. Griffeen Community College, Lucan has been without a permanent home

since it opened in 2017 and was promised a permanent school building by 2019.

Deputy Ward said: “I have had numerous parents contact me with concerns about their children attending Griffeen Community College, Lucan recently. They are left up

in the air on whether their children will have a school in September” “I have written with urgency to the Minister for Education Norma Foley to express my concerns about the accommodation issues facing Griffeen Community College, Lucan. I have asked that she listen to the concerns of the parents at this school and work swiftly to provide clarity to the parents and students on when appropriate accommodation will be available to them. “

“The school was first opened in 2017. A permanent building to house 1,000 students was promised by 2019. However, this was delayed due to planning and zoning issues. A decision that the students would be provided with temporary accommodation on an adjacent site was quashed by your Department due to its expense.” “It was then proposed that the Dublin and Dun Laoghaire ETB would provide alternative accommodation while the permanent building was being revised, which would

have involved bussing students from Lucan to Tallaght for 2 years. This was understandably rejected by the parents and taken off the table as an option. “

“The newest approach was to build temporary accommodation on the current site of Kishoge Community College, and this was to be delivered

this September. However, the school year is upon us and the parents and students have still not been given a confirmed date for completion of the temporary accommodation. The parents and students of Griffeen Community College are understandably concerned about this and are urgently seeking clarity on when the temporary and/or

permanent accommodation will be finished.”“Covid has meant that this is a very testing time for parents and students returning to school but having the added burden of not knowing if the parents and students of Griffeen Community College, Lucan will have suitable accommodation is unacceptable”

GLENASMOLE PURE MILE GROUP CLEANUP THE SOUTH DUBLIN UPLANDS

Another large-scale Pure Mile Cleanup of the South Dublin Uplands resulted in the removal of over 30 bags of rubbish from the environment. On Saturday 22nd August, The Glenasmole Pure Mile Group, braved the unsettled mountain weather cleaning miles of South Dublin upland roads, including, Piperstown, Cunard, Castle Kelly, and Glenasmole,

removing a considerable amount of unsightly litter and illegally dumped waste from this beautiful and scenic landscape.Similar to previous Pure Mile Cleanups of the Wicklow/Dublin Uplands, The Pure Truck concentrated its efforts on removing the larger dumped items, including, tyres, domestic waste, electrical appliances, couches,

furniture, mattresses, chairs, and other household waste.

Pure Manager, Ian Davis, commented, ‘I would like to thank all of the Pure Mile Groups who have assisted Pure this year in organising litter picks and cleanups of the South Dublin Uplands, which is a unique landscape and environment, that attracts thousands of visitors annually. The recent Glenasmole Pure Mile cleanup makes a huge difference to the appearance of the South Dublin Uplands and without the assistance of these volunteers we would never be able to organise litter picking of the roads and environment.’

Thousands of volunteers are participating in the 2020 Pure Mile Project and this year there are now over 600 miles of roads, mountains, woodlands, valleys, and upland amenities being

adopted, with hundreds of litter picks and cleanups having already taken place, and thousands of bags of rubbish removed the environment.

A member of the Glenasmole Pure Mile, Alan Edge, Commented, ‘I’m lucky enough to represent the beautiful Glenasmole Valley which is also my home and sadly, littering and illegal dumping are by far the most common local issues I deal with week in, week out. It’s hard to imagine what goes through the minds of people who abuse and pollute such a beautiful and pristine natural environment.

However, we’ve a great community here and people from near and far are always ready to lend a hand. On Saturday’s clean-up, eager locals were joined by selfless volunteers from the Litter Mugs and Dodder Action all prepared to give of their free time and brave

the downpours to help undo the damage of a selfish few. I hope that through supporting the trojan work of The Pure Mile, we can keep our unique little part of the world clean and beautiful and get the message out there that littering and dumping simply won’t be tolerated’. Mile bags, gloves, litter pickers and Pure Mile high-vis vests, and they also remove all of the rubbish collected by the groups.

INCREASED COVID CASES HIGHLIGHT THE NEED FOR SOCIAL DISTANCING WARDEN

Cllr. Joanna Tuffy, Labour Councillor on South Dublin County Council has repeated her call for social distancing wardens to be employed by City and County Councils.

Cllr. Tuffy said: Responding to the recent increase in cases in a number of counties Cllr. Tuffy said that there is a real danger that the message about the need

to continue doing the basics of social distancing and hygiene may be being lost”

Council social distancing wardens could help keep up awareness in the public realm of the need for social distancing. They could also liaise with local businesses and give support and advice in terms of ensuring social distancing by customers when visiting their premises. They could help advise local community and sports clubs how to manage events while ensuring social distancing and mitigation of any risks with holding events open to the public.

There are models already there for Councils to employ social distancing wardens. Some councils have community wardens and all councils have park and school wardens. The role would be largely around promoting awareness of the need to maintain social distancing in public places, and when visiting shops

and pubs and restaurants and community gatherings. As with school, park and community wardens the social distancing wardens would have the back-up of the Garda Siochana for any public order offences. School wardens that are

currently out of work could be employed in this role during the summer months. Community Wardens could be given this added responsibility to ensure social distancing and in fact some councils have already taken that step. Tuffy

continued: “The presence of social wardens on streets in towns and city centres would help maintain awareness around the need to continue to maintain social distancing as part of the strategy to prevent new outbreaks of Covid-19.

CONTRACTS SIGNED ON AIRLIE PARKContracts have been signed with Wilis Bros Ltd for the construction of the new Airlie Park in Adamstown. Construction will now commence on the Local Infrastructure Housing Activated Funds (LIHAF) enabled Airlie Park Project, which will deliver active and passive recreational facilities including playgrounds, football pitches, a cricket pitch, tennis courts and centrally located pavilion building.

SAFEGUARDING IRELAND CALLS FOR TIMELY IMPLEMENTATION OF NURSING HOMES REPORT

Safeguarding Ireland has called for one integrated system – underpinned by national standards – for all long-term care in Ireland, in response to the Expert Panel Nursing Homes report. Safeguarding Ireland expressed overall support for the recent COVID-19 Nursing Homes Expert Panel report’s recommendations, but said that the strength of the report will only lie in its timely implementation.

Chairperson Patricia Rickard-Clarke said key safeguarding elements to progress as recommended in the report include that identified parts of the Assisted Decision-Making Act be fast-tracked and implemented within six months and that wider implementation of Advance Healthcare Directives be

applied immediately to greatly improve planning ahead. “Safeguarding Ireland strongly supports the recommendations that all private nursing homes be integrated into a national public health and social care framework and that national standards be developed and rolled out across all services within nine months.”

Safeguarding Ireland made a submission to the Expert Panel report in which it called for an integrated system with overarching standards for all long-term care, both public and private sector. Ms. Rickard-Clarke said the report highlighted the need for urgent progress on safeguarding legislation. “We need full implementation of the Assisted Decision-

Making Capacity Act 2015 and to urgently enact and implement Adult Safeguarding Legislation. Safeguarding Ireland also called for staff training in the National Standards for Adult Safeguarding and implementation of the Guidance on a Human Rights-based Approach in Health and Social Care Services so that the voice of the person is central to all decisions about their care. Furthermore, independent advocacy should be made available for all people in long-term care.

Safeguarding Ireland added that that the many options for long-term care that lie in between being independent at home or in full-time care should be expanded and also subject to national assessment and care standards including: Home Share, Split Housing, Boarding Out, Supportive Housing, Retirement Villages, Older Persons’ Co-Housing Communities and progressive housing

models which support Long Term Residential Care.Safeguarding means living safely, free from abuse

of neglect. It means our choices, particularly if we are vulnerable, are clearly heard and respected.

Esker Celtic’s Saturday Leinster Senior League Premier side fell to a narrow defeat in their last league game against Valeview Shankhill in Willsbrook Park at the weekend. Despite late pressure from the hosts, promotion-chasing Valeview held on to record the win and spoil Hugh Feeney’s final match for the Lucan club after 25 years.

Feeney came off the bench to make his last appearance for mid-table Esker, whom he joined as an eight-year-old, but was denied a winning send off. A new report which analyses the communication approach in 14 countries published recently, shows that the Irish Government’s communications strategy was extremely successful in establishing the public’s trust.

It includes perspectives from IPREX partners across the US, APAC and EMEA and serves as a collection of comparative, real-time case studies on communications best practices in the period end of February to early July this year. In the introduction to the report IPREX Global President, Julie Exner said that the Irish Government strategy had a number of success factors. All decisions were driven by medical and scientific evidence or advice, and were primarily communicated to the public by health professionals. It says that Ireland was also one of the first countries to report cases in a completely accurate manner. “This enabled the government to establish the public’s trust and ensured their communications were taken seriously,” she said.

In terms of leaders’ public satisfaction ratings at the end of June India’s Narendra Modi rating which

had peaked at 80% dropped back to 75%. Denmark’s Prime Minister Mette Frederikson went to a high of 79% while Leo Varadkar went to 75% These figures contrast with the likes of Japan and France where approval ratings for their leaders were around 30%.

The report highlights a number of firsts generated by the crisis. In Australia for example, in an unprecedented move, a national cabinet of the prime minister and state and territory leaders was convened to meet weekly. While in Poland there was a first ‘ghost’ presidential election held in the midst of the pandemic. Scheduled for 10th May the election was never officially cancelled as the ruling PiS Party sought to push through a postal vote, even though Poland has no tradition of postal voting. In the previous presidential election in 2015, just 42,814 people registered

to vote by post. This time, ballots would have had to be delivered to around 30 million voters at short notice – a vast logistical challenge. The two round election finally went ahead on 28th June and 12th July through a mixture of postal and in-person voting. The countries covered in the IPREX report are, Australia, Cyprus, Denmark, France, Germany, Greece, India, Ireland, Japan, Mexico, Poland, Sweden, the United Kingdom and the United States of America.

Ann-Marie O’Sullivan said: “The analysis uncovered many similarities in the way governments communicated and supports what most communications professionals already know: the winning communications formula has been decisive action and clear, simple and consistent messaging. Even in the crisis of near-unprecedented magnitude, those simple tools have proven the most effective.”

Scientist & Technology ExhibitionEmer Higgins TD is calling on students from across Dublin to submit their entries for the 2021 BT Young Scientist & Technology Exhibition (BTYSTE), as the deadline for entries on Tuesday 22nd September nears.

For the first time in its long history, the BT Young Scientist & Technology Exhibition will be delivered across a virtual platform from January 6th – 8th. All 550 projects will be showcased online and the 1,100 participating students and members of the public will be able to enjoy the BTYSTE special acts, and Primary Science Fair from the comfort of their homes and schools this year.

The subjects of science and technology have never been more important and the BTYSTE is renowned for

giving future innovators, leaders and change-makers a platform upon which to shine on a national and now an international level. The Exhibition offers students the chance to take home one of the most coveted awards for participants, the BTYSTE perpetual trophy and a substantial prize fund of €7,500.

There are also 200 prizes to be won for individuals, groups, and teachers. The competition is open to second level students in Dublin who are aged between 12 and 19 years on 31st October 2020. Submitting a project entry into the BTYSTE is now free.

To enter, an individual or group must submit a one-page proposal outlining their project idea. Entries can be made in any

one of four categories: technology; social and behavioural science; biological and ecological science and chemical, physical and mathematical science. Speaking in the run up to the deadline, Emer Higgins TD commented: “The BTYSTE helps foster a greater appreciation for scientific and technological innovation.

The contest allows young people to not only showcase their projects on a national stage but also get the opportunity to learn more about their topic and make some new friends along the way. Events like the BTYSTE offer fantastic opportunities for students who enter – so I am encouraging students from Dublin look at the world around them and think of ideas to address a problem they find. Even if

you think you can’t enter, keep reminding yourself that you absolutely can. Ireland is home to some of the brightest young minds across Europe and is a fantastic hub for innovation. It is events such as the

BTYSTE that celebrate creativity, innovation and imagination and give students from across Ireland the exciting opportunity to share their talents in areas of science and technology to thousands of members of

the public.”

Funding For TU Dublin WelcomedLocal Tallaght representative, Cllr. Charlie O’Connor has recently welcomed the announcement of funding of €590,000 for TU Dublin. The funding is part of an overall nationwide financial package of €5 million announced by Minister for Further and Higher Education, Research, Innovation and Science, Simon Harris TD.

Cllr O’Connor said: “The funding announced will be used to recruit additional student counsellors and recruit additional psychologists. This will be vital for students going into education this year because the COVID-19 pandemic has created a difficult path for students

getting to education”. “I discussed the funding with Minister of State Niall Collins, and I am very happy that this funding will go towards the future of mental health supports for students at TU Dublin.”

“It is more important, now, more than ever to support student counselling services, and key mental health interventions to provide a safe, respectful, supportive and positive environment in higher education institutions.“The funding allocated to TU Dublin will be hugely beneficial for the students who may seek help this coming academic year,” concluded the Cllr.

69% OF COLLEGE STUDENTS ARE NERVOUS ABOUT RETURNING TO THIRD LEVEL EDUCATION

2020 has been a challenging and uncertain time for all. But especially for Irish students. With schools and colleges closed for over 5 months, it’s only natural that the new academic year will be a daunting

one. Exit Entry, the Irish mobile app which connects students with courses and employers, conducted a survey among third-level students in the run up the new college term. The research revealed that 69%

of respondents are nervous about starting or returning to their studies.

When queried on their main worries, 61% were worried about Covid-19, 20% were worried about their

accommodation needs, while 20% were worried about paying their college fees. The research also found that a substantial 77% of third-level students continue to worry about money during the college year while 45% of students noted that finding accommodation and paying rent is the main stress for them.

76% think that their college experience will be affected long-term by Covid-19 and the new restrictions while 83% are unsure if they will engage in usual student activities such as clubs, societies and sports. In a positive discovery, the survey highlighted that 81% of respondents do talk about their future aspirations with friends and 83% would use an app like Exit Entry to help determine their strengths in relation to choosing their career.

When asked about jobs of

family members that they aspire towards, students noted doctors, nurses, veterinarians, teachers, Gardaí and solicitors to namecheck a few. Dream jobs desired by students included astronauts, architects, paleontologists, professional sports stars, zoo-keepers, singers and fashion designers!

Exit Entry is an Irish mobile app designed to help students discover their next opportunity and with 52% of third level students surveyed still unsure what they want to do when they leave college, an app like this is more useful than

ever. The app, which was created to help students connect with courses and employers, was launched in late 2019, with over 20,000 students having availed of the service to date.

WHAT DOES COVID MEAN FOR MY COLLEGE EXPERIENCE?

Inevitably, students facing into the 2020/2021 college experience must recognise that this type of situation is unprecedented. With academic start dates pushed out into late September and early October, it’s unfortunate for the budding new first years whom under ‘normal’ circumstances would be filled with excitement and enthusiasm for their new college experience.This year students will begin their studies 3 weeks later than their 2019 counterparts. Due to uncertainty, students may be feeling worried or stressed over health concerns, mandatory mask wearing measures and the possible lack of social engagement with peers, which this new college experience is likely to deliver.

For the safety of everyone, the Government’s mantra of 2 metre restrictions on campus for students means that the appealing hangouts in the common room in the Student’s Union area or the coffee meeting at 11am between classes, will now be a thing of the past. College’s will have to monitor social gatherings and prevent these situations from arising for

the foreseeable future. The post-Covid-19 college experience means that classes, interactions and student support services will be chiefly delivered online. It’s also worth noting that in the past, students availed of a ‘study week’ which would be timetabled for revision purposes, however now with the reassigning of start dates and squeezing the curriculum into a shorter time frame, study week may no longer be an afforded luxury.

Of utmost importance to the college experience is student orientation. College’s will have to demonstrate adaptability and creativity to provide adequate orientation to all students. Typically, first year students only would be the recipients of orientation, but with campus wide changes and restrictions due to Covid, it’s important that all students are kept informed and up to date with new college policies and procedures.

In light of the recent announcement from Minister for Education, Norma Foley TD, the Irish Second-Level Students’ Union (ISSU) have created a web page of resources to support the Leaving Certificate students of 2020 who wish to sit examinations.

ISSU.ie/exam-support is now live with access to a wide range of study aids and services being offered at a discounted rate or for free.

The COVID-19 pandemic has had a detrimental impact on students and their families educationally, socially and financially. The webpage is to help provide support for these students who plan to sit examinations in November and provides information on free grinds courses, discounts codes, free notes and videos.

As decided by the Department of Education and Skills, there will be no

tuition or support available from teachers and schools in preparing for these examinat ions.Students were left separated and isolated from their educators and their peers two months before they were expected to finish the course and will now face the difficulty of sitting examinations without this formal tuition.

ISSU President, Reuben Murray commented “We

have appealed to companies to show leadership and empathy for these students and their families.This site is a collation of the companies and services that have agreed to stand up at this time to support students when it matters most.”
