Fine Gael Cllr. EmerHiggins has receivedconfirmation fromCouncil Managementthat it would, in fact,be possible to begin areview of the County’sParking Bye Laws in2012. This confirmationcame in response to aquestion by Cllr. Higginsat the recent Transport

Special PolicyCommittee meeting. The Parking Bye Lawsare up for review nextyear but Cllr. Higginsasked that the processbegin earlier than thisin order to facilitateresidents and businessesthat are unhappy withcurrent arrangements.“Businesses and

reVIew oF couNty PArkING Bye LAwS couLd BeGIN tHIS yeArresidents in, forexample Palmerstown,Lucan and Rathcoole, have particular issueswith the Parking ByeLaws and unfortunatelythese issues cannot beaddressed by amendingthe bye-laws. The onlyway to bring aboutchanges to support localbusinesses in theseareas is to change thebye laws as part of an

overall review. Thisreview is scheduled tobegin in 2013, but Ihave asked that webring the processforward in order toprogress this issue,”explained Cllr. EmerHiggins.“I was delighted thatthe Manager confirmedat our TransportCommittee that thiswould be possible and I

will now be seekingapproval from theCouncil to begin thisprocess ahead ofschedule,” said Cllr.Higgins.“I carried out a door todoor survey inPalmerstown recentlyand the results showeda clear appetite toremove a particularresidential section fromthe pay parking zone

and to make Saturday’sparking fee free in thevillage to encourageshoppers into the area.Of course this isn’t justan issue local toPalmerstown. Manypeople in Lucan wantchanges made to theseBye Laws in the Lucanarea and in Rathcoolethere is pressure toremove a section of thepay and display area.”

“As it is quite complexchanging Bye Laws, Ithink we should beginthe process as soon aspossible to expedite thematter. It would be apositive and progressivemove to start thisprocess ahead ofschedule and I hope toreceive the backing ofmy colleagues on thismatter,” concludedHiggins.

Sinn Fein Dublin Mid-Westrepresentative Eoin O Broinhas called for "a rethink onthe proposed poster ban forClondalkin Village". The callcomes after disagreementhas arisen over theproposed ban. O Broin said that "A numberof Councilors have called fora poster ban in ClondalkinVillage. This call has beensupported by the ClondalkinTidy Towns Commitee. However the proposal hasgenerated a considerableamount of disagreementamong politicans, community groups and localtraders. "Sinn Fein does not supportthe idea of a total posterban in the Clondalkin Villagearea. Posters are a valuabletool for political parties, community organisationsand local businesses inadvertising as well as raisingawareness and increasingturnout at elections andreferenda. "Having said this the currentstatus quo in not an ideal

situation as some postersare often left up in thevillage long after the eventhas passed, and cable tiesremain on many of thelamposts within the tidytowns catchment area. "Sinn Fein has put forward acompromise proposal aimedat balancing the need oforganisations to advertiseevents and candidates withthe need to keep the villagetidy, especially given thegreat work of the tidy townscommittee.

"The proposal is:1. Implement a ban onposters within the tidytowns catchment area forthe months during whichthe competition is judged(July/August)2. Agree a code of conductfor the errection andremoval of posters for theremainder of the year (upno more than 7 days inadvance of an event anddown within 5 days afterthe event)3. Agree to significantly

reduce the number ofelection/referenda posterswithin the core village areaduring elections/referenda 4. Organise politicalparty/candidate clean upspost elections to removeALL cable ties from withinthe tidy towns catchmentarea5. Agree a name and shamepolicy whereby the tidytowns committee willpublically highlight thoseindividuals and/ororganisations who breachthe rules

"We have presented theproposal to the ClondalkinTidy Towns Committee andwill be tabling the proposalto the Clondalkin AreaCommittee in the comingmonths. We hope that asensible compromise can befound which assists thework of the Tidy TownsCommittee withoutundermining the ability oforganisations and businessesto advertise in the Villagecentre."

Dublin South West Sinn Féin TD Seán Crowe hascalled on Government Ministers to explain whypeople wishing to avail of training that wouldallow them to install water metres are beingcharged €1000 by private contractors when inthe past this type of training would have beencarried out by FAS. He also said that the Ministerneeded to publicise the fact that completingthis course will not necessary guarantee a job.Crowe raised the matter with Education MinisterRuairí Quinn and Junior Employment MinisterCiaran Cannon during a meeting of the Jobs,Social Protection and Education Committee.

Deputy Crowe said: “The ongoing fiascosurrounding the Government’s attempts tointroduce water charges has taken another twistwith the news that a private company is tocharge up to €1000 for training that wouldqualify people to install water meters. Thismakes a mockery of the Government’s positivespin which claimed one of the benefits ofintroducing water charges would be the creationof thousands of new jobs.“The Minister needs to clarify why anyonewishing to avail of the training will have to paysuch a hefty fee. He also needs to publicallystate that if a person completes this trainingthen then they will still not be guaranteedemployment.

“Some people already have paid for this trainingyet there are thousands of unemployedplumbers and tradesmen with job experienceand the skills that are needed to install meters. It is unlikely that many people who pay €1000for upskilling will get a job upon competing theirtraining.”

Dublin Sinn Féin SouthWest TD Seán Crowehas said that only aGovernment ledstimulus package in jobcreation will addressthe ultimately lead togrowth and recovery.

Deputy Crowe said:“The Austerity Treatywould prevent the typeof Government ledinvestment which isneeded to kick-starteconomic recovery inthis State. “The newly electedFrench PresidentFrancoise Hollande andGerman ChancellorAngela Merkel will meetto discuss the Treatyand the issue ofausterity versus growth. This is the choice whichfaces the Governmentand they cannot have itboth ways.

“Sinn Féin has putforward positiveproposals on jobcreation in every yearsince the crisis began. In each of our budget

submissions we haveargued for the need toinvest in jobs and jobcreation in the privatesector; to remove thebanking burden fromtaxpayers and toreduce the deficitthrough fair taxationand eliminating publicspending waste.

“It is clear that the FineGael/LabourGovernment is notserious about jobcreation. They havetalked aboutemployment but theyhave refused tointroduce anymeaningful jobsinvestment programmesince taking office andthey have done little tohelp the domesticeconomy.“The result is thatthere are 440,000people signing on, witha further 70,000 forcedto emigrate in the lastyear. Long termunemployment isendemic and on thebasis of the

Government’s ownprojections, by 2015,unemployment will stillbe at least 11.7%. Mostcommentators considerthis a conservativeestimate. This is notgood enough.

“Sinn Féin is calling fora three year investmentpackage in the region of€13 billion focusing oninfrastructure and newenterprises. This moneywould be sourced fromthe discretionaryportfolio of theNational PensionReserve Fund, matchingfunding from theEuropean InvestmentBank and an investmentfrom the PrivatePension sector. Such afund would directlycreate in the region of130,000 jobs over threeyears, or an average of40,000 jobs per year.“This level ofinvestment could savepotentially €800 millionper annum in socialwelfare and bring in amassive increase in

revenue receipts, directly and throughthe wider economy. Inaddition a €600 millionjob retention fundcould keep up to 96,000people in their jobs forone year.

“This is the kind ofmoney needed tokick-start the Irisheconomy and to createjobs. Similar proposalshave been made by theIrish Congress of TradeUnions. They haveproposed a €15 billioninvestment package.SIPTU have alsoproposed a majorinvestment programmeof €10 billion.

“Such an approach issimply not compatiblewith the harsh rulescontained in theAusterity Treaty and itsratification willsignificantly tie thehands of this and futureGovernments to leadthe kind of investmentrequired to tackle theunemployment crisis."

ASH Ireland have launched a newwebsite, The Tribe, www.thetribe.iespecifically designed to engage withyoung people on smoking andtobacco related issues. This interactive website, will dealwith health, environmental andaddiction issues, as well stressingthe many other downsides tosmoking, such as drying of the skin(wrinkles) loss of hair quality, damage to teeth, loss of fitness andnicotine poisoning of young peoplewho work in the tobacco fields indeveloping countries.

Dr Angie Brown, of ASH Ireland andMedical Director of the Irish HeartFoundation said today, “We are veryaware that young people do notengage effectively with websites, which are designed for adults. Thenew website, which we hadevaluated by young people’s focusgroups, is specifically designed tomeet the needs of young people. We have provided information, together with a range of videos andpictures, which highlight the manyissues and dangers associated withtobacco and smoking. The Tribeidea, is essentially a ‘tribe againstbig tobacco’ and all this big industrystands for; including massive profit, aggressive marketing of a killerproduct and a major influencer of

governments all around the world”.

At the launch transition yearstudents from Drimnagh Castlesecondary school, who hadreviewed the website presentedtheir assessment on the possibleimpact of www.thetribe.ie.

Jason Nolan, transition year studentat Drimnagh Castle said, “www.thetribe.ie is accessible andvery helpful for people of my agegroup and school goers; as there isa lot of smoking in the vicinity ofschools. I was also taken aback withsome of the statistics; I learned, forexample, that most people who diefrom lung cancer are smokers”

Cameron Hazel, another transitionyear student from Drimnagh Castlesaid, “I was particularly taken bythe information on ‘big tobacco’,the enemy as they are referred toon www.thetribe.ie . I also learneda lot about how ‘big tobacco’continually try to influencegovernments, who are healthfocused and want to change thelaws and make smoking lessattractive and less normal”

The website, www.thetribe.ie wasdesigned by Cawley Nea/TWEA,Dublin.

The Minister for SocialProtection, Joan BurtonT.D. has remindedemployers that theymay avail of theEmployer Job PRSIIncentive Scheme untilthe end of 2012.

Minister Burton said:“Under the scheme, ifan employer takes onan eligible worker whohas been unemployedfor 6 months or more, they are exempt frompaying employers PRSIfor 18 months. The jobmust be new andadditional, be for atleast 30 hours a weekand last for at least sixmonths.“It is a great incentivefor businesses whocurrently hostJobBridge interns toemploy them oncompletion of theirinternship and giventhat many of theJobBridge internshipsare now close tocompletion, it is anopportune time foremployers to consider

this option. Almost 900interns have progresseddirectly intoemployment and, inmany cases, thecompanies employingthese people areavailing of the PRSIIncentive Scheme.

“I would really like hostorganisations to benefitfrom this opportunityand the Departmentwill be reminding themof the support andsavings available whenthey are closing off theinternship. We haveprovided a new link onthe JobBridge websitewww.jobbridge.iewhich provides fulldetails of the scheme.”

Minister Burtoncontinued: “Theamount of PRSI savingsto an employer dependson the PRSI band whichapplies to the specificemployee but, forsomeone being paid€350 per week, anemployer would save€1,160 per year.

“While the scheme doesinvolve a cost in termsof social insuranceforgone, it should beborne in mind that bysupporting the creationof employment thescheme benefits theExchequer in terms ofreduced social welfareand increased taxrevenues (paid byemployees) whileproviding employerswith an incentive toemploy people which inturn provides stimulusto the economy. I wouldbe very happy to seeeven more businessesavailing of thescheme.”

In conclusion MinisterBurton noted:“Department of SocialProtection customerssupported inself-employment viathe Back to WorkEnterprise Allowance orthe Short TermEnterprise Allowanceschemes can also availof this incentive wherethey find themselves in

a position to expandtheir businesses.“Also, 3,500 people aregraduating this monthfrom the first phase ofSpringboard 2011. Manyof these graduates havebeen supported underthe Part Time EducationOption (PTEO) in myDepartment whichallows them to engagein part-time studies andretain their SocialWelfare payments whilean entitlement exists. Not only do they haveup to datequalifications relevantto sectors such as ICT,pharmaceuticals, medical devices andfinancial services, butalso a wealth ofexperience andworkforce skills. Asmany of thesegraduates will qualifyas eligible employeesunder the PRSIexemption scheme, employers will be ableto avail of the PRSIexemption scheme ifthey take on an eligibleSpringboard graduate.”

Q. I signed aSeparationAgreement with myhusband over 15years ago now. At thetime, we did not havea great deal and I hadto buy him out of ourfamily home. Themaintenance wasvery low. I wasbringing up threeyoung children at thetime and could not goout to work. He hassince gone on to bevery successful and Iam wondering if Iapply for a Divorcenow if I might be ableto improve thesettlement I got inthe SeparationAgreement.

A. The lawregarding chances foreither spouse toobtain a “second biteof the cherry” haschanged fairlydramatically since late2011. Prior to animportant Courtdecision in 2011, the

spouse who had notdone well financiallyas part of a SeparationAgreement, was often(usually the wife)compensated due tothe improvedcircumstances of theother spouse (usuallythe husband). Thecase in questioninvolved a couple whowere married in 1978and separated in 1996.A Deed of Separationwas entered into bythe parties in 1997 andas a result of whichthe husband agreed topay maintenance of€100.00 per week for anumber of years untilthe children achievedtheir majority andthereafter decreasing. There was also a lumpsum of €50,000.00 andan agreement toprovide a house forthe wife. The Deedstated that it was in“full and finalsettlement” and thatit was intended as asettlement of all

present and futurefinancial claims byeither party includingwhere one party wouldseek a Divorce at alater date.

After the Deed ofSeparation wasentered into, thehusband did wellfinancially. He boughtand sold land andbecame quite wealthy. The wife continued tolive in the houseprovided for her at thetime of the separationand the lump sum wasspent but not investedin any wealthproducing activity.

The wife applied for aDivorce and it camebefore the High Courtin May 2009 by whichtime the husband’sassets were worth over€12,000,000.00. TheHigh Court made anumber of Orders infavour of the wifewhich included theprovision of asubstantial sum for thepurchase of an annuityto provide a Pension.Maintenance of€35,000.00 per annum, increasing annually inline with inflation anda lump sum of€700,000.00 for thepurchase of a secondhouse for the wife withan additional lump sumpayment of€300,000.00.

The husband appealedthe Order to theSupreme Court on thebasis that the amountsawarded to the wife bythe High Court wereexcessive havingregard to the lawapplicable to themaking of “PROPERPROVISION” for her.The husband arguedthat the High Courthad failed to give any

real significance to theoriginal Deed ofSeparation and hadsimply embarked on a“REDISTRIBUTION OFwEALTH”. Thehusband’s legal teamfurther argued that theCourt should only makeproper provision ifthere is some“MATERIAL CHANGE”in a parties personalNON FINANCIALcircumstances or ifthere was somedeficiency in the initialprovision. As a resultof this Appeal, theSupreme Court laiddown some generalprincipals which mustbe applied in all futureDivorce hearings whichare based on anoriginal SeparationAgreement and theyare as follows ;

a. A Deed ofSeparation should begiven SIGNIFICANTwEIGHT by a Courtwhen determiningwhat is properprovision on Divorceparticularly if itcontains a FULL ANDFINAL SETTLEMENTclause.

b. If thecircumstances of thespouses have changedsignificantly since theseparation, the Courtis required to makeproper provision butthere is norequirement on theCourt toREDISTRIBUTE wealthbetween the parties.Such change tocircumstances mightinclude, for example, changed needs of aspouse due to illness orthe bursting of aproperty bubble whichhas altered the valueof assets so as torender an earlierprovision unjust.

c. If a spouseacquires wealth AFTERA SEPARATION that isUNCONNECTED to anyjoint project duringtheir married life then, there is no automaticright of the otherspouse to providefurther monies orassets.

d. The greaterthe length of time thathas passed since theseparation, the lesslikely a Court will be toalter arrangementsentered into atseparation.

e. Assets thatare inherited by onespouse will not betreated as assets of themarriage.

f. A spouseshould not becompensated for theirown incompetence orindiscretions to thedetriment of the other.

In applying the aboveprinciples to thepresent case, theSupreme Court made anumber of findings.The Court found thatthe initial level ofmaintenance was toolow and also that theDeed of Separation didnot provide a sufficientlevel of security intothe future. However,the Court found thatthe overall level offinancial provisionmade by the HighCourt for the wife wasexcessive. Inparticular, the Courtallowed the appeal ofthe husband in certainrespects and held thefollowing ;

a. The sum ofmoney allocated forthe purchase of thesecond house shouldnot be paid over.

The Legal Column

by Romaine Scallyb. The provisionof a lump sum shouldnot be paid over.

c. The Courtfound that where oneparty failed tomaximise resourcesacquired under a Deedof Separation, this initself is not a basis forfurther provision to bemade. In this case, thewife did not maximiseher capital resources. However, in theparticularcircumstances herhealth haddeteriorated and theCourt found that shewas entitled toincreasedmaintenance.

d. Where thereis a great improvementin one parties financesfollowing a “full andfinal” settlement, theconcept of “properprovision” should notbe dominated by thatchange. However, ifthere is a new ordifferent need then, that may be met fromthe resources that nowexist. The Court statedthat the generalstandard of living of aspouse should becommensurate withthat enjoyed when themarriage ended.Importantly, the Courtstated that thestandard of living of aspouse, when theother party hasachieved further

wealth, is not entitledto be elevated on thatbasis. In the casebefore the SupremeCourt, the Court foundthat the husband hadacquired his wealth“AFTER SEPARATION”and, as such, hiswealth should not berelevant to makingproper provision for hiswife except if there isa requirement for aspecial considerationsuch as ill health. Inthis particular case, the Court found thatincreasedmaintenance woulddeal with the presentcircumstances.

On the basis of thisdecision, the Courtsmust take into accountwhat the SupremeCourt has decided. Itmay well be that theprovision for you atthe time of separationwas inadequate butthis would only beascertained after adetailed consultation.Certainly however, thefact of itself that yourhusband’scircumstances haveimproved significantlysince the separation isnot a deciding factorin the possibleoutcome of anysubsequent Divorcecase. We wouldsuggest an earlyappointment with aSolicitor to discussmatters in moredetail.

In this month’s edition of the paper, RomaineScally Solicitor, of Romaine Scally & Company,Solicitors, Main Street, Tallaght, Dublin 24,Telephone 01-4599506 email [email protected] with the importance of a SeparationAgreement in any subsequent Divorceproceedings.

Fine Gael Senator for Dublin South West,Cáit Keane, has urged the Minister forHealth, James Reilly, and Minister forChildren and youth Affairs, FrancesFitzgerald, to develop a youth mentalhealth strategy.“A ‘My World’ survey, the results of whichwere released by Headstrong – the NationalCentre for youth Mental Health – and the

UCD School of Psychology, has shown thatone in three young people have experiencedmental health problems, and more than afifth have engaged in self-harm.

“Crucially, the survey highlighted theimportance of a supportive adult figure in ayoung person’s life; more than 70% of youngpeople said that they received high or very

high levels of support from an adult theytrusted which had a positive impact on theirself-belief, confidence, coping skills andoptimism about the future.

“The influence of adults on a young person’slife has been illustrated by this survey andas it is adults who legislate in the area ofmental health, it is imperative that we give

young people the support that they need. Iam urging the relevant Ministers to work todevelop a national youth mental healthstrategy that will specifically address thearea of youth mental health. I have alsocalled for a greater level ofcross-departmental co-operation indeveloping a strategy for youth mentalhealth.”

Every community inIreland can play its partin bringing people homeand helping Irelandalong the road torecovery

Fine Gael TD andMinister of State BrianHayes, has called onthe people of DublinSouth West to getbehind what will be thebiggest tourisminitiative ever held inIreland, The Gathering2013, the aim of whichis to reach out to the 70million strong globalIrish family andencourage them to playa part in Ireland’srecovery.

“Next year will see thebiggest tourism event inIrish history takingplace; a year long eventcelebrating Ireland andits people, here andabroad, and the bondthat unites us together. The aim of theGathering is to reachout to the Irish diasporaand to bring 325,000extra visitors home.

“The Gathering will

comprise a series ofalreadywell-established butenhanced festivals, such as the New year’sEve and St. Patrick’sFestivals taking place. Anumber of new eventswill also be held tocelebrate Irish food, our rich sportingculture and of courseRiverdance with thelaunch of JohnMcColgan and MoyaDoherty’s new show.Encouraging morevisitors to Ireland willact as a massive boostto the economy and willhelp us further alongthe road to recovery;but we all must play ourpart.

“For the initiative to bea success everycommunity, every townand every village needsto get involved. Byorganising local family, school, cultural, sporting or musicalgatherings and askingoverseas friends andrelatives to come homewe can make 2013 notonly a record year fortourism but for

reconnecting Irelandand her people.

“Businesses, clubs andlocal organisations arebeing called on to planspecial events and tohighlight what is greatabout each localcommunity, acting as anincentive for people tovisit. The Irish diasporawill also play a criticalrole in enticing friendsto join them inexperiencing andcelebrating everythingIreland has to offer.

“The Governmentwants everyone to bepart of The Gatheringand to take pride inIreland and in beingIrish. Despite the factthat the economic roadahead is a long one, westill have much to beproud of. By reachingout to our friends andrelatives overseas andasking them to pay us avisit next year, we eachhave a greatopportunity to play ourpart in our Ireland’srecovery and inrestoring our country togreatness.”

In a statement fromKevin Humphreys,Labour Party TD, saidthat “The figures fromthe Central Bank showthat over 10% ofmortgage holders are inarrears of 90 days ormore. This showsclearly the need forPermanent TSB to cutthe high standardvariable rate (SVR) ofinterest that it ischarging to mortgagecustomers.“At the bank AGMduring the week, customers describedthemselves as being‘prisoners’ of the bank,

which has not passed onECB rate cuts. This hasleft customersstruggling to pay highinterest bills, on whatare otherwisesustainable loans.”“Following my requestat the Joint OireachtasCommittee on Finance,Public Expenditure andReform this week, itwas decided that theChief Executive Officerof Permanent TSB,Jeremy Masding will beinvited to appear at afuture meeting todiscuss this issue, aspart of the Bankingmodule.”

“This has been anon-going concern forsome time. Somemortgage holders haveseen their rates nearlydouble since 2009whilst the ECB rate hasdeclined in the sameperiod from 1.5% to 1%.PTSB has over €22billion of loss makingtracker mortgages so itwould appear it is usingits SVR loan book tocover these loses.

Whilst a 0.5% ratereduction was recentlypassed onto SVR owneroccupiers, othermortgage holders in

PTSB have not seentheir rates reduced.

It makes little sensethat a state supportedbank is charging suchhigh interest rates thatis making borrowerrepayments unviable, even when themortgage holder iscommitted to repayingthe loan.

It is a self-defeatingexercise if in theprocess of trying toreturn to profit, thebank makes itsnon-tracker loan bookunviable.”

Olivia Mitchell TD, haswelcomed Minister JoanBurton's confirmationthat birth certificateswill soon have toinclude the identity ofthe father.

In response to aparliamentary questiontabled by DeputyMitchell, MinisterBurton outlined herplans to implement therecommendation of theLaw ReformCommission in relationto civil registration andto start that process by

the end of the year.

“I'm very pleased withthe Minister's responseto my parliamentaryquestion and I reallybelieve that this reformwill benefit mothers, fathers and, mostimportantly, children.

“A child is entitled to asmuch information aspossible about his/herparents and that has tobe the mainconsideration. Untilnow, it has been fearedby mothers that

declaring the father’sname would haveimplications for theirsocial welfarepayments. In othercountries, wheredisclosure is mandatory,it is only refusal toname the father thathas social welfareimplications. Theexception to this ofcourse is where thatinformation is notknown by the mother orwhere it would not bein the child’s interest orwould pose a danger tothe mother to disclose

such information.

“Compulsory jointregistration of birthdoes of course facilitaterequiring a father totake responsibility forthe maintenance of thechild and related rightsin respect ofguardianship. Howeverthe issue ofresponsibility andguardianship issomething that can andshould be consideredseparately from theregistration of thefather’s name.”

Labour TD RobertDowds has urgedIaranród Éireann tospeed up the process ofgetting the KishogueRailway Station inLucan opened to thepublic, saying thathaving a brand newrailway station lyingidle for over two yearswas "an appalling wasteof taxpayers money."The station is very close

to the location ofseveral multi-nationalcompanies, includingPfizer, Microsoft and inthe near future,Google. "Construction ofKishogue station wascompleted in December2009, yet the stationhas yet to take a singlepassenger. I understandthat there is a problemwith a property

developer in financialdifficulty owning a plotof land that wassupposed to be used fora car park and that, bizarrely, the car parkmust be constructedbefore the train stationcan open. ThoughIarnród Éireann isworking to resolve theissue and will make acompulsory purchasewithin 6 month if

necessary, they shouldhave proceeded with aCPO long ago." "Regardless of thecircumstances, it istotally unacceptableand a complete wasteof taxpayers money tohave a newlyconstructed railwaystation lying idle forover two years. I urgeIarnród Éireann tospeed up the process of

sorting out theproblem. With so manylarge multi-nationals inthe vicinity of thestation, one wouldthink that this problemwould have been solvedlong ago. The soonerthe station can starttaking passengers, thebetter for commuters, for Iarnród Éireann andfor the economy." "As with many problems

affecting the country, this one also involves adeveloper and thequestion of landownership. It also hasall the hallmarks of badplanning, as the stationitself is not easilyaccessible from themain residential estatesin the area. If it hadbeen planned properly, there would have beenhousing estates near to

the railway line, witheasy access to the citycentre." "This is yet anotherappalling legacy of theproperty-mad mentalitywhich drove thecountry over a cliff. Ihope Iarnród Éireanncan do their part inpicking up the pieces bygetting this railwaystation opened as soonas possible."
