On 042099 at approx.1239 hrs.I arrived at LPDand was informed that SWAT wasbeingactivatedto assistthe Jefferson County Sheriff's Department at ColumbineHigh Schoolwith regard to a shooting incident.

I collected the Lakewood CrisisNegotiation equipment and withAgentEricEbeling, the onlyotheravailable SWAT-<:NT memberon-duty, drove to thestagingarea designated, Clement Park, arriving at approximately 1310 hrs,

On South PierceStreet, just northofthe HighSchool command officers andvehicles from various agencies were present. LittletonPD's Crisis NegotiationTeamwas presentand hadalreadyprepared their throwphone equipment fordeliveryand had designated a primaryand secondary negotiator. Officers werecollecting information fromteachers and students who had barricaded themselvesin the school. Littleton PD hadalso established a TOC (tactical operatious center)for data collection. Corporal MikeKelly, the supervisor for Littleton PD's CNT,was presentwith four members of their unit. I placedmyselfand Agent Ebelingunder Cpl. Kelly's command. Cpl, Kelly laterreceivednoticefromJCSD DanSittner(supervisorforJCSD's CNT unit) that the Littletongroupassembled underCpl. Kelly wasthe onlyCNTunit available for negotiation functions.

dsf/ti.JOther's lateradded to the CNTrrOC wereFBIS/A Mark J!4 J , and two orthreemembers ofthe Arapahoe CountySO. FBI SSIA DwaneFuselier was alsopresentand was an advisorto the group.

As the suspectshad notyetbeen named to my knowledge I contacted PeterHorvath, (;'olumbineDean of Students and SoccerCoach. He told me thatstudents who werewitness to the shootings had told him that thesuspects were;Dylan Klebold (he spelled it Kleybold) andEric Harris, bothstudents at CHS.He also advisedthat a third student, Chris Morris, was a closefriend ofthe othertwo and he lcnew them all as "trenehccats", This information was posted at theTOC and passedon to JCSD Sgt.Dan Sittner and Sgt. At 1544 hrs, I monitored a broadcast from theLPD Communications Centerthattheybad received a call from a student in the school that he bad just beenshot. Icalledthe CommCenterand spoke with Bee-armClark, the operator whohadtakenthe ~I. She advised that a "Brian Beers" age 18, calling in on ext. 7112,saidhe'd beenshot through the lungs five minutes before. Thecallersaidhe wasby the women's bathroom in the gym. SUPPLEMENT

OBSERVATION/INVESTIGATION:

On Tuesday, 04/20/99, at about 1245 hours I responded to the LakewoodPolice Department regarding a SWAT call-out. I met Agents Hitchens andKraemer at the station and I was instructed to drive the department'sproperty van to Columbine High School, 6201 South Pierce Street. AgentKraemer told me the van would be used as a rescue vehicle. Agent Kraemerdrove a marked Lakewood police car to the area of Bowles Avenue and PierceStreet and I followed him in the van. We arrived in the area at about 1330hours.

Opon arrival, Agents Hitchens, Kraemer and I contacted Lakewood Police Sgt.Hinkle at Leawood and pierce. Sgt. Hinkle told us that we would be thenext "reaction team" to be sent to the school. At about 1350 hours werelocated to the Littleton Police Department's Command Post at Fair Avenueand Pierce Street. Sgt. Hinkle told us that our mission was to locatetwo suspect vehicles in the school's south parking lot. He described thevehicles as a black Honda coupe with a "Ramstein" bumper sticker in theback window and an older model black Mercedes with a "NIN" bumper stickerin the back window.

At about ~408 hours Sgt. Hinkle, Agents Hitchens, Kraemer and I left thecommand post with a "Loomis" armored truck. Sgt. Hinkle was inside thetruck and Agents Hitchens, Kraemer and I walked behind the truck to theschool's south parking lot. We traveled west through the lot and at about1416 hours I saw a black Honda parked in the first row, directly south ofthe school. The Honda was about 75 yards west of Pierce and about 30 yardssouth of the building. I ran over to the Honda and saw a "Ramstein"bumper sticker in the back window. Agent Kraemer put a "Stinger" stopstick behind the car's rear tires. I looked into the car and saw a blueblanket in the backseat. I saw a bulge under the blanket but I wasn't ableto discern what the bulge was. Agent Kraemer reached into the car throughthe driver's door and lifted a corner of the blanket. He said he didn'tsee anybody under the blanket and the bulge appeared to be a propanebottle. Agent Kraemer and I returned to the rear of the armored truck andwe traveled about 20 yards to the west before stopping in the south parkinglot.

Agent Hitchens and I watched the school's south facing windows and, atabout 1422 hours, Agent Hitchens told me he saw movement through a groundlevel glass door. Agent Hitchens said he saw a person moving near thedoor and a short time later he said he was moving to the door to remove a

hostage from the building. I covered Agents Hitchens and Kraemer as theyapproached the building and they escorted two white males to the armoredtruck. One male was crying and was unable to speak. He later identifiedhimself as "Louis· and said he was a Columbine student. The other maleappeared to be about 55 years old. The older male climbed into the rearof the armored truck and Louis stayed outside of the truck with AgentsHitchens, Kraemer and me.

We maintained our position in the school'S south lot and were eventuallyjoined by sgt. Romaniec, Agent Wilson and Agent sawyer. Agent Hitchensand I then moved north towarde the school and watched the school's main, south entrance. I noticed a window on the ground floor level had beenshattered and tbere was a large amount of glass on the sidewalk near thiswindow. I also noticed a window on the school's second floor, southwestcorner had been shattered and most of the glass was missing from the pane.I also saw a white female lying on the sidewalk near the southwest cornerof the building. This female, who was wearing blue jeans and a lightcolored top, was not moving.

At about 1440 hours I saw a white male lean out of the shatteredsouthwest, second story window. It looked like he was going to jump outthe window and Agent Hitchens and I yelled at him to stay where he was.The armored truck moved north towards the school and Agent Wilson and Iclimbed into the back of the truok. I watched the school's ground levelwindows as the truok moved under the shattered window. Agent Wilson and Iwatohed the windows until the male was removed from the window and oarriedto the hack of the truok. This male, who identified himself as Richard, told Agent Wilson and I that he had been shot. He was bleeding from hishead/neok area and he had difficulty answering our questions. It appearedRichard was going to go to sleep and Agent Wilson and I spoke to him andshook him to keep him awake. The armored truck was backed away from thebuilding to the south lot where Agent Wilson and I got out of the vehicle.I assumed a "cover" position behind a car until the truck returned withSgt. Loar, Agent Beattie and Agent Kimmey.

Sgt. Loar told me that we were going to follow the truck north to theschool's main, south entrance and that we were going to search theschool's southeast, ground floor. We, as a team, moved to the school andentered the building. We initially entered the cafeteria and I noticedthat the sprinkler system had been activated and the floor was coveredwith about 1" of standing water. I also noticed backpacks on the cafeteriafloor and on the room's tables.

Sgt. Loar, Agent Hitchens and I formed a three man search team and, alongwith Agent Kraemer, Sgt. Hinkle, Sgt. Romaniec, Agent Beattie and AgentKimmey searched the southeastern portion of the ground floor. We did notfind any hostages nor did we find any suspects. We then re-searched thesame area, doing a "micro search". Once again we did not find anybody Lrthat section of the building. Agents Kraemer, Hitchens, Sawyer and I .eventually moved up to the second floor library area. I saw three peoplelying on the library floor: two females and one male. None of thesepeople moved. I then moved downstairs and searched the cafeteria withAgent Wilson. We didn't find anybody in that section of the'building.

The search team then moved outside to the south, main doors. Sgt. Lear

and I searched the southwest area of the school's south parking lot for thesecond suspect vehicle, the black Mercedes. We found a black BMW about100 yards southwest of the school. The BMW, Colorado license plateGBZ-2636, had a "NIN° bumper sticker on the window. I looked into the carand saw two clear bottles in the front passenger compartment. One bottlewas on the driver's seat and the other was on the floorboard between theseats. Both containers contained a yellow/orange liquid and I noticedbundles of matches had been taped to the top of the containers. Theseitems appeared to be "Molotov Cocktails". I also saw two plastic gascontainers in the back seat of the car. I told Agent Marcus Motte of theBureau of Alcohol, Tobacco and Firearms about the car and where it waslocated.

At about 1700 hours we left the building'S south side and the Lakewood SWATteam returned to the area of Laewood and Pierce.

See other reports for further details.

ADDITIONAL INFORMATION:

I saw a black, plastic bottle on the stairs leading from thecafeteria to the second floor. I also saw what appeared to be the remainsof an exploded metallic pipe bomb on the landing. There were severalnails on the stairs and floor.

I also saw a white male, lying on his back in a room just to the east ofthe library. This male was not wearing a shirt and did not move. Heappeared to be in his sa's •

---------------------------------------------------------------------------OBSERVATION/INVESTIGATION: ON 04-20 99 I WAS INSTRUCTING LPD POLICEACADEMY RECRUITS AT THE RANGE ON PISTOL SHOOTING TECHNIQUES. OTHER RANGESTAFF MEMBERS AND I MONITORED THE SITUATION AT COLUV~INE HIGH SCqOOL ANDTHAT ON-DUTY S.W.A.T. TEAM PERSONNEL HAD BEEN DIRECTED TO RESPONl) THERE TOASSIST. I CONFIRMED WITH LT. BRENNAN HIS NEED FOR .a.DDITIONAL TACTICALAGENTS AND THEN RESPONDED TO LPD WITH AGTS. HITCHENS AND DEWdURST.

AT LPD THE 3 OF US DONNED TACTICAL GEAR AND LOADED OUR EQUIPMENT INTO AMARKED PATROL CAR AND THE PROPERTY VAN (THE LATTER FOR USE AS A RESCUEVEHICLE). WE RESPOi\tl)ED TO COLUMBINE: HIGH SCHOOL, PARKED OUR VEEICLES, ANDREPORTED TO THE LPD S.W.AT. VAN/COMMAND POST. SOT. HINKLE SHORT"YTHEREAFTER DIRECTED US TO GET A SET OF "ROAD-SPIKE" TIRE DEFLATORS WHICH WELOADED ONTO A VOLUNTEERED "LOOMIS ARMORED CAR SERVICE" TRUCK. WITH SOT.HINKLE IN THE PASSENGER SEAT AND AOTS. HITCHENS, DE~~ST, AND MYSELFWALKING/RIDING BEHIND ON FOOT, WE WENT TO LOCATE TWO POSSIBLE SUSPECT CARSIN THE S. PARKING LOT OF THE SCHOOL. WE SOON FOUND THE DESCRIBED CAR. ABLK, 2-DooR HONDA WITH A "RAMSTEIN" STrCKER ON THE BACK WINDSHIELD. WITHCOVER FROM AGT. DEWHURST, I DEPLOYED THE TIRE DEFLATORS BEHIND THE SUSPECTVEHICLE. I THEN LOOKED IN AND DISCOVERED AN OBJECT ON THE BACK RIGHT-SIDESEAT, COVERED WITH A BLANKET. VIA THE OPEN DRIVER'S WINDOW, I MOVED THEBLANKET SLOWLY AND SLIGHTLY ASIDE AN~ THEREUPON SAW WHAT APPEARED TO BE ASPHERICAL PROPANE TANK OR SIMILAR CONTAINER. BASED UPON EARLIER RADIOEDREPORTS OF PIPE-BOMBS, I PRESUMED TRAT THIS TANK MIGHT BE BOOBY-TRAPPED ORSIMILARLY RIGGED TO EXPLODE, I TOLD AGT. DEWHURST AND WE RETURNED TOTIfE TRUCK, THEREBY ADVI SING SGT. HINKLE.

WE CONTlbiUED DRIVING SLOWLY W/B THROUGH THE S. PARKING LOT OF THE SCHOOL,LOOKING FOR THE OTHER SUSPECT CAR. WE OBSERVED SO~lE STUDENTS WAVING AT USFROM A SECOND-FLOOR E. WING WINDOW. WE INDICATED TO THEM TO ST.a.Y WHERETHEY WERE AND THEY GAVE US A "THUMllS UP", INDICATING THEIR ASSENT. WE NEXTOBSERVED A HAND-MADE SIGN IN A SECOND-FLOOR WINDOW W. OF THE STDuENTS NEARTHE MAIN S. ENTRANCE. IT sxm "HELP I' M BLEEDING TO DEATH". RELAYING THISINFORMATION TO THE COMMAND POST, WE WERE ADVISEO THAT DPD S.W.A.T. UNITSWERE ON THAT FLOOR AND WOULD HANDLE THAT SITUATION.

AGT. HITCHENS OBSERVED A DOOR OPENING SLIGHTLY ON TEE GROUND FLOOR JUSTBELOW THE "HELP" SIGN. HE WENT TO THE DOOR AND DIRECTED ME TO JOIN HIM TOASSIST. I TOOK A ¥OUNG WElTE MALE, LOUrS SCILIPEPPI, 030981, BACK TO THESAFET¥ OF THE ARMORED TRUCK, AND AGT. HITCHENS FOLLOWED WITH AN OLDER WHITE

MALE ADULT. AT THIS POINT, A CHANNEL 4 NEWS HELICOPTER SWOOPED IN VER¥LOW FOR A CAMERA SHOT, KICKING UP LOTS OF DUST/DEBRIS. I ASKED SGT. HINKLE

JEOPARDIZING OUR MISSION; IT SUBSEQUENTLY DID SO. AT MY REQUEST, LOUISSCILIPEPl11 GAVE ME A VERBAL DESCRIPTIVE FLOORPLk~ OF THE AREA WITHIN THE S.MAIN DOORS ADJACENT TO THE CAFETERIA.

WE NEXT MAINTAINED OG'R POSITION AS SGT. ROMANIEC ~lD HIS TEAM (ACTS.SAWYER, SLATER, AND WILSON) JOINED US. SHORTLY THEREAFTER I OESERv~D AELOODIED YOUNG WHITE MALE ADULT AT THE SECOND FLOOR, S. W. WING, LIBRA.''''WINDOW WHICH WAS BROKEN OUT. THE MALE WAS LEANING OUT THE WINDOW IN ANAPPARENT EFFORT TO LEAVE THE: BUILDING DESPITE HIS HEAD-FIRST DROP TO THE:GROUND BELOW. I YELLED AT HIM TO STAY THERE. HE LOOKED IN MY DIRECTIONBUT SEE~lED 08VILIOUS TO MY DIRECTIONS. HE CONTINUED TO SQUIRM FORWARDOVER THE WINDOW SILL. I THEREFORE SUGGESTED TO SGTS. HINKLE ~~ ROMAlIIECTHAT WE NEEDED TO MAKE AN IMMEDIATE RESCUE OF THIS MALE BEFORE EE DROPPEDHmSELF FROM THE SECO~'D FLOOR OPENING. THEY AGREED, AND A PORTION OF THETEAM STARTED FORWARD, USING THE ARMORED TRUCK AS COVER.

I HAD THE DRIVER'S SIDE DOOR OPEN SO THAT I COULD COMMUNICATE DIRECTLYWITH THE TRUCK OPERATOR, GUIDING HIM OVER Cu~BS AND PAST TREES, BICYCLERACKS, AND STUD8NT BACKPACKS. AS THE TRUCK CAME ABREAST OF AND tJNDER THEWINDOW, I DIRECTED THE DRIVER TO STOP AS I RAN TO THE FRONT OF THE VEHICLEAND CLIMBED UP OVER THE HOOD AND ONTO THE TRUCK'S ROOF. SGT. RO~~IEC

FOLLOWED, AND WE EACH GRABBED AN ARM OF THE SUBJECT AS HE REACHED OUT TOUS. WE WERE COVERED BY S.W.A.T. AGENTS ON THE GROUND POINTING THEIRWEAPONS AT THE WINDOWS TOWARDS l?OTENTIAL UNSEEN SUSPECTS. THE STUDENT WASCOVERED IN BLOOD AND WAS SQUIRMING HIS .IAY OUT OF THE WINDOW.

( THE POSITIONING OF THE TRUCK (2-3 FEET FROM THE WALL OF THE BUILDING) ANDTHE STUDEl'IT (STILL 9-10 FEET ABOVE THE TRUCK'S ROOF) NEGATED OUR ABILITYTO MAINTAIN A GRIP OTHER THAN ON HIS ARMS. AB HIS KNEES AND ANKLESCLE&~D THE WINDOW SILL, SGT. ROMANIEC AND I PULLED HIM FORWARD TO US ASWE FELL ONTO THE TRUCK'S ROOF. WE THEN LOWERED THE STUDENT TO AGT.HITCHENS ON THE GR01Jl,'D LEVEL BELOW US. ONCE AGT. HITCHENS HAD AHOLD OFTHE YOUNG MAN AND BEGAN TO CARRY HIM TO THE SAFETY OF THE BACK OF THETRUCK, SOT. ROMANIEC AND I CRAWLED DOWN FROM ATOP THE VEHICLE.

AGAIN OPENING THE DRIVER'S DOOR, I DIRECTED HIM INTO REVERSE, SLOWLYBACKING OP AND RETRACING OUR APPROACH PATH AS THE S.W.A.T. AGENTS COVEREDTHE WINDOWS FOR POSSIBLE SUSPECTS. IN THIS MANNER THE A&~ORED TRUCK WOVEITS WAY PAST THE TREES AND BIKE RACKS AND S/E TO OUR ORIGINAL STk~TING

POINT. THERE THE MAJORITY OF THE TEAM REDEPLOYED AND WENT TO COVER BEHINDAREA VEHICLES. I STAYED ON BOARD TO ESCORT THE TRUCK AND ITS THREEHOSTAGES TO A SAFE TRIAGE AREA ON THE SCHOOL'S E. SIDE. LOUIS SCILIPEPPITRIED TO COMFORT THE BADLY INJURED FELLOW STUDENT, ~~O WAS IN OEVIOUSSHOCK FROM HIS WOUNDS ~"D FROM THE ASSAULT. HE SAID HIS NAME WAS "RICK".

ONCE BACK AT THE CO~AND POST AREA, I YELLED AT NEARBY PARAMEDICS TO COMEATTEND TO "RICK". THE INJURED STUDENT WAS PLACED ONTO AN A!1B~"CE

STRETCHER ~~ TRANSPORTED FROM THE SCENE. LOUIS SCILIPEPPI AND T.~E OLDERWHITE MALE HOSTAGE WERE TURNED OVER TO COMMAND POST OFFICERS FOR OFFICIALDEBRIEFING.

THE: CAFETERIA AREA WAS FLOODED FROM ACTIVATED OVERHEAD CEILING FIRESPRINKLERS, PUTTING UP TO 6 INCHES OF WATER OVER THE ENTIRE FLOOR ANDRUNNING OUT' THE E. -MOST CAFETERIA DOOR. THERE WERE STl.,TDENT BACKPACKSSTREWN THROUGHOUT THE LARGE ROOM AMONGST THE TABLES AND CHAIRS. AT THE E.END OF THIS AREA I OBSERVED A DISCOLORATION ON THE FLOOR INDICATIVE OF ANEXPLOSIVE DETONATION. ))''EARBY WAS THE LOWER PART OF WHAT APPEARED TO BE APIPE-SOMB FILLED WITH NAILS; A PIPE END-CAP WAS ON THE STAIRS NEARBY,ALONG WITH ANOTHER SIMILAR DISCOLORATION AND A SMALL PROPANE BOTTLE WITHDUCT TAPE REMNANTS. THERE WERE NAILS AND 9MM SHELLS CASINGS ON THELANDING.AT SGT. HINKLE'S DIRECTION, THE S.W.A.T. TEAMS PROCEEDED E/B INTO THEASSIGNED AREA, CLEARING ROOMS AND OFFICES. MOST OF T'dE DOORS WE FOUND HADTHE WIRE-MESH-REINFORCED GLASS BROKEN OUT, GIVING ACCESS TO THE INTERIORDOOR HANDLE. SOME OTHER DOORS WERE EITHER UNLOCKED OR OPEN. ONE SOLmWOOD DOOR WAS LOCKED AND HAD OBVIOUS SIGNS OF AN ATTEMPTED AND FAILEDMECHANICAL BREACH TO ITS HANDLE. I WAS DIRECTED TO DEFEAT THE LOCK WITHMY SHOTGUN. I FIRED 2 FRANGIBLE SLUG BREACHING ROUNDS WHICH SHEARED THELOCK MECRANISM, GIVING ACCESS INTO A SMALL JANITORIAL CLOSET WHICH WASUNOCCUPIED. THE TEAM THEN CONTINUED THROUGH THE WING, CHECKING FORADDITIONAL VICTIMS, SUSPECTS, ORDINANCE, AND WEAPONS. IN ONE AREA, ALONGTHE LENGTH OF A WALL AND JUST ABOVE THE FLOOR, WAS A 3-4 FOOT LONG GOUGEINDICATIVE OF A POSSIBLE EXPLOSIVE DEVICE'S IMPACT.

SUBSEQUENT TO THIS, WHILE STANDING ON THE STAIRS FROM THE GROUND FLOOR TOrrlE SECOND (LIBRARY) FLOOR, I WAS ASKED BY A DPD METRO S.W.A.T. TEAMOFFICER IF WE COULD TAKE OVER A PORTION OF THE HALLWAY AT THE TOP OFTHESES STAIRS. SGT. ROMANIEC CONSENTED, AND AGT. WILSON AND I POSITIONEDOURSELii"ES THERE. IN A SMALL S.-FACING ROOM NEAR THE STAIRS, IN THEAPPROXIMATE LOCATION WHERE I RAn SEEN TaE "HELP" SIGN, I OBSERVED A WHITEMALE ADULT, SHIRTLESS, L"iING ON HIS BACK, HEAD TO THE N., APPARENTLYDECEASED. I ALSO OBSERVED, VIA T'dE LIBRARY HALLWAY WINDOWS, SEv"ERAL OTHERBODIES LYING WITHIN T'dAT LARGE ROOM. THE CLOSEST APPEARED TO BE THAT OF AYOUNG FEMALE IN A SHORT DARK SKIRT WEARING HIGHHEEL SHOES, HEAD TO THE W.

WE SOON THEREAFTER LEFT !RAT AREA, RELIEVED BY ANOTHER S.W.A.T. TEAM'SOFFICERS, AND PROCEEDED BACK DOWNSTAIRS. WE WERE DIRECTED TO PERFORMANOTHER METHODICAL SEARcH OF THE SAME AREA THAT WE HAD PREVIOUSLY DONS,THIS TIME MARKING ALL CLEARED ROOMS WITH "CLR LPD xXxx", INDICATING"CLEAR", "LAKEWOOD POLICE DEPARTMENT", AND THE TIME. AFTER THIS WE WENTOUTSIDE TO AWAIT FURTHER MISSIONS.

AT APPROX. 1625 HRS. I WAS DIRECTED BY SGT. ROMANIEC TO GO TO THE KITCH~~

AREA TO BREACH ANOTHER LOCKED SOLID WOOD DOOR. AFTER I FIRED 2 FRANGIBLESLOG ROUNDS INTO THE LOCK MECHANISM, THE DOOR YIELDED TO MY SHOULDERING ITINWARDS. THIS ROOM, TOO, WAS UNOCCUPIED. I THEN RETURNED OUTSIDE ANDAWAITED CLEARANCE FROM THE SCENE. WE WALKED AS A TEAM FROM THE S. SIDE OFTHE SCHOOL AT AFPROX. 1700 HRS., RETURllING TO THE LPD S.W.A.T. Vh~.

WE WERE SUBSEQUENTLY DlRECTED TO RESPOND TO LEEWOOD EI.EMENTARY SCHOOL,SOME 5 BLOCKS E. OF OUR LOCATION, FOR A DEBRIEFING BY PSYCHOLOGIST JOHNNICOLETTI. AFTERWARDS, I WAS INTERVIEWED FOR A SHORT TIME BY JEFFERSONCOUNTY DISTRICT ATTORNEY'S INVESTIGATOR JOHN LAUCK REGARDING MY SHOTGUN

SHORTLY AFTER ARRIVING AT THE COMMAND POST, SEVERAL STUDENTS EXITED TEESCHOOL (EAST SIDE, AND RAN TOWARDS OUR LOCATION. I ASSISTED WITH USHERINGTHE KIDS FROM THE SCHOOL TO A STAGING AREA WHERE THEY WERE SEARCHED ANDFUU~ED OFF TO ANOTHER TEAM FOR DEBRIEFING. I HELPED WITH THREE SEPARATEGROUPS OF STUDENTS BEFORE BEING ASSIGNED ANOTEER MISSION.

'<>.KEWOOO SWAT MEMBERS HAD RADIOED THAT THEY HAD JUST PERFORMED A RESCUE OFA STUDENT AND WERE ENROOTE TO OUR LOCATION. THE TEAM MEMBERS ARRIVED AT TEECOMMAND POST IN A ARMORED VEHICLE. UPON THEIR ARRIVAL, I HELPED WITH THEWOllliDED STUDENT AND TWO OTHER COMPANIONS.

I ACCOMPANIED MEMBERS OF THE TEAM BACK TO THE SCHOOL WHERE WE MADE ENTRYINTO THE SOOTH DOORS, WE WERE TASKED WITH CLEARING THE SOUTHEAST WING,CAFETERIA, AND AUDITORIUM. DURING THE SEARCH, TWO LOCKED DOORS HAD TO BEBREECHED BY SHOTGUN. AS IDE FROM THOSE TWO SHOTS, NO OTHER ROllliDS WEREFIRED.

We were escorted from South Pierce Street to alocation on the NW side of Columbine KS where we llIet DlIO Officers. ADenver PO supervisor requested that two LPD SWAT agents relieve two DPDSWAT officers Who were guarding exits along the north side of the highschool. Agents Gerald Bartlett and Direzza, who were armed with ARISs,were assigned that task. Two other LPO agents were requested to coverdoors on the west side of the high school and Agents Joe Wray and PatWilson were given that assignment.

A concern was voiced regarding the possibility that undiscoveredexplosives were possibly in the vicinity of where OPD and LPD SWAT agentshad staged, i. e. the NW side. Agents Brent Sawyer and Bob Swainson wereassigned to search under cars parked in the vicinity of the OPD SWAt van. Each agent was given a mirror from OPD for that task..

A concern was also voiced from DPD personnel that the high schocl roof wasnot secured and a request was made to have LPO SWAT agents ascend to theroof. Sergeant Streeter, Agents Wray and Wilson ascended to the roof, along with one OPD officer, who was dressed in civilian clothing. SWATagents ascended to the roof at about 1348 hours. Directions were receivedfrom Lieutenant Dan Brennan to stand down from the roof and atapprOXimately 1359 hours the agents descended. Directions weresubsequently given by Lieutenant Brennan to reassemble the contingent ofLPO SWAT at the SWAT Command post for the incident.

Upon arrival at the SWAT Command Post, I was directed by Lieutenant Brennanto assist Sergeant Hinkle and a team of LPO SWAT agents in the search fortwo suspect vehicles, which were apparently parked in the south parking lotof the high school. A description of the vehicles, a black Honda and ablack Mercedes. had been radioed earlier by the Communications Center.Sergeant Hinkle, along with Agents Kraemer, Dewhurst, and Hitchens hadalready departed from the command post with an armored car. nd Sawyer and I departed from che command post on fooc co the south.,>arkins lot. Sergeant atreecer ana the remaining SWAT personnel stayed atthe command post for another mission. See Sergeant Streeter's report fordetails of that assignment. While enroute co the souch parking lot, Iobserved the Channel 4< helicopter hovering very Iowan the west side of thehigh school, by the glass rotund section which was identified as thecafeteria, with the library locsced above on the second floor. Thehovering heliCOPter was ~icking up dust and debris and the noise made itdifficult to hear radio transmissions.

When I arrived at the armored car, I was briefed by Agent Kraemer whoindicated they had located the Honda and had placed "stop sticks" behindthe wheels. A larsre propane type t~ had been found in chs Honda and itwas believed the t.ank may be an explosive deVice. Agent Kraemer alsoinformed me that he had observed a handprinted sign in a second floorwindow which said, "I'm bleeding to death."

At approximately 1430 hours, a student was Observed leaning out a secondstory window. The window was shattered and the opening was about 3 'X4' .Agents were shouting to the student not to jump and to hang on. We wereaware that SWAT Teams had been moving inside the high school, although wedid not ~ow exact locations for the teams. Information regarding thestudent was radioed, however, at this point in the operation radiobatteries were low and it is not ~oWn if the transmission was received. It was evident by watching this student that he was determined to removehimself from the library. It was deoided that a rescue attempt would be

ade by using the armored car. With Sergeant Hinkle directing the armoredcar driver, SWAT agents, using the cover of the armored car, moved towardthe southwest side of the high school. The SWAT agents consisted ofAgents Kraemer, Dewhurst, Hitchens, and sawyer. The armored car came to astep along side the building directly below the stUdent. It was evidentthe student was badly injured and would need help. Agent Kl;aemer ascendedto the roof of the armored car and called for assistance. I went up ontothe armored car's roof. The student's arms were grabbed and he kickedhimself to the outside. Agent Kl;a.emer and r held onto him as he fell tothe outside. His momeIltum swung his body down and he slammed against thearmored car. The student was lowered to Agent Hitchens. I climbed off thearmored car and assisted Agent Hitchens in placing the student into theback of the armored oar. The armored car was guided back out to theparking lot. Agent Dewhurst was inside the back of the armored car and hetalked to the student, who appeared to be losing consciousness.Information was radioed to the command post that a student had beenevacuated and he was in need of immediate medical attention.

Once the armored car departed the parking lot, Agents Hitchens, Sawyer,Wilson and I sought cover behind carS.

Sergeant Hinkle returned a short time later with Sergeant Loar, AgentKimmey and Agent Beattie. Sergeant Hinkle briefed team members reference amission to assist SWAT Teams inside the high school in clearing the school.Once again, the armored car was used to make the approacl:\ to the high

'hoindicated that the lower level had already been cleared by DPD SWAT. ItJas decided that the lower level, which consisted of the cafeteria, anauditorium, and a pod of classrooms would be searched again. During thesearch, two locked doors were found. One was a classroom door and thesecond was a dOOr to a storage room located in the kitchen. Both of thedoors were shoe loc'd to allow entry. The entry into the storage roomoccurred at the end of the micro-search.

While clearing the lower level of the high school, I observed thefollowing: The sprinkler heads in the cafeteria had been activated andwater was covering the floor, up to 3 inches in certain areas. Severalhundred backpacks were strewn along the floor in the cafeteria. Ceilingtile had come down from the ceiling and light fixtures had been damaged.TWo pipe bomb type devices were found on the floor in the cafeteria.Evidence of some type of explosion was apparent from possible gun powderresidue on the floor. Also several large windows had been damagedprobably as a result of the blast. Along the east west hallway leading tothe lower classroom area, a large 4 foot gash was noted at the base of thesouth wall, most probably as a result of shrapnel from a blast. On thestairs which led to the main level of the high school, a small propanebottle with duct tape wrapped about the top was observed. Nails were alsoobserved at various locations on the floor. In the teacher's lounge, several sections of ceiling tile were down. It was later learned that someteachers and/or students had attempted to hide in the ceiling and hadapparently fallen through the ceiling. Although I did not specificallylook for projectiles, I did observe one copper jacketed projectile embedded

n a wall just outside the teacher's lounge.

Once the FBI SWAT Team secured the outside perimeter and ATF agents hadbeen briefed and given a tour of the inside of the lower level of highschool, the scene was released at approximately 1700 hours.

ADDITIONAL:During the time LPD SWAT personnel were assisting DPD SWAT on the northwestside of the high school, several groups of students were evacuated from theschool. Once these groups of 20 to 30 students reached SWAT personnel, they were searched for weapons. Information had been received that thesuspects had possibly changed clothing and may attempt to escape the areaby joining with the evacuated students.,,_, DEATH OF OFFENDER ""eo, 04/20/99

OESERVATION/INVESTIGATIONu

On Tuesday, 04-~-99 at approximately 1251 hrs., I arrived at astaging area near West Bowles Ave. and South Pierce St. with other membersof the Lakewood Police Department SWAT Team to assist the Jefferson CountySheriff's Department on a shooting incident at Columbine High School. Uponour arrival, I was assigned to be a member of a seven man reaction/rescueteam and instructed to stand by for a deployment.

At approximately 1252 hrs., the reaction/rescue team I was assigned towas instructed to meet up with Denver Police Department Metro SWATpersonnel on the southwest side of the school. Our reaction/rescue teammoved aut and arrived at our position at approximately 1306 hrs. Ourreaction/resuce team immediately conferred with Denver Metro SWATpersonnel and began providing cover and assistance in hostage rescues. Those rescues were being initiated from the cafeteria area of Colurr~ine

High School. Lakewood Police K9 Agent Roy Capp and I took a position neara Littleton Fire Department fire truck where we provided cover for hostagesthat were being rescued and moved to a position of safeey. Once thestudents were removed from that area, Agent Capp and I, and the othermembers of the reaction/rescue team, were instructed to return to analternative command post for an immediate deployment into the school.

Our reaction/rescue team arrived at the alternative command postlocated in front of the school at approximately 1420 hrs. and were advisedstand by for an immediate deployment into the school. Lakewood Police Sgt.Jeff Streeter instructed myself, Agent Capp, Agent Swainson , Detective W~ay

and ! that our mission was to enter the school from the east side andbegin to effect hostage rescues and attempt to locate the suspect(s). AtapprOXimately 1438 hrs, our team made our approach to the east side of theschool and married up with a Littleton Police Department SWAT Officer whoadvised assistance was needed in locating/rescuing!hostages. The Littletonofficer also stated that shots had been heard from the gym area and that hehad two officers covering the hallway leading to the gym.

As our team made entry into the school, I passed a number of live 9 MMrounds scattered on the floor leading to the gym. I do not know the exactlocation of that area. After passing the information on about the rounesto the other team rne~~ers, our reaction/rescue team took a position outsidea corridor leading to a hallway in what I believe to be the southeast areaof the school. Entry was made into that hallway and several rescues were

made. Approximately 20 students were rescued from that area. Asmentioned earlier, I do not know the identification of that hallway, butwould be able to identify it if seen again.

From ~he hallway just mentioned, Agent Capp and I, along withLittleton Police Department SWAT Officer Chet Neil land other LittletonSWAT Officers whose names I don't know!, moved to the math/science wing ofthe school where we were told through communications that reports ofnumerous hostages with suspects were being reported. At one time, we wereadvised one suspect was holding several hostages in an unspecified locationsomewhere in the math/science area. In addition, that same informationindicated that one of the hostages was injured and hostages were preformingCPR on the injured hostage. I did not, and still do not know, where thatinformation came from or what agency was airing that information.

Once at the math/science area, our reaction/rescue team married upwith several Denver Metro SWAT Officers and two Jefferson County Sheriff'sDepartment SWAT Officers and made numerous rescues. Approximately SO ormore students were rescued along with several teachers. We did not locateany suspects or injured parties at that time.

From the math/science area, I continued to assist in clearing roomsand checking for hostages/victims/suspects. While working my way to thesouth west area of the upper level of the school, I came across a smallroom that appeared to me to be a storage like area. This room was south ofthe library and appeared to me to be in the math/science area. In thatroom, where the door was open, I observed an older white male with no shirtobviously dead. 1 continued to move towards the library where I came incontact with an unknown Denver Police Officer. AS I began tc enter thelibrary, the Denver Officer stated the library had just been cleared. While in that area, I observed numerous bodies on the south side of the ,library, under tables. These bodies appeared to me to be bodies of youngteen aged kids and all appeared to be dead.

From the library, I was received information that the "macro" searchof the school for hostages/suspects had been completed. I was subsequentlyordered to meet outside the cafeteria area on the lower level of the schoolfor a new mission. Once 1 arrived at the cafeteria, members of theLakewood Police Department SWAT Team were divided into groups to conduct a"micro" search of the lower level. Detective Wilson and I formed a"point-wing" team and re-entered the cafeteria are<i and began the search.During our search, we remained in the cafeteria area and found nobodies/hostages/suspects. However,! d1d see a great deal of damage tothe cafeteria area that included broken ceiling tiles, black darken areason the cafeteria floor, blood stained carpeting and a great deal offlooding due to the over head sprinkler system which was pouring water intothe cafeteria area. I also noted numerous back packs strewn allover thecafeteria and numerous purses and shoes.

At the conclusicn of the "micro" search, our SWAT Team was relieved bythe FBI SWAT Team who provided scene security. Our SWAT Team returned tothe command post Where we down loaded our equipment and were relieved ofany additional SWAT duties.

After a minor de-briefing of the incident, ! returned to the scene at

approximately 1830 hrs. Up until approximately 2100 hrs., I remained atthe scene awaiting an investigative assignment. Sgt. Dan McCasky of the

~Department contacted me and requested I respond toLittleton, CO to assist in tne execution of a searcn

arrant on a residence. When I arrived on scene of South Reed St., Ichecked in'with the scene security officer (a Jefferson County DeputySheriff motor man) and entered the home. Inside the home, I met Sgt.McCasky, Lakewood Police Department Detectives Co~~ally, Greenwell andMowery as well -as members of th.....JefferS n County Sheriff's Department, and CSl. Sgt. McCasky told me is the home of EricHarris, a suspect in this incid .

As I approached the house to enter, I detected a strong odor of what Ibelieved to be gasoline. Entering the house, that odor became stronger, IwaS told by Sgt. McCasky that when he arrived, several gas canisters hadbeen located in the house or garage iI don't recall which) and that thefumes were extremely strong then, Due to the fear of an explosion, Sgt,McCasky stated the power to the house was turned off and the canisters wereremoved.

While at I assisted in searching Harris' basementbedroom and th garage. During e search of the garage with an unknowllAT" Agent, I located a roll of "duck tape" and a box containing numerousbatteries of different voltage. Also located in the box with the batterieswas a voltage meter. In addition, I located two black colored o~l

canisters which the ATF Agent advised me that those were similar to thecanisters found near the school. The ATF Agent stated the canisters werenot found physically on the school property, but were found down the streetand evidently detonated as a diversion prior to the shooting rampage in theschool, Those items previously mentioned were subsequently collected byme and placed in a clear plastic evidence bag.

In Harris' bedroom, I assisted in searching a "tv" area outsideHarris' bedroom. I specifically searched through miscellaneous paperslocated on top of a desk and inside the drawers of the desk. I placed anumber of papers and video capes in an evidence bag.

At approximatelyseized as a result ofunmarked police car.

2400 hrs. on 04-20-99, I assisted in moving itemsthe search warrant to Investigator Schottsky'sI then left Harris' house.

For specific items recovered from the searoh warrant, refer to theJefferson County Sheriff's Department property reports.
