He stated that someofficers took body shields and they were able to rescue the twovictims, during which time some of the officers laid down someground fire. He stated that in a situation like this, due to thefact that they had to go right up to the doors where he had seenone of the suspects stlck a rifle out of this door, suppressiongunfire was initia~ed in order to keep the suspects from shoot~n9

library windows had already been shot out upon his arrival I butthat he could not notice anybody inside the library area.

Ofe. Moneghan stated that he observed while waiting in theparking lot: members of the Denver Metro SWAT Team show up with aLittleton fire truck that was green in color, with him believingthat it was pumper 11. He stated that he observed members of thisunit attempt to back the fire truck up near the school, but it keptgetting scuck in the mud. that information by Captain DiManna, he took it to be to providesuppression fire for him and the ocher team members so that theycould come out into the open in order to extract a student who wasdown on the sidewalk.

efc. Moneghan indicated to IO that he believed he hearctCaptain DiManna yell at him for cover fire, so he (Ofc. Moneshan)shot at the cafeteria wall underneath the window in order toprovide suppress~on fire for Captaln DiManna's team to extract thestudent.

Through questioning, it was determined that Ofc. Moneghan didnot fire up into the second floor area, bu: just at the cafeteriawall, which was almost eye level for him. Ofc. Moneshan statedthat when he did fire these rounds, he did not see any students orany other people lnside the cafeteria moving around,

Ofe. Moneghan stated that his parcner , Ofc. Petrafeso, waswith him, but that Ofe Petrafeso did not supply any suppressionfire because he had a shotgun. Ofe. Maneghan elected to provide~he suppression fire with his .45 caliber pistol. When asked howmany shots be fired from his ,45 caliber pistol, Ofc. Moneghanstated, six. ae stated that he took deliberate aim at the wall andcould see his rounds hitting the wall as he fired them. He statedthat he observed cement fragments and dust flying off the wall ashis b~llets hit the wall. He oescribed the wall as a heavy c~ment,

thick cement t)~, structure chat was tan in color.

efc. Moneghan advised IO that he was carry~n9 only one weaponduring chis incident! which he described as being a Smith & Wesson,Model 4569, semi-automatic .45 caliber pistol. 10 determined thatthe serial number on this weapon was TFN9037. Moneghan againconfirmed the fact that at the time this incident began, he had atotal of 25 rounds of .45 caliber ammunition wich him, Examinationby IO of chis ammunition showed it to be manufactured by the Speer~~munition Co., with these shells having silver colored casings. At this time, Ore, Moneghan counted Qut 19 live rounds from hismagazines and including the one live round in the chamber of his-weapon.

In conclusion of this synopsis, Ofc. Moneghan stated that thereason he fired six rounds during this inc~dent was because of adirect order from one of his police captains. He stated thatCaptain D1Manna requested him to supply suppression fire in orderto allow Captain DiManna's SWAT Team go into the open in order tocheck on the condition of a student that was laying on the ground.otc, Moneghan stated that the members of the SWAT Team were goingto put themselves into position where they would be coming arounda blind corner and expose themselves in an area where the suspecthad already engaged police officers in gunfire. When interviewed: April 22, 1999 1500 hours

Source of information: Sgt. Christen TOMFORD, Jefferson County Sheriff's Dept.

ACTION TAKEN:

On April 22, 1999 Agent Linda R. HOLLOWAY of CBI was asked to contact Evan TODD,a victim of the Columbine Hign Scheol shootings. The information given at the time of theassignment was that Mr. TODD was a victim and had received some injuries that weretreated at a local hospital and that he had been released. I contacted Evan TODD at hisresidence and made arrangements to meet him on April 22.

On Apri]>l2, 1999 at 1500 hours (3 p.m.) I interviewed both Evan TODD and his olderbrother. Adam TODD. It was learned that both brother attend Columbine High School andhad information.

Evan TODD related that he was in the library when the sheeting started. He was with hisfriend, Ryan BARRETT, when he heard an explosion. He remembered hearing kids runningand a teacher related that there were kids with guns. He slack his head out of the libraryand saw Eric HARRIS with a shotgun. HARRIS shot the shotgun at Evan TODD, butmissed. Evan TODD ran for cover and hid under the copy machine and then under a librarydesk.

The two gunmen entered the library. They were shooting. He remembered a gunman

, saying ,STOP NIGER" and then they shot the black student ISAIAH, He recalled bearing agirl praying and then heard gun shots and he could not bear her anymore. He believed thatthey killed her,

He recalled them saying "ALL JOCKS STAND UP - NOW IS THE TIME FOR REVENGEFOR MAKING US OUTCASTS",

The gunmen then discovered him hiding, Dyland KLEBOLD held a shotgun to his head andbe was called a "FAT FART", He was asked why they should not shoot him. He told themthat he never had any problems with them and his life was spared,

Evan TODD further recalled that Eric HARRIS had blood coming from his nose. He Slatedthat the two gunmen stuck very close together as if protecting each other's back, They werenot talking on hand held radios however he did remember bearing bombs going off in otherareas of the building while HARRIS and KLEBOLD were in the library.

Evan TODD received minor injuries which included shrapnel in the eye and in his shoulder. He was treated and released from the hospital.

Adam TODD then related that he had a class with Eric HARRIS and they were in the samesenior class, Adam was sick that day and did not attend school. Adam further informed methat the blue Madza that was parked closest to the door in the Senior parking lot belonged toZach HECKLER who he believed was a close associate of HARRIS and KLEBOLD. Heshowed me a recent news paper article dated April 21 that showed officers taking coverbehind the Blue Mazda during the shootings, Adams and Evan supplied me with twO largesenior photographs depicting the 1999 Senior class, Both photographs contained the samepeople. however. one depicted the students taking a traditional class photograph and the otherallowed students to do whatever they felt like. They pomted out HARRIS and KLEBOLD in the upper left of the pictures and Slated that thestudent around them were their friends and associated with Trench COal Mafia. Sittinglmmediately in front of the two shooter they identified Zach HECKLER and Brook BROWN.

In the humorous photographs. the group in the upper left hand corner appear to be holdingtheir hands as if to be pointing a gun at the camera, These photographs were taken forcopying purposes and will be returned,

DATEOF CRIME: Apri120, 1999

PLACE OFCRIME: Columbine High School, Littleton, Cclcrado.

SUSPECTS; DYLAN KLEYBOLD (deceased), ERIC HARlUS (deceased)

ACTION TAKEN: OnJune22, 1999Detective KateBATTAN, of the Jefferson County SheriffDepartment contacted the R.eponingAgetlt. Kate BATTAN is the leadinvestigator on the Columbine High School shooting. Detective BATTANrequested the Reporting Agent conduct and origin andcause investigation on a lirethat occurred in the school library at or neartable#15 on April 20, 1999. Thelaboratory team assigned to the area hadphotographed, collected evidence, andtaken a sampleof the suspected accelerant used to fuel the lire. DetectiveBATTAN requested additional documentation to determine the pre-fire placementof the device. TheColorado Bureau of Investigation case number far the enclosedlire investigation is#990-0146.

The ReponingAgent origina.lly observed the scene of the lire on Apri121, 1999,whileworking in the library on a different assignment. The area of fire damagewas centeredon the southedgeaftable #15, anda thin layer ofllquid was presenton the table surface, Several small pieces of glass wereobserved on the table topand surrounding floor. A flat circular disc consistent witha Masontype lid wasobserved on the floornearthe baseof table /I16

The Reporting Agentmet withAgent inCharge Tom NETWAL, afthe ColoradoBureauof Investigation on June23,1999 AIe NETWAL stated samples weretaken of the suspected accelerant on table illS whenthelibrary wasprocessed andIscurrently beinganalyzed inthe laboratory.

The ReponingAgent met with Kate BATTAN and Chris ANDRIST, oftheIefferson County SheriffDepartment on June24, 1999"atthe library. ChrisANDRIST provided a briefsynopsis of the evidence collection process in thewestportionoftheh1lrary The library remained underthe control of the Jefferson

Althoughthe physical evidence throughout the bllrary hadbeen dccumented and collected, table #15was in its original location from the time the fire occurred. This wasevident because theareaaround all4 corners of the table had been traced ontothecarpeting, and were still intheoriginal scene examination position.

Thewest area of the bllrary was examined from the least amount of liredamage tothemost. No lire at smoke damage was observed on the east, center, and northoffice area of the library.

The west sideof thelibrary was examined, Several of the west sidewindows werebrokenout and had been covered with plywood after the incident There was noevidence offire ventilation panems through the openings in thewindows, andtheyappeared to havebeendamaged by gunfire. The remains to several woodenmatches wereobserved on the floor and furniture throughout the west side ofthelibrary Several of thematches were broken, and some had pieces of ducttape onthemwhere theyhad been fastened to the end of various explosive devices, to beusedas igniters. Therewere several areas of blood soaked carpeting under thecomputer station andwooden library tables in theWelt side.

Table #16 wasexamined, Previous scene examination on April 21, 1999 indicatedthat shooting victims, Isaiah SHOEtS andMattKECHTER. werelocated underthe north sideof table #16when theywereshot Matt KECHTER. had liredamage on hislefthand, right lower comer ofllis shirt, and right thigh areaof hisbluejeans. An ink penwas located in his right hand. The fire damage consisted ofsurface damage to theblue jeans; partial consumption of the shirt material andthird degree bumsto the ends of several fingers on the left hand. Preliminarycoroner reports indicate the lire damage to Matt KECHI'ER hand and clothingwas pcst-mortum and not thecause of death. No evidence of anignition sourcewas found on or under tbebodiesof SHOELS or KECHTER. A partiallystraightened paperclip wasonthe floor under thebody ofKECHTER. Thepaperclip wasexamined andno evidence wasfound to contribute it to the liredamage on KECHTER.'S body at thedevice used on the surface of table #15The remains to a charred wooden match was found partially under the southwestcomerof table#16. Thetopofthe table wasexamined anda darksemi-circularscuff-mark wasobserved onthe surface above KECHTER'S body. The mark issomewhat consistent with a wooden match strike; however, a wooden matchtypicallydoes not leave a heavy carbon deposit on the striking surface, A carbondeposit maybe left ifthe match or striking surface Iscontaminated witb asecondary fuel. Burning duct tape or a fuel soaked material would be a reasonablesecondary fuel. Theunderside of table /I16hadno evidence of firedamage. Thefloor and chairs around table /I16 were examined andno evidence of liredamagewasobserved. A directional pattern of glass was observed on the floor between

table#16 and table #15 The glass radiated out from the south side of table #15towardsthe southeast earnerof table g.16. Theglass was curved and the thicknesswas inconsistent with thatobserved inthe westwindows of thelibrary

Thebottomof ajar was found on the floor near the southeast cornerof table #15.The construction of the bottom portion of theglass jar is consistent withthecurvedglass observed on the floor between table # I5 and #16. Several of thepieceswere threaded and badsmoke deposit patterns from continuous exposure tofire.

The area southof table #15 was examined andthe floorbadseveral areas of bloodsoakedcarpeting. This is theareawhere both suspects werefound. TheReporting Agent observed no areas of fire damage on the suspect's bodies beforetheywere removed from thearea. Thecarpeting, booksand ceiling wereexamined and there was no evidence of firedamage. The bookshelf eastofHARRIS'S location was covered withbody tissue in anupward pattern from nearBoorl'lVel. A circular pattern of the same typeof body tissuewas observed on theceiling directly above this area. Bodytissuewas alsoobserved on thesurroundingfumishiIlgs including the topof table;;15.

The top oftable #15 was photographed andthen layer searched. Theremains to anote about Race was observed on the west edgeof the table. Thenotewashandwritten on an index cardandstated:

The top center portion of the table was covered with an oilyamber colored liquidpattern. Ananalysis of the pattern revealed it originated approximately 8 inchesinward fromthe south edgeof the table. Splash patternsextendedfrom thisareatowards the north side. A blistered areaofthe tabletopwas locatedon thesoumedge of the charredschoolbook. The onlysecondary fuel in the areaof theblisterwas ordinarycombustible. This blistered area wascausedby a smoldering paperfueled lire that exposed the top ofthe tableto heat foran extended period of time.

The pieceofbodytissueon the top of table #15 was located in the edgeoftheliquid pattern. The tissue measured approlOmately 2 inches by:1. iaches, Thetopsurface of the tissue had a sbiny surface consistent with that coatingleftbythe oilyliquid observedacross the table top, The tissuewas adhered to the tabletopsurface andwas removed witha metal scraper. The area of table surface under thetissuehad no !iIIloke staining or evidence of the oily liquid. The tissue would nothaveadhered to apre-oiled surface, The lack of smokedepositsand liquid residueunder the material also indicated the tissuewas on the table beforethe devicecontaining the oily liquid released its contents, An examination of'the surroundingareaindi<:ated the tissuewas included in a directional pattern extending away fromthe area where the suspects bodies werefound.

A tbinline-shaped bum pattern was observed on the south edge of the table 1;\15top surface. The patternextended overthe southedge of the table andradiatedapprolOmately 8 inches towards thecenter. The bum pattern had a protected areain the center creating a shadow pattern consistent with a fuse or wicktypedevice,

The floorunder table 1;\15 hadseveral areas of blood soaked carpeting, Thecarpetdirectly under the southedgeof the table hadan oily residue stain consistent withthe liquid fromthe top of the table spilling over the edge. No firedamage wasobserved to the floor. Thebottom side of the table wasexamined and also lackedanytype of fire damage, Thewest endofthe center support to the table badseveral bullet type holes in it. Toeholes were directional from the north to thesouth. Several small pieces ofwooden match remains were found onthe floornearthe south sideof the table,

The following liveitems weretakenfrom the fire damaged area 00 table 1;\15'

processed the scene. Agent inCharge, TomNETWAL, of the Colorado Bureauof Investigation analyzed thesamples. The samples were processed under CBtLaboratory number, 099-l333 Thefollowing is a synopsis of the laboratorytesting results:

c Item#1016,revealed the presence ofa gasoline classliquid.c Item#1017,revealed the presence of a gasoline class liquid.IJ Item#1018,did not reveal the presence ofa combustible or flammable liquid.c Item#1019, revealed the presence of a gasoline class liquid.c Item#1033, did not reveal the presence of a combustible or flammable liquid.

Witness statements and information obtained froma warrantexecuted on thesuspect's homes indicated they hadaccessed research materials on homemadeNapalm. Homemade Napalm is generically gasoline that has been thickened to agel likeconsistency by theuseof a variety of thickeners. Common gelling agentsare mild soaps, motoroil, animal fats, andStyrofoam peanuts. The gellikesubstance is designed to stickto items it is thrownon once the transportationdevice has fractured. The large surface area created whenthe liquid isdispersedallows it to vaporize at a faster rate thuscreating a rapid spreadfire. Thefuse/wick on a Molotov cocktail type device isnot designed to penetrate thecontainer and ignite rhe contents. It is designed to ignite the product in itsvaporformonce dispersed. Acontainer simply placed in a stationary location may notigniteat all due to thefuse burning itselfout. It is reasonable for the fuse device toapplyenough hear to the exterior of the container and cause it to fracture in thatlocation. This condition isconsistent with the fuel patternand lack: ofheavy tiredamage observed on the top of the table 1/15 Threaded pieces of the top of theglass bottle used to contain the fuel were foundon the tabletop The threadedpieces ofglass were heavily charred indicating a pro-longed exposure to fire. Thefuel patternon the table was consistent with the determined bottle focanon, nearthe south edge. Theglass andfuel directional patterns were inconsistent with ahigh-pressure content release, and no evidence that the bottle wasthrown againstthe tablewas found.

SUMMARY. The Reporting Agent initially observed the fire damage in the CHS libraryon April 21, 1999 On June 22, 1999, LeadInvestigator Kate BATTk'! requestedthe Reporting Agent to conduct an origin andcauseinvestigation on fire thatoccurred inside the library of the school on April 20, 1999 The assignedlaboratory personnel hadalready processed the scene and collected evidence, including samples of a suspected accelerant liquid and glass remains of a containerfound near table #15

The area of origin was determined to be at or near the top ofthe southedgeofTable#15. This determmadon was made afteranalyzing post fire movement and

Intensity patterns, liquid pourpatterns, glassdebris fragments, and layer searching,

The causeof the fire wasdetermined to be intentionally set, This determinationwas made after rulingout aU other possible firecausesin or near the area of origin,The directiol'llllliquid and glass patterns indicated a glasscontainer with a wickwas placed upright on the southedge of table #1S A fusetype device was litandthe device was left to burnin that position, Body tissue in a patternconsistentwith the suspects wound patterns was adheredto the surface ofthe table. Theliquid spillpattern andsurfacesoot from the firewere observed on the outer layerof tissue, This observation indicated the bodytissue was on the top of the tablebefore the liquid wasreleased from the COntainer,

Fire damage was observed on the left band.shirt, and upper rightpants of shootingvictim Matt Iqi:CH1'ER. KECHTER was found under the north side oftable #16The area on andaround KECH'TEll. was searched, A single charred woodenmatch was found partially under the southwest cornerof table #. l6 Thetop oftable#16 had a 6-8 incb scratch across the surface. The scratchcurved andappeared to be partially made up of a blackcarbondeposit, The matches usedtoignitesome of the devices used in the schoolon April 20, 1999were duet taped inplaceto be used asa fixed igniter, Burning duet tape will increase the release ofcarbonand may have contributed to the soot residue left on a striking surface, Thearea betweentable#\5 and #16 and the filbric seat cushions were examined and noevidence of fire damage was observed: No communication was found between thefire damage to KECHTERS body andclothing andthe firethat occurred ontop oftable #15,

Sunday 6 AM to 6 PM

Road Closures1. Pierce Street Bowles to Coal Mine2. Cross Drive Wadsworth to Jeffco Library3. Bowles Avenue Wadsworth To Pierce

Open to Local Traffic Only1. Bowles Avenue Pierce to Platte Canyon

Only important messages1. Cars parked on Bowles will be towed2. There are NO Saturday closures except at the crime scene

Need a press statement from Governor's office of gratitudeThe intent of this statement is three fold;1. thank the businesses for use of their facilities2. ask people to recognize the business community's effort by shopping

there on Saturday3. Ask people to stay away on Sunday unless they are going to the service

Something like this will help with the business community and trafficcontrol.

The Governor wishes to thank the business community in the Wadsworthand Bowles vicinity for the use of their facilities and parking lots on Sundayfor the service. For public safety and security reasons, Bowles Avenue andCross Drive must be closed most of Sunday. These closures will denyaccess to the Bowles Crossing and the Bowles Village shopping centers andrestrict access to Chanson Plaza. Other shopping centers, notably SouthwestPlaza, have allowed the use of their parking lots for the service. We ask thepublic that if you do have need to shop in the area this weekend that you doso on Saturday. There are NO Saturday closures except near the HighSchooL
