DENVERPOLICE DEPARTMEl'iTINTER-DEPARTMENTCORRESPONDENCE

TO: Lieutenant JamesPonzi, InternalAffairs Bureau

FROM: SergeantDean M. Jones, Internal Affairs Bureau

DATE: 4127/99

SUBJECT: ColumbineHigh School Shooting

On 4120199, at about 1120 A.M., I was. off duty andon vacation. I left my mother's houseat 7762 W.Glasgow PI. and travelednorth on Yukon St, to W. Coal Mine Rd. As I stoppedat the intersection, Icould see emergency vehicles to the west and east of me at Coal Mine Rd. and Wadsworth, and CoalMineRd. andPierce. 1 thought there must be two accidents andcontinuednorth on YukonSt., whichconnects to Peakview Dr. This would be a shortcut to Wadsworth to avoid what I thought wasaccident scenes. At PeakviewDr. and YukonCt., I pulled to the side of the road as manypolice andambulance vehicles came into the area, entering Yukon Ct. I could see many young people lying onlawnsapparently injured. I got out of my pickupand sawLieutenant Tony Ryan in the crowd. WhenT.ieutenant Ryansaw me, he recognized me and askedifI was armed. I told him I had a pistol in myu.lck. Lieutenant Ryan told me to get my pistoland I wasnow working. LieutenantRyanwanted togetto a point overlooking the west side of Columbine HighSchool and this required a 4 wheel driveto accomplish. We took my pickup to a point on the hill overlooking the school. Lieutenant Ryanwatched fora fewminutes and wanted to moveto a location on the north west side of the school in aneffort to establish a close-in commandpost I droveLieutenant Ryan to this location. Several SWATteams were teaming in this area. Nearby I saw our SWAT unit lay suppressing fire into the school asthey recovered the dead body of a student. Another dead student lay at the foot of nearby stairs.Officer Wayne Depewhad a son inside the schooland was frantic. I calmedOfficer Depewas best Icouldandkept him as busy as I could with outside logistics. Radio communications were extremelyconfusing. The remnants of exploded bombs were obvious in doorways, and an unexploded pipebomb was lyingnearby in the parking lot. The SWAT teams beganto huddle in different areas as aneffort was made to organize some sort of entry system. There were students seen in differentwindows, and some held signs asking for help. I stood with the Lakewood SWAT team asinformation camefrom the radio the suspectswere in the "rafters"area of the school. This area leadsto the roof The LakewoodSWAT team were concerned that it was possible for the suspects to gainaccess to the roof and fire on officersbelow. The Lakewood team wantedto placea team on the roofto address this threat I went to Captain DiManna and tollt"lltm'~t the Lakewood concern.Captain DiMannatold me to have the Lakewood officers go on the roof. The Lakewood SWAT .teamasked me to accompany them as they had no Denver radio and information was critical. I took aDistrict 4 NPO's radio and went on the roof. We stayed about 20 minutes when instructions came"rom Lakewood's command to get off the roof. We left the roof at that time: Small clusters of

students were making way to some doors and exiting the school. The officers in the area I was at'mrnediately set up a receiving zone to get these students. Caution was used to make sure the.uspects were not attempting to escape by posing as victims. One vlctim crawled from a librarywindow onto an armored car and was taken away. A SWAT unit in the school called for an EM!team and I had an ambulance cometo the area. A paramedic went into the school and immediatelyhad radio problems gettingout. SWATteammembers insidecalledto me to prepare for EM! teamsto be available to respond into the school. I stationedseveralambulances and EM! teams nearby toawait word from the SWAT teams. A SWAT member came to the door to the library and called tome to escort all available EMT's into the library. I did so immediately. I observed many studentslaying deadthroughout the library. The EMT's make a quick run through checking for live victims.A SWAT member observedthatbodies mayhave been boobytrapped withexplosives and all officerswere ordered from the scene. At that point the scene was turned over to Jefferson County. I was inthe areaofan Arapahoe CountySWAT team that reportedto me their officers were corning under firefrom the gymnasium. I relayed this information immediately to the Denver officers. It was foundminutes laterthat the report from the officers inside was incorrect. I remained withLieutenant Ryanuntil we had provided all of the assistance we could. My truck had been taken from the scene byOfficer Depew as he transported his rescued son to the command center. Lieutenant Ryan and Iwalked to Yukon Ct. and took his police car to the command center. I then left the company ofLieutenant Ryan. I wrote a statement for Jefferson County and volunteered to assist with obtainingwritten statements from witnesses and victims. I saw Captain DiManna, who complimented me onthe manner in which we receivedthe students exiting the building. I laterleft the area and returnedtomy home.

write this letter to address any suggestion that my conduct was out of line in any manner. Ihappened upon the situation by circumstance and was pressedinto service by a superior officer. Iacted in a manner that is consistentwith police practice. For me to act in any other mannerthan 1didwould have been disgraceful. Please contact Lieutenant Tony Ryan at District Four to verify thecontents of this letter.

Respectfully Submitted,

CONCERNING AN INCIDENT OCCURRING ATColumbine High School, Jefferson Co. Public School

LOCATION WHERE STATEMJ::HT TAKENDist 4, 2100 S. Clay St.

StI!IMAll.Y OF STATSMENTOn this date, I and my partner Det. Mike Staskin responded to thevicinity of Columbine High School at Bowles Ave and S. Pierce St. toassist Jefferson Co. Sheriffs dept on shooting at the school. Uponarrival numerous police officers from numerous jurisdictions at thescene. After I arrived I assisted in loading three seriously woundedstudents into the three ambulances who were taken from the school. Itappeared that these atudents were two boys and one girl. One boy I sawhad a serious wound to the head and face, the girl appeared to havechest bullet wound(s) and the other boy had abdominal or chest wounds.I assisted with helping secure the soene and gather witnesses andcoordinate a searoh of the cars around the parking lot of the park tosearch for possible bombs. None were found. I also assisted inrequesting all the investigators and police officers intervieWing thewitnesses in the park and requesting them to attempt to get writtenstatements from the witnesses. I contacted at least 12 people andobtained either their names and what they saw or heard and obtained 5actual written statements from witnesses that actually saw the suspectsshooting and or heard them shoot or suspects talking and go to eachroom shooting. Statements were taken from Matthew Depew, who

.,~pij~~~ntly saw the shooting start around the kitchen area, saw one ofthe suspects that he knew as a student shoot another student and sawthe same suspect throw something that exploded in the school. MatthewDepew was able to locate and use a phone to call the Officer John Lietzat Dist 4 to report wbat was happening. Matthew is the son of OfficerDepew of dist 4. A written statement from Sydney Keating, MariaReschke, Karen Studenka, and Susan White who are Columbine teachers orofficer personnel were also obtained. Each lady stated that they heardthe shooting occur and actually were in rooms which the suspect eithershot in or tried to force their way in. Several heard at least two

voices and one lady thinks she heard three different voices.

I also assisted the principle of Columbine, who was having a hard timegiving the pictures of possible suspects to the command post and waspresent when he looked at and identified one of the suspects he wasnamed. This male suspect was in the custody of, I believe, JeffersonCo Sheriff investigators. I also assisted in coordinating informationto the fire depts. paramedics and command posts.

There were many other people r contacted and talked to that told methey had already given statements and their names to at least :2 to 3other officers or investigators. Other than the statement I obtainedI did not obtain any other information that hadn't been obtained fromthe many officers that were at the scene. I did requests that thedetectives and officer get written statement from their witnesses onstatement forms in addition to their own notes of the interviews.

I have read the foregoing statement and the facta contained therein aretrue to the best of my knowledge and belief. I do not maintain thatit contains all of the facts or details of the incident, but only thosefacts about which I have been asked.

DENVER POLICE DEPARTMENTINTER-DEPARTMENT

CORRESPONDENCE

TO: Captain Rudy Sandoval, Commander, Distriet Four

FROM: Lieutenant R.A. Ryan, Commander, Detail Two

DATE: April 21, 1999

SUBJECT: STATEMENT OF ACTIVITY AT COLUMBINE WGH SCHOOLRE: 4120199

On the above date I was first informed ofa crisis situation at Columbine High School inJefferson County when I was made aware that the station clerk, Officer John Lietz#79042, was on the telephone with Matthew Depew (son of Officer Wayne Depew). Theyoung Mr. Depew had called our station after paging his father to report through us thatthere were parties in his school shooting other students (he was not able to dial 'Ill toreach Jeffco from the telephone he was using in the cafeteria office). Officer Lietz wasrelaying the information to Jefferson County by telephone while simultaneously talkingto Matthew Depew (this conversation continued for nearly three hours - see OfficerLietz' statement).

Hearing this information, I prepared to start towards the school (knowing Jeffco SOwould need additional staftlcover) when a call for help was aired. Taking Sgt. Greer, followed by Sgts, Orton and Drajem in another vehicle, we all responded to thedesignated command post area "Code 10". While enroute, we verified that DPD Trafficpersonnel were also responding to assist with expected traffic problems.

Upon arrival at S. Pierce St. and W. Leawood Ave. I was immediately called over to aJeffco SO vehicle manned by a Sgt. I was shortly asked to cover the school perimeter byCapt. Bob Armstrong of the Arapahoe County SO. I then assigned available Denverofficers to do so, with instructions to Sgts, Orton, Greer and Drajem to supervise andtrack everything covered. I also assigned several traffic officers to divert traffic along W.Bowles Ave.

Shortly after going out to secure the school perimeter, several of our officers andSergeants began calling for paramedics to respond to the southwest comer of the schoolto assist with a number of downed students. I was trying to get the apparent designatedcommander of the ambulances to send them but was refused - being told the area wasn'tsafe for the paramedics. Then Officer L Padilla called and said he needed paramedics atthe location of Yukon and Caley, where our officers - fearing for their own safety as wellas that of the students - bad removed the students while under fire, using their policevehicles as transport.

JC- 001-008044

Page 45: Columbine Report Pgs 8001-8100

Hearing that, I left the command post area to makecertain the perimeter was secured andto assist at the temporary triage area established by the officers at Yukon and Caley.Once the wounded bad been removed from that location, I made my way - along withoff-duty Sgt.Dean Jones- to the Westside of the school. 1remained there to coordinateevents and assist in the evacuation of students and teachers as they were released fromthe scbool.

At around 4:15 PM we assisted getting paramedics into the school library area (after itwas cleared by SWAT teams) to remove a wounded student. I then assisted Jeffco insecuring the libraryas a crimesceneby posting officers at both entrances to keep peopleout (including officers) until relieved by their officers. Completing that, we arrangedthrough our command post to relieve the perimeter officers with CSP officers andreturned to the command post areaat approximately 5:00PM. I thenwentto DistrictFourand collected statements fromour officers as they returned.

Today, I am preparing a package of those statements and others to be forwarded throughourchainof command to Jefferson County authorities.
