fications and est imates of cost for construction of curbs and gut ters in Curb and Gut ter Districts Nos. 142 to 151 inclusive, as approved by the Board of Public Works March 8, 1928, be and the same are hereby approved and the Board of Public Works is hereby ordered to advertise for bids for the construction of said curbs and gut ters .

Resolved, further, tha t the con­struction of said curbs and gut ters is hereby deemed and declared to be necessary public improvements .
