INTRODUCTION

Social Evolutionary Volunteers Association (SEVA) is a registered Non-Government Organization located at the backside of Akhandalamani Mandir, Tikabali, Kandhamal. The organization had laid its organizational foundation in the year 1989. The main motto of this organization is to develop skills and potentiality through planned interventions among the deprived masses and ensure their sustainable livelihood. The organization also feels that promoted initiatives, principles, recommendations, alternative policies and platforms can ensure all round development of these backward/down trodden masses. To fructify its goals and objectives the institution attempts its level best to reach the unreached irrespective of caste, creed, race, religion, sex with an ultimate aim to extending their rights, justice, linkage with Govt. schemes/programmes to those who are deprived because of ignorance, unawareness, low literacy, poverty and so on.

In this advanced era, the use of Computer, in almost all sectors say Govt., Non-Govt., Semi-Govt. and private, seems on the increase for documentation. Manual documentation process is gradually disappearing. Usually, the persons having financial affordability are extending computer education to their children through Computer Training Institutions in/outside the District/State. But computer literacy becomes a dream for the Youths who belongs to poor families. Realizing the necessity of Computer knowledge, the Government of India introduced free computer education to all students from Upper Primary level. Though the thought is absolutely good, due to improper infrastructural arrangements including trained instructors, this project doesnt give a satisfactory result. As a result a lot of young children belonging to poor/SEBC families are still out of Computer Education.

However, the initiation taken by the Government & NGOs to provide Computer Education under different schemes/projects like Training to the Rural Youths is a boon for these deprived masses in the present scenario. Hope, such type of pro-poor initiation fructify the Government objectives to ensure cent-percent Computer Literacy to all youths of the nation

CONCLUSION

Almost all the Governmental Community Welfare activities including vocational skill training are focused on Rural Areas. As a result a large number of marginalized families in urban areas are usually deprived from these facilities. Although most of the educated Youths in urban pockets belongs to SEBC and they are seeking for assistance to build up their carrier in different technical dimensions, they are deprived because of unavailability of similar schemes/programmes for them. As this Project has no such barrier in jurisdiction, the targeted candidates from both rural and urban local bodies were included in the process. The innovative initiative of the Government of Odisha is praiseworthy in improving knowledge, attitude and practice of un-privileged/under privileged Youth masses irrespective of Caste, Creed, Race, Religion, Caste, Sex and area. It is felt that, such type of facilitation will encourage and empower the confidence and employability of the urban as well as rural Youths. Project may not cover all the left outs, however, this initiative makes a positive impact on all and helps explore the opportunities in different sectors as a Computer Literate.
