The 2009/10 Swimming WA operations have continued to improve well into the 3rd year of the strategic plan cycle. The SWA Board will continue to build on the Corporate Governance of the organisation, focusing on areas that need to be reviewed and/or improved. The Strategic Plan will come to an end as of July 2010. With review processes in place and with feedback supplied from our members, Swimming WA will build on the past 3 year strategic plan cycle, moving the Association towards a successful future.

Our Sub Committees of the Board have continued to give their time and expertise to assist the running of the Association with Open water, Competition Planning, Technical and Finance sub committees all providing valuable input and direction.

Swimming WA had a successful events calendar for 2009/10 with the Open Water Series exceeding all expectations. In 2010/11 the Open Water Series will take the next step with the use of timing chips and online entries and results, allowing greater connection to the participants.

Sponsorship support was again critical to the delivery of Swimming WA programs and events throughout 2009/10. In particular the support of the Department of Sport and Recreation and Healthway provided financial resources ensuring the delivery of programs, especially at grassroots and regional areas. Other key sponsors throughout 2009/10 that played a key role in our operations include; Vorgee, Water Corporation, Jason Mazda, Hancock Family Medical Foundation, Motive Travel, SportingBet, Aussie Natural Spring Water/Palm Springs and Shell.

Swimming WA’s relationship with the Western Australian Institute of Sport (WAIS) continued to grow with the appointment of WAIS Swimming Performance Manager Greg Hodge. Greg’s role is primarily building a close relationship between high performance and grassroots. This relationship has grown to the point that Swimming WA will appoint a Performance and Development Coach to work with the grassroots – club and school coaches to build the link to the programs being conducted by WAIS.

Membership numbers slightly declined in 2009/10 with a shift in recreational swimmers to competitive swimmers. Further work is being done in conjunction with Swimming Australia to deliver the recruitment and retention strategies to build on membership. A focus for 2010/11 will be on forming better relationships with Learn to Swim operators, schools and pool operators to recruit from their programs to clubs. In addition further support to our regions to build on the participation and pathway opportunities is also critical.

A note of thanks should be extended to outgoing Executive Director – David Toll who worked tirelessly over the past three and half years to build the foundations of Swimming in Western Australia. A number of other staff also made the move to other opportunities throughout the 2009/10 year and their hard work and dedication is also commended.

Swimming WA has begun the long task of rebuilding our performance at national and international level with Blair Evens and Tommaso D’orsgna making the Commonwealth Games team for 2010. The athlete pathway has been redefined capturing over 300 swimmers for 2010/11 and Coaches pathway has been closely aligned, with Swimming WA working closely with the Coaches Association and WAIS.

The foundations established through the last strategic planning cycle will see Swimming WA build a strong program, expand the profile and events to reach the goals set for the next 3 -5 years.

Development Report

Go Club ForumsSwimming WA conducted nine Go Club Forums in the 2009/2010 financial year with a total attendance of 186 people. These forums included a series of talks during the 2009 SunSmart Swimming Championships for parents and club administrators.

Go SwimThis year Swimming WA distributed over 650 GO Swim packs to new swimming club members under the age of 12 years.

Swimmers with a Disability During the 2009/10 season Swimming WA classified a total of 9 swimmers with a disability across the five disability areas: Functional, Intellectual, Hearing Impaired, Vision Impaired and Transplant.

Of the 9 swimmers classified, 6 were classified at Swimming WA Classification Days. Swimming WA conducted two Functional Classification Days during the year which involved volunteer medical and technical classifiers assessing the Swimmers and allocating them with a classification. The ultimate purpose of a classification is to provide an opportunity for the vast array of disabilities to compete in a category of similar ability, once a swimmer is classified they are able to compete in Swimming WA and Swimming Australia events.

Coach Education/Development Coaches have had many development opportunities over 2009/10 with camps and conferences available for their benefit. Two major coach education opportunities were the:

• Annual Coaches Conference – 56 coaches attended

• April Indian Ocean All-Stars Coaches Conference – 26 coaches attended

Regional Development Swimming WA has been working with all of the regions to develop participation, competitive swimming and to assist in the development of coaches and officials.

Clinics were made available to all regions which included opportunities for coaches, officials and athletes. Swimming WA is looking forward to working closely with the regions and the regional Department of Sport and Recreation branches to create effective development plans for the future.

Development Squad Activities

Development Squad CampThe Development Squad Camp was held on the 26th - 29th of September 2009 with athletes from all three Development Squad attending the camp. 2009/10 DSR Regional Talent Development athlete performance results were as follows:

• 8 Athletes qualified and attended the 2010 Australian Age Championships

• 2 Athletes were selected on the State Flippers Youth Squad

Junior Excellence Program (JX) and Australia Youth Performance Squad (YPS)

The JX program recognises swimmers aged 9 to 13 in a tiered standard of green, bronze, silver, gold and gold start depending on times achieved during the season. In 2009 / 10 Swimming WA had over 1100 swimmers included in the JX program, each swimmer received a JX swim pack for their efforts.

The Australian Youth Performance Squad (YPS) is an exciting new initiative designed to reward swimmers aged 13 – 18 years for their performances in the pool. The YPS is an extension of the Junior Excellence Program. Similar to Junior Excellence, YPS rewards swimmers for achieving particular time standards set by Swimming Australia. Swimming WA recognised over 190 swimmers in the YPS program during 2009 / 2010.

Shell Novice Swim Meets

Swimming WA conducted twelve Shell Novice Swim Meets through various host clubs between October 24th, 2009 and February 14th, 2010. Four meets were conducted in regional areas.

In total over 700 swimmers participated in the meets. A Shell Finals Meet for the top ten swimmers from the combined Shell results was held at Terry Tyzack Aquatic Centre, Inglewood on March 28th 2010. Over 300 junior Swimmers were invited to the Shell Final Meet.

Swimming WA gave out five cash prizes to clubs and schools to acknowledge and reward their efforts towards the Shell Meets. The winners were:

Host Club with the Most Participants to Enter their Shell Novice Swim Meet: Lawley Aquatic

Host Club that Recruits the Highest Percentage of New Members from their Shell Novice Swim Meet (Based on numbers at the club): Kambalda Swimming Club

Metropolitan School who has the Most Participants that Enter a Shell Novice Swim Meet: Perth College

Regional School who has the Most Participants Enter a Shell Novice Swim Meet: South Bunbury Primary School

Swim School who Enters the Most Participants into a Shell Novice Swim Meet: All Strokes Swimming Academy, Bayswater Waves

Swimming WA Learn to SwimSwimming WA continued to run its Learn to Swim Program out of Chisholm Catholic College. The program operated year round, across the four terms and also ran a holiday program. The program continued to grows in line with Swimming WA’s expectations of the program.

Events & Competitions Report

Delivering strong and healthy competition across both pool and open water disciplines remains at the core of Swimming WA’s operations.

In the last twelve months the Association has managed three (3) competition series which incorporates twenty (20) events across the 2009 Short Course, 2009/10 Long Course and the 2009/10 Open Water seasons. A breakdown of key pool and all open water meets is listed in this section.

Pool events delivered some pleasing results with event participation and the number of records broken both increasing slightly from the 2008/09 cycle.

Our international novice event, Indian Ocean All Stars, was again a success in 2010. The event which aims to profile our sport and Western Australian clubs and coaches to our neighbouring countries grew by 26% in participation from 2009. Athletes from Indonesia, Philippines, Singapore, Malaysia, China and Hong Kong, New Zealand, South Africa and Australia competed.

The Open Water Series exceeded all expectations growing its entry numbers by 39%. This growth will be supported in the 2010/11 series with the introduction of electronic timing, online entries and a dedicated event website.

Ongoing work on our event planning and operational procedures has resulted in a continued improvement in our delivery in these areas.

A new reporting process was introduced to broaden the scope of our stakeholder engagement for competition review and planning. Through our foundation work here we are aiming to deliver a more balanced structure for the 2010/11 seasons that caters equally for all levels of competition.

Swimming WA acknowledges that throughout our competitive pool seasons we continue to encounter issues with facility equipment. We are continuing to work with our venue partners to secure upgrades for the 2010/11 competition calendar.

In conclusion, the support that Swimming WA receives from our valued sponsors is critical to be able to deliver competition opportunities for our members. The Association would like to acknowledge our 2009/10 partners; Department of Sport and Recreation, Healthway, Hancock Family Medical Foundation, Vorgee, Jason Mazda, The Western Australian Newspaper Group, Water Corporation, 96FM, Palm Springs, SportingBet and Motive Travel.

Technical Education And Officials Committee Report

Once again I am pleased to report on a successful year for many of our Technical Officials.

Congratulations to Geraldine Peel, Jackie Wren, Marita Eisenlhor and Karen Hodgetts who all progressed to Referee status after successfully completing the requirements.

A number of Officials have attended National meets and Ryan Arblaster, Dot Harris, Ian Arblaster and Kaye Bolger have all been selected to work at International meets. The experience gained at both of these levels continues to benefit swimmers at a State level.

Throughout the year members of the Technical Committee and Officiating group have presented courses covering all aspects of Officiating. While there have been good numbers attending these courses we are still experiencing a shortfall in working officials at many meets and we encourage participants to follow through from their courses and work to gain the experience and knowledge to assist our swimmers.

I thank all Technical Officials throughout WA for volunteering their time to ensure the smooth running and high standard of swim meets we experience. Thanks also to the Technical Committee for their commitment to the education and training of our Officials.

Country Coordinators ReportMost of the Regions are still finding it hard to function. The constant change of people has meant no continuity of the Region Executive. If the Regions are not functioning they are loosing out on the DSR funds available.

It is also becoming difficult to get a quorum for our Region meetings which are held twice per year. However, all Regions have held open and closed swim meets during the 2009 /10 season.

Country Championships held in January and Country Pennants held in March are the highlight of the Country swimming calendar. Again these swim meets have been well supported. A special presentation at Country Pennants was bestowed on Shirley Stephens for her continuing support for Country Swimming over many years and has been on the organizing committee for all of the 8 Country Pennants held in Northam.

Most Regions have again taken the opportunity to utilize the expertise of the technical committee by running courses during their meets. Some Regions continue to run development clinics during the season.

Brief Summary of Regions

Southwest – Coordinator Shirley Wells

The most active Region in the Country. Technical officials have attended National & State meets.

Our SW Region Carnival 2009 was a wonderful day, the weather was superb and the region came together as a team to make this a successful day for everyone. The carnival nearly didn’t get off the ground this year with the SWSC double booking and changing times. The decision was made to relocate to the Harvey pool and this turned out to be a great decision.

Thank you goes out to the Harvey Swimming Club for doing the pool set up and take down of this meet.

Our Region this year had quite a few swimmers go to Nationals in Sydney, to which we are really proud of them for achieving this.

West Australian Swimming Association (Inc) – Notes To And Forming Part Of The Accounts Year Ended 30th June 2010

1. Statement of Significant Accounting Policies

This report is a special purpose financial report prepared in order to satisfy the financial reporting requirements if the Associations Incorporation Act (Western Australia). The committee has determined that the association is not a reporting entity.

The financial report has been prepared in accordance with the requirements of the Associations Incorporation Act (Western Australia) and the following Australian Accounting Standards:

AAS 5 Materiality

AAS 8 Events Occurring After Reporting Date

No other applicable Accounting Standards, Urgent Issues Group Consensus Views or other authoritative pronouncements of the Australian Accounting Standards Board have been applied.

The financial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values, or except where specifically stated, current valuations of non-current assets.

The following material accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report.

(a) Grants and Sponsorship Monies Grants and sponsorship are recognised on an accrual basis. These sponsorships have a strong

historical link with the Association.

(b) Fixed Assets Leasehold improvements and office equipment are carried at cost less, where applicable, any

accumulated depreciation.

The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use. Leasehold improvements are amortised over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements.

(c) Clubs in Recess Monies held on behalf of clubs which have ceased activities - repayable upon reconstitution of club

(d) Income Tax The Association, being a non-profit sporting organisation, is exempt from income tax.

(e) Annual Leave Provision is made in respect of the Association’s liability for annual leave.

(f) Investments All investments are carried at cost.
