Despite the economic downturn arising from the turmoil in financial markets last year, Melco continued to invest heavily in Corporate Social Responsibility (“CSR”) in 2008. We believe that meeting our obligations is an integral part of the Group’s commitment to sustainable development. As a good corporate citizen, we must continue to care about the communities in which we operate, particularly in times when the need is greatest.

Our CSR Report for 2008 is the second one we have published. Last year’s report was an excellent start, winning the Honors Award in the Social and Public Responsibility Report (Entertainment) category of the ARC Awards 2008. In this year’s report, we hope to achieve, and even to exceed, the past standard of excellence.

Melco is a major player in Asia’s leisure and entertainment sector, and as such, we feel that we have a duty to lead by example through our CSR activities. We play an active role in numerous community and charitable initiatives in Hong Kong, Macau and China and strongly encourage our staff members to lend their support to charitable causes through the volunteer incentive scheme we introduced in 2008.

These activities are based on our three core charity pillars on youth development, education and the environment, which are driven by the Board’s CSR Committee.

During the year, we sponsored or took part in more than 30 charitable programs that benefited over 9,000 people. We also threw our whole-hearted support into relief efforts following the devastating earthquake in Sichuan province. My companies, Melco International and Melco Crown Entertainment, and I contributed HK$10 million to aid the victims of this severe natural disaster. We also set up a "Sichuan Earthquake Relief Matching Fund", which collected HK$1.5 million from staff members and business units within one week for UNICEF and the Hong Kong Red Cross.

Throughout the year, we continued to implement measures that enhanced corporate governance within our Group, as this is essential for the sustainable growth of our Company in years to come.

I hope you find this year’s CSR Report to be a useful and interesting example of how concerned companies and individuals working together can make a difference in people’s lives.

儘管去年的金融海嘯造成經濟衰退,新濠仍然繼續投放大量資源以履行企業社會責任。我們認為積極履行企業社會責任是促進社會持續發展的重要元素。作為一家具良好社會責任的企業,在發展業務的同時,我們亦必須繼續關懷社群,為社會作出貢獻。在經濟困難時期,主動關懷社區及回饋社會尤為重要。

這是我們第二年發表企業社會責任報告。我們去年的報告成績卓越,榮獲二零零八年國際年報獎(ARC Awards)的社會及公眾責任報告(娛樂)獎項。今年,我們希望能保持甚至是超越去年的卓越成績。

新濠為亞洲區內消閒及娛樂行業的主要經營商,我們期望透過支持及參與社會責任活動以履行企業社會責任,同時以身作則為業界樹立典範。我們積極服務社群,致力參與香港、澳門及內地的公益及慈善活動,並透過二零零八年新濠義工獎勵計劃,鼓勵更多員工身體力行,參與義務工作,支持慈善活動。

我們的企業社會責任活動主要集中於青少年發展、教育及環境保護這三個範疇,並由新濠的企業社會責任委員會積極推動,以實現集團對企業社會責任的承諾。

在二零零八年,我們贊助或參與的公益慈善項目超過三十個,受惠人數逾九千人。此外,在四川省發生嚴重地震後,我們亦立即投入賑災工作。新濠集團、新濠博亞娛樂及本人共捐出一千萬港元善款援助災民。新濠亦設立了四川地震賑災配對基金,在短短一星期內,集團員工及各業務單位為聯合國兒童基金會及香港紅十字會籌得合共一百五十萬港元善款。

我們堅信良好的企業管治是持續發展的基石。在過去一年,我們不斷加強集團營運及管理方面的企業管治。

The 7,000 people who work at Melco are key to our CSR activities and are instrumental in helping us achieve our CSR goals and business objectives.

Based on our vision of sustainability, Melco encourages all staff members to reach out and contribute to the growth and future of the communities in which we live.

Their work was carried out under our volunteer incentive scheme that encourages volunteerism among our staff. During the year, they participated in over 30 charity programs that benefited more than 9,000 people.

In turn, we regard and treat our staff as valued assets critical to our success. Through the training and work-life balance programs we offer, we are fully committed to supporting their professional and personal development and to help them meet future business challenges. We also arrange recreational activities and team-building exercises for staff members to give them a sense of belonging within our organization.

Our external stakeholders — from investors and analysts to community groups and the media — are also very important to us. At all times, we maintain a high level of accountability and transparency and welcome stakeholders’ queries about our operations.

We believe that good corporate governance is the foundation of sustainable growth. It is this belief that drives us at every level of the Company.

The management of Melco believes in maintaining good ethical standards and a culture that emphasizes integrity. At Melco, a Code on Corporate Governance sets out standards and practices to direct and manage its business affairs. This code was prepared with reference to the principles, Code Provisions and Recommended Best Practices stipulated in the Code on Corporate Governance Practices contained in Appendix 14 of the Rules Governing the Listing of Securities of The Stock Exchange of Hong Kong Limited.

Melco’s Code on Corporate Governance assimilates practices with benchmarks prescribed by the Stock Exchange, thus ensuring a highly transparent operation of the Group and accountability to shareholders. The Company has non-executive directors taking up majority representation on the Board. Under the Board are seven governing committees, including a Corporate Social Responsibility Committee, even though the Code of Best Practice of the Hong Kong Stock Exchange requires only three. The functional backgrounds of committee chairpersons are matched with the requirements of the committees.

我們堅信良好的企業管治是持續發展的基石。此信念亦轉化成集團不停向前邁進的推動力。

新濠管理層深信,企業必須保持誠信及高水平的道德標準。集團的企業管治守則清楚列明領導和管理集團事務的標準及行為準則。此守則乃參照《香港聯合交易所有限公司證券上巿規則》附件十四內企業管治常規守則之良好管治原則、守則條文及建議最佳常規而訂立。

新濠的企業管治守則參照聯交所制定的行為常規,確保集團運作具高透明度,並對股東負責。董事會大部分成員為公司非執行董事。董事會下設有七個委員會,其中包括企業社會責任委員會,較香港聯交所頒佈的最佳常規守則所建議的三個基本委員會為多。各委員會主席均具備豐富經驗及專業背景,符合對監察各委員會的要求。

Melco observes and excels not only in local corporate governance requirements. Its associate Melco Crown Entertainment Limited (NASDAQ: MPEL) was listed on the Nasdaq in December 2006 and met all the requirements under Section 404 of The Sarbanes-Oxley Act for US-listed companies within one year of listing, which was an exceptional achievement. Melco Crown Entertainment was further upgraded in January 2009 to trade on the NASDAQ Global Select Market, which has the highest initial listing standards among exchanges worldwide in terms of financial and liquidity requirements.

Melco has been well recognized for upholding high standards of corporate governance. Among other honors, in 2008 the Group received the Corporate Governance Asia Annual Recognition Award for the third consecutive year. In 2008, the Group was also named one of Hong Kong's Best Managed Companies by FinanceAsia for the second year.

CSR Committee企業社會責任委員會

The Corporate Social Responsibility Committee, which was established in January 2008, oversees the implementation of the Group’s corporate social responsibility initiatives. These include the Group’s CSR practices, the Melco volunteer team and other charitable activities as defined by Melco’s CSR focus on Youth Development, Education and the Environment.

As one of the few companies in Hong Kong with such a committee, Melco relies on its members to enhance the social responsibility practices of the Group and generate sustainable growth in the countries where the Group has investments.

Message from CSR Committee ChairmanI was delighted to have the opportunity to sit on the CSR Committee and steer Melco towards its CSR goals during the year.

In 2008, we initiated several projects to promote CSR both internally and externally. Among the activities in which we participated were initiatives to assist disabled children through our support of hospitals and special needs programs; sponsorships of music training programs, sports and student leadership; and our work in partnership with WWF and the Community Chest Green Fund.

Through our Volunteer Incentive Scheme, we also worked diligently to promote staff volunteerism and awareness of CSR within the Group.

In 2009, we look forward to furthering our work in CSR and establishing Melco as sustainable, socially-responsible organization for the benefit of staff and the communities we serve.

我很高興有機會加入企業社會責任委員會,推動新濠實現其企業社會責任目標。

在二零零八年,我們致力推動多個企業社會責任項目,包括透過醫院及公益項目協助殘障兒童;贊助音樂培訓課程、運動及學生領袖計劃;以及參與世界自然基金會和公益金環保基金之合作項目。

CSR COMMITTEE企業社會責任委員會

Our CSR activities at Melco are based on Youth Development, Education and the Environment.

Youth Development is a key focus of Melco, as we recognize the importance of providing opportunities that promote the healthy and well-rounded development of young people. We support youth enrichment and leadership training programs that help build self confidence and discipline, particularly among the disadvantaged and children with special needs.

Education is essential for giving children a head start in life. We provide support for programs that enrich children’s lives and help them fulfil their potential so that they can lead happier and more productive lives.

The Environment is critical in our efforts to be a sustainable organization. Within our own operations, we make every attempt to provide our staff with a greener and healthier workplace. In the community, we support programs that lead to a greener and more environmentally-conscious society.

In 2007, we donated approximately HK$1,536,000 to worthwhile organizations.

In 2008, we tripled our donations to more than HK$4 million.

我們的企業社會責任活動主要集中於青少年發展、教育及環境保護這三個範疇。

新濠一向關注青少年發展,強調為青少年提供健康及全面發展機會的重要性。我們支持技能及領袖才能培訓計劃,特別針對弱勢兒童及有個別發展需要的青少年,幫助他們建立自信及紀律。

教育是兒童得以健康成長的基本元素。我們全力支持多項發展兒童潛能的計劃,期望透過計劃讓他們生活得更愉快和豐盛。

環境保護是集團實現可持續發展理念的關鍵。我們致力為員工提供綠化和健康的工作環境,並支持各項倡導綠色生活及環保的社區活動。

在二零零七年,我們向不同組織捐助約一百五十三萬六千港元。

在二零零八年,我們的捐款額高達四百萬港元,為零七年的三倍。

Play equipment for hospitalized childrenIn support of the Playright Children’s Play Association, Melco sponsored play equipment and play programs for children in the Intensive Care Unit and Isolation Wards at Princess Margaret Hospital and Caritas Medical Centre. Up to 5,600 children benefited from this sponsorship.

Play resources for children Also in co-operation with the Playright Children’s Play Association, Melco funded a project at the Paediatrics & Adolescent Medicine Department and the Developmental Disability Unit of Caritas Medical Centre to enhance play facilities. The facilities help meet the psychosocial and developmental needs of hospitalized children, especially those in the isolation wards or requiring bed-rest. Six hundred children and their families benefited from the project.

為住院兒童 提供遊樂設施新濠透過贊助智樂兒童遊樂協會,為瑪嘉烈醫院深切治療部及隔離病房和明愛醫院的兒童提供康樂設施及遊樂計劃。約有五千六百名兒童受惠。

贊助兒童遊樂資源此外,新濠與智樂兒童遊樂協會合作,資助明愛醫院兒科及兒童發展復康部,改善遊樂設施。這些遊樂設施有助改善住院兒童的心理和康復發展,對隔離病房及需臥床休息的兒童尤為重要。六百個住院兒童及其家庭從中受惠。

Playmobile Service Day & Jumbo Play Day 2008Another project with Playright Children’s Play Association saw Melco volunteers supporting Playright’s Playmobile Service Day and Melco-Playright Jumbo Play Day. The Playmobile, a specially-adapted large van, transforms an ordinary outdoor open space, where lack of play facilities, into a safe, high quality playground. Jumbo Play Day offered a play opportunity for hospitalized children. A total of 300 children and their families enjoyed these activities.

Melco-HKPHAB ProgramMelco and Hong Kong PHAB Association jointly organized a program to promote barrier-free access to sites of scenic interest and contribute to Hong Kong’s appeal as a world-class tourism destination. A total of 2,000 self-help travel booklets were printed and distributed to a wider community of the disabled, care givers, rehabilitation centres and transport agencies.

智樂遊樂車義工服務日及2008「童趣奧運在珍寶」遊樂日在新濠與智樂兒童遊樂協會的另一個合作項目中,新濠義工參與「智樂遊樂車」服務日,以及「童趣奧運在珍寶」遊樂日。智樂遊樂車是一輛經特別改裝的小型貨車,可將缺乏遊樂設施的普通的戶外場地變身為安全、精彩的遊樂場。「童趣奧運在珍寶」遊樂日則為住院兒童提供遊樂機會。共有三百名兒童及其家庭在這些活動中受惠。

新濠傷健自助遊新濠與香港傷健協會合作,推出“新濠傷健自助遊”計劃,加強香港作為世界級旅遊城市的形象。此計劃刊印了二千本自助旅遊小冊子,分發給殘障人士、醫護人員、康復中心及旅行社。

Melco-Heep Hong Jumbo DayMelco Group fully sponsored the Heep Hong Society to organize the Melco-Heep Hong Jumbo Day program. Held at Jumbo Kingdom, the event provided a positive learning and social experience for children with autism or ADHD. One hundred and fifty children and their families took part in this joyful event.

Melco-Hong Kong Red Cross “Pass-it-on” VolunteeringTogether with the Hong Kong Red Cross, Melco sponsored Christmas gifts for 200 children at the Red Cross Hospitals Schools of Yaumatei Child Psychiatric Centre and Queen Elizabeth Hospital. Melco volunteers delivered the gifts in person to the children during the holiday season.

Hong Kong Typhoons Ice Hockey Club – Melco Youth Ice Hockey TeamMelco subsidized The Hong Kong Typhoons Ice Hockey Club to enable underprivileged children to experience ice hockey for the 2008-2010 seasons. Around 20 children have been selected to take part in a sporting environment that promotes personal development, self-confidence and teamwork.

新濠.協康珍寶樂悠遊新濠集團全力贊助協康會舉辦新濠.協康珍寶樂悠遊活動。活動在珍寶王國舉行,為患有自閉症或過度活躍症的兒童提供一次難得的學習及互相交流的機會。有一百五十名兒童及其家庭參與是次活動。

新濠.香港紅十字會 「愛心相連」義工活動

新濠與香港紅十字會合作,向油麻地兒童精神科中心和伊利沙伯醫院紅十字會學校共二百名兒童贈送聖誕禮物。新濠義工在聖誕節前夕親自將禮物送到這些兒童手上,共享佳節喜悅。

香港冰球會 — 新濠青少年冰球隊新濠資助香港颱風冰球會,在2008至2010球季為弱勢兒童提供冰球體驗,協助他們增強自信,建立團隊精神。有關資助讓逾二十名兒童有機會參與比賽,發揮潛能。

Heep Hong Society ADHD ProjectWorking with the Heep Hong Society, Melco gave funding support to help children with ADHD (Attention-Deficit/Hyperactivity Disorder) meet their potential and develop their talents. The project assisted in providing specific training for carers of ADHD children.

Hong Kong Red Cross Music Training ProgramMelco supported two music training classes at Princess Alexandra Red Cross School, which provides holistic educational and therapeutic services for children with physical and multiple handicaps.

WWF Hoi Ha Wan Marine Life Centre Education TourMelco arranged an educational tour for staff members to the WWF Hoi Ha Wan Marine Life Education Centre. Participants gained a better understanding of the inter-tidal environment of Hoi Ha Wan Marine Park, one of Hong Kong’s most diverse marine environments.

WWF Walk for NatureMelco participated in Walk for Nature at Mai Po, a major bird habitat in Hong Kong, organised by WWF. Visitors learned about conservation methods through the sustainable use of energy, timber, seafood and freshwater resources, as well as tips on living a sustainable lifestyle.

Value Convergence to gain Leadership in Energy and Environmental Design (LEED) CertificateValue Convergence, a member of the Melco Group, is working in partnership with Macquarie Macau on a property development fund. Its first residential project will gain full certification under the Leadership in Energy and Environmental Design (LEED) Green Building Rating System, developed by the US Green Building Council.

Altira Macau Efforts in Green PromotionThe Group’s property, Altira Macau, was one of the awardees at the Prime Awards for Eco-Business 2008 held in Hong Kong. The Awards recognize the achievements of businesses in promoting green environments. Altira Macau was the only hotel in Macau to be selected for this honour.

A number of effective measures were incorporated into the design of the hotel, including a sophisticated Grey Water waste recycling system. Altira Macau is the only building in Macau equipped with this technology. Other measures include a heat pump and calorifier system that reduces CO2 and other greenhouse gas emissions as well as a Heating Ventilation & Air Conditioning (HVAC) system for more efficient use energy.

Future projectsAs Melco is committed to sustainable development, the Group will enforce a strict environmental regime on all future development projects.

新濠鋒貫徹推行 有效保護環境措施新濠集團旗下新濠鋒於香港舉辦的「盛世環保企業獎2008」中獲獎。該獎項嘉許推動環保的企業。新濠鋒乃澳門酒店業中唯一獲此殊榮的企業。

新濠鋒在設計上採用了一系列有效保護環境的措施,包括裝設精密的污水循環系統。新濠鋒是澳門唯一採用此技術的建築。其他環保措施包括:利用熱力泵和加熱系統減低二氧化碳及其他溫室氣體的排放,以及利用暖風、通風和空調系統提高能源效益。

未來發展項目新濠致力推動可持續發展,未來所有發展項目將力求具環保效益。

ThE ENvIRONMENT環境保護

Melco is committed to giving back to the community, not only in Hong Kong and Macau, but also in Mainland China.

When a devastating earthquake hit Sichuan province on 12 May 2008, we threw our whole-hearted support into the relief efforts immediately following the appeals for help. To aid the victims of this severe natural disaster, Melco set up a Sichuan Earthquake Relief Matching Fund and collected HK$1.5 million within one week for UNICEF and the Hong Kong Red Cross.

The donations received by the Hong Kong Red Cross aided relief, reconstruction and disaster preparedness efforts in the affected area. Funds sent to UNICEF Hong Kong were used for financing the procurement of medicines, vaccinations, water purification tablets, basic survival materials and school kits, as well as providing children with basic education, psychological counselling and other support.

新濠致力回饋社會,支持包括香港、澳門及中國內地的公益慈善工作。

四川省於二零零八年五月十二日發生嚴重地震後,我們立即投入賑災工作。為幫助地震區災民,新濠設立了四川地震賑災配對基金,在短短一星期內,集團員工及各業務單位為聯合國兒童基金會及香港紅十字會合共籌得一百五十萬港元善款。

為香港紅十字會所籌得的善款用於災區賑災、重建及防災工作。至於為聯合國兒童基金會所得的善款則用於資助購買藥品、疫苗、 淨 水 劑、 基 礎 生 活 物 資、 教 學 材 料、以及為兒童提供基本教育、心理諮詢和其他援助。

Ongoing supportAfter the initial donations, Melco organized playpacks and delivered to the earthquake impacted children in late May.

Other activities included fund raising activities, such as a charity auction at Jumbo Kingdom and participate in the basketball tournament to raise funds for UNICEF and The Salvation Army.

Scope and ObjectiveHong Kong Quality Assurance Agency (HKQAA) was commissioned by Melco International Development Limited (Melco) to conduct an independent verification of the Corporate Social Responsibility Report 2008 (herein referred to as “the Report”). The report described the corporate social responsibility performance of Melco for the period from 1st January to 31st December 2008. The objective of the verification exercise was to provide an independent opinion on the materiality, completeness, accuracy and reliability of the information presented in the report.

HKQAA had not been involved in the preparation of any of the material included in the report and acted as an independent verifier of the data and text.

The scope of the verification included all content presented in the report.

The verification scope included: Assess the accuracy and consistency of the data and information presented in the report;

Verify the reliability of data and information management mechanism for gathering, collating, analyzing and presenting the data in the report; Assess the overall reasonableness and balance of reporting with regard to the information presented;Identify the relevant areas for future improvement.

Verification MethodologyOur verification procedure included review of relevant documentation, interview with representatives of Melco with accountability for preparing the report and analysis of selected sample of data and information consolidated in the report. The sample data was verified for accuracy through examination of supporting information and cross-checking with Melco’s published newsletter, annual report and applicable third parties’ information.

Our OpinionIn the opinion of HKQAA, the information presented in the report provided a structured, balanced, fair, honest and accurate representation of the corporate social responsibility performance of Melco. All selected sample data examined during our verification was accurate and consistent with the supporting information reviewed. The materials stated in the report were reliable in the presentation of Melco’s commitments, performance and achievements for the reporting period.

核實的範圍及目的新濠集團(新濠)已委任獨立核實機構“香港品質保證局” 審核2008年度之企業社會責任報告(下稱報告)的全部內容。該報告載述新濠在2008年1月1日至2008年12月31日在企業社會責任方面的表現。核實工作的目的是對報告所記載之內容在充分性、完整性、準確性及透明度上作出獨立的查核意見。

香港品質保證局並沒有參與制定及編印此份報告之所有內容。

核實的範圍涵蓋了該份報告之全部內容。

核實的範圍包括:評核經選定的報告所載內容及資料數據的準確性及一致性。

評核資料數據管理機制能否可靠地收集、核對、分析及監察相關企業社會責任的數據,並於報告中闡述。評核於報告內所記載的表現是否合理及平衡。為將來編製報告提供改進建議。

核實方法本局的核實程序包括審閱相關之文件、與負責編製報告的代表面談及選取具有代表性的資料和數據進行審核。查閱及測試報告內容及數據的補充資料,確保報告準確無誤,部份數據更透過第三方面進行覆核。

核實意見我們認為此報告的結構完整、平衡、公平、如實、可靠及清晰地反映新濠對企業社會責任的表現。在該次核實過程中所查閱的內容和資料數據與其補充資料一致及準確無誤。此報告所載的內容能可靠地反映新濠於報告年度所闡述的承諾及其表現和成果。
