    The Government Printing Office has announced higher prices forthe CPI Detailed Report, effective in November 1979. The sub-scription price has increased 25 percent, from $12 to $15 a yearwithin the United States; the single copy price has increased 125 per-cent, from $1 to $2.25.

    Prices of U.S. Government publications are set by the Govern-ment Printing Office, an agency of the U.S. Congress, under authorityof Title 44 of the U.S. Code. This statute does not give publishingagencies, like the Bureau of Labor Statistics, a voice in setting pricesof the publications they publish.

    The Consumer Price Index for All Urban Consumers(CPI-U) increased 1.0 percent before seasonal adjustmentin September to 223.4 (1967=100). The Consumer PriceIndex for Urban Wage Earners and Clerical Workers(CPI-W) also increased 1.0 percent before seasonal adjust-ment in September to 223.7 (1967=100). The CPI-U was12.1 percent higher and the CPI-W was 12.4 percent higherthan in September 1978.

    CPI for All Urban Consumers (CPI-U)—seasonallyadjusted changes

    On a seasonally adjusted basis, the CPI-U rose 1.1 per-cent in September, the ninth consecutive monthly increaseof about 1.0 percent. Food and beverage prices advancedsharply in September following 3 months of very littlechange. The housing and transportation components ofthe index continued to increase substantially as mortgageinterest rates and prices of houses and energy itemsadvanced. Prices for apparel and other goods and servicesalso rose notably in September. The index for medical carerose about the same as in August. The 0.3 percent in-crease in the entertainment index for September, however,was substantially smaller than in each of the 2 precedingmonths.

    During the 3 months ended in September, the CPI-Uincreased at a seasonally adjusted annual rate of 13.2percent, about the same as in the first and second quartersof the year.

    The September rise of 0.9 percent in the food and

    beverage component was the largest increase since April.Prices of grocery store foods increased 1.1 percent. Fruitand vegetable prices rose 2.7 percent after seasonal ad-justment and accounted for about one-third of the increase.The index for meats, poultry, fish, and eggs, which haddeclined substantially in each of the preceding 3 months,rose 0.7 percent in September. A turnaround in beef andegg prices more than offset the continued decline in pricesfor pork and poultry. Indexes for cereal and bakery prod-ucts showed smaller increases in September. Prices of theother two components of the food and beverage index—restaurant meals and alcoholic beverages-each rose 0.6percent in September. The increase in restaurant mealswas about the same as in July and August, but considerablyless than the average monthly rate of increase during thefirst half of the year.

    The housing index rose 1.2 percent in September, theeighth consecutive month of large increases. Rising house-hold fuel prices and homeownership costs continued toaccount for most of the increase. Fuel oil prices rose S.6percent. The index for gas and electricity also rose sub-stantially in September, but by less than in each of thepreceding 4 months. In September, house prices rose 1.1percent. Home financing costs rose 2.5 percent, reflectingincreases in both mortgage interest rates and house prices.Charges for home maintenance and repairs rose 1.0 percent.

    The transportation component advanced sharply for the11th consecutive month in September. Gasoline pricesrose 3.5 percent and accounted for over four-fifths of the

    transportation increase. New car prices rose 0.4 percent ona seasonally adjusted basis in September, the same as inAugust. The rise in new car prices was moderated somewhatby manufacturers9 rebates offered on some models. Usedcar prices declined for the seventh consecutive month.The index for public transportation rose 1.6 percent inSeptember, following increases of 1.5 percent in July and2.0 percent in August. Airline fares, intercity bus fares,and taxi fares all increased substantially for the third con-secutive month.

    The index for apparel and upkeep rose 1.3 percentin September compared with 0.7 percent in August and adecline of 0.2 percent in the 3-month period ended inJuly. Prices of most apparel commodities increased sub-stantially in September, reflecting the continued introduc-tion of fall and winter wear. Charges for apparel servicesrose 1.2 percent in September compared with 1.0 percentin August.

    The medical care index rose 0.9 percent in September,about the same as in August. Charges for physicians'services and hospital rooms rose 0.7 and 0.6 percent,respectively, following increases of 0.8 and 1.2 percent inAugust. The index for medical care commodities in Sep-tember continued to increase at about the same rate asduring the preceding 3 months.

    The index for entertainment rose 0.3 percent in Sep-tember, compared with increases of 0.7 percent in bothJuly and August. The index for other goods and servicesrose 1.6 percent in September, following an increase of1.0 percent in August. Higher prices for tuition and othereducational expenses accounted for over two-thirds of theincrease.

    CPI for Urban Wage Earners and Clerical Workers(CPI-W)—seasonally adjusted changes

    On a seasonally adjusted basis, the CPI for Urban WageEarners and Clerical Workers rose 1.1 percent in September,the ninth consecutive monthly increase of 1.0 percent or

    more. Food and beverage prices advanced sharply in Sep-tember following 3 months of very little change. Thehousing and transportation components of the index con-tinued to increase substantially as mortgage interest ratesand prices of houses and energy items advanced. Mostother major categories of consumer spending registeredlarger price increases in September than in August.

    The September rise of 0.9 percent in the food andbeverage index was the largest increase since March. Pricesof grocery store foods increased 1.1 percent. The indexfor meats, poultry, fish, and eggs rose 1.0 percent inSeptember. A turnaround in beef and egg prices more thanoffset the continued decline in prices for pork and poultry.Fruit and vegetable prices rose 2.1 percent after seasonaladjustment, about the same as in August. Indexes forcereal and bakery products and dairy products showedsmaller increases than in September. Restaurant mealsrose 0.5 percent in September, somewhat less than in recentmonths.
